    Minutes of the 1 "meeting of Project Monitoring and Advisory Committee (PMAC) for Implementation of "Lean Manufacturing Competitiveness Scheme" (2019) under CLCS- TUS for MSMEs.

    The 1st meeting of Project Monitoring and Advisory Committee (PMAC) for implementation of "Lean Manufacturing and Competitiveness Scheme"(2019) for MSMEs under CLCS-TUS was held on 04-12-2019 at 03:00 PM, under the Chairmanship of Special Secretary and Development Commissioner, Ministry ofMSME, lew Delhi.

    2. Mrs. Mandeep Kaur, IDC handling scheme in the % DC MSME, Welcomed the chairman and other member of the committee. The discussion started with the introduction by all participants, IDC (MK) briefed about the Lean Manufacturing Competitiveness Scheme (LMCS). Thereafter the agenda items were discussed one by one and decisions were taken.

    Guidelines

    .1) Procedures for formations (i) of clusters of 4-10 MSME

    IDC(MK) presented the Operational Guidelines of LMCS Scheme to the PMAC for perusal and

    units of Heterogeneous Ihomogeneous in nature.

    members were asked to give their views for approval of the guidelines .. EA (IFW) asked whether these guidelines are vetted by the competent authority. IDC(MK) informed that brief guidelines which are part of the agenda folder have been financially vetted and approved by the competent authority, which is Hon'ble Minister. The operational guidelines are to be approved in the first PMAC. In this context, EA (IFW) advised to put up these guidelines in the file for vetting by the competent authority.

    .ii.) Implementation periods for completion of clusters up to 18 months or change required if any,

    SPVs,Signing of MoU,or Tripartite Agreement(TPA) .

    a. Sub committee under the chairmanship of DDG Sh. D P Srivastava and having members from QCI, PC, India SME Forum, ClI, and such other members as are required by the chairman shall be constituted to formulate simple and workable operational guidelines. The exercise needs

    Simplified version of LMCS portal may be linked to India Enterprise portal which is accessible to not Scheme approved before 31.03.2018. only medium and large but also small and micro entrepreneurs.

    Proposal submitted by Cll - To be considered as NMIU under LMCS, request for allocation of 100 clusters pan India basis Approval of ClI, Centre of Excellence, Chandigarh having rich experience in the areas of manufacturing excellence/ Lean Manufacturing tools in the Industry, Energy Efficiency, Cost Management, Total Employee Involvement in more than 260 clusters in the country.

    Comments/Approvals ofPMAC Sub-committee constituted above shall vet and review the proposal as per guidelines.

    Request for Proposal (RFP) to empanel Lean Comments/Approvals ofPMAC consultants RFP to be finalized as a part of the finalization of operational guidleines by the Sub committee

    » QCI : Pending liability of already work done for 70 clusters (at different phases) as Annexure I, of amount Rs. 5.22 crore.

    » Fund requirement for FY 2019-20, till 31 SI March 2020 is Rs. 2.65 crore.

    » NPC: Liabilities towards consultant with only current phase program and NPC charges for current phase progress is Rs. 6.51 cr

    » Liabilities towards till the completion of all the Phases is Rs. 17.96 cr.

    Comments/Approvals ofPMAC The PMAC authorized the Sub Committee constituted above to look into the liabilities and submit it in file for approval of chairman PMAC, subject to IFW concurrence.
