PAG-USISA. Ginisa ng mga kongresista at mga pinuno ng mga state universities and colleges (SUCs) si Commission
on Higher Education (CHEd) chairperson Patricia Licuanan sa isang hearing ng House Committee on Appropriations
DBM slashes P17.5B from2013 SUCs budget proposal
WHILE THE AQUINO ADMIN-
istration highlights the almost
44percent or P11.3billion
increase in the budget or 110
state universities and colleges
(SUCs) in the country or 2013,
data rom the Department o
Budget and Management (DBM)
reveal that the said amount
is still much less than the
unding required by public higher
education institutions.
In his 2013 national budget
message, President Benigno
Aquino III explained that his
administration has increased the
budget o SUCs to improve their
perormance. Let me emphasize
that these unds must be used
to improve the capabilities and
skills o our pool o graduates,
Aquino said.
In deliberating the requests
o 110 SUCs or 2013, DBM
ollowed the Commission on Higher
Educations (CHEd) Roadmap
o Public Higher Education
Reorm (RPHER) 20112016, the
Aquino administrations main
platorm or higher education.
RPHER ollows the guidelines
set in Aquino s Philippine Devel
opment Plan which states that
SUCs need to produce enough
competent and skilled work orce
that will match domestic needs.
However, the P37.1billion
budget approved by DBM
or inclusion in the National
Expenditure Program is only 68
percent o the total P54.61 billion
requested by SUCs or next year,
short by P17.5 billion. (See Table 1)
For personal services (PS), the
und or salaries and benefts
o teachers and employees, the
budget agency approved P27.3
billion or 88 percent o the original
P31.15 billion requested by SUCs.
DBM explained that only flled
positions, or line items held by
current employees, were unded.
DBM also approved almost 76
percent, or P6.43 billion o the
P8.5billion total proposed budget
or maintenance and other oper
ating expenses (MOOE).
MOOE ollowed the [Normative
Funding Formula]. Normative
unding reers to the application
o a set o prescribed objective
criteria and norms that are
designed to promote and reward
quality instruction, research and
extension services, as well as
fnancial prudence and respon
sibility o SUCs, DBM explained.
Meanwhile, the budget agency
only approved 23 percent or P3.37
billion o the total P14.96 bil
lion or capital outlay (CO), the
budget or construction o new
inrastructure.
Only those projects that were
endorsed by CHEd because o the
projects alignment to [RPHER]
were unded or CO, according to
DBM.
There might be a nominal
increase, but i we consider how
much SUCs actually need, the
budget is still grossly insuf
cient, said Kabataan Partylist
Rep. Raymond Palatino.
COVER-UP BUDGET
Sa unang tingin, mukhang
may pagtaas sa badyet ng SUCs.
Pero kung titiladtilarin natin
ang bawat component ng badyet,
makikita nating mapanlinlang ang
pagtaas na ito, said National Union
o Students o the Philippines
Secretary General Issa Baguisi.
While the P37.1 billion budget
proposed by DBM or 2013 is
indeed 44 percent higher than the
current P25.8 billion budget or
SUCs, the said amounts already
include the allotments or
Miscellaneous Personnel Benefts
Fund (MPBF) and the automatic
appropriations or Retirement
and Lie Insurance Premiums
(RLIP), according to DBM.
The MPBF contains unds or
unflled positions, and is withheld
by DBM until SUCs request or
the said unds and submit proper
documentation. Meanwhile,
unds under the RLIP are automatic appropriations or pension
o retired employees.
[T]his und is like DBMs own
pork barrel, which it can dispense
at its whim, Palatino said.
Without the budget or MPBF
and RLIP, only P32.77 is allocated
or the operation o SUCs, around
37 percent higher than the cur
rent P23.8 billion budget directly
or SUCs. (See Table 2)
Without the RLIP, SUCs will
receive a total o P22.97 billion
or PS, which is P2.35 billion or 11
percent higher than the current
P20.62 billion. However, the said
increase only corresponds to the
implementation o the ourth
tranche o the Salary Standardi
zation Law III, said Anakbayan
National Chairperson Vencer
Crisostomo.
For MOOE, SUCs will receive
P6.43 billion, an increase by P3.42
billion or more than 88 percent
rom the current P3 billion. The
bulk o the P1.3billion increase
will go to UP, while the remaining
P2.1billion increase will be
shared by the remaining 109
SUCs.
In line with the NFF, the budget
or MOOE o three SUCs, namely:
Aurora State College o Technol
ogy, Cebu Technological Uni
versity, and Adiong Memorial
Polytechnic State College, were
slashed by more than hal.
Meanwhile, the budget or CO
will receive the highest increase.
From this years P190 million
budget, which is only or UP, all
SUCs will receive CO or next year.
Previously, CO did not receive
any allocations to encourage the
use o the SUCs own income,
DBM explained.
The Aquino administration
recognizes the severe need or
CO support in SUCs, which will
receive their CO allocations
directly. These will jumpstart
developments in inrastructureand enable SUCs to acquire labo
ratory equipment and other nec
essary acilities to boost their
competitiveness and academic
capacities, DBM added.
However, Crisostomo explained
that the P3.37billion budget or
CO next year is less than a quar
o the total P14.96 billion need
by SUCs or inrastructure.
Kulang talaga ang pondo
CO. Dalawang taon nang wala
CO, tapos ngayon oneourth la
ng kailangan ang ibibigay, Cris
tomo said. He cited the situation
UPs Philippine General Hospi
which will not receive any CO
next year.
Instead o being all praises
the Aquino administration, stude
remain unimpressed a
dismayed, as the 2013 budget i
coverup budget ull o potho
and deceptions, Palatino said.
PRELUDE TO TUITION INCREAS
Meanwhile, DBM oreca
that the internal income o SU
next year will increase by alm
P1 billion, to P14 billion rom tcurrent P13.1 billion.
The bulk o the projec
increase in internal income,
P500 million, will come r
tuition revenue, which
expected to increase rom the c
rent P6.26 billion to P6.76 billi
next year. DBM also proje
that income rom other ees w
increase by P200 million, r
the current P3 billion to P
billion next year.
Maliwanag na kahit pa sabih
may bahagyang pagtaas sa pon
ng SUCs, walang magbaba

