ISO45001STRUCTUREThe decisionwas taken by the ISO Joint Technical CoordinationGroup (JTCG) in aneffort to make life easier for organizations who wish to have a singlemanagementsystem.
� ThenewstandardcomplieswithAnnexSL.
� Whichmeansthatallthemanagementsystemstandardswilleventuallybealigned.ISO 45001 utilizes the same common structure, definitions and core text beingusedforthelatestISO14001:2015andISO9001:2015.
� This ensures better compatibility of systems and governance, makingimplementationwithinanorganizationsmoother.TheexistingOHSAS18001willbeusedas“proofofconcept”.
� TheGuidancewillbeintheannexoftheISO45001standard.

� TheAnnex SL text does not include a clauseon “Preventive action”, as it is nowassumedthatthewholesystemwillbeapreventivetool.
� The concept of “risk-based” thinking has also been extended into drafting therequirementsinISO45001.
� While ISO 45001 will address risks and opportunities, this will not requireorganizations to implement a full risk management system (as described in ISO31000).

Clause4:ContextoftheorganizationThis clause establishes the what the context of the organization is and underpinsOH&Smanagementsystemwiththerestofstandardclauses.Firstly,thesystemmustbe aligned with the strategic direction of the organization and requires theidentificationofexternalandinternalissuesthathaveanimpactonorcanaffectit’sabilitytoachievetheintendedoutcome(s)oftheOH&Smanagementsystem.
It should be noted that the term ‘issue’ covers not only problems or potentialproblems, but also important topics, such as changing circumstances, legalrequirementsandotherobligations.
Secondly,anorganizationisrequiredtoidentifyandtakeintoaccounttheneedsandexpectationsofthe‘interestedparties’relevanttoitsOH&Smanagementsystem.
Italsoinpartaddressestheconceptofpreventiveaction.
ThisisfarmoreprominentthaninOHSAS18001:2007-explicitlyreferringtoworkers,withotherinterestedpartiesincludingcustomers,owners,clientsandvisitors.

Clause5:LeadershipandworkerparticipationTop management must ensure that the importance of OH&S management iscommunicatedandunderstoodbyallpartiesandthattheOH&Smanagementsystemachievesitsintendedoutcomes.
Also contained within this clause is the requirement to establish, implement andmaintainanOH&Spolicyinconsultationwithworkersatalllevels.Thismustincludecommitments to provide safe and healthy working conditions, fulfilling legalrequirements,settingOH&Sobjectivesandcontinualimprovement.
Top management needs to also assign and communicate responsibilities,accountabilities and authorities for relevant roles within the system, includingworkersateachlevelwithintheorganizationassumingresponsibilityforthoseaspectsoftheOH&Smanagementsystemoverwhichtheyhavecontrol.

Change needs to be planned for, in a systematic manner, ensuring these do notintroduceneworunforeseenhazardsorrisks.
At the same time, organizations should use the process to identify OH&Sopportunitiestoreducerisks.

Contractorsmustalsobeconsidered,as theycanpresentdifferent typesand levelsofOH&Srisks.Anorganizationcanuseavarietyoftoolsformanagingcontractors’healthandsafetyperformance,includingpre-qualificationcriteriaandassessment.Theorganizationmustensure that the requirementsof itsOH&Smanagement systemaremetbyitscontractorsandtheirworkersandthisneedstoincludeOH&Scriteriaforselectionofcontractors.
