The Regulatory Board;
Pursuant to the law no 09/2013 of 1/03/2013 establishing Rwanda
Utilities Regulatory Authority (RURA) and determining its
mission, powers, organisation and functioning especially in its
articles 2, 6, 47 and 48;
Pursuant to the Presidential Order n° 72/01 of 30/10/2003
modifying and complementing the Presidential Decrée n° 85/01 of
02/09/2002 regulating general traffic police and road traffic;
Pursuant to the Presidential Order n°40/01 of 16 October 2005
modififying and complementing presidential decree n° 85/01 of 02
september 2002 regulating general traffic police and road traffic;

CHAPTER ONE: GENERAL PROVISIONS
Article One: Purpose of this Code
This code shall govern the conduct of drivers carrying out the
public transport in Rwanda.

Muri aya mabwiriza, amagambo akurikira asobanuye ku buryo
bukurikira:
1° Abanyantegenke: Abanyantegeke naba bakurikira :
a) Abana bose bafite cyangwa bari munsi yimyaka
cumu nibiri(12);
b) Abantu bakuru batazi gusoma nokwandika;
c) Abantu bakuru bafite ubumuga bwo kumubiri ;
d) Abantu bakuru bafite uburwayi bwo mu mutwe ;
e) Abasheshe akanguhe bafite cyangwa barihejuru
yimyaka mirongo itandatu ni tanu (65).
2° Agahanda k'amagare : igice cy'inzira nyabagendwa cyagenewe
kunyurwamo n'amagare na velomoteri bikagaragazwa n'ikimenyetso
cyabigenewe ;
3° Ikinyabiziga gitwara abantu : ikinyabiziga cyose kigendera ku
butaka gikora umurimo wo gutwara abagenzi usibye gari yamoshi;
4° Inzira nyabagendwa : Imbago zose z'imihanda minini,
amabarabara, aho abantu benshi bahurira, aho imodoka zihagarara,
inzira n'utuyira two ku muhanda, ibiraro, ibyombo, mbese ku buryo
rusange, imihanda nyabagendwa yose igendwamo ku butaka;
5° Inzira y'ibinyabiziga: Umuhanda n'inzira ziwukikije;
6° Igisate cy'umuhanda : Ni kimwe mu bice bigabanyije umuhanda
mu burebure bwawo bishobora kugaragazwa n'umurongo umwe
Article 2: Definitions of Terms
In this code of conduct, the following terms shall have the
following meanings :
1° The Vulnerable group : the category of vulnerable groups are
the following:
a) Chidren having under or equal to twelve(12) years old;
b) Adults with learning difficulties;
c) Adults with physical disabilities;
d) Adults with mental health problems;
e) Elderly people having over sixty five (65) years old.
2° Cycle lane : the portion of the public highway affected, by
special road-signs, to the traffic of bicycles and motorcycles;
3° public passenger vehicle :a public passenger vehicle other
than a ferry;
4° Public highway: all roads, streets, public places, parking
stations, paths, footpaths, bridges, ferries, as a whole, and
generally speaking, all ways opened to public traffic by land;
5° Way suitable fur motor vehicles :the roadway and pavements
on the same level;
6° Traffic lane : any one of the longitudinal parts of the roadway
materialized or nut by continuous or discontinuous marks, but

