OSS PROGRAM
2 3Ontario Sires Stakes 2020 RACING GUIDE
HISTORY, STRUCTURE AND ADMINISTRATION The Ontario Sires Stakes (OSS) Program was established in 1974 to promote the breeding of Standardbred horses in Ontario and provide economic incentives for breeders, owners and trainers to breed, buy and race horses in Ontario. The OSS is part of the Standardbred (SIP) component of Ontario’s Horse Improvement Program (HIP) which was established in 1968.
The Ontario Sires Stakes is an incentive program, providing support for the Ontario breeding community.
The OSS is split into two tiers of racing – a Grassroots Series and a Gold Series. Each tier has a series of races for two- and three-year-old trotters and pacers. Further descriptions of the different series can be found on pages 4-7.
To be eligible to the OSS, foals must be sired by a stallion standing in Ontario and registered with the OSS Program for the breeding year. A nomination payment is due in the horse’s yearling year. To maintain its eligibility, sustaining payments are due in the two- and three-year-old seasons if the horse is expected to race in the OSS.
The 2020 OSS Program was developed by the Standardbred HIP Administration Committee, which is made up of representatives of the racing and breeding community, who are tasked with providing input and recommendations on Program components.
Ontario Racing (OR) is responsible for directing breed improvement programs, setting an annual program of races and purses, attracting new horse owners, building a fan base and connecting the industry with government and the general public.
OR serves as the voice of the horse racing industry and works closely with the Ontario Lottery and Gaming Corporation (OLG) towards the integration of horse racing into OLG’s gaming strategy.
OR serves as the Program Administrator for the Standardbred (SIP) (which includes the OSS Program) and Thoroughbred (TIP) Horse Improvement Programs components of Ontario’s Horse Improvement Program (HIP), as well as the Quarter Horse Racing Industry Development Program (QHRIDCP).
PROGRAM OR, as Program Administrator, reserves the right, in its sole and absolute discretion, to make any adjustments, changes or cancellations to the OSS Program as deemed required. By participating in the OSS Program, the participants acknowledge and agree that OR will not be held liable for any costs associated with any changes to the OSS Program.
All OSS races shall be conducted in accordance with the 2018 Rules of Standardbred Racing and individual track rules approved by the Alcohol and Gaming Commission of Ontario (AGCO). Racetrack retention barn rules may apply. All participants are strongly advised to make themselves familiar with rules specifically related to the OSS.
Gold and Grassroots events are numbered 1 through 5 and horses are eligible to be entered in EITHER the Gold or Grassroots event of the same number, but NOT BOTH.
PURSESAs in 2019, Starting Fees for OSS races (Gold - $800; Grassroots - $350) will be added directly to the purses for each event. The Standardbred Improvement Program will contribute a set amount which will be divided by the number of divisions required for the event. Starting fees will then be added to the purse for each division.
Gold Series
• The Standardbred Improvement Program (SIP) will contribute $200,000 to each Gold event with more than one division (starting fees will be added to the purse).
• In the event of only one Gold division the SIP contribution will be $150,000 (starting fees will be added to the purse).
• Gold Super Final purses - $250,000.

Gold Super Final Rules
Each of the 8 categories of age, sex and gait will have a Gold Super Final for the top point earners.
After the last scheduled Gold Leg, the top ten point earners entered in each age, sex and gait category will compete in a Gold Super Final for a purse of $250,000.
Any horse may be entered into its respective OSS Gold Super Final, provided it has started in a minimum of 2 Gold Legs in the current year OR has earned a minimum of 50 points in the Gold Series in the current year.
There will be no Starting Fee for the Gold Super Finals.
Points are awarded in Gold Legs as follows:
first place 50 points fifth place 5 points
second place 25 points sixth place 3 points
third place 12 points seventh place 2 points
fourth place 8 points eighth place 1 point
In the event of a dead heat, the points for the positions involved will be shared evenly between the horses finishing in the dead heat.
Points are updated daily on the Standardbred Canada computer system and on the OSS website.
In the event of a tie in the point standings, horses will be drawn by lot after the box closes.
The two “Also Eligible” horses will be the 11th and 12th highest point earners declared in. In the event of a tie in the point standings for the “Also Eligible” horses, they will be drawn by lot.
Any horse may be entered into its respective Gold Super Final or Grassroots Semi-Final, but it cannot be entered into both, unless it was “Also Eligible” and did not draw into the Grassroots Semi-Final.
Grassroots Series
Added to the Grassroots Starting fees will be a SIP contribution of $20,000 per division.
• Grassroots Semi-Final purses - $20,000 per division.
• Grassroots Championship purses - $75,000.
FIELD SIZES• As in 2019, OSS races will be conducted with the
maximum field sizes allowed. See page 9 for details.
NEW IN 2020• Gold Super Final Purses have been increased to
$250,000
• Trailer rule revised to allow track-level decisions related to trailers
GOLD SERIESThe Gold Series will consist of 40 Gold Legs, 5 events for each of the eight categories for age, sex, gait. As stated on page 3, Gold and Grassroots Series events will be numbered and horses cannot be entered into a Gold and a Grassroots event of the same number.
If more horses declare to start than is permitted for an Added Money event at that track, the event shall be split into the appropriate number of divisions with entries seeded by lot.
Horses will earn points in each of the 5 Gold legs to qualify for their Gold Super Final. Point standings are updated daily on the Standardbred Canada computer system and on the OSS website.

