April AIAA AFRL Tour: AFRL Space Vehicles Directorate Hosted by Michael Nayak, Programs Officer

The AIAA-Albuquerque section is inviting members to participate in a tour of the AFRL Space Vehicles Directorate for the April section meeting. This event will replace the April evening meeting as our section group activity for the month. The tour will be held on 18 April 2013 from 2:00-4:00 p.m. Spots are limited to 20 participants. This is a special event for AIAA members that requires some advance planning for attendees. AIAA AlbuquerqueAIAA-ABQ Attended Congressional Visits Day 2013by Mark Fraser (Public Policy Officer)On 19-20 March 2013 I attended the annual AIAA Congressional Visits Day in Washington DC. The Key Issues this year are listed below. My group focused on Issues 4, 5, and 6.

1. Promote and incentivize public-private partnerships that improve technology transition to end users from the nation’s aerospace research laboratories.2. Enabling Sustained Deep Space Exploration with a Broad Vision.3. Complete Public/Private Human Earth-Orbit Access Programs in a Timely Manner.4. Recruiting, Retaining, and Developing a World-Class Aerospace Workforce.5. Building Our Competitive Foundation: Supporting K-12 STEM Education.6. Assuring the Viability of the US Aerospace and Defense Industrial Base.7. Lessening the Impact of Export Controls on the Domestic Aerospace Industry.8. Accelerating the Integration of UAV/UAS into the National Air Space (NAS).9. Why a Robust and Integrated Cyber security Policy is One of Our Top National Security Priorities.10. Our group leader was Dr. James Horkovich (Directed Energy advocate). We were joined by Col. Mark Neice (ret.), Executive Director of the Directed Energy Professional Society. Col. Neice was Chief of the Laser Division at AFRL when I was a civilian crew member on the Argus C-135E electro-optical testbed aircraft. He was the pilot for Argus on many missions that I supported including a deployment to South Korea. Also with us was Ms. Cynthia Kaiser, former Directed Energy Chief Engineer at AFRL. She is now involved with the AfterMath summer camp program for students. http://aftermathcamp.com

Over the two days we met with staffers for the following senators and congressmen to deliver white papers and discuss our key issues: Sen. Martin Heinrich (D-NM), Sen. John McCain (R-AZ), Sen. Tom Udall (D-NM), Rep. Diana DeGette (D-CO), Rep. Michelle Lujan Grisham (D-NM), and Rep. Doug Lamborn (R-CO). Rep. Lamborn joined us after voting on a bill.

Dr. Horkovich guided the meetings as we presented our issues and recommendations to the staffers. Most of us are concerned with education as the US is ranked 18th in math and 13th in science proficiency in high school compared to other countries. I relayed my experiences teaching community college Astronomy where students had trouble with basic math, and relayed university professors’ concerns about the dominance of foreign students in grad programs who get their Ph.Ds. and leave the US, or if they stay cannot get jobs in aerospace due to security issues. We recommended that the Next Generation Science Standards be implemented to strengthen the quality of science education across the nation. (story continued on page 4)

A friend of mine works for a senator and she got me a pass to see the senate while they were in session the day before the congressional visits. It was very interesting but not quite as dramatic as the scenes in “Lincoln”. In fact, only a few senators came into the chambers at a time to make their official statement, and the whole session is recorded on C-SPAN.

I happened to be there when Sen. John McCain (R-AZ), came in to express his anger and concern on the effects of the sequestration on national security and readiness, delaying the deployment of ships, subs, aircraft, and military personnel. The reception on the last evening was at the Hart Senate Building and I met the new AIAA Executive Director Sandy Magnus. She was an astronaut on four shuttle missions and one 4.5 month mission on the International Space Station. It turns out that her first year as an undergraduate Physics major was my last year getting my M.S. Physics degree at the University of Missouri-Rolla. Dr. Magnus was very enthusiastic telling stories about her experiences in zero-gravity. Most significant was seeing the Earth from space, in which she “realized how everything is connected and how we have to take care of our planet.”

DC was cold and rainy this time, but I stayed to visit friends and see more museums (Air & Space, Newseum, National Art Gallery, American Indian Museum). I dropped by NASA headquarters which has a small visitor’s center and a nice library open to the public. They were giving away books and I got Apollo by the Numbers: A Statistical Reference. I had a great conversation with librarian Greg Levin about the education issue. The NASA library is a great resource.

Congratulations are in order to Ms. Tania Salinas at Sunset View Elementary School for being awarded a Scientific Classroom Equipment Grant (SCEG) of $200 by the Albuquerque Section of the AIAA. Ms. Salinas had a very strong proposal, and plans to use the award to facilitate a project with gifted students in grades K-5 to design, construct and operate robots built with LEGO MINDSTORMS NXT kits. In this project, it is planned that students will write computer programs on laptops to operate the sensors and motors to operate the robots that the students build and implement. The students will learn to apply mathematics and science to the construction and deployment of their robots, and ultimately will prepare students in grades 2-5 to enter the RoboRAVE International Competition on May 3-4 in Albuquerque. For the RoboRAVE competition each group of students will need to bring their robot and a laptop to the competition to program their robot to complete an assigned challenge. The SCEG Award from the Albuquerque Section of the AIAA will help enable the students to attend the RoboRAVE International Competition and compete. Ms. Salinas is invited to attend the AIAA-Albuquerque May meeting and we hope to find out more about this exciting classroom endeavor.

Five of our officers, Mike Ross, Svetlana Poroseva, Lori Hengeveld, Stev Seiffert, and Robert Malseed gathered at UNM’s Johnson Center on 15 March. They looked at over 400 projects at the Central New Mexico Science & Engineering Research Challenge (Science Fair) and selected two junior division and two senior division winners for our 2013 science fair awards. Thanks primarily to Svetlana we have photos of the judging.

This year marks the first time since at least 1991 that we have given an award to a previous winner. In fact, one student in each division had won previously. The junior division, the repeat winner is Gianina Revels (7th grade) with her exhibit examining the effect of glider length on flight. (Last year she won as a 6th grader.) Also winning the junior division was Mario Morford-Oberst (8th grade) with his project on propeller efficiency.

In the senior division, the repeat winner is Josh Ludwigsen (10th grade) with his project on Passive Assisted Bending of Pressurized and Resistant Joints. (Two years ago he won as an 8th grader.) Our final winner is Ethan Santangelo (12th grade) with his exhibit on De-orbiting of a Nanosatellite by Varying the Ballistic Coefficient.

March Meeting Featuring the SR-71by Robert Malseed (Treasurer)

An overflow crowd gathered in the Copper Canyon Café meeting room to hear Col. Rich Graham give an interesting talk about the SR-71 aircraft.

He spoke about the program from its inception through the last flight and gave us a look into it was like to fly the plane. (With tips like using the cockpit windscreen to heat your dinner.)

Colonel Graham brought copies of his three books about the SR-71, and sold nearly all of them.

At the meeting, Dr. Basil Hassan, AIAA Fellow and Vice President, Technical Activities, presented awards to Don Nash and Robert Malseed. Don was awarded the AIAA Special Service Citation and Robert was given the AIAA Sustained Service Award. Our February and March newsletters contained details of the award.

Yvonee Brill, Pioneering Rocket Scientist Passes Away by Mark Fraser (Public Policy Officer)

"Yvonne Brill... in the early 1970s invented a propulsion system to help keep communications satellites from slipping out of their orbits... is believed to have been the only woman in the United States who was actually doing rocket science in the mid-1940s, when she worked on the first designs for an American satellite."