ry'ibiziga bibiri, bitatu cyangwa bine, kigendeshwa n'ingufu z'abantu
bakiriho nko kuba bakoresha ibirenge cyangwa intoki ;
9° Igare : ikinyamitende cy'ibiziga bibiri;
10° Ipikipiki ikinyabiziga cyose cy'ibiziga bibiri (2) gifite moteri,
ukuyemo za velomoteri;
11° Ikinyabiziga kigendeshwa na moteri : ikinyabiziga cyose
gifite moteri ikigendesha kandi kigendeshwa n'ibikigize;
12° Imodoka:Ikinyabiziga cyose kigendeshwa na moteri, uretse za
velomoteri, ipikipiki, ibinyamitende itatu cyangwa ine bifite moteri,
n'imashini zikurura n'izindi zihinga zifite moteri zikaba kandi ku
busanzwe zitwara mu nzira nyabagendwa abantu cyangwa ibintu
cyangwa se zigenewe gukurura ibindi binyabiziga bitwara abantu
cyangwa ibintu;
13° Ikinyabiziga-ndakumirwa: ibinyabiziga by'abapolisi,
ibizimya-nkongi ndetse n'ibinyabiziga bitwara abarwayi, iyo bijya
aho bigomba gutabara byihutirwa kandi bikarangwa n'intabaza
irabagirana cyangwa irangurura ijwi;
having sufficient width to allow the traffic of one file of vehicles
other than cycles, motorcycles or bicycles;
7° Vehicle : any means of transport by land, and any moving,
farming , industrial or other material;
8° Cycle :any vehicle such as monocycle, bicycle, tricycle or
quadricycle, exclusively propelled by the muscle energy of the
persons on that vehicle, especially by means of pedals or handles;
9° A Bicycle : a cycle with two wheels;
10° Motorcycle: Two (2) wheel vehicles provided with a
propelling engine excluding mopeds;
11° Automotive vehicles: any vehicle provided with a propulsion
engine and moving by its own means;
12° Automobile vehicle : any automotive vehicle other than
motor cycles, scooters, motor tricycles, motor quadricycles and
other agriculture automotive machines and usually serving on the
public highway for the transport of persons or things or to the
haulage, on the public highway of vehicles used for the transport
of persons and things;
13° Priority vehicle: national police and fire brigade and
ambulances when these vehicles go to places where their urgent
intervention is required and their approach is signalled by special
warning, signals, luminous and/or acoustic;

14° Konvayeri : Ni umuntu wese ushinzwe kwakirana urugwiro no
kugenzura abagenzi bagana ikinyabiziga gitwara abagenzi;
15° umushoferi : umuntu wese utwaye ikinyabiziga cyangwa
uyobora mu nzira nyabagendwa inyamaswa zikurura, zikorera
cyangwa zigenderwaho, cyangwa amatungo, yaba ubushyo cyangwa
imwe;
16° Umukozi ubifitiye ububasha : umwe mu bakozi bavugwa mu
ngingo ya 20 y'aya mabwiriza, wambaye ku buryo bugaragaza
ibimenyetso by'imirimo ashinzwe ;
17° Umuhanda: n’igice cyangwa ibice by'inzira nyabagendwa
bigendwamo n'ibinyabiziga, iyo nzira nyabagendwa ikaba yagira
imihanda myinshi itandukanyijwe ku buryo bugaragara n'ubutaka
bwayo cyangwa ubusumbane;
18° Velomoteri : ikinyabiziga gifite ibiziga bitarenze bibiri kandi
gifite moteri itarengeje santimetero kibe 50 cyangwa imbaraga
zitarenga KvA 4 kandi, hakurikijwe uko cyakozwe; umuvuduko
wacyo nturenge Km 60 mu isaha ;
Igare na velomoteri bidahetse ababigenderaho ntibifatwa
nk'ibinyabiziga.
14° A Conductor: Any person responsible for caring for and
supervising of passengers;
15° Driver:any person who directs a vehicle or who, on the public
way, guides loaded or mounted draught animals, or isolated
animals or herds;
16° Authorized inspector: one of the agents specified in Article
20 of this Code, when visibly wearing the symbols of his
functions;
17° Roadway: a part (s) of the public way usually left for
vehicles, while a public highway may include several road ways
separated by a central pavement or different levels;
18° Moped: any vehicle which has a maximum of two wheels
and which is provided with a cubic capacity engine not exceeding
50 cm3 or an engine rating not exceeding 4 Kva and of which
speed can not, by design, exceed 60 km per hour;
The bicycle and the moped when not mounted are not considered
as vehicles.