sectors in UP remain frm in
asserting that the project is an
unsustainable research anddevelopment (R&D) project that
might make the university more
vulnerable to income-generating
schemes.
A joint R&D project
between UP Diliman (UPD) and the
Department o Science and Tech-
nology (DOST), the UP Automated
Guideway Transit (AGT) is a
465-meter test track which will
run rom the Fine Arts building on
Jacinto Street to the Commission
on Higher Education building on
C. P. Garcia Avenue.
The AGT project aims to test a
locally-developed train as mass
transport, said UP Vice President
or Planning and Development
Elvira Zamora. Being a researchuniversity, it only seemed appro-
priate that UP would take the lead
in this project, which President
[Aquino] would like to implement
in the country, she explained.
HOMEGROWN TECHNOLOGY
Designed by the DOST Metals
Industry Research and Develop-
ment Center (MIRDC), the UP-AGT
is an electricity-powered train o
two coaches with a 30-passenger
capacity which will run at a speed
o 50 to 60 kilometers-per-hour
on an elevated track.
Unlike big train lines like the
Metro Rail Transit, the AGT uses
only a single axle, making it lighter,
more compact, and thus suitable

by the Maroons toward the end o
the game at the Araneta Coliseum
on August 5.Maroons team captain Mark
Lopez and shooting guard Jose
Manuel kicked o the game with
consecutive two and one-point
shots, leading the Maroons by a
point during the frst two minutes.
However, the lead was slammed
by the Tamaraws, as team captain
Anthony Hangrove scored two
consecutive two-point shots. The
Tamaraws eventually hoarded a
seven-point lead at the close o
the quarter, 22-15.
Unable to break through the
Tamaraws tight deense, the
Maroons slipped 11 points behind,
31-20, during the frst hal o the
second quarter. During the second
hal, the Maroons tried to catch
up with two consecutive layups
rom point guard Anjelo Monte-
castro, leaving Tamaraws aheado only 8 points. The Tamaraws,
however, fnished the quarter
with a nine-point lead, 41-32,
ater a technical oul was called
against the Maroons.
The Maroons were able to
shave the Tamaraws nine-point
lead to only six points ater
Maroons small orward Diony
Hipolitos two-point shot and
Maroons rookie Michael
Silungans consecutive two and
three-point shots. However, with a
minute let on the clock, the Tama-
raws managed to keep an eight-
point lead, ending the quarter
at 60-51.
The State U ballers continued
to lag behind during the frst
hal o the ourth quarter by ten
points. However, the Maroons
aterwards chipped the score
dierence to only a our-pointlead by the Tamaraws, ater
Maroons center Raul Soyuds
two-point undergoal and Lopezs
ree throws.
Toward the end o the fnal
quarter, Maroons Cris Ball aimed
or a two-point shot but Hangrove
oiled the attempt by blocking
the ball. Ofcials reused the
Maroons allegations o goaltending,
despite a video replay showing
that the ball has already touched
the board when it was swatted
away by Hangrove. The missed
goaltending call eventually
gave the Tamaraws room to build
a fve-point lead, 71-66.
It was defnitely a goaltending.
But the reerees missed that; un-
ortunately there are no house
rules on reviewing a video to
change the call, with regards to
goaltending. The call would havechanged the events o the game
but I dont think it cost us, there
were many aults that made it
harder to win the game, said
Maroons Head Coach Frederick
Oliver Dandan.
With two minutes let on
the clock, Alvin Padilla scored
a three-point shot, while Lopez
secured a two-point shot, leaving
the Tamaraws ahead o only a single
point. However, with two seconds
let on the ticker, a technical oul
was called against the Maroons.
150-meter track near DOST in

version designed to run through a
25-meter radius curve, Rasco added.
