行政サービス情報を伝え・活用するための仕組み

行政情報を伝えるためには、「見つけられる」こと、「理解できる」こと、「活用できる」ことが重要。

「情報を見つけ、内容を理解してもらう」ためには、カタログ（メニュー）、コンテンツ標準（データモデル）とツールが必要。

（CPSV: Core Public Service Vocabulary）

国内の取り組み

独自仕様のサイトが多いことを踏まえ、UI共通化から着手。ドメイン統合も並行して実施。 UI共通化のためのWebサイトに関する指針、ガイド等は、アクセシビリティ対応やデザ

イン統一のレベルであり、情報（コンテンツ）のブロック化を前提としない一世代前のモデル。（コンテンツのパーマリンク化だけ取り入れている）

• 情報（コンテンツ）そのものに関する標準化の考え方が無い。

自治体Webサイトは、アクセシビリティ以外に統一したルールがなく、メニューもコンテンツの内容も全く統一されていない。

ＩＴ総合戦略本部は、メニューの在り方について2009年から様々な分科会

で繰り返し検討を実施。着手は国際的に早かったが、実装に向けての検討は不十分。一方で、サービスIDの検討等、実践的なノウハウが蓄積。 日本版サービスカタログ例であるUMメニューは、2009年以降、電子政府評価委員会、

電子行政オープンデータ実務者会議、マイナンバー等分科会、電子行政分科会等で報告。

行政サービスのコンテンツ標準は、制度データモデルとして2010年に検討を開始し、2012年の復旧・復興支援制度データベース以降で活用しながら改善。

メリットとデメリット、課題

•利用者（国民/市民）にとって検索性、わかりやすさなどの利便性が向上する。

•行政職員にとって検索性、わかりやすさなどが向上する

•利用者にあった行政サービスを、プッシュで案内できる

•国、自治体間、そして民間企業含めた、情報の共有が安易になる。（更新情報の共有も可能）

•目的に応じて様々な機関の公表する情報を機関横断で入手、比較できる。

•類似の情報が比較されるので、競争原理で情報の質が上がる。

•コンテンツが様々な部門や用途に使えるとともに、外部でも再利用がしやすくなる。

•一旦、コンテンツを標準にするとＷｅｂベンダー、ＣＭＳの移行がしやすくなる。

•サービス全体のコストが下がる。特に、行政システムベンダーの開発コストが下げられる。

•多様なアクセス分析ができようになる。

メリット

•初期段階に、コンテンツ標準にあわせた情報への移行の手間、コストがかかる。

デメリット

•各組織が独自のサイトを作りたがる文化を変える必要がある。

•文書を書く文化から、構造化したコンテンツを作るという文化への変革が必要になる。

•メニューやコンテンツ標準のルールをメンテナンスし導入を促進する仕組みが必要になる。

•情報の構造化などに関する基本知識の行政職員への教育が必要になる。

サービス・カタログの方向性（案）

サービス・カタログはゼロから作るのではなく、既存の枠組みを活用。 個人用サービス・カタログは、UM協会のユニバーサルメニューをベースに整備。

• 理由

– 国に該当するものがない。

– 多くの国、自治体のメニューを比較検討して整備されてきた。

– 設計プロセスが公開されており透明性がある。

– 既に100以上の自治体で採用されている。エストニアなど海外政府での導入実績もある。

– CCBYSAで無償で提供されている。

事業者用サービス・カタログは、中小企業庁で検討中のサービス・カタログを軸に検討を行う。

• 理由

– 国に該当するものがない。（独自メニューが乱立）

– 国内外のメニューを比較し整備されてきた。

– 中小企業庁は事業者に関する各種情報提供を以前から行ってきており、標準化する上で影響力を持っている。

– 法人インフォメーションはじめ法人デジタルプラットフォームで活用される予定になっている。

※サービスカタログはあくまでも標準メニューであり、他のメニューに変換・編集してサービスすることを妨げるものではない。

但し、標準メニューや標準的なタグを用いることで相互運用性は向上する。 8

行政サービスに関するコンテンツ標準の方針（案）

支援制度データベースをもとに改良した、現行の制度データモデルを使い、行政サービスに関するコンテンツ標準を検討中。

• 理由

– 国に該当するものがない（独自フォーマットが乱立）

– 国内外のフォーマットを比較し整備されてきた。

– 制度データベースとしての運用実績があり、改良がされてきた。

個人向け、事業者向けをサブセットとして検討

行政データ連携標準や推奨データセットの一環で政府や自治体への普及を図る。

一般にカタログは、「分類されたメニュー」と、「標準化された個票のコンテンツ」で構成される。

行政のWebサイトや市民ガイドも同じで、「サービス分類」と「標準化された個別サービスに関するコンテンツ」で構成される。

現行のCPSV

同時に進む行政サービスのコンテンツの標準化

世界では、「行政サービスのカタログ化」と同時に「コンテンツ標準とブロック化」が進んでいる。

英国、カナダ、シンガポール等では、サービス・カタログを使った政府ポータルを作っており、各省がルールに従いブロック化したコンテンツをポータルに登録する仕組みになっている。

カナダやオーストラリア等では、これら標準化されたコンテンツを簡単に操作するためのWebサイトの機能のモジュール化も行われている。