Ingingo ya 3: Imyitwarire y’abakora umwuga wo gutwara
abagenzi
Umushoferi utwara ikinyabiziga mu gihe cyose atwaye abagenzi
ategetswe:
a) Kuba afite isuku, yambaye imyenda imeshe, iteye ipasi
n’inkweto zifunze igihe cyose atwaye abagenzi ;
b) Kugira imyitwarire myiza n’ikinyabupfura ku bagenzi
atwaye, ku mugenzi wese ushaka kugenda, ku mushoferi
mugenzi we ukora umwuga wo gutwara abantu, ndetse no ku
muyobozi wese wabiherewe ububasha;
c) Gukurikiza ibisabwa byose n’umukozi wabiherewe
ububasha ndetse n’umugenzi igihe cyose bitanyuranyije
n’amategeko detse n’amabwiriza ariho ;
d) Kuba yambaye igihe cyose umwambaro w’akazi (uniforme)
ugaragaza umukoresha we cyangwa Urwego abereye
umukozi;
e) Kwambara igihe cyose Ikarita imuranga itangwa n’Urwego
Ngenzuramikorere. Iyo karita igomba kuba igaragarira buri
wese;
f) Kugaragaza mu kinyabiziga no kubahiriza ibiciro byemejwe
n’Urwego Ngenzuramikorere;
g) Kubahiriza amabwiriza yose yo mu gihugu agenga umwuga
wo gutwara abagenzi.
CHAPTER II: FUNDAMENTAL PRINCIPLES
GOVERNING THE CONDUCT OF DRIVERS OF PUBLIC
TRANSPORT
Article 3: Conduct of Drivers for public transport
The driver of a public passenger while driving must:
a) Be clean and wear clean and tidy clothes including closed
shoes when driving a public passenger vehicle;
b) Behave in an orderly manner and with civility and
politeness towards any passenger, intending passenger,
driver of another public passenger vehicle or authorized
officer;
c) Comply with every reasonable requirement of an
authorized officer or passenger;
d) Be dressed at all times in a uniform that identifies his/her
employer or company;
e) Carry at all times his/her identification card issued by
Regulatory Authority. The card must be visible to the
public;
f) Display inside the vehicle and to comply with Regulatory
Authority’s approved fares;
g) Comply with all national regulations relating to public
transport.

Ingingo ya 4: Kutarya cyangwa kunywera mu kinyabiziga
utwaye
Umushoferi w’ikinyabiziga igihe cyose atwaye ntiyemerewe gukora
ibi bikurikira:
a) Kunywa itabi cyangwa ibisa nabyo igihe cyose ari mu
kinyabiziga, iyo atwaye cyangwa adatwaye abagenzi;
b) Kurira cyangwa kunywera mu kinyabiziga gitwara abagenzi.
Icyakora, ntawushobora guhanwa kubera yakoze kimwe mubimaze
kuvugwa muri iyi ngingo igihe cyose agaragaje ko afite impamvu
z’uburwayi zasuzumwe kandi zikemezwa na Muganga wemewe na
Leta.
Ingingo ya 5 : Isuku y’ikinyabiziga
Buri mushoferi utwara ikinyabiziga gitwara abagenzi ategetswe
kumenya neza ko icyo kinyabiziga gifite isuku kandi kimeze neza.
Ingingo ya 6: Kutavanga abantu n’ibyuma
Umushoferi utwara ikinyabiziga gitwara abagenzi abujijwe :
a) Kuvanga ibyuma by’ikinyabiziga n’abagenzi usibye igihe
cyose agaragaje impamvu yumvikana;
b) Kuvanaho cyangwa guhindura abigendereye piesi iyariyo
yose kukinyabiziga.
Article 4: Prohibition of eating or drinking while driving
The driver of a public passenger vehicle must not do any of the
following while driving:
a) Smoke any substance while in the vehicle, whether or not
the vehicle is being driven for the purpose of providing a
public passenger service or not;
b) Eat or drink in the vehicle while it is in use as a public
passenger vehicle.
However, nobody shall be liable under this article if he/she has
medical reasons approved by a recognised medical Doctor for
doing so.
Article 5: Vehicles’ cleanliness
The driver of a public passenger vehicle shall ensure that the
vehicle is clean and tidy.
Article 6: Interdiction to mix passenger with spare parts
The driver of a public passenger vehicle must not:
a) without reasonable excuse, mix any vehicle spare part
with passengers or;
b) Willfully damage or replace any part of the vehicle.

