CDPGE: Defense booking and planning center,
including the military component of the French AMC
This “Airpace Management Cell”(AMC) :
Collects and analyses all Airspace and Routes Requests which may require
temporary airspace segregation
Allocates, after internal negotiation, the airspaces identified as TSA, CBA
and CDR with a daily notification through the Airspace Use Plan (AUP) and
Updated Airspace Use Plan (UUP);
Analyses afterwards about the Use of Airspace

CREATION OF AUP/UUP
• In France, the National Airspace Management Cell (CNGE) is responsible for the creation of AUP/UUP.
• At European level, a function of centralized data airspace (CADF), established in NM (Network Manager) compiles the various AUP/UUP for transmission to aircraft operators (EAUP/EUUP on Network Operational Portal).
• AUP is made at D-1 with a validity from 06:00 UTC (D) to 06:00 UTC (D+1)
UUP updates the AUP through a rolling process with a mimimum of 3 hours lead time.

STATUS OF AUP
1- INTEND
Opening of a new AUP (not visible by the other partners NM, AMC…)
2- DRAFT at 13:00 UTC (12:00 UTC summer)
Beginning of the work on Areas allocations and on CDRs availability (civ/mil
negociations)
3- READY at 15:00 UTC (14:00 UTC summer)
Data are stable. The AUP is ready for NM.
4- RELEASED before 16:00 UTC (15:00 UTC summer)
Validation (CACD Datas) and coordination CADF/AMC(s) in case of discrepancy.
The release of the AUPs triggers the update of NM operational systems and makes the
information available as an EAUP on the Network Operations Portal, as well as through
eAMI via B2B.

UUP ROLLING PROCESS
1- Updated AUP (UUP) • Validity starting at any time between 06.00 UTC and 06.00 UTC D+1.
The ‘UUP time’ is set by CADF.
• 32 possible UUPs (4 on D-1 + 28 on D) at fixed times every 30 minutes
(full or half hour).
• This advanced rolling process applies to all AMCs participating in the
UUP publication procedure and provides the advantage to use shorter
slots for UUP publication in order to notify releases of airspace (so
called Procedure 2).

In France, additional activations of RSA (3 hours lead time) is possible,
through a national process of coordination (rerouting of flights tactically).
FUA Restrictions
• Introduced in the CACD database to manage acceptance of PLNs in a restricted / reserved
related area .
• Activation of a FUA restriction :
• Via activation of the associated reserved / restricted area, by AUP / UUP.
• all PLNs passing through the bound area will be rejected according to RAD Annex 7
• As France doesn’t apply Procedure 3 on D day (only via National Process), extra activations
of FUA Restrictions cannot be applied.
FBZ: FPL Buffer Zone
• Airspace defined laterally and vertically associated with a restricted or reserved airspace for the purpose of submitting a valid IFR FPL when the areas are active.
• Represents the entire airspace to be avoided for flight planning purposes
• FPL can be filed up to the FBZ limit.
• Published in AIP and notified per day via AUP / UUP
• If FBZ=>FUA restriction must be defined.
• As France doesn’t apply Procedure 3 on D day (only via National Process), extra
activations of FBZ cannot be applied.
EU RESTRICTIONS
• Defined for areas set up during a temporary period (eg: large-scale exercises or special
events):
• Represents a temporary airspace associated with a restricted airspace,
• Defined in the CACD system and managed as FBZ and FUA Restrictions via AUP / UUP.

Procedure 3 is applied in 2 specific UUP but France has never adopted this
