WATER INVESTMENT FORUM OVERVIEWWater Investment Forum (WIF) 2016 is established as a strategic platform aims to accelerate the water sectors’ journey towards the Kingdom’s Vision 2030 by actively promoting water investment opportunities in the Kingdom of Saudi Arabia. The Forum aims to bring together key national and international developers and investors on a single platform with the key government stakeholders such as Ministry of Environment, Water and Agriculture, SWCC, NWC, ECRA and WEC highlighting the attractive investment opportunities in the Kingdom such as the new IWPs (Independent Water Producers), IWPPs (Independent Water & Power Producers) and STPs (Sewage Treatment Plants). Additionally, the forum will also demonstrate enablers for the success of privatization such as the regulatory & legislation framework, bankable off-taking entity and will also highlight the attractive proposition of investing in the water sector of the Kingdom. The forum will take place in Riyadh on 27th - 28th November 2016 and will include hosting of distinguished national and international speakers and key participants.

WATER SECTOR BACKGROUND AND VISION 2030With the population envisaged growth in Saudi Arabia in the next 15 years, the corresponding water demand is expected to grow from 8.2MCM in 2015 to 12MCM in 2030. To meet this growth, the Kingdom of Saudi Arabia would require investing more than SR 300Bn over the next 15 years in the Kingdom’s water sector. With the direction set through Vision 2030 and ambitious targets identified in National Transformation Program 2020 including the engagement and enhancement of private sector participation, the Kingdom’s water sector will be an attractive landscape for investment opportunities in developing the Kingdom’s water infrastructure on Public Private Partnership (PPP) model.

KEY STAKEHOLDERS:WIF will be represented by the key stakeholders of the Kingdom’s water sector including:

Ministry of environment water and agriculture (MEWA) is responsible for the regulations and implementation of all aspects of the country’s policies for the environment, water and agricultural sectors. The Ministry implements environmental, water production and agricultural plans across the Kingdom with a focus on sustainability and value creation. It has widened its contribution to the national economy through numerous programs especially in the areas of food security, water preservation and environmental protection.

The Saline Water Conversion Corporation (SWCC) is a Saudi Government Corporation responsible for the desalination of seawater, producing electric power and supplying various regions in the Kingdom with desalinated water through its transmission networks. SWCC is considered the largest producer of desalinated water in the world with total installed capacity at 4.6 million cubic meters per day represented in its 29 plants distributed over 17 sites located on the eastern and western coasts of the Kingdom, which represents about 62% of the total production of desalinated water in the Kingdom, whereas the rest is produced by the private sector and other entities.

The National Water Company (NWC), a Saudi joint stock company fully owned by the government was established to provide water and wastewater treatment services in accordance with the latest international standards. The company is currently responsible for water & wastewater services to Riyadh, Jeddah, Makkah and Taif cities with a mandate to take over these services in the other regions in Kingdom of Saudi Arabia.

Electricity & Cogeneration Regulatory Authority (ECRA) was established to regulate the electricity and water desalination industry in kingdom in order to insure provision of adequate, high quality and reliable services at reasonable prices.

Water and Electricity Company (WEC) was established as a Limited Liability Company (LLC) with the purpose of being a bankable off-taker mandated to sell and purchase water and electricity and all required ancillary activities. WEC will be the counterparty under the PWPA and will buy the Project’s water and electricity. WEC will in turn sell this water and electricity on to SWCC and SEC respectively.
