The EU’s 6th Framework Programme for Research and Technological Development – EU6RTDEU6RTD offers 17,500 MEUR for European RTD projects in 2002-06. The most interesting thematic priorities for the CREC are the following (final, as approved by the European Parliament and the Council Jun 2002):

Work ProgrammesWork Programmes are documents containing more detailed descriptions of the Specific Programmes. For project proposal preparation Work Programmes are the most important documents.
Work Programmes will be prepared and issued by the Commission alone.
Work Programmes are said to be drafted after the results of the EoI call for important R&D topics (closed date 07 June 2002) will be available. These (some 11,700 EoIs) are now publicly available.
No drafts for Work Programmes are publicly available yet. They are supposed to be finalised by the end of November 2002 latest.

Specific research projects for SMEs: any topic
Cooperative research - CRAFT; as before; EU funding max 50%. Collective research; Medium-term research activities carried out
by technical research centres for industrial associations or industry groupings in entire sectors of industry dominated by SMEs at the European level; EU funding max 50%.
The ITRE Committee of the European Parliament proposed that Exploratory Award (valmisteluraha 25,000 – 50,000 EUR) should be returned into EU6RTD, as required by European Council of Civil Engineers – ECCE. The parliament, however, gave up after compromise negotiations.

Other instruments available, not described here in more details, are:
• National programmes carried out jointly - Article 169: By governments or national research organisations and industries. Apparently for no good use.
• Networking of national programmes: ERA-Nets to be implemented as specific support action (for preparation) and/or coordination action (running); see below.
• Specific support actions: Similar to earlier accompanying measures.
• Coordination actions: Similar to earlier thematic networks and concerted actions.

Partners: At least three (3) independent partners established in three (3) different member or associated state. In practice, for a successful IP or NoE partners from several (>10) states are needed.
Two-stage procedure: (For IP and NoE) calls for proposals may involve a two-stage evaluation procedure. In this case, following a positive evaluation of an outline proposal in the first stage, the proposers concerned shall be requested to submit a complete proposal in the second stage.
Small and medium size enterprise – SME:• less than 250 employees• no more than 40 MEUR annual turnover or no more than 27 MEUR annual
balance sheet total (may change...)• less than 25% of the capital or voting rights is owned by big enterprise(s),
except public investment corporations (eg banks, venture capital, SITRA)

As the European Parliament, the Council (of Ministers) and the European Commission achieved a compromise about the basic EU6RTD, Specific programmes and Participation rules it looks like the first calls could open 15 Dec 2002 with a closing date of 15 Mar 2003. This call is principally for stage 1 outline proposals.
For stage 2 complete proposals a subsequent closing date of 31 July 2003 is envisaged.

Over 11,700 EoI - Expression of Interest were received by the European Commission by 07 Jun 2002 targeting at EU6RTD. They are now publicly available at http://www.cordis.lu/fp6/eoi-analysis.htm.
e-CORE - European Construction Research Network project, headed by CSTC BE, has compiled a list of CREC-related EoIs (see http://www.e-core.org/frames/index_database_eoi.html). Their total number is 311 EoIs (~3% of total). Yet, 166 only are described on the above website.
In the Brokerage Event on CREC-related topics 03-04 Oct 2002, Brussels BE, 82 selected EoIs were discussed in more details representing the following classifications, as per e-CORE:• IP – 66%• NoE – 33%

In the Brokerage Event aforesaid, an idea was to develop 15-20 IP and/or NoE proposals out of 311 EoIs listed, actually 82 EoIs discussed. No report on this work, however, is to be prepared.
Villa Real participated in 4 EoIs and is taking part in 1 IP proposal on “Sustainable City” as an active contributive partner (plus in ~2 other as a “sleeping” partner).
