The Power of Maps & Data

Census 2010 Hard to Count

Census 2010 Outreach

FOR COORDINATION…

Foundation GranteesGrantees Outreach “Areas”

Census 2010 Outcomes

• Communities receiving outreach had a lower drop in participation than those without outreach

• What was at stake? • In LA County, approximately

173,000 people would have gone uncounted = $330M loss in federal funds

Don’t start with technology or data

Start with the problem

Identify the levers of change

Discover your research question

Be creative – what technology? What

data? What new way to gather that data?

Our Approach

Outreach, Education, & Enrollment

Problem: Lack of access to affordable health care coverage.

Opportunity: Health Care Expansion ~ Medi-Cal and Covered CA

Goal: To ensure people who are uninsured and currently or newly eligible for Medi-Cal or Covered CA are reached and successfully enrolled through outreach, education, and enrollment efforts.

Outreach, Education, & Enrollment

Research Questions

Where are the uninsured? (geographic) Who are the uninsured (demographic/socio-economic) Where are target populations? (low-income,

uninsured, eligibles, language, race, age)? What types of outreach efforts are occurring? Who? Where are there opportunities to leverage/partner? Where are efforts concentrated? Gaps/Need? Where should investments/resources be targeted for

greatest reach/impact?

Case Example

Eligible Populations and Outreach/Enrollment Grants

in LA County

Where are eligible populations?

Where are current efforts?

Today you will learn how to:

1. Research relevant data and create maps to inform your outreach, education, enrollment efforts.

2. Set your own community boundaries for your target areas and map relevant data.

3. Add your own data to coordinate and share activities in your community.

Question for ParticipantsOutreach, Education, & Enrollment Efforts