Umushoferi utwara ikinyabiziga gitwara abagenzi ntiyemerewe
kugitwara iyo:
a) Itariki cyangwa igihe byateganirijwe ibyangombwa bisabwa
ikinyabiziga byarenze nk’ubwishingizi bw’Ikinyabiziga,
Uruhushya rw’ikinyabiziga niba rutaratakaje igihe, ibikoresho
by’ubutabazi cyangwa se iyo
b) Umushoferi azi neza ko ibyangombwa bisabwa ikinyabiziga
binyuranyije n’amategeko cyangwa bidahari;
c) By'umwihariko, umushoferi atabona bitewe n’umubare
w’abagenzi, uburyo bicaye, cyangwa n'ibintu bitabonerana
byometse ku birahure.
Ingingo ya 8 : Imyaka y'ifatizo yo kwemererwaho uruhushya
Imyaka y’ifatizo y’umuntu wese wemererwa guhabwa uruhushya
ni iyi ikurikira
a) Imyaka 25 ku bayobozi b'imodoka ziri mu nzego C,D,E na F;
b) Imyaka 21 ku bayobozi b'ibinyabiziga biri mu nzego A na B ;
c) Imyaka 18 ku bayobozi ba velomoteri.
Article 7: Interdiction to drive without compliance label
The driver of a public passenger vehicle shall not drive the vehicle
if:
a) The expiry date or expiry time of a compliance label
affixed to the vehicle has passed like insurance of the
vehicle, valid license of the vehicle, first aid kit , or
b) The driver is aware that a compliance label has been
unlawfully obtained or is unavailable;
c) Especially, possibilities of movement and the vision area
cannot be reduced by the number or the position of
passengers, the carried objects or by sticking non
transparent objects on the glasses.
Article 8: The minimum age for a person to be qualified for a
license
The minimum age for any person to be granted a License is the
following :
a) 25 years for drivers of cars in categories C,D, E and F;
b) 21 years for drivers of cars of categories A and B;
c) 18years, for motorcycles.

Umushoferi utwara ikinyabiziga gitwara abagenzi agomba kwita
kuri ibi bikurikira :
1° Kudatwara ikinyabiziga igihe cyose umuryango w’icyo
kinyabizaga ufunguye;
2° Kudatwara cyangwa gushaka guhagurutsa ikinyabiziga
bigaragara ko hari umugenzi ushobora kugira impanuka cyangwa se
gukomereka;
3° Kudatwara ikinyabiziga gifite inenge cyangwa kinyuranyije n’aya
mabwiriza ndetse n’andi mategeko;
4° Kugenzura niba ikinyabiziga gifite essence ihagije mbere yuko
ahaguruka;
5° Kumenyesha umukoresha we ibitagenda neza ku kinyabiziga.
Ibyangiritse bigomba gukosorwa bidatinze ndetse byaba ngombwa
ikinyabiziga kigasimbuzwa ikindi.
Ingingo ya 10 : Inshingano za Konvayeri
Konvayeri mu kazi ke agomba kwita ku nshingano zikurikira :
1° Gufungura cyangwa gufungura imiryango y’ikinyabiziga bitewe
n’imiryango y’ikinyabiziga;
CHAPTER III: RESPONSABILITIES OF DRIVERS AND
CONDUCTORS
Article 9 : Responsibilities of Driver
The driver of a public passenger vehicle shall be conscious of the
following :
1° Not moving the vehicle while any door is open;
2° Not negligently or wilfully move or drive or cause the vehicle
to be moved or driven so that any passenger is subjected to the risk
of injury;
3° Not driving a vehicle that is not roadworthy or contravening
this code or any relevant regulations or legislation;
4° Ensure that there is sufficient fuel before the start of the
journey;
5° Report all vehicle defects to his/her employers/vehicle owner.
Serious defects must be corrected immediately or an alternative
vehicle supplied.
Article 10 : Responsibilities of conductor
The conductor of public passenger vehicle has the following
responsibilities :
1° Opening and closing the vehicle’s doors depending on the type