The P62 million cost o
construction and operations is
ully unded by DOST, according
to the MIRDC.
Currently, the construction
is 30 percent complete and test
runs will hopeully be conducted
this September, when 300 meters
o the track is expected to be
fnished, according to Rasco.
The administration has yet to
plan the are scheme or prospective
passengers, but there is always
cost in building, operating, and
maintaining a mass transport
system, said UPD Chancellor
Caesar Saloma.
PREY TO PRIVATIZATION
Sectors o the UP community,
however, expressed opposition to
the long-term eects o the railway
in campus, saying the project mightadversely aect communities
and urther lead the university
into income-generating partner-
ships with the private sector.
While the Ofce o the Chancellor
and Rasco reused to reveal concrete
plans ater the test track becomes
unctional, the administration
might consider extending the
track to a Philcoa-Katipunan
route, Zamora said. Para hindi
naman masayang, itutuloy na
lang, she added.
However, when the memo-
randum o agreement (MOA)
expires on September 2013, any
urther developments o the AGT
will be let to UP unless another

Student leaders nix transfer of school opening to September
WITH THE REVIVAL OF TALKS ON
moving the start o the academic
year rom June to September, stu-
dent leaders maintain that such a
policy cannot ensure the saety o
students during the rainy season
and might even adversely aect
learning and access to education.
Earlier this week, Senator
Franklin Drilon reiterated his call
to pass Senate Bill 2407, which
he led in 2010. By moving the
school opening to September, or
about [three] months later, the
country will avoid inconvenience
and needless damage to lie and
property, Drilon wrote in his ex-
planatory note.
The bill also seeks to make
school buildings available or use
during emergency situations as
evacuation centers. These a-
cilities can be better put to use
i they are not being utilized as
classrooms and are ready and
properly equipped, Drilon said.
NOT THE RIGHT SOLUTION
Merely moving the opening
o classes to September will
not resolve the inconvenience
o the rainy season, as extreme
weather disturbances do not
always happen during the rst
three months o the monsoons,
said UP Student Regent Cleve
Kevin Robert Arguelles.
The storms Ondoy and Pepeng,
which generated the most
destructive foods in decades in the
National Capital Region and North
Luzon, happened in September
2009. In act, because o climate
change, extreme weather distur-
bances [occur] all year round,Kabataan Partylist Rep. Raymond
Palatino also said in a statement.
Many areas across the country,
such as Bulacan and Metro Ma-
nila, are also easily fooded even
ater only moderate rains, regard-
less o the season, said UP Dili-
man University Student Council
Chair Gabriel Heart Dio.
Furthermore, i the school year
starts every September, students
and teachers will have to go to
school during the summer, which
will make teaching and learning
dicult due to the hot weather,
Palatino said.
Beore we shit the class open-
ing to September, we must [also]
remember that students in the
provinces participate in amily
activities during summer to help
in the harvest season The post-
ponement o class opening could
aect access to education i ami-
lies are not able to save enough
money, the youth solon added.
BETTER DISASTER MANAGEMENT
While Drilon claims SB 2407will help the country avoid in-
convenience and needless dam-
age to lie and property, the best
way to protect students in disas-
ter-prone areas is to implement
an ecient disaster management
mechanism, Palatino said.
Level up the food-prevention
measures. Expand and seriously
implement the disaster prepar-
edness plan. Strengthen the in-
rastructure to prevent disasters,
he explained.
RECORDBREAKERS.

