Disaster Risk Management /Preparedness Initiatives- Risk assessment (VCA, PCVA, PVA………….)

Key LearningAwareness /Preparedness on DRR

1 Standardization of disaster planning process (e.g., CDRMP, VDRMP, DDRMP) is required.

2 DCP (scenario based action plan) is an effective means to enhance preparedness and coordination amongst district institutions - Proactive engagement of DDRC

3 Pre-monsoon planning and post monsoon review practice is instrumental for preparing to major hazards

4. Awareness raising is only sufficient for short-term, behavior and attitude change is required – will need long term approach

Coordination

5 Need to strengthen the capacity of existing information management centre at DDC

6. Cluster mechanisms introduced in some districts - enhanced coordination between DDRC, govt. line agencies, NRCS and other stakeholders

7. Active participation of cluster leads need to be ensured to roll out Cluster concept (DCP..) at district level

8. Strengthen capacity of DDRC – DAO should have a separate DRR unit (full time DRR focal point, increase resources and know-how)

9. Need to establish strong linkage of CB/DMCs with others – VDC/DMC – DNDAC – NNDAC and line agencies.

10. Limited link between relief, risk reduction and development - Investment of resources on DRR mainstreaming is crucial – disaster impact assessment

11. CCA strategies need to be linked with DRR approach

12. Need to engage on root causes of disaster - deforestation in churia (to avoid siltation in terai), - construction of raised dykes/road/dam along Indo Nepal border (to avoid inundations) - policy decisions – national/int’l
