mula sa pahina 1President at CEO Gilda E. Pico ay iginawad kay Gov. Suarez bilang pagkilala sa programang “Lingap Kalusugan sa Barangay” o LKB health coupons ng Pamahalaang Panlalawigan ng Quezon.

Itinuturing na malaking karangalan ito para sa probinsya dahil mula sa 160 na kalahok na Local Government Units buhat sa iba’t ibang sulok ng Pilipinas, nakapasok ang Quezon bilang finalist sa top 16 – isa sa tatlong probinsya na nakasama dito.

Hindi tulad ng ibang nagwaging programa na ilang taon o dekada nang ipinapatupad, ang LKB ay kinilala kahit mahigit na iisang taon pa lamang ang implementasyon nito. Matatandaan na sinimulan ipatupad ng kasalukuyang administrasyon ang programa noong taong 2011 upang ilapit ang abot-kamay na tulong medikal sa 1,242 barangay sa Quezon. Katuwang ng pamahalaang panlalawigan dito ang Quezon Medical Center, 16 municipal at district hospitals, at maging ilang mga botika na nasa lalawigan na nakikiisa sa layunin ni Gov. Suarez.

Ipinagmamalaki ni Gov. Suarez na ito ang kauna-unahan at nag-iisang health coupon/voucher system sa buong bansa. Sa ilalim

ng sistema ng LKB, ipinagkakatiwala sa bawat punong barangay ang pag-iingat at pamamahagi ng mga health coupons sa kanilang mga ka-barangay sa panahon ng karamdaman at kagipitan.

Dahil sa mahusay na pagpapatupad, umabot sa 112, 863 ang bilang ng Quezonian na nabiyayaan mula nang simulan ang LKB. At upang patuloy na pakinabangan ng mas madami ang programa, minabuti rin ng pamahalaang panlalawigan na ipasa ang “Health Coupon Ordinance” o Provincial Ordinance No. 15 Series of 2012 (Resolution No. 1525).

Ang Galing Pook Awards ay kabilang sa mga parangal na iginagawad ng DILG sa mga LGUs na sa malikhaing paraan ay nagawang maging bayani ang mga ordinaryong mamamayan patungo sa tuloy-tuloy at sama-samang pag-unlad ng mga pamayanan. Sa ilalim ng Innovation and Excellence in Local Governance, kabilang pa sa mga iginawad na pagkilala ang Lupong Tagapagmana Incentives Awards, Gawad Pamana ng Lahi, at ang bagong talaga na Jesse Robredo Leadership Award.

Ang iba pa sa 16 LGUs na pasok sa Galing Pook Awards bukod

sa Quezon ay ang mga lalawigan ng Sarangani at South Cotabato; mga bayan ng Loboc, Teresa, at San Francisco, Cebu; mga lungsod ng Valenzuela, M a n d a l u y o n g , Dumaguete, Muntinlupa, San Jose, Masbate at Tagum; at ang Barangay Poblacion, Tupi ng South Cotabato.

Masusi ang pinagdaanang proseso sa pagpili sa labing-anim na LGU mula sa pagsumite ng mga requirements, validation, hanggang sa oral presentation ng mga kinatawan ng mga napiling LGU programs. Kabilang sa mga naging selection criteria ang positive results and impact (30%), promotion of people’s participation at empowerment (30%), innovation (15%), transferability at sustainability (15%) at efficiency of program service delivery (10%).

Lucena City Mayor Roderick "Dondon" Alcala (4th from right) looks at the city government- owned 52 assorted firearms recalled from the past administration of deposed mayor Barbara Talaga. The guns, composed of 2 M-16 Armalite rifles, 28 M1 Carbines, 20 cal. 9mm pistols, an Uzi sub- machine pistol and a shotgun were presented by city police head, Supt. Allen Rae Co during the Monday's flag raising ceremony. The firearms were earlier ordered accounted by Alcala through the City General Services Office and City police station and had them issued to the police. Alcala said the remaining 42 guns are yet to be turned in by Talaga's followers. DOLE, naglabas ng pay rules para sa Mahal na ArawNagpalabas ngayon

ng pay rules ang Department of Labor and Employment (DoLE) para sa mga manggagawa sa pribadong sektor para sa Mahal na Araw.