occasional rains,

The Department o Public
Works and Highways should o-
cus on improving roads to make
schools accessible even in rainy
days and construct separate
evacuation acilities to avoid the
use o classrooms as emergency
centers, Dio said.
Suspension o classes should
[also] be based on [local condi-
tions], such as [foodwater] level
and trac situation, not just ty-
phoon signals, Dio added.
Meanwhile, to compensate or
suspended classes due to heavyrains, the Department o Educa-
tion may want to consider reduc-
ing the number o days without
classes during holidays, such as
the two-week long Christmas
break, ACT Teachers Partylist Rep.
Antonio Tinio said.
Long holiday breaks like this
could be shortened to ensure
that students spend the required

Tinio added.

Gng.

concert held at the Araneta Coli-
seum was a smashing
success. The twenty-
o u r - y e a r - o l d
American band
played thirty songs in a
concert that lasted o v e r
two hours. The event was attended
by a deluge o people, even as
it had been delayed by one day
because oods raged on across
the city.Loved as they are by ans,
the Smashing Pumpkins are
already a relic o the past, a
bygone band rom a
long-gone time. Their
success here shows
how we are a market
or the surplus o
other nations. This holds
true not just in music, but indeed
in all the hand-me-downs rom
other countries, such as industrial
equipment, gadgets, and vehicles.
NOSTALGIC NATURENostalgia, says the dictionary,
is a sentimental yearning or the
happiness o a ormer place or
time. We Filipinos in particular
hold this sentimentality
close to our hearts. So
much evidence to support
this claim lies around our
homes, in the orm o ancient
photo albums, old VHS tapes,
and rolls o negative flm that pay
tribute to the past.
The music that we love
describes our nostalgic nature.
Radio stations regularly play
songs by long-gone artists, and
theres always some kind o tribute
concert going on in the city. This
is the case too with our
old toys and gadgets,
with flm cameras and
cassette tape players
still in use inmany homes. Even
decades-old vehicles
are still actively driven.
However, theres a practical
consideration or staying by our
turntables and IBM
XT white box com-
puters, not just one
o sentimentality.
These things were
very expensive. I they still
work, there is no reason to
throw them away.
More importantly,
though, our old chattels
are part o the culture that
weve developed or ourselves. The things in which we put value
historicize our lives. Its the same
with our music, which is always
a piece o the old days, and tells
stories about the past.
Otentimes, however, the stories
o the past are not our own.
Our culture loves to remi-
nisce, but mostly about
musicians rom
oreign countries,
or old movies rom
Hollywood studios. This is
because we are a target market
or the surplus culture o other
nations. Well take anything they
can give us, even i it isnt in
vogue anymore. Your childhood
was awesome, so the popularinternet saying goes, i you
remembered older Western
or Japanese cartoons, but
rarely local productions.
BYGONE RECYCLING SERVICEOne o the reasons why the
ukay-ukay is such a phenomenon
is that were willing to get the
surplus, the overruns o oreign
lands, even second-
hand giveaways,
and make them
new again. Dusty
leather jackets,
old speaker systems, even
perectly-usable TVs are
brought in and reur-
bished by ingeniousFilipinos who dont like
things being put to waste.
Surplus can also be acquired
cheaply,
which is
important
b e c a u s e
only a ew people can aord
brand-new imported goods.
This ea market renzy comes
into play in these concerts
by bygone artists. Its not so
expensive to have a nostalgic
concert, given that many
o those old-timey artists
are probably underbooked. A
concert producer can earn aquick buck by fnding
a radio star
killed by video, and
ask them to have a
concert here.
While we can
attribute our liking or
surplus to practicality and
thritiness, the reality is that we
cant produce many o the
things that we import.
The lack o manuacturing
inrastructure contributes
to our being a surplus market,
so we work with our
resourceulness and make
do with the excess o
other nations. This
resourceulness yieldsgreat results, as seen in the
secondhand, 1966 LARC-V
amphibious cargo vehicles that
braved last weeks oods and
saved many lives. Despite such
perormance, however, it still
stands that were using ancient,
hand-me-down equipment in
m i s s i o n - c r i t i c a l
applications such
as rescue vehicles,
and not brand-new,
reliable workhorses with
zeroed-out mileage.
This surplus market nature
carries over to the oreign
concerts that end up playing
here. Many o us would love
a new, popular oreign act
to come here and grace us with
the music o the Top 100, but why
would they go all the way here
unless they were on a world
tour? It still comes down to
settling or older things.
Trouble lies, however, in how
we accept this surplus and settle
or it, even i we have a strong
cultural base o old and new
acts. Our own cultural products
are overlooked in avor o what
essentially amount to letovers
rom other nations. Local
bands are content with
small-time perormancesat malls or bars attended
by their ans, but thousands will
ock to watch Je Timmons live,
even without the rest o
the members o 98
Degrees. The 3D
re-release o Star
Wars Episode I:
The Phantom Menace earned
millions o pesos, drawing
ticket sales away rom
local productions even
i it was just a rehash
o a thirteen-year-old
movie.
TABLE SCRAPS
The Philippines is a surplus
market because we dont
have a choice. It isntsimply a case o nostalgia
or practicality. Receiving
the surplus o other countries
is cheaper and simpler than
producing our own, and the
letovers will be well-re-
ceived. In the short-
term, cheaper
and simpler
sounds economically viable.
However, without the capacity
to create critical goods such as
vehicles or electronics by
ourselves, we are shackling
ourselves to the economies and
cultures o other nations.
God orbid a terrible eco-
nomic crisis happen once
again, or countries will
turn to their own surplus in times o
need, and we shall be let with nothing.

