2. STATUS OF MUNICIPAL INSTITUTIONAL CAPACITY
2.1 Status of Municipal Disaster Management Centre In terms of the Disaster Risk Management Act 2002, (Act No.57 of 2002), Section 43-50 outlines the establishment and functions of the Centre in order to ensure an integrated and co-ordinated approach to Disaster Risk Management within the Municipality. Jozini Local Municipality Disaster Management unit was established in 2011. The Municipality currently does not have a Disaster Management Centre (building). However, a park home is used as a Disaster Centre where Firefighters are based. The Disaster Officer is situated in one of the Municipal Offices not far from the Fire Station/Disaster Centre. The Municipality is in the process of drafting a business plan for the establishment of a Disaster Management Centre. The business plan should be completed by end of 2018/2019 financial year The Unit has 1 Disaster Officer who was appointed in 2016 and 1 Disaster Manager who was appointed in June 2019. The Unit currently does not have a vehicle allocated for Disaster Management activities, however we currently utilize the Fire & Rescue vehicles and other Municipal vehicles to attend to Disaster issues. The Municipality has budgeted for 1 Disaster Management vehicle in the 2019/2020 financial year. The Business Plan for Jozini Disaster Centre has been submitted to Technical Department for MIG application. Currently there is a Park home allocated for Disaster & Fire unit which is fully equipped as required. Working tools /equipment’s are still in order and have been budgeted for in the next financial year.
a. Status of Fire & Rescue Services The Fire & Rescue Services Unit has 9 full-time firefighters who work two shifts. These firefighters who are also assisting in carrying out Disaster Management activities due to

shortage of staff in the Disaster Management Unit. There are also 6 Inservice Trainees from Umgungundlovu T-vet College plus 6 Local Volunteers trained as Fire fighters, qualify to do Fire Fighting duties. A park-home is used as a Fire Station. There are 2 Fire vehicles permanently allocated to for Fire & Rescue Services. This includes 1 Fire Truck, 1x 500L Bakkie Sakkie and 1x 1500L mini Pump and a rescue trailer. The Fire Station has been allocated with a cell phone 24/7 which is used for receiving calls relating to incidents. Both Shift leaders in both shifts have also been allocated with cell phones to monitor the work operation.
b. Status of Municipal Disaster Management Policy Framework
The establishment of the Jozini Local Municipality Disaster Management Framework is currently underway. A service provider has been appointed to assist with the establishment of the disaster policy framework. The municipality has however adopted the District Disaster Management Policy Framework pending the finalisation of our policy framework being established and adopted by Council. The Jozini Local Municipality Disaster Risk framework is available and was tabled to Council in May 2019.
c. Status of Municipal Disaster Management Plan
In terms of the Disaster Risk Management Act 2002, (Act No.57 of 2002), Section 53, each municipality must prepare a disaster risk management plan for its area according the circumstances prevailing in the area. The Jozini Local municipality has a Disaster Management Plan which was compiled in 2017 and adopted by the Council on the 18 of December 2018. The Municipality ensured that all relevant stakeholders were involved in the compilation of the plan. The Municipal Disaster Management has recently been adopted and due for review in December 2019. d. Municipal Disaster Management Inter-Departmental Committee Jozini Local Municipality has no municipal Inter-Departmental committee, however it make use of the Management (Manco), Community Services Departmental and Disaster Management & Fire & Rescue Sectional meetings to address all Disaster Management related issues. Moving forward we plan to establish the committee which will comprise of Community Services Portfolio Chairperson, Director Community Services, Municipal Manager, Manager Public Safety, Disaster Management and Fire & Rescue Personnel

Section 51 of the Disaster Management Act (Act 57 of 2002) states that municipalities may establish a municipal disaster management advisory Forum. Jozini Municipality Disaster Risk Management Advisory Forum was established and launched on the 24 October 2017. According to subsection (1) a forum is a body in which the municipality and other key stakeholders consult one another and co-ordinate their actions on matters relating to disaster management in areas under their jurisdiction. Terms of Reference have been developed for all members of the forum. The forum is planned to meet on quarterly basis. The Disaster Management Forum have met two times in our JOC meetings to attend to the urgent matters.

5.2. Hazard Maps and Vulnerability Maps 5.2.1. Veld Fires
Fire has a fundamental role of sustaining biodiversity, but if it is not managed properly it may result in ecosystem degradation. Veld fires can have severe impacts on the environment like loss of biodiversity and ecologically sensitive areas, and air pollution from smoke. There are also environmental factors or processes that increase the susceptibility of the environment to impacts of veld fires. These factors like environmental degradation, topography and weather play an important role in increasing vulnerability to veld fires. Veld fires have been a persistent problem in Jozini Municipality area and this situation has worsened over the past several years due to global warming coupled with the drought situation the municipality is currently faced with. The Municipality is experiencing devastating veld and structural fires across all wards especially during the winter/dry season.