Kaugnay nito, pinaalalahanan ni Labor Secretary Rosalinda Baldoz ang mga employer na sundin ang panuntunan para sa general occupational safety at health labor standards para sa mga manggagawa.

Para sa March 28, Maundy Thursday, at March 29 o Good Friday na pawang mga regular holidays, ang tamang pay rules ay ang mga sumusunod: sakaling ang empleyado ay hindi nagtrabaho, babayaran pa rin siya ng 100 percent ng kanyang suweldo para sa isang araw, gayundin ng kanyang Cost of Living Allowance (COLA); sakaling pumasok naman ang empleyado sa trabaho, babayaran siya ng 200

percent ng kanyang suweldo para sa isang araw para sa unang walong oras ng trabaho, gayundin ng kanyang COLA.

Sakaling ang empleyado ay nagtrabaho ng lagpas sa walong oras, babayaran siya ng karagdagang 30 percent ng kanyang hourly rate.

Kung ang empleyado ay nagtrabaho at nataon na ang mga araw na ito ay kanyang day-off o rest day, tatanggap siya ng karagdagang 30 percent ng kanyang daily rate at 200 percent ng kanyang arawang suweldo.

Kapag day-off naman ng empleyado at nagtrabaho siya ng overtime, tatanggap siya ng karagdagang 30 percent ng kanyang hourly rate para sa nasabing araw.

Para sa March 30, Black Saturday, na isang special non working day, paiiralin ang mga sumusunod na pay rules: sakaling ang empleyado ay hindi nagtrabaho,

ipapatupad ang “no work, no pay” principle maliban na lamang kung may paborableng polisiya na ipinatutupad ang kompaniya o di kaya'y nakasaad sa kanilang Collective Bargaining Agreement ang pagpapasuweldo kahit sa panahon ng special holiday.

Kapag nagtrabaho naman, tatanggap ang manggagawa ng dagdag na 30 percent ng kanyang daily rate para sa unang walong oras at kapag nag-overtime naman ay babayaran siya ng 30 percent ng kanyang hourly rate.

Sakaling nataon naman sa rest day at nagtrabaho pa rin, tatanggap ang empleyado ng dagdag na 50 percent ng kanyang daily rate para sa unang walong oras, at kapag nag-overtime naman ay babayaran ng dagdag na 30 percent ng kanyang hourly rate. Reymark Vasquez



Villar on SC stay of RH Law: We should

respect the decision of the Supreme CourtNacionalista Party-

Team PNoy senatorial candidate Cynthia Villar on Tuesday, March 19, called on everybody to observe sobriety with the Supreme Court’s decision to temporarily put on hold the implementation of the Responsible Parenthood and Reproductive Health Act of 2012 or RA 10354.

“We should respect the decision of the Supreme Court, being the highest court of the land. We should strictly adhere to the stay order on the RH law,” said Villar.

While the former congresswoman opposes the RH law, she, however, reminded the public that

as law-abiding citizens, we should all follow the ruling of the High Court.

“Our justices have already spoken about the highly contentious law that divided our the nation and our people,” she said.

“Let us just wait for the final decision of the High Court since this is just a temporary ruling,” she further said.

Voting 10-5, the High Court issued a status quo ante order for 120 days or four months on the implementation of RH law.

The Department of Health (DOH) had signed last Friday the Implementing Rules and Regulations (IRR) for the RH law.

NG QUEZON - Ipinamahagi sa mga munisipalidad ng Panukulan, Polillo at Burdeos, Quezon ang mga kagamitang pangsakahan mula sa pamahalaang p a n l a l a w i g a n . Kasabay nito, nagsagawa din ng medical at dental mission na hatid ng Serbisyong Suarez Para sa Kalusugan sa Polillo at Panukulan na isinagawa noong ika-19 at 20 ng Marso 2013.