Female Davids and a Goliath
Pussy Riot was ormed last year aterRussian Prime Minister DmitryMedvedev proposed Vladimir Putinsreturn to the 2012 Russian Presidency.
Putins overdue political power, either as president or prime minister, since 1999 is considered by many asan early symptom o an authoritarianregime. In his years in politics, Putinresorted to crony capitalism to preserveclose ties with business organizations toensure the growth o Russian economy. However, anti-Putin movements sparkedater the alleged raud o Putins victory in thisyears presidential elections.
The arrest o Pussy Riot members is a vulgar
show o power by Putins administration. Deenselawyers or the trial proceedings have denouncedthe lack o time allotted or their preparation, and the prohibition o media outlets insidethe courtroom. Police have detained 30demonstrators wearing Pussy Riot shirtsoutside the courtroom. Since the 1990s,repression o anti-government sentimentswas rampant in Russia. Journalistic killingshave been common, including that o AnnaPolitkovskaya, one o Putins harshestcritics. Because o these repressions,so-called Russian democracy appears tobe non-existent.
Aside rom the government, the head othe Russian Orthodox Church, PatriarchKirill, also demanded severe punishmentor Pussy Riot. A priest attempted todisrupt American musician MadonnasMoscow concert or her show o supportor Pussy Riots release. This is unsurprising, considering the Russian Churchs long history omeddling with State aairs rom the Tsars to Stalin, and now, Putin.
The separation o Church and State is illusory in manydemocratic countries including the Philippines. Electoralcandidates court leaders o various religious groups or support.Government matters, such as the Philippine ReproductiveHealth Bill, which promotes access to sae birth control, arebeing tirelessly checked by some religious leaders. Artworksthat are deemed to promote anti-Church ideas are censored, suchas Mideo Cruzs Poloteismo. Church and Government alike utilize
their power to ensure their power over the State.

