Summary record of discussions held in the 23rd Protection Sub-Committee meeting held on 05th Sept., 2013 at NRPC

The list of participants is enclosed at Annexure-I. A.1 Confirmation of minutes of 22nd meeting of protection sub-committee. The sub-committee confirmed the minutes of 22 nd meeting of Protection Sub-committee, held on 22nd July, 2013 issued vide letter no. NRPC/OPR/107/01/2013 dated 30.08.2013. A.2 Tripping since last PSC meeting

a. Multiple element tripping at 220kV Simbhaoli Station on 22nd July 2013 at 08:21 hrs

Event category: not yet final Loss of load: Report awaited from SLDC U.P.

Representative of NRLDC informed that from the preliminary report from SLDC, UP, it appears that at 08:21hrs of 22 nd July 2013, Y (Yellow)-PHASE to GROUND fault occurred in 220kV Simbhaoli-Mator(PG) line. As per telephon ic conversation both Distance Protection and Earth Fault Back-up Protection for the line operated but the ci rcuit breaker at Simbhaoli did not trip. Under such condition, the LBB protection should have operated to clear the concerned Bus Bar at Sim baholi. However, as reported there is no Bus-Bar protection/LBB protection. As per DR of the line fr om Meerut (Mator) end, only Y phase had opened and it had rec losed after approx 1200 ms and then all 3 phases of the line had got opened. Other tripped elements are given below: 1) 220kV Simbhaoli-Mator(PG) ckt 2) 220kV Simbhaoli-Narora ckt 3) 220kV Simbhaoli-Shatabdi Nagar ckt 4) 220/132kV ICT-1&2 at Simbhaoli As per PMU data, the DR time of Meer ut and PMU is matching and total fault clearing time was 1400 ms. Representative of UPPTCL in formed that there was a transient fault in 220 kV Simbholi-Matore line and line was charged via Transfer Bus Coupler (TBC). The TBC did not trip and f ault was not cleared from remotes ends. Later it was found that non-tripping of TBC was because the tran sfer scheme for Matore line was not operational. Later, the scheme had been made operational. Regarding the non-availability Bus-Ba r/LBB protection and DR/EL at 220kV Simbhaoli Station, UPPTCL informed that it would be provided by Dec ember, 2013. Representative of NAPS informed that the relay can record 50 nos. of event as DR and these particular events had not be en saved. NAPP was requested to submit the detailed report within a week.

b. Multiple element tripping at 220kV Moga(PG) on 23rd July 2013 at

18:07 & 19:37hrs

Event category: GD-1 Generation loss: Nil Loss of load: 300MW

Representative of NRLDC info rmed that at 18:07hrs of 23rd July 2013, 220kV BUS COUPLER breaker of B- PHASE burst at Moga (P G), resulting into B us fault for both the Buses. It was inferred from PMU data that initially fault was in Blue phase and after 600ms it had also re flected in Yellow phase. Fault clearing time was ~1320ms. Name of the tripped elements are given below: 1) 220kV Moga(PG)-Moga(PSEB) 4ckt’s 2) 220kV Moga-Jagraon ckt 3) 220kV Moga-Ajitwal ckt 4) 400/220kV 315MVA ICT-4 5) 400/220kV 250MVA ICT-1&2 6) 400/220kV 500MVA ICT-3 Inferences from DR/EL and telephonic conversation with Moga(PG): 1) 220kV Moga(PG)-Moga(PSEB) 4 ckt’s had Differential Protection and Over

current Protection. Differential prot ection for this incident should not operate. So Moga(PG)- Moga(PSEB) ckt’s correctly operated on over current protection.

2) 220kV Moga-Ajitwal & M oga-Jagraon line should ope n from remote end in Zone-2. Non-operation of Zone-2 from remote end needs to be investigated. Finally 220kV Moga( PG)-Ajitwal ckt & 220kV M oga(PG)-Jagraon ckt tripped in Zone-3R from Moga end.