Unang nagtungo si Quezon Governor David “Jayjay” C. Suarez sa bayan ng Panukulan upang ipagkaloob ang mga makinaryang pangsakahan sa ARB Small Owner Cultivators and Agricultural Leases at Panukulan Credit Cooperative ng

Barangay San Juan. Ang mga kagamitan na ipinamahagi ay kinabibilangan ng dalawang hand tractor, dalawang multi-tiller, sampung push type weeder, isang grain moisture meter, sampung knapsack sprayer at isang double pass rice mill.

Binigyan din ng mga nebulizer at BHW kit sa mga barangay health worker sa 12 barangay ng nasabing lugar.

Matapos maisagawa ang pamamahagi ay kaagad na nagtungo si Gov. Suarez sa bayan ng Polillo upang iabot sa mga magsasaka ng Barangay Libjo ang mga gamit pangsaka na nagkakahalaga ng mahigit sa isang milyong piso.

Matagumpay din na naisagawa ang medical

at dental sa nasabing bayan kung saan 500 katao ang nakinabang sa libreng kunsultasyon, habang umabot sa 113 ang libreng nabunutan ng ngipin.

Nagsagawa rin ang Provincial Disaster Risk Reduction Management Office (PDRRMO) ng mga pagsasanay sa mga barangay tanod sa tatlong bayan upang mabilis ang mga itong makatulong sa lugar na kanilang nasasakupan. Bilang paghahanda, ipinatawag ni Quezon Police Provincial Director PSSupt. Dionardo Carlos, ang ilang hepe ng kapulisan, na kinabibilangan ng Lucban, Dolores, Tiaong, Candelaria, Sariaya, Pagbilao, Atimonan, Plaridel, Gumaca, Lopez, Unisan, Padre Burgos, Agdangan, General Luna, Catanauan, Tayabas, Lungsod ng Lucena at ang Company Commander ng Quezon Police Public Safety Company (QPPSC) upang maging handa at mas paghusayin ang pagbabantay sa mga lasangan, tourist spots,

dalampasigan, pamilihan at ilang mga lugar kung saan dumarayo ang maraming tao.

Kristel has instilled in us that we should strengthen our hold in the principle that education is a right and not a privilege, whether you are enrolled in UP or not. This issue is not only

an issue of UP students; it is an issue of society as a whole, for we believe that the individual should never be isolated from the macrocosm that it belongs to.

Kabataan Partylist has always been firm that to place a constitutionally guaranteed right in the pitfalls of a private enterprise will never be just for the youth. CHED continues to justify policies that are anti-student in nature – such as the STFAP and the continued tuition fee increases in public and private schools. MANILA – As Filipinos get ready for Holy Week, the peoples’ protest held the week before it also featured some references to Biblical characters, such as Judas Iscariote and Pontius Pilate. March 20 was dubbed as the Filipino peoples’ day of protests against the ill effects of the Aquino government’s policies. These effects are led by unmitigated hikes in prices and rates of basic goods and services – from oil prices to service rates in public hospitals, water and electricity, toll fees, tuition fees, LRT and MRT train fares, etc. The protesters also decried Aquino’s privatization drive, saying this is also leading to more profit-induced price hikes.

Protest actions leading to March 20 were highlighted by student protests, as they walked out of their schools in Metro Manila and in other regions to protest the budget cuts that have been forcing state universities and colleges to implement various forms

of hikes in tuition and other fees. Workers marched to Mendiola Bridge to denounce the Aquino government as responsible for the death of UP freshman Kristel Tejada.

The young student’s suicide was attributed to her family’s failure to support her schooling in UP. Before committing suicide, Kristel Tejada reportedly filed a forced leave of absence to comply with the university’s no late payment policy. This would not have been necessary, the protesters said, if there was no 300 percent tuition fee hike in UP, which resulted from budget cuts imposed by the government in line with its thrust to remove subsidies to tertiary education. While the tuition hike was imposed during the previous Arroyo administration, the current Aquino government is faithfully implementing the very same budget cuts. others, that she was born on November 8, 1987 in Lucena City to common-law spouses Alberto Areja and Patria Mallari; that her mother, since childhood, has been using the name of Clemencia and it was only when her mother secured a copy of her birth certificate that she learned that her registered name is Patria and not Clemencia; as a consequence, petitioner’s mother’s name started using the real name of Patria in all her subsequent transactions and affairs; to obviate any confusion relative to petitioner’s

records, there is a need to correct the erroneous entry in her birth certificate, and such correction will not affect any substantive rights of status of third persons.