Umushoferi na Konvayeri batwara ikinyabiziga gitwara abagenzi
bafite inshingano zikurikira :
1° Kugenzura niba imiryango ifunze neza cyangwa niba ntabintu
byafatiwe mumiryango mbere yo guhaguruka;
2° Kwibutsa abagenzi kwambara ibikoresho by’ubwirinzi harimo
umukandara, kaske (casque) isukuye cyangwa ibindi bikoresho
byabugenewe igihe cyose bibaye ngombwa.
3° Kugenzura ibikoresho by’ubwirinzi harimo umukandara, kaske

Article 11: Common responsibilities of drivers and conductors
The driver or Conductor of a public passenger vehicle shall have
the following responsabilities :
1° Ensure that before taking off, doors are properly closed and that
no bags or clothing are caught in the doors;
2° Remind passengers to wear protective gears including seatbelts,
tidy helmet or any other appropriate protective gears.
3° The Driver and Conductor shall regularly check the worthiness
of protective gears including seatbelts, tidy helmet or any other
appropriate protective gears and report any damages to their
employer;
4° Always maintain a strictly professional relationship with
passengers without any segregation.
If any passenger refuses to wear protective gear(s) as mentioned in

Abashoferi cyangwa abakonvayeri ntibemerewe:
1. Kuganira n’umwana cyangwa umuntu mukuru w’intege nke
ikintu icyo aricyo cyose kijyanye n’ubuzima bwe bwite;
2. Guhamagara umwana cyangwa umuntu mukuru
w’umunyantegenke izina ry’iribyiniriro cyangwa amazina
yabaganisha mu myitwarire mibi;
3. Gukoresha imvugo mbi nk’indahiro cyangwa imvugo
iganisha cyangwa irimo ibiterasoni hari abana cyangwa
abantu bakuru b’abanyantegenke;
4. Guha abana cyangwa abantu bakuru b’abanyantegenke
impano, kuboherereza amakarita, inzandiko cyangwa
ubutumwa bugufi kuri telephone buganisha cyangwa burimo
ibiterasoni;
5. Gusaba no gutanga numero zatelefone, imirongo ya internet
this article, the driver or conductor must seek advice from the
traffic police or RURA.
Article 12: Declaration of lost property A driver of a public passenger vehicle who is given a lost property
or who finds such property as directed by this code of conduct
must, within twenty four (24) hours after being given or found the
property give the property to its owner or to the responsible
employee at the headquarter of the company or gives the property
to a police officer at the nearest police station.
Article 13: Special treatment to vulnerable group
Drivers or conductors shall not:
1. Discuss with a child or vulnerable adult anything of a
personal or intimate nature;
2. Call any child or vulnerable adult by a nickname, pet name
or endearment such as love, darling etc..;
3. Use a bad language such as swearing, innuendos or sexual
comments in the presence children or vulnerable adults;
4. Give children or vulnerable adults gifts, send them cards,
letters or text messages that may contain or lead to sexual
acts;
5. Exchange phone numbers, email addresses or personnel

Ingingo ya 14: Kubahiriza inzira
Abashoferi bategetswe:
1. Gukurikiza inzira bahawe nk’uko bigaragara ku ruhushya
rwahawe ikinyabiziga;
2. Kudatwara abagenzi mu nzira itandukanye niyo ikinyabiziga
cyemerewe;
3. Guhagarara ahabigenewe, ndetse bakareba niba
batabangamiye ibindi binyabiziga ndetse n”abanyamaguru
mu gihe cyose binjiza cyangwa bavana abagenzi mu
kinyabiziga;
4. Kugarurira umugenzi neza mu gihe hishyuwe arenze
ayobagombaga kwishyurwa kabone niyo yaba ari inote
y’amafaranga manini/menshi;
5. Ntiyemerewe kwaka amafaranga arenga kuyemejwe
n’Urwego Ngenzuramikorere;
6. Kubahiriza abanyamaguru igihe bambukiranya umuhanda
details with children or vulnerable adults;
6. Take photographs of children or vulnerable adults;
7. Look through a child or vulnerable adult’s handbag or
personal belongings, even when asked to find something
for them;
8. Handling any money on behalf of a child or vulnerable
adults;
9. Have any social contact with the children or vulnerable
adult passengers, unless they are already a family friend or
have the consent of parents or care taker.
Article 14: Respect the Assigned Route
Drivers shall:
1. Follow the route assigned to the public transport vehicle as
specified on the license;
2. Not transporting passengers to any other destinations other
than those on the assigned route;
3. Whenever loading and off loading passengers, drivers must
stop recognized bus stops (stages) and must pay special
attention to oncoming traffic or obstructions to ensure
safety of passengers;
4. Give the exact change (balance) at the termination of the
hiring and have sufficient changed money to do so;
5. Not ask for additional fare in excess of the approved fare,
set by Regulatory Authority;
6. Respect pedestrians while crossing the road at zebra