behind masks
Pussy Riots masks orbalaclavas serve to hide their
identities-- rom both the Stateand their ans. They do not claim to be
superwomen; instead they wish to showRussian women that they can all become Pussy
Riot. Their masks allow them the anonymity to ceasebeing individual musicians and become a part o the
group ideology. The group specically chose the Cathedral o Christ the
Savior because o its fexible cultural signicance. It was inthis Cathedral where rulers were crowned. Joseph Stalin blew itup ater the Russian Revolution. Its ruins were turned into a publicswimming pool in the 60s, and it was rebuilt in 1994 to be thetallest Orthodox Church in the world. Eventually, the Cathedral turned
up as a commercial enterprise not owned by the Russian OrthodoxChurch. With the historical impact o the Cathedral as backdrop, Pussy
Riot heightened Russian eminism ater preaching their own politicaltruths on the Cathedrals altar where only men were allowed.
While the girls discard any notion o being superheroes, Putin crateda contrary political image. In the past decade, media helped Putin moldhis public image as a tough guy partaking in extreme activities such
as swimming bare-chested in the cold Siberia River, demonstrating hismartial arts skills in Tokyo, and sedating a tiger in Ussuri. This publicitycreates the impression o a macho Super-President who can save
the day. His larger-than-lie antasy was thwarted, however, by a51-second perormance by masked young girls who opposed his
policies through art.
Art and war
Russias and the Philippines democracies may signala step toward a ree society capable o progress. Yet
the democracies o both are still tied to establishedsocial roles based on patriarchal and religious
belies. Nonconventional ideas that go againstthe norms are silenced by those in power.
Censorship in the Philippines stemsback even rom the publication o Noli
Me Tangere. In the 1950s, EstrellaAlon, one o the most important
Filipino ctionists, was accusedby the Catholic League o the
Philippines or publishing
pornography in heshort story Fairy Tale or the City
which was banned rom urther publication.Religious groups also campaigned or the cancellation o lastsummers Manila concert o international artist Lady Gagawhose advocacies include homosexual rights.
Dissent is a right in any democracy, and it is the artistsrole to make legitimate political protests. This sentiment isshared by musicians Pete Townshend, Jarvis Cocker, and NeilTennant who published a letter o support or Pussy Riotsrelease in the Times newspaper.
Artmustconront erroneous norms set by society, its
government, culture, and religion. Suppression o this artdeadens democracy. Cultural repression by both Churchand State, either Russian or Philippine, not only weakensdemocracy but preserves a status quo wherein thesetwo institutions are the central beneciaries. Both workarm-in-arm in maintaining the established norms, preventing anti-government, anti-Church orces thatcan ruin their supremacy.
Pussy Riots protest art had hit both the RussianChurchs and governments deective system with
just one stone. The girls reminded the people thatRussia is democratic, not authoritarian. People in ademocracy are ree to voice out their political stances,or it is only in a democracy wherein the mosttantamount power lies among the people.
gRRls
DONNING BRIGHTdresses, tights, and
balaclavas, emale punkgroup Pussy Riot stormed
the altar o Moscows historicCathedral o Christ the Saviourlast February to stage a Sex
Pistols-style punk prayer scrutinizingRussian President Vladimir Putin. Now,
three alleged members o the band areat the heart o one o the biggest trials in
Russian history.Ater their perormances video went viral
online, suspected Pussy Riot members NadezhdaTolokonnikova, Maria Alyokhina, and YekaterinaSamutsevich were charged with hooliganism
motivated by religious hatred. However, investigation experts note the trumped-
up nature o the charges. Hooliganism is denedby Russian Law as the use o weapons to disruptpublic order. Guitars and a sense o convictionwere the girls only weapons. The only possiblecrime they committed was emotional oence againstChristians, punishable by a ne o 1,000 rubles. Yet aprobable 7-year imprisonment was being indictedagainst them, with the nal verdict to be handeddown on August 17.
Pussy Riots trial has caught worldwideattention, and some o their supporters haveresorted to extreme protest stunts: lockingthemselves inside cages, sewing their mouths shut, and sel-crucixion. Their extreme measuresare a response to their governments disregardto the peoples protests. Likewise, ourPhilippine government ignores popularcriticism that at times lead to hostile
demonstrations met with the samehostile response.

Ang dating sick man o Asia, ngay-

PROJECT NOAH
LAKAS TAMA

Oplan hanap-karelasyon a.k.a.Project Noah.
Bagaman Hulyo pa naganapang unang pagkikitang iyon, noong
