    In her first State of the Province Address (SOPA) since her re-election to a second term, Governor Imee R. Marcos pledged to strengthen theProvincial Government of Ilocos Nortes (PGIN) efforts towards transformational, Jobs-rich growth and bring the new development to allIlocanos.

    Held today, August 6, at Plaza del Norte Hotel and Convention Center, Gov. Marcos hour-long speech was a comprehensive report of heradministrations feats for the first term and her priority bills for the next three years in service.

    Poverty has indeed fallen, Gov. Marcos said, pinpointing to the recent plunging 9% poverty rate in Ilocos Norte as compared to 2009salarming 24%, according to the National Statistical Coordination Board.

    Ilocos Norte is also tagged by the United Nations Development Programmes Philippines Human Development Report as one of the topprovince to improve quality of life and one of the few provinces set to achieve the (Millennium Development Goal) of halving poverty in2015, Gov. Marcos added.

    Just as she confirms the quick and positive economic transition in the province, Gov. Marcos admitted that the growth is not equal and hasfailed to deliver the quality jobs a number of Ilocanos in far-flung barangays still direly need.

    Walang iwanan, ang sigaw natin nung eleksyon; wala rin naman dapat na maiwan sa pag-unlad ng probinsya, Gov. Marcos emphasized as shelaunched the Poverty Eradication Agenda to top her midterm development plan for Ilocos Norte.

    According to her, the Poverty Eradication Agenda is set to optimize the 4Ps cash transfers from the national government, provincial MDGeducational, health and food distributions, and myriad contributions from local governments, NGOs and overseas Ilocanos.

    Together we can transform Ilocos Norte, convert our emerging province into a diversified, developed and gainfully employed economy for thefuture, Gov. Marcos added, including her jobs agenda thru the Job Creation Act, that shall unleash economic growth in labor-intensivesectors namely Agribusiness, Tourism and Manufacture which she coined as ATM.

    ATM can unlock jobs to bring not mere growth, but genuine, transformational jobs-rich growth, Gov. Marcos said.

    Other components of the development plan are the institution of the New Agribusiness Agenda geared to set up value-adding, processingand innovative plants and factories, the establishment of an Investment and Trade Promotions Office, the establishment of Entrepreneurshipand Small to Medium Enterprise (SME) Initiative to jumpstart micro, small and medium-scale enterprises to bring jobs to the countryside, theenactment of Corporate Social Responsibility Scorecard to promote responsible investing, the preparation of TechVoc Roadmap to prepare

    students for technical-vocational programs, and the launching of new job-creating programs, Saguip Nars and Trabaho sa Barangay.

    Gov. Marcos also enjoined private sectors to formally partner with PGIN and other municipalities in a more extensive job-generation thru aformal pledge signing.

    Jobs not only in the wealthy centros, but jobs for far-flung barangays; not jobs only for the well-educated and young, but jobs for the greaternumber of rural workers; not mere contractual jobs without security or protection, but jobs that our families can count on for years to come,Gov. Marcos said.

    The initiative towards a province-wide ISO certification was also formally declared, with each municipal mayor receiving an ISO QualityManagement System Manual after the governors address.

    This is after PGIN became the first ever fully ISO-certified local government unit in the Philippines last February.

    The international certification (ISO) of every municipality and city will be the best proof, to our citizens and investors, of the provincescommitment to good governance and development, Gov. Marcos said.

    A former representative of the second district of Ilocos Norte in the Philippine House of Representatives from 1998 to 2007, Marcos firstsworn-in as Governor was on June 30, 2010.

    Gov. Marcos who admitted that she was hesitant to make a political comeback reported that crises on security, health and economy welcomedher during her first 100 days in office.

    In her first ever SOPA last June 29, 2011, she tried to combat the rising unemployment and pledged to help fellow Ilocanos on how to INvest,

    INnovate and INspire.

    With the success of her three IN pillars, several achievements were reported during her second SOPA last July 9, 2012, with an economicmini-boom due to tourism and rising number of investments.
