Uzasadnienie celowości
Sektor publiczny stoi w obliczu
ważnych wyzwań. Przekształcenia
sektora publicznego często wymagają
innowacyjnych rozwiązań, oraz
przyszłościowych strategii dot.
zamówień publicznych,
Jednakże w obszarze zamówień
publicznych na B+R Europa pozostaje
daleko w tyle za innymi częściami
świata,
Czasami rozwiązania są bliskie
wprowadzenia na rynek i można myśleć
o zamówieniu rozwiązania
komercyjnego (PPI), czasem brak jest
oczekiwanego rozwiązania i potrzebne
jest przeprowadzenie prac B+R (PCP)

Wydatki publiczne w Europie są wyższe niż w innych częściach świata (47% PKB EU-25)
Ale 20 razy mniej jest wydawane na rzecz przygotowania sektora publicznego do przyszłych wyzwań: zamówienia publiczne na B+R w UE (~2,5 mld€) w porównaniu do USA (~50 mld€)
Uzasadnienie celowości

PCP Pre-Commercial Procurement
Kiedy
– Wyzwanie wymaga działań B+R, aby opracować nowe rozwiązania. Problem
jest jasno zdefiniowany, ale plusy / minusy kilku potencjalnych rozwiązań
konkurencyjnych nie zostały jeszcze porównane / ocenione. A więc brak jest
jeszcze gotowości do wdrożenia (PPI),
Co
– Sektor publiczny zamawia działania B+R aby pokierować rozwojem
rozwiązań spełniających jego potrzeby, zgromadzić wiedzę o plusach /
minusach rozwiązań alternatywnych, aby uniknąć uzależnienia od jednego
dostawcy (tworzenie konkurencyjnej bazy dostawców)
Jak
– Sektor publiczny zamawia działania B+R od kilku dostawców jednocześnie
(możliwość porównanie alternatywnych metod rozwiązania) w formie
konkursu, oceniając postępy w punktach kluczowych etapów (projektowanie,
prototypowanie, faza testowa). Ryzyka i korzyści związane z B + R (np. prawa
własności intelektualnej) są współdzielone z dostawcami, aby zwiększyć
zachęty dla późniejszej komercjalizacji.

PPI – Public Procurement of Innovative Solutions
Kiedy
– Wyzwanie wymaga rozwiązań, które są prawie gotowe do zastosowania na
rynku lub są już na rynku w małej ilości, ale nie spełniają wymagań sektora
publicznego na szeroką skalę . Nie potrzebny udział B+R (badania już są
skończone, albo B+R nie jest potrzebne do rozwiązania problemu),
Co
– Sektor publiczny działa jak klient zamawiający / wcześnie przysposabiający /
pierwszy nabywca dla innowacyjnych produktów i usług, które są nowo
wchodzącymi na rynek (nie są jeszcze powszechnie dostępne na rynku)
Jak
– Sektor publiczny działa jako moderator w imieniu grupy nabywców z masy
krytycznej, która pobudza przemysł do rozwoju produkcji i do wprowadzania
produktów na rynek w określonym czasie z oczekiwanym stosunkiem jakości
do ceny. Po zakończeniu testów i / lub certyfikacji, grupa nabywców kupuje
znaczną ilość produktów.