GRASSROOTS SERIESThe Grassroots Series will consist of 40 Grassroots events for each of the 8 categories for age, sex, gait.
Horses will earn points in each of the 5 Grassroots events throughout the season to qualify for their Grassroots Semi-Final. Point standings are updated daily on the Standardbred Canada computer system and on the OSS website.
The top 5 finishers in each Grassroots Semi-Final will then advance to the Grassroots Championship for a purse of $75,000.
Grassroots Championship Rules
Each of the 8 categories of age, sex and gait will have a Grassroots Semi-Final and Championship race for the top point earners.
After the last scheduled Grassroots event, the top point earners entered in each age, sex and gait category will compete in two Semi-Final divisions for a purse of $20,000 per division. Approximately one week later a $75,000 Grassroots Championship will be contested at the same track.
A horse must start in a minimum of 2 Grassroots Series events to be eligible to enter the Semi-Final.
There will be no Starting Fee for the Grassroots Semi-Final or the Championship.
Points will be awarded in all Grassroots Series races as follows:
first place 50 points fifth place 5 points
second place 25 points sixth place 3 points
third place 12 points seventh place 2 points
fourth place 8 points eighth place 1 point
In the event of a dead heat, the points for the positions involved will be shared evenly between the horses finishing in the dead heat. Point standings are updated daily on the Standardbred Canada computer system and on the OSS website.
The number of starters allowed to start in the Grassroots Semi-Finals and Championships will be governed by the number of horses that the host track can accommodate on the starting gate. However, there will be a minimum of 8 horses drawn for each division.
In the event of a tie in the standings, horses will be drawn by lot after the box closes.
The two “Also Eligible” horses will be drawn from the next highest point earners declared in and they will be the same for both Semi-Final divisions. In the event of a tie in the standing for the “Also Eligible” horses, they will be drawn by lot.
Starters in the Championship will be the top finishers in the Semi-Final divisions that declare in. In the event of a tie for the final position, the starters will be drawn by lot. A dead heat may not cause the number of starters to increase. Horses finishing in a dead heat are considered to have finished the same. Horses finishing in a dead heat will be ranked behind horses finishing in the same position but not in a dead heat.
The next highest placed finishers declared in will be the first and second “Also Eligible” horses in the Championship. In the event of a tie they will be drawn by lot.
Any horse may be entered into its respective Gold Super Final or Grassroots Semi-Final, but it cannot be entered into both unless it was “Also Eligible” and did not draw into the Grassroots Semi-Final.

Horses sustained to the OSS program may be subject to testing under the Out Of Competition Program.
Should conditions beyond the control of OR prevent the racing of any event, OR reserves the right to declare the event “off” and to distribute the money and points to the current eligible horses or to transfer the event to another date, or to another track, or to do both.
In the event of a “No Contest” in an OSS race, the purse and points for that race will be split evenly between all unoffending horses.

PursesThe purse of an Ontario Sires Stakes event includes funds from levies on wagering as well as nominating fees, sustaining fees, stallion levies and starting fees.
Ontario Bred RewardsTwo- and three-year-old Ontario Bred horses racing in the OSS Program earn rewards under the Ontario Resident Mare Program.
The person who enrolled the mare in the Program for that foaling year will receive the Ontario Bred Rewards.
Ontario Bred Rewards for OSS races are capped at $1M and calculated on a pro-rata basis. The total OSS earnings of all eligible horses will be calculated and the $1M will then be distributed to individual owners based on their proportional share of the total earnings. Example: If
all Ontario Bred horses earned $5M in the OSS Program and your horse earned $40,000, you would receive $8,000 ($40,000/$5M=.8%) ($1M x .8%=$8,000).
Ontario Bred Rewards for OSS races are paid out in August and at the end of the year.
Ontario Bred Rewards for Open Stakes have been capped at $130K with an individual cap of 20% of Open Stakes earnings per horse.
Ontario Bred Rewards for Open Stakes are paid out at the end of the year.