3) Protection Coordination for ICT’s at Moga(PG) may be reviewed. 4) Healthiness of Bus Bar Protection at Moga(PG) needs to be reviewed. Representative of POWERGRID informed that tender is scheduled to be open on 10th Sept., 2013 for Bus Bar protection and same would be replaced in next 02 months. Further, POWERGRID inform ed that they were reviewing the protection setting at Moga(PG) and Moga(Punjab) along with PSTCL.

c. Multiple Element tripping at 765/400/220kV Unnao(UP) Station on 23rd

July 2013 at 10:21hrs

Event category: GD-1 Generation loss: Nil Loss of load: Report awaited from SLDC U.P. Representative of NRLDC in formed that at 10:21hrs of 23 July 2013, B p hase to Earth transient fault occurred on 400k V Unnao Bareilly Line I at 99% of line length from Unnao end. It had also been re ported that tripping log showed the

issuance of relay trip command but the line CB delayed to clear the fault resulting into operation of Bareilly I line L BB. It further resulted into tripping of lines/transformers connected to 400kV Bus II. Name of the tripping elements are given below: 1) 400kV Lucknow(PG)-Unnao ckt 1 2) 400kV Bareilly-Unnao ckt 1 3) 400kV Panki-Unnao ckt 4) 400kV Bus coupler between both buses 5) 765/400kV 1000MVA ICT 1 6) 400/220kV 315MVA ICT-1 As per UPPTCL detailed report: 1) LBB relay (RAICA) of 400kV Bareilly line I was tested for any

malfunctioning but it was f ound working perfectly. Probably the flag of LBB was not noted down by operation staff.

2) No action was required as far as protective relays were concerned. 3) Circuit breaker of 400kV Bareilly line1 should be overhauled and timing s

must be recorded with CB analyser after overhauling. Further, as per SoE, it seems that Breaker at Unnao end also operated but after 141 ms of operation of Breaker at Bareilly (UP) end. As per PMU as we ll as SoE, the breakers due to operation of LBB had tripped after 200 ms o f tripping of Unnao end breaker of Bareilly-1 line. Therefore delayed operation of command to the breaker at Unnao end coul d also be investigated during this fault. It was reported that all the lines tripped from both end exce pt 1000MVA ICT-1 and 315MVA ICT-1. Reason of non-tripping of ICT from 765kV side and 220kV side needed to be investigated. Representative of UPPT CL informed that Report had been submitted. Snapshot of distance protection rela y (Siprotec) was enclosed. DR/EL printouts were not av ailable. From the snapshot it c ould be seen that after initiation of relay trip command of B phase (curser at C1) current became zero(Curser at C2) after 226msec (C2-C1 ). Relay picked up at the occurrence of B phase fault and trip command initia ted after 134msec but breaker did not open within 200msec after trip command wh ich resulted into LBB relay to operate. After the incidence, tripping from single phase trip relay of Gr-A and Gr-B was checked for any wiring rela ted problem but nothing wrong was found. As far as non-tripping of 100MVA IC T-1 from 765Kv side and 315MVA ICT-1 from 220Kv side is concerned, it was clarified that as per scheme there was no provision of tripping of other side of transformer when LBB operates on o ne side of transformer. d. Multiple tripping of 400/220kV ICT-1,2&3 at Daultabad on 27th July

2013 at 04:53hrs

Loss of load: Report awaited from SLDC Haryana Representative of NRLDC info rmed that at 04:53hr s of 27 th July 2013, all 3 ICTs tripped at 400/220kV Daultabad Stati on. From the PMU plots of Hissar station, it was observed that there had been 2 incidents, 1st at 04:52:55:840 hrs (PMU time) and the 2 nd at 04:53:31:360 hrs. It had been gather ed telephonically that the fault was in 220 KV Manesar-Badshahpur line but the fault was cleared by tripping of all 3 ICTs at 400/220kV Da ultabad Station. Fault clearing time was ~680ms (1st incident) and 80ms (2nd incident). Non operation of 220 kV line protect ions and clearance of 220kV lev el fault from 400/220kV ICT needed to be investigated and primary protection whic h failed operate was required to be set right at the earliest. Representative of HVPNL informed t hat R-phase LA in Badshahpur was damaged. Further Earth Fault and Back up over current protecti on were not working. In Manesar Main-I and Main-I were quite old and test kit for thes e relays was not available with HVPNL. After the availability of test kit, both these relays would be tested. Further Earth Fault relay and Over Current relay would be provided within next 15 days. e. Multiple element tripping at 400/220kV Jodhpur Station on 30th July

