Online Accommodations Bulk Upload
• DTCs may utilize an Accommodations Bulk Upload file (.csv) to prepopulate online accommodations for students on an IEP/504. – The SDE is working with EdPlan to generate a report that may
be downloaded by each site and then uploaded to the OSTP Portal to prepopulate online accommodations only.
• This process is not required. Individual online accommodations may still be inputted manually. Each school site will need to download the EdPlan report and convert it from .xls to .csv file format.

Emergency Exemption
• 210:10-13-23. Emergency exemptions from assessments required by the Oklahoma School Testing Program
• All requests for emergency exemptions shall be electronically submitted by the school district or charter school through the State Department of Education testing application no later than 5:00 p.m. of the last day of the testing window.
(A) A brief description of the significant medical emergency for which the exemption is requested;
(B) A brief explanation of why the emergency prevents the student's participation in the assessment;
(C) The date of the onset of the emergency;
(D) The expected or estimated duration/recovery period of the significant medical emergency;
(E) The number of days of instruction the student has missed as a result of the emergency and the number of any additional days of instruction the student is estimated or anticipated to miss after the date of submission of the exemption; and
(F) A copy of the written documentation provided by the student's physician pursuant to (c)(2)(E) of this Section.
• The request shall be supplemented by copies of any documentation subsequently requested by the State Department of Education necessary to document the information required by this paragraph and the definitions of "significant medical emergency" and "immediate family member" set forth in (c) of this Section.
• If a complete request for an emergency exemption is received during the applicable testing window, the State Department of Education will issue an approval or denial of the request and notify the school district or charter school of the determination within five (5) business days. The school district or charter school will receive notification through the Department's electronic testing application system. Incomplete requests will not be processed until all documentation required by (c)(2) of this Section has been submitted to the State Department of Education.

• Reasons for possible test invalidations include, but are not limited to:
– Cheating;
– Large-scale security violation;
– Presence of a cell phone in the testing environment;

• If the SDE approves the invalidation, the student must be considered as a nonparticipant unless a Breach Assessment is administered.

Breach Tests
• Breach forms are to be used for large scale and/or instances
of student cheating only.
• In situations when a test must be invalidated, the DTC must
enter the invalidation request on the Testing Status Application.
• Once the invalidation is approved, the SDE will order the
Breach Test. – The Breach Test must be administered to the student within the remainder of the testing
window.
– In the case of a paper/pencil test, all answer documents for Breach Tests, as well as the
invalidated operational tests, must be returned with the scorable answer documents.
– In the case of online tests, Breach Tests may not be scheduled on the same day as the
invalidated operational tests. Please follow the directions carefully and select the Breach
Test form when scheduling the test.

Program (AAMP)

• All public school districts will be monitored at least once during the established five-year cycle.
• An electronic version of the five-year monitoring cycle is updated on an annual basis and posted on the Test Security and Assessment Monitoring page. – The Desk & On-site Monitoring Checklist has been revised;
– All monitoring types require districts/sites to submit information contained in the desk monitoring portion of the checklist.
– Districts will be notified of On-site monitoring at least 10 working days before the opening of a testing window.

DTC Instructions and Information
General Responsibilities:
• Serve as the SDE’s contact for all testing activities.
• Note: E-mail is often the quickest and most efficient way for the SDE or testing vendors to contact DTCs, so please access your account regularly.
• Request permission from the SDE for citing specific demographic designations and/or invalidating assessments.
• Ensure that all personnel assigned to testing are adequately trained in proper test administration and test security.
• Verify that all personnel trained sign in for the training session. The sign-in forms should be kept on file by the DTC or BTC and must indicate the date of training.

Requirements for Driver’s License
• Persons under 18 applying for a license or permit must demonstrate a Proficient reading ability at the eighth grade level.
• Only students currently enrolled in eighth grade can take the OSTP Grade 8 English Language Arts assessment.
• Public schools must give an approved alternative Reading proficiency test four times per year to students who attend the public schools in the respective districts as well as nonpublic school students.
• The first alternative administration is free to all students but reimbursable to schools as funds are available. Schools may charge students up to $25 for subsequent test administrations.

Student labels and Rosters Student labels will be provided for every student needing paper forms indicated through the Wave
Students with Labels: Verify Student Information
If any student demographic details are incorrect on the student label, still use the label unless there is a mistake
in the main identifiers – first name, last name, DOB, or state testing number (STN).
If one or more of these identifiers is incorrect, do not use the label and bubble the student information on the
demographic page of the answer document.
If a school receives labels for students who are no longer enrolled, adhere the label to a blank student answer
document and mark the reason in box Q.

Standard setting
Newly developed Oklahoma Academic Standards were implemented in 2016 necessitating the need for standards setting to occur.
For this new assessment performance standards must be set. The primary goal of the standard setting is to determine the knowledge, skills, and abilities (KSAs) that are necessary for students to demonstrate in order to be classified into each of the performance levels.