Niba umugenzi agaragaje imyitwarire mibi ituma shoferi atabasha
gutwara, Shoferi ategetswe:
1. Guhagarika ikinyabiziga, akongera gukomeza urugendo mu
gihe habonetse umutekano mu kinyabiziga;
2. Kudasohora abagenzi mu kinyabiziga keretse bigaragara ko
umutekano wabo ushobora guhungabana;
3. Kumenyesha Polisi, RURA n’umukoresha we ibihe
bidasanzwe ahuye nabyo avuga n’izina ry’umugenzi
byakomotseho cyangwa wabigizemo uruhare.

Article 15: Emergency incidents
In an Emergency incident, Drivers and Conductors shall:
1. Ensure that the safety of the passengers and their property
is given priority;
2. Report immediately to the Police any accident resulting in
injury to any passenger;
3. Give special care and considerations to vulnerable
passenger.
Article16: Unacceptable conduct of passengers
If a passenger’s conduct is such that the driver is or may be
distracted while driving, he/she shall :
1. Stop the vehicle as soon as it is safe to do so and only
continue the journey once the order is restored;
2. Not evict authorized passengers from the vehicle unless it
is evident that their safety is at stake;
3. Report any serious incidents to the traffic police, RURA
and to his/her employer giving as much detail as possible
including the name of any passenger(s) who has initiated or
involved in the incident.

Nyuma yayo mahugurwa, iyo ayarangije ahabwa ikarita

Aya mahugurwa ari mu byiciro bitatu:
a) Amahugurwa agenerwa abifuza gukora umwuga wo
gutwara abagenzi;

CHAPTER IV: TRAINING DEDICATED TO DRIVERS
AND CONDUCTORS WILLING TO DO THE PUBLIC
TRANSPORT IN RWANDA
Article 17: Training of drivers and conductors
The driver shall before starting to drive a public passenger vehicle
undergo training courses directed by the Rwanda Utilities
Regulatory Authority and other stakeholders.
Upon completion of the training course, if s/he succeeds, s/he
receives a public passenger vehicles driving authorization card
This training is in 3 categories:
a) Public passenger vehicle drivers’ and conductors training
course;
b) Public passenger vehicle drivers’ and conductors refresher
course;
c) Specialized training course for public passenger vehicle
drivers in specialized circumstances such as drivers
working in the National Parks or Airports.
Article 18 : Power of the Director General under this code
Under this code of Conduct, the Director General of the
Regulatory Authority shall :

Umushoferi w’ikinyabiziga gitwara abagenzi ategetswe gushyikiriza
mu nyandiko Umuyobozi Mukuru wa RURA mu gihe kitarenze
iminsi cumi n”itanu (15) uhereye igihe ikosa ryakorewe ibi
bikurikira :
a) Ikosa iryo ariryo ryose yandikiwe n’umupolisi
ubishinzwe n’
b) Ibisobanuro birambuye kuri icyo cyaha yandikiwe.
UMUTWE WA V: INYANDIKO ISABA IKARITA YO
GUTWARA IKINYABIZIGA N’IGENZURWA RYAYO
Ingingo ya 20 : Ikarita y’umwuga
Umushoferi utwara ikinyabiziga gitwara abagenzi cyangwa
komvayeri ntibemerewe gukora uwo mwuga badafite ikarita
yabugenewe itangwa n’Urwego Ngenzura Mikorere.
a) Suspend a driver’s or conductor’s authorization card if the
owner no longer fulfills or complies with the requirements in this
decision;
a) b) Determine either generally or in a particular case that a drivers’
or conductors’ authorization cards will be renewed if the owner
meets the requirements as set in this board decision.
Article 19: Notification of the alleged offence
The driver of a public passenger vehicle must, in accordance with
this clause, furnish in fifteen (15) days the Director General of
Regulatory Authority with written details of the following:
a) Any offence with which the driver is charged by a
police officer and
b) Details of the offence.
CHAPTER V: APPLICATION FOR DRIVE AND
CONDUCTOR CARD AND ITS INSPECTION
Article 20 : Vocational Card
A driver of a public passenger vehicle or Conductor is not allowed
to practice the profession without a valid Vocational card issued
by the Regulatory Authority.