2013 at 04:04hrs & 6th Aug 2013 at 03:57hrs Event category: GI-2 Generation loss: Nil Loss of load: Nil Representative of NRLDC infor med that at 04:04hrs of 30th July 2013, 400kV Jodhpur-Merta ckt-2, 400kV Jodhpur-Aka l, 400kV Jodhpur- Rajwest ckt-1 reportedly tripped on Over Voltage. In antecedent cond ition following 400 k V lines were already under open (manually) condition due to High Voltage: 400kV Jodhpur-Kankrauli since 01:07hrs, 400kV Jodhpur-Merta since 04:03hrs As reported Voltage at Jodhpur Bus is ~440kV. Similar kind of incident had again occurred on 6th Aug 2013 at 03:57hrs, 400kV Merta-Ratangarh, 400kV Heerapura-Merta, 400kV Jodhpur-Rajwest ckt-1 reportedly tripped on high voltage. Detailed report along with DR/EL from RAJASTHAN was awaited. Representative of RVPNL stat ed that these tripping we re due to actual over voltage in the system. Copy of the over-voltage setting in the area is enclos ed as Annexure-II. f. Multiple element tripping at 400/220kV Muradnagar Station on 31st July

2013 at 21:57hrs

Event category: GD-1 Generation loss: Nil Loss of load: 800MW (UP may confirm about load loss) At 21:57hrs of 31 st July 2013, all elements fr om 400/220 kV Muradnagar substation tripped r esulting into furt her tripping of 220 kV elements in Mauradnagar/Muzaffarnagar area. Following elements are reported to hav e tripped in the incident: 1) 400kV Dadri-Muradnagar 2) 400kV Moradabad-Muradnagar 3) 400kV Muradnagar-Muzaffarnagar 4) 400kV Muradnagar-Panki 5) 400/220kV 315MVA ICT-I at Muradnagar. 6) 400/220kV 315MVA ICT-II at Muradnagar 7) 400/220kV 315MVA ICT-III at Muradnagar 8) 220kV Muzaffarnagar-Shamli line Antecedent connectivity in and ar ound Muradnagar/Muzaffarnagar: 400k V Agra-Muradnagar line was already out s ince 21:37 hrs on transient fault af ter unsuccessful Auto reclosing. All ot her lines from 40 0 kV Muradnagar and Muzaffarnagar were in service. 220k V Shamli, Baraut, Nanauta, Saharanpur substations of U.P. are generally fed from either 400 kV Muzaffarnagar or 400 kV Muradnagar Station. However, after 400 kV Meerut-Muzaffarnagar incident on 28.06.2013, shamli area load was bei ng fed from bot h the above 400 kV Substations. Incident details: UPPTCL had reported t hat, at 21:57:46hrs CT selection relay mal-operated and resulted into operation of 400 kV Bus Bar Protection at 400/220kV Muradnagar station r esulting into tripping of all the elements of at 400 kV Muradnagar s tation. Due to abov e, the Shamli load whic h was being fed from Muradnagar end shifted to Mu zaffarnagar on 220 kV M uzaffarnagar-Shamli line. The above shifting of load is supported from PMU as well as SCADA data which is as below: 400kV Meerut-Muzaffarnagar increased from ~650MW to ~800MW. This 800MW was fed till 21:58:01. 920hrs (~15second) an d settled d own again at ~650MW. It has been reported that 220 kV Mu zaffarnagar-Shamli line tripped at 21:58:01hrs due to R-Ph fault at 53k M distance from Muzaffarnagar and Therefore entire Shamli area was interrupted. Thus, there were t wo events one at 21:57:46:360 hrs and other at 21:58:01:920 hrs with a gap of 15 sec as stated a bove which was als o reflected in the PMU plots The sub-committee agreed that following needed to be investigated: 1. Mis-operation of bus bar protection for both the busses reportedly on CT

selection relay.