Section 53 of the Disaster Management Act (Act 57 of 2002) deals with disaster management plans for municipal areas. Section 53 ( 1) (k) of the Act prescribes that a disaster management plan must contain contingency plans and emergency procedures in the event of a disaster, providing for prompt disaster response and relief and the procurement of essential goods and services. The Municipality set aside Disaster management budget annually for the purchase of relief materials in the form of tents, blankets, food parcels and plastic sheeting, lighting conductors and food parcels. This material is provided to victims of disasters or serious incidents when necessary. Advisory forum and Joint Operation Committee (JOC) are structures that are always activated to discuss issues pertaining to response and recovery measure that must be put in place. Both structures are made up stakeholders that have a role to play in terms of Disaster Management.
7.4 Grant funding allocated for post-disaster recovery (where applicable)
Jozini Municipality has submitted an application to the Department of Human Settlement and awaiting response for a grant funding to assist households that were affected disaster incidents that occurred in December 2018 and January 2019. The Jozini Municipality have received post-disaster recovery intervention from Sassa in a form of food parcels, DSD in a form of food parcels and counselling, Shoprite also intervenes with blankets, soups and breads when the Municipality had a major flooding incident in its jurisdiction. UMkhanyakude District also provides relief material when needed and installed 10 lightning conductors to lightning victims and Provincial Disaster Management also assisted with relief materials, temporal shelters and installed 45 lightning conductors to Disaster victims.
8 INFORMATION MANAGEMENT AND COMMUNICATION
8.3 Information Management There is no Information Management System dealing with Disaster Management in the municipality. However the Municipality is making use of the District Disaster Communication Centre in this regard. The municipality has a cell phone that is monitored by the Fire Department that receive emergency incidents.
8.4 Communication system
The Municipality relies on the information reported at the Jozini Fire Station and the District Disaster Management Centre. The District control room activates all relevant stakeholders to attend any disaster incidents that have been reported.

The affected Municipality will ensure that they conduct assessments of the incidents. A report of all incidents is communicated to the District Disaster Centre in a form of an interim report and monthly reports. These reports are then forwarded by the District to the Province which finally reaches National Disaster Management Centre.
8.5 Early Warning Strategy The Municipal Disaster Management is linked with South African Weather Service who sends warnings if there are any extreme weather conditions. The information is disseminated to local Disaster Management Stakeholders and Councillors via cell phone messages. The Municipality is relying on the Councillors in dissemination of the information to the Community.
9 EDUCATION, TRAINING, PUBLIC AWARENESS AND RESEARCH
9.3 Planned Capacity Building Programmes Sections 15 and 20(2) of the Disaster Risk Management Act (Act 57 of 2002) specifies the promotion of capacity building, training and education throughout the Republic, including in schools, and, to the extent that it may be appropriate. This key performance area addresses the development of education and training for disaster risk management and associated professions as well as the inclusion of disaster risk management and risk-avoidance programmes in school curricula. It also outlines that awareness needs to be created within the community. For example community and school awareness campaigns etc.
Disaster Management Sections annually puts aside a budget to conduct awareness campaigns in schools, war-rooms, communities, traditional leaders, councillors and other stakeholders. During these awareness campaigns, disaster awareness pamphlets are given to the participants. The Municipality is in the process of deploying volunteers in all 20 Wards, these volunteers will also be capacitated on disaster management including disaster awareness campaigns. These campaigns will assist in prevention or mitigation of disaster incidents. The volunteer programmes have started in the Municipality and have recently appointed 4 Fire fighter volunteers and they will also assist with the Disaster reported incidents. There is also a budget allocation for the training of the Disaster personnel.
9.4 Planned Public Awareness Campaigns The Municipality annually plans to conduct 8 disaster awareness campaigns in every. These awareness campaigns are targeted for schools, communities, traditional leaders, and now will be cascaded to the volunteers once they have been appointed. Jozini Municipality is also utilizing Maputaland radio station to warn the community of the Climate change and special precautions to be taken when such incident occurs.

10.4 Funding Mobilization Strategy Grant application has been directly submitted to Department of Human Settlement. Private Partnerships Jozini Municipality has established a Disaster Advisory Forum which will hopefully gear private partnerships with local business people and in a long-term partnerships from companies outside the jurisdiction of Jozini Municipality by engaging the Local Economic Development Sector