f) Inyemezabwishyu y’ibihumbi bitanu (5.000 frw) yo
kwiyandikisha y’ishyuriyeho kuri konti No.130-1054998
y’Urwego Ngenzura Mikorere iri muri COGEBANQUE.
Ingingo ya 22 : Ibiranga ikarita y’umwuga
Iyo karita irangwa n’ibi bikurikira:
a. Umwirondoro wa nyirayo;
b. Ifoto ye;
c. Numero yayo;
d. Ubwoko bw’amahugurwa yahawe;
e. Nimero y’ubwishingizi bw’ubwiteganyirize bw’abakozi;
Article 21: Application for a vocational card
The driver or conductor of a public passenger vehicle in order to
obtain a vocational card, except having completed appropriate
training organized by Regulatory Authority, she/he must write an
official letter to the Director General of Regulatory Authority and
attach the following documents:
a) a photograph of the applicant;
b) a photocopy of driving license;
c) a criminal record;
d) Medical certificate;
e) The photocopy of his/her identity card;
f) Bank slip of five thousand (5.000) Rwandan
francs which is payable to the acccount
No.130-1054998 of the Regulatory Authority
in COGEBANQUE.
Article 22 : Particulars of a vocational card
The following elements are mentioned to Driver authorization
card:
a. Particulars of the owner;
b. His/her photo,
c. The authorization card number;
d. Type of training course completed;
e. Social Security Registration number;

iyo ayisabwe n’umugenzuzi wa RURA ubifitye Ububasha wese
kugirango ikorerwe ubugenzuzi.
Ingingo ya 24: Ibyerekeye Ubuzima bw’abashoferi
Umushoferi w’ikinyabiziga gikora umwuga wo gutwara abagenzi
ugejeje igihe cy’imyaka mirongo itandatu( 60) y’amavuko
ategetswe gukora ibi bikurikira:
1. Gushyikiriza Umuyobozi Mukuru w’ Urwego Ngenzura
Mikorere Icyemezo cyo kwa muganga kigaragaza neza
ko agishoboye gukora uwo mwuga;
2. Kujya kwa muganga wemewe na Leta igihe cyose
bisabwe munyandiko n’Umuyobozi Mukuru w’ Urwego
Ngenzura Mikorere gukorerwa ibizamini bigaragaza ko
ubuzima bwe bumwemerera gukora imirimo ye ;
3. Kwereka Umuyobozi Mukuru w’ Urwego Ngenzura
Mikorere, akoresheje inyandiko isobunutse, icyahindutse
haba ku mubiri cyangwa mu bwonko bwe bituma
f. Date, stamp and signature of the Director General of
Regulatory Authority.
All requirements provided in these provisions shall be fulfilled by
the Conductors except those provided in article 20 in point b and f.
Article 23: Inspection of the vocational card
The driver or conductor of a public passenger vehicle shall, at the
request of an inspector from RURA, hand his or her authorization
card to the officer in charge of inspection for verification.
Article 24: Medical condition of drivers
On attaining the age of sixty (60) years the driver of a public
passenger vehicle must comply wiyh the following :, at the
driver’s own expense,
1. Furnish the Director-General of regulatory
authority with a certificate from a medical
practitioner containing the medical
practitioner’s assessment, in accordance with
any requirements of the Director-General, of the
driver’s medical condition;
2. Attend a medical practitioner when required ,
by the Director-General of the Regulatory
Authority ,throuthg a written notice ,to
undertake a medical fitness examination;