2. As per SoE data and telephonic informati on while most lines had tripped from both end after bus bar mis-operat ion at Muradnagar but some lines tripped had tripped from one end only like 400 kV Dadri-Muradnagar from Muradnagar end only and 400 kV Moradabad-Muradnagar line from Moradabad end only. This needed to be looked into.

Representative of UPPTCL inf ormed that 400 kV Bus Bar protection CT switching relay of 315 MVA ICT-2 had been defective. Due to it secondary currents of both main Bus-A and Bus-B in termixed resulting into operation of Bus Bar Protection at 400 kV Muradnagar. Defective relays had been replaced. Further 400 kV Muradnagar-Dadri line did not trip as Dadri-PH as the PL CC seemed to be def ective. Transmission counters of both channels had increased. g. Multiple element tripping at 400/220kV Muradnagar Station on 06th

August 2013 at 01:28hrs Event category: GD-1 Generation loss: Nil Loss of load: 450MW (UP may confirm about load loss) Representative of NRLDC in formed that it has been r eported that at 01:28hrs of 6th August 2013, R-phase to ground f ault occurred in 220kV Sham li-Muradnagar ckt resulting into multiple element tripping at 400/220kV Muradnagar station. It had been reported that R-phase conductor of 220kV Shamli-Muradnagar ckt had snapped at Sham li end. T he above resulted into flow of unbalanc e current in the ckt. It was reported that ICTs at 400/220k V Muradnagar station tripped on Backup overcurrent protection. Following elements had tripped in the incident: 1) 400/220kV 315MVA ICT-1 at Muradnagar. 2) 400/220kV 315MVA ICT-2 at Muradnagar 3) 400/220kV 315MVA ICT-3 at Muradnagar 4) 220kV Shamli-Muradnagar ckt 5) 220/132kV ICT-2 at Shamli 6) 220kV sub-station Baraut As per PMU data, fault clearing t ime was ~10seconds. As per NRL DC SoE, 220kV Muradnagar-Shamli ckt. Had tripped a fter tripping of all the ICTs. Non operation of line protection an d tripping of ICTs to clear the fault needed to be investigated by UPPTCL. It had been reported that 220/132kV ICT -2 at Shamli had tripped due to unintentional extension of tripping co mmand. This as pect also needed to be looked into by UPPTCL. As per SoE at NRLDC, there was 400 ms time difference between 400/220kV ICT-2 at 400kV Muradnagar and that of ICT-1&3 which tripped earlier. Settings on different transformer needed to be reviewed by UPPTCL.

Representative of UPPTCL informed that further investigation was required and a detailed report of the same would be submitted within 15 days. h. Multiple Element tripping at Koteshwar HPS on 08th August 2013 at

21:13 hrs Event category: GD-1 Generation loss: 180MW Loss of load: Nil NRLDC informed that at 21:13hrs of 8th August 2013, 400kV 100MW Unit-2&3 along with Bus Coupler and 400kV Kote shwar-Koteshwar (Pooling) ckt 2 tripped. As per PMU data, it seemed that there wa s no fault in the power system. It had been repor ted that there was short ckt in the D.C. cable of unit-2, which provided the initiation for LBB of Bus-2 and all the elements tripped on mal-operation of LBB. L BB operates with the extens ion of both positive and negative D.C. supply to the relay. Operation of relay on one set of DC supply failure needed to be looked into. Delay in opening of R-phase (say 140ms- as per POWERGRID DR) of Breaker at Koteshwar (P ooling) station also needed to be looked into. There was confusion in nomenclature of both Koteshwar-Koteshwar (Pooling ) D/C. The sub-committee advised that this aspect needed to be corrected to avoid confusion during operation. Ther e were number of occurrences due to human error on above count. One of such event happened on 29 May 2013, when all the running units of Dhauliganga had tripped as both evacuating line got opened due to different line opening from two ends due to confusion. Representative of T HDC informed that it was foun d that line- 2/Koteshwar-1, unit-2 & 3 were tripped as a result of initiation of busbar protection zone-2. The same was attributed to malfunctioning of the relay.THDC was requested to chech and test the realys to ascertain the reason f or operation of Bus Bar protection zone-2. i. Multiple element Over Voltage tripping in Rajasthan on 10th August