d) Kwishyurwa ikiguzi cy’urugendo rwakozwe cy’urugendo
nk’uko cyagenwe n’Inama y’Urwego Ngenzuramikorere;
e) Ashobora gusaba kwishyurwa mbere y’uko atangira urugendo
hanyuma ubyanze ntiyemererwe guhabwa iyo serivise;
f) Kwanga ikindi kintu cyose gisimbura amafaranga nk’ubwishyu;
g) Kwanga gutwara umuntu bitewe n’impamvu zikurikira:
i. Umugenzi wambaye imyanda itameshe kuburyo
bwakwangiza imodoka cyangwa akabangamira abandi
bagenzi;
ii. Umugenzi ugaragayeho ibikorwa cyangwa imico
3. Furnish the Director-General of Regulatory
Authority, throutgh a written notice, any change
in the physical or mental condition which may
affect the driver’s ability to drive public
passenger vehicles safely. Such notice provides
details of the change his/her physical or mental
condition.

Article 25: Passenger Vehicle Driver Rights
Under this code, the passenger vehicle driver have the following
right:
a) A safe journey;
b) Be treated in a respectful manner by passengers;
c) Ask passengers not to eat, drink or smoke in the taxi, and have
your request complied with;
d) Receive payment in full for the service provided, according to
the fare schedule (The approved Tariff by the Regulatory
Board);
e) Request and receive prepayment of the estimated fare – and
refuse passengers who will not pay in advance;
f) Not accept any kind of replacement as service payment;
g) Refuse a hiring, if the passenger:
i. Is in such an unclean condition that he/she will spoil the
passenger vehicle, or if in the vehicle, begins to spoil it;

Ingingo ya 26: Umugenzuzi ubyemerewe
Umukozi ufite ububasha bwo kugenzura ikarita yavuzwe muri aya
mabwiriza ni:
a) Umupolisi wambaye umwenda w’akazi akora;
b) Umugenzuzi w’Urwego Ngenzuramikorere.
UMUTWE WA VI: IBIHANO BYO MU RWEGO
RW’UBUTEGETSI
Ingingo ya 27: Ibihano
Buri mushoferi cyangwa Komvayeri ukora umwuga wo gutwara
abagenzi agomba kubahiriza ibikubiye muri iki cyemezo.
Ukutubahiriza ibikubiye muri iki cyemezo bihanishwa amande yo
mu rwego rw’ubutegetsi cyangwa kwamburwa by’agateganyo
cyangwa burundu ikarita yo gutwara abagenzi nk’uko bigaragara ku
mugereka w’iki cyemezo. Uciwe amande ayishura kuri konti

ii. Is abusive, or becomes abusive during the journey;
iii. Is under the influence of alcohol or drugs to such an extent
that he/she is likely to become abusive or soil the taxi;
iv. Has evaded or attempted to evade the payment of a fare.
h) Refuse a hiring to or from an address where your Taxi
Dispatch Service has a record of violent incidents or dangerous
behavior or non-payment of fares relating to them or their
address.
Article 26: Authorized Inspector
The inspector with the authority to inspect the authenticity of the
Driver’s passenger transportation card is :
a) The police staff in a police uniform;
b) Authorized Inspector from the Regulatory Authority.
CHAPTE VI: ADMINISTRATIVE FINES
Article 27: Penalties
Every Driver or conductor must abide by the provisions of this
Board decision.
Failure to comply with this Board decision, he/she shall be liable
of an administrative fine, or suspend or revoke the driver’s
passenger transportation card as provided in the annex of this
Code. The administrative fine are payable on Regulatory
Authority’s account number No.130-1054998 of RURA located in
Code of Conduct of Drivers Page 23

NB:
- If a driver commits three or more of offences in the above annex in the same year, the Regulatory Authority shall suspend his/her
vocational Card for three (3) years;
- If a driver after 3 suspensions of his or her vocational card for the above mentioned offences, the Regulatory Authority shall revoke his or
her vocational card;
- However if a driver commits the same offense provided in 15 and 16 of the above annex for the second time, the Regulatory Authority
shall revoke his/her vocational Card;
- Any revoked Vocational Card cannot be re-activated.