Event category: GD-1 Generation loss: 92MW Loss of load: Nil Representative of NRLDC info rmed that at 02:58hrs of 10 th August 2013, 400kV multiple element tripping occurred in Rajasthan system on overvoltage. Following elements had reportedly tripped: 1) 400kV Shree Cement-Merta 2) 400kV Shree Cement-Kota

3) 400kV Kota-Merta ckt-1 4) 400kV Ratangarh-Merta ckt-1 5) 400kV Jodhpur-Merta ckt-1 6) Shree Cement TPS Unit #2 The zero bus voltage was also observed on Bus-2 of Merta Station in SCADA. The Shree Cement TPS had reported that 400kV Shree Cement -Merta line tripped first on DT r eceived from Merta

end 400kV Shree Cement-Kota line tripped on Over Voltage Stage-1 1 running unit (unit-2) of Shree Cement had also tripped Representative of RVPNL stat ed that these tripping we re due to actual over voltage in the system. Copy of the over-voltage setting in the area is enclos ed as Annexure-II. j. Multiple element tripping at 220kV Zainakote (J&K) on 10th August

2013 at 23:40hrs

Event category: GD-1 Generation loss: 50MW (2x25MW at Lower Jhelum HEP) Loss of load: 150MW (J&K may confirm about load loss) Representative of NRLDC informed that at 23:40hrs of 10th Aug 2013, B-phase to Ground fault occ urred in 220kV Zainakote-Wagoora ckt-1 (tapped at Budgam). It had been reported that dist ance protection at Zainakote and Wagoora had operated. Fault was at a dist ance of 14.51 km fr om Zainakote. The total length of 220kV Zainakote-Wagoora ckt-1 is 28 km. As inferred from DR/EL, 220k V Wagoora-Zainakote ckt-2 tripped on Zon e-2 but within 160ms. On enquiry from NR- 2, POWERGRID, it had been reported that PLCC panel was not available at J&K end therefore sensitive setting at Wagoora end to prevent unnecessary feeding of fault current through ICT Since, 132kV Bemina-Rawalpura D/C and 132kV Waganpura-Habak ckt are kept in open condition(as they are k ept open in summer) there was no sour ce to feed the load fed by Zainakote (exc ept Lower Jhelum) t herefore the event resulted in a loss of Lower Jhelum Generation and loss of load of that area. Representative of POWERGRID info rmed that wherever PLCC was not working in J&K, the setting of Zone- 2 had been reduced so as to avoid the stress on the equipment. The issue could not be discussed in det ail as no representat ive of PDD, J& K was present.

k. Multiple element tripping at 132kV SEWA 2 station on 12th & 14th August 2013 at 13:51hrs & 11:48hrs

Representative of NRLDC infor med that at 13:51hrs of 12 Aug 2013, all the running unit of 132k V SEWA2 tripped. It was reported that dip in the line voltage from 130kV to 120kV occurred and all running unit-1, 2&3 tripped on Overcurrent Protection of unit. Inferences from DR/EL of SEWA2: There was no earth fault observed into the system b ecause neutral curre nt was of the order of 6-8A mpere. There was some di p in R&Y Phase voltage of the lines from SEWA2. No line t ripping was reported from the area during the incident. The SEWA HEP had informed following over current setting for generator protection: Unit Setting: Over current setting I >>2, DT function, magnitude 7.5 A (CT ratio 3000/5A), Time delay 100m Sec Similar kind of inc ident again occurred on 14 Aug 20 13 at 11:48hrs when all the running unit of 132kV SEWA2 tripped. I t was reported that dip in the line voltage was observed and Units 2&3 tripped on Overcurrent Protection of unit. Inferences from DR/EL of SEWA2: There was neutral c urrent observed into the system of the order of 180 Ampere. Y Phase voltage of all the lines from SEWA2 has dropped from 74kV (rms) to 48kV(rms). It seems fro m DR/EL that there was f ault in the system which got cleared after 600ms. The sub-committee decided that a group with members from NHPC and POWERGRID (NR-II) should review the setting and submit its report to Protection sub-committee. l. Multiple element tripping from 400kV Lucknow(PG) Station on 14th

August 2013 at 20:42hrs

Event category: GI-2 Generation loss: Nil Loss of load: Nil Representative of NRLDC informed that at 20:42:41.560hrs of 14 Aug 2013, B-phase to Earth fault occurred on 400k V Lucknow(PG)-Sohawal ckt-2. Fault

current was around 2.14kA. It was repor ted that LBB at 400kV Lucknow(PG) station mal operated and tripped the following elements: 1) 400kV Lucknow(PG)-Sohawal ckt2 2) 400kV Bareilly (PG)-Lucknow (PG) ckt 3) 400kV Lucknow(PG)-Lucknow(765kV) ckt 1 4) 400kV Lucknow(PG)-Rosa(UP) ckt POWERGRID NR-1 Report: Lucknow (PG)-Lucknow(PG) Ckt-1 Li ne differential relay tripped on out-

zone fault of Sohawal line and issued trip command to B-phase. Lucknow Ckt-1 Main Bay LBB mal operated. Even after opening of B-phase

of main CB LBB re-trip operated and opened the remaining two poles within 100 ms. Despite the main break er being open, the LBB issued Back trip within 200 ms. This caused 400 KV Main Bus-1 to trip

Bareilly ckt Main CB opened since it is connected with Main Bus-1. Tie CB opened due to Sohawal Line tripping since it is in the same dia.

Rosa Line tripped from Rosa E nd due t o DT s end. As per approved Scheme DT is sent for Bus-Bar Trip wit hout considering status of Tie CB (except Rosa ckt, in all other ckt LBB scheme consider the status of tie CB)

Lucknow Ckt-1 Differential Relay issue already taken up with M/s ALSTOM and is under analysis.

419 Bay LBB Relay needed to be tested. Rosa Line Approved sc heme would be modified to see Tie Breaker Status

before sending DT on Bus Bar Protection.

Lucknow-Lucknow differential protection operation for out of zone fault was also encountered during multiple elem ent tripping at Lucknow(PG) station on 12.06.2013.

From PMU data it seemed t hat fault persisted for around 1000ms which needed further clarification. Representative of POWERGRID informed that issue of sending trip comman d in out of zone fault in Lucknow (PG) -Lucknow(PG) Ckt-1 was already under discussion with ALSTOM and outcome w ould be intimated to this sub-committee as soon as matter gets reso lved. Regarding operation of LBB of Main CB of 400kV Lucknow-Bar eilly Ckt-I, POWERGRID informed that LB B relay had been chec ked for pick-up eleme nt & timer for re-tri p & final trip & everything was found in order. Further for 400kV Lucknow-Roza Ckt. status of Tie CB was incorporated into Scheme for sending direct trip in case of bus bar operation. m. Event category: GD-1 Generation loss: Nil Loss of load: 300MW (Report from U.P. was awaited) Following had been reported: 400 kV Muradnagar-Muzaffarn agar was under shutdown f or general maintenance and tree cutting/trimmi ng since 11: 55hrs. 220kV Shamli-Muzaffarnagar line was charged through transfer breaker at Muzaffarnagar end. At 12:57hrs of 16 th August 2013, B-phase t o ground fault occurred on 220kV Shamli-Muzaffarnagar. Line distance prot ection reported to have operated but the transfer breaker at Muzaffarnagar end did not open. Non clearance of fault had reportedly resulted in som e B-phase CT wire got burnt and fell down further aggravating the si tuation. 400kV lines from Muzaffarnagar namely Meerut and Roorkee ckt tripped from the remote end only. Following elements had tripped: 1) 400kV Muzaffarnagar-Roorkee 2) 400kV Muzaffarnagar-Meerut 3) 220kV Bus2 of Muzaffarnagar 4) 220kV Shamli-Muzaffarnagar From PMU it was inferred that the fault persisted for ~10sec. Non operation of LBB protection at 220kV side of 400/ 220kV Muzaffarnagar station needed t o be checked. Non operation of Backup earth fault or Backup overcurrent of 400/220kV ICTs at Muzaffarnagar station also needed investigation. Protection Operation at Meerut and Roorkee also needed to be looked into. Representative of UPPTCL inf ormed that the setting of Earth fault protection

and ICT were being reviewed. He assured that the report of same would be submitted within 15 days.

2013 at 20:34hrs Event category: GD-1 Generation loss: 1400MW Loss of load: 140 MW (Rajasthan was to confirm about Load Loss) Representative of NRLDC informed t hat at 20:34hrs of 24 August 2013, B phase CT of 400 KV Chhabra-Hindon line at Chhabra end busted and caught fire which resulted in tripping of se veral 400 KV & 220 KV lines from Chhabra power plant. Also both the generating units of Chhabra (2X250 MW), only unit of Kawai (660 MW) and 2 units of Kota (2X210 MW) had reportedly tripped due to this incident. From PMU plots (voltage, freq. & df/dt) of Ba ssi station (slide no. 8), oscillations have been observed in the system for appr. 5 sec (20:34:05 to 20:34:10hrs-PMU time). Modal analysis showed the presenc e of red dots which indicates slight –ve damping in the system. RVUNL was requested to submit the deta iled report of incident at Chhabra Thermal Power Plant.

other side. The list was enclosed as Annexure-II of agenda. SE(O), NRPC informed that issue related to protection system would be takenup

separately with PDD J&K. HVPNL informed that PLCC problems at Panchkula, Kaithal and Abdullapur would

be resolved in next 03 weeks as new panel were being installe d at these sites. Further panel at Bahadurgarh was install ed and was not working. The same was expected to be functional within a month.

PSTCL informed that PLCC at 220 kV Pak howal had been set right and for other

lines the PLCC would be made functional within 02 months. A.5 Frequent tripping of evacuation line from Anta line (Agenda by NTPC)

NTPC had submitted a list of frequent tripping of Anta-Bhilwara line. POWERGRID informed that they had replaced insulators at vulnerable locations in August, 2013 and after the replacement it was expected that the tripping wou ld reduce.

Both schemes were enclosed as Annexure-III of the agenda. NAPS and UPPTCL were suggested to regularly review the scheme in the lig ht of load growth in the area. Further, it was suggested that the frequency set ting of islanding scheme should be changed to 47.9 Hz and for house load it could be made as 47.5 Hz. The PSC was apprehensive about inclusion of Mahi-I and II HEP in is landing scheme of Rajasthan as these are loca ted at large distance from the other generating stations included in the schem e. In the light of this RPVNL wa s requested to revisit the scheme and come with the revision in next PSC meeting.

A.7 Modalities and Guidelines of conducting 3rd Party Protection Audit by the

Protection Experts

The format submitted by group was enclo sed as Annexure-IV of the agenda. Based on t he inputs of the members the Scope of work by th e group had been finalised and same is available on NRPC website at www.nrpc.gov.in/Oper/2013-14/Dataformat/ProtectionAudit_Scope.pdf. The third party protection audit by the expert group constituted of experts from various utilities has started.

A.8 Non-availability/non-functional PLCC links

SE (O), N RPC informed that in the Basi c Protection Audit, certain defects were observed in PL CC links at P OWERGRID sub-stations. POWERGRID had informed that they were not able to rect ify the PLCC problems for links of UPPCL at Allahabad & Kanpur and links of DTL at Mandola. The matter had already been taken up by POWERGRID with these utilities but not progress has been made.

DTL informed that PLCC at 400 kV M andola was functional. It was agreed that DTL and POWEREGRID would carry out the joint testing of PLCC at Mandola. UPPTCL informed that PLCC problem would be rectified within 06 months.

A.8 Issue of LBB setting

The issue had come up for discussion whil e deliberating agenda item A.1 (h) of 22nd PSC meeting but could not be concluded. It was decided that issue of LBB setting would be tak en up in 23 rd PSC meeting. T he setting as per uniform philosophy is LBB Current sensor I > 20% In and LBB time delay= 200 msec.

RVPNL was of the opinion that c urrent setting for LBB should be > 80% otherwise

one of the conditions for LBB operation is always fulfilled. However there was no consensus on the issue of setting. It was decided that matter should be referred to CEA.

B. Follow up action on outstanding issues from previous meetings

B.1 UPPTCL was to submit the detailed r eport of Multiple Element tripping at 400/220kV Gorakhpur (UP) Station on 18 th June 2013 at 16:55hrs. UPPTCL agreed to submit the report within a week . The same is still awaited. B.2 UPPTCL was to submit the detailed report on multiple Tripping of 400k V line and 400k V Muradnagar sub-station on 09 th July 2013 at 20:59hrs. UPPTCL agreed to submit the report within a week. B.3 It was decided in 22 nd PSC meeting that UP RVUNL, NAPS a nd UPPTCL would carry out detailed inv estigations for tripping in April to J uly in an a round Harduaganj and NAPS. UPRVUNL, NAPS and UPPTCL were requested to brief the PSC about the findings. Representative form UPPTCL informed that the complete report would be submitted by Sept., 2013 end. were requested to update the status Bu s Bar Protection available with NRP C secretariat and same was enc losed as Annexure-V of agenda. O nly DTL, BBMB PSTCL, POWERGRID, NHPC and HPSEB Ltd. had submitted the status. All other utilities were requested to update the status of Bus Bar Protection.

C. Implementation of recommendations of the enquiry committee for grid disturbances on 30th and 31st july 2012.

C.1 Testing of df/dt relays It was decided in 22nd PSC meeting held on 22nd July, 2013 that all STUs will try to simulate the testing of df/dt and share their experience. RVPNL informed that they had tried the same at their sub-station and were successful. So it was decided that from now onwards testing of df/dt would also be simulated. SE(O), NRPC requested other members also to share their experience.

C.2 Self certification of UFR and df/dt relays

SE(O), NRPC informed that it was de cided by NRPC that quarterly self-certification regarding heal thiness of UFR and df/dt rel ays will be done by the States. The latest status with NRPC Secretariat is as under:

C.4 Monitoring of implementation of recommendations of protection audit in prescribed format As regards rectifying deficienc ies observed in basic protection audit carried out

by POWERGRID & CPRI, Member Secret ary, NRPC vide fax dated 09.01.2013 had requested utilities concerned to submit fortnightly reports in the prescribe d formats. Additional agenda by POWERGRID D.1 Multiple trippings in 220kV feeders connected to Merrut(POWERGRID) station: Frequent tripping has been reported in 220kV feeders connected to 400/220k V Merrut Sub Station. The freque nt tripping were fed by ICT at Merrut S/s whic h created undue stress on ICT furt her deteriorating the life of equipment. Summary of tripping from 1st June, 2013 is given below (details were enclosed as Annexure-I of additional agenda): Merrut-Gajraula – 09 times Merrut-Modipuram-I – 04 times Merrut-Modipuram-II – 05 times Merrut-Nara – 09 times Merrut-Nahtaur – 05 times Merrut-Simbhaoli – 09 times

UPTCL informed that these lines were being checked and vegetation in their vicinity was being removed. D.2 Non-receipt of carrier 400kV Jhatikara-Bamnauli Ckt –I & II. POWERGRID informed that during tripping of 400kV Jhatikara-Bamnauli Ckt-I & II on 12-Aug-13 & 28-Aug-13 respectively, carrier was not received in Main-II rela y from Bamnauli end which caused the tripping of line in Zone-2 after 350msec. Representative of DTL informed that code of Main-II relay was not received at Jhatikra though the Code of Main-I relay was received. In this case the line should have tripped at Jhatikra end also by Main -I on receipt of code. It appeared that either the relay at Jhatikra end had not opera ted correctly or it was not configured correctly. If Main-1 relay at Jhatikra had operated correctly then fault should not have fed for 350ms. POWERG RID was also requested to check for the faulty relay, as it had happened several times. Moreover, every time when there is a fault in one line, the other line also trips at POWERGRID Jhatikra end, this should also have been checked and rectified. POWE RGRID was asked to look into the problem and resolve it. The matter wa s also discus sed with POWERGRID OS Deptt and POWERGRID Jhatikra representative on 2.9.2013 and it was agreed to take shut down of the line and check the schemes thoroughly. It is worth mentioning that while c harging of the line it was agreed that POWERGRID would lay fiber on the line and install current Differential relay and DTL would pay for the DTL end relay and fibre on DTL portion. POWERGRID was requested to install the current differ ential relay as also s uggested in 17 th Protection Sub Committee meeting.