kamakailan ni dating Las Pinas Rep. Cynthia Villar na isusulong niya ang panukalang batas ng kanyang asawang si Senador Manny Villar na nagbabawal sa colleges at universities na hindi pakuhanin ng pagsusulit ang kanilang estudyante dahil sa utang sa tuition fees at iba pang bayaran sa paaralan.

Ipinahayag ng dating kongresista na tumatakbong senador sa ilalim ng Nacionalista Party-Team PNoy na kabilang ito sa kanyang prayoridad sakaling manalo siyang senador sa darating na halalan sa Mayo.

Kabilang si Sen. Villar sa “graduating senators” na magtatapos ang termino sa June 2013.

Noong October 2011, naghain si Sen. Villar, dating House Speaker at Senate President, ng

panukalang batas na nagbabawal sa higher educational institutions na magpatupad ng “No permit, No Exam” policies. Aniya, pinagkakaitan nito ng karapatan ang mga mag-aaral na kumuha ng pagsusulit.

Subalit pinapayagan ng panukalang batas ni Villar ang mga paaaralan na huwag ibigay ang grades at clearances ng mga estudyante at hindi makapagpatala ang mga ito hangga’t hindi nababayaran ang kanilang utang.

Hindi naaprubahan ng Senado ang panukalang batas na ito ni Villar bagama’t naipasa ito sa Senate committee on education sa pamumuno ni Senator Edgardo Angara. Ang counterpart bill nito ay naaprubahan sa ikatalong pagbasa sa Mataaas na Kapulungan.

Sinabi pa ni former Rep. Villar, na kilala sa tawag na “Misis

Hanep Buhay,” na nakapanghihinayang ang pangyayaring ito kung saan nawala ang isang “Iskolar ng Bayan” ng UP Manila, na siya sanang mag-aahon sa kahirapan sa kanyang pamilya.

“Isa na namang buhay ang nasayang dahil sa kahirapan,” giit pa ni Villar na nag susulong na magkaroon ng hanapbuhay ang bawat Pilipino para maging hanep ang kanilang buhay.

Upang maiwasan ang isa pang kaso ni “Kristel Tejada, na nagpakamatay makaraang mapilitang magsampa ng leave of absence (LOA) dahil sa utang sa tuition fees, binigyan diin ni former Rep. Villar na marapat balangkasin ang polisiya ng State Universities and Colleges (SUCs) at iba pang educational institutions.

“What happened to Kristel is very regrettable especially since she was

enrolled in a government-subsidized institution mandated to provide high quality education to “poor but deserving” students. Just like other SUCs, UP has a regular annual appropriations from the national government. So it is necessary to look into the need to expand the government’s study and scholarship programs in SUCs. Do we need to give them additional budget so that students like Kristel would no longer be burdened to cough up money for her tuition fees?” paliwanag pa niya.

On March 20, various groups from workers, drivers, families of OFWs, urban poor, youth and students and health professionals combined to form about 50 protest centers in Metro Manila and in some cities in regions outside the capital. Drivers and operators led by Pagkakaisa ng mga Tsuper at Opereytor Nationwide (PISTON) started the day early with a mass-up at Quezon Memorial Circle, and a protest caravan to the Department of Energy.

Piston urged Filipino motorists to be vigilant and take action on the possibility that the oil companies would once again take advantage of the coming Holy Week to impose oil price hikes.

Citing the price increases implemented by the Big 3 oil companies shortly before Holy Week last year, as well as the price hikes last Christmas and New Year, the progressive labor center Kilusang Mayo Uno (KMU) described the oil companies as “greedy to the bone and are like Judas to the public.”

“They may be implementing rollbacks

now but they will strike with a price hike when it would be most beneficial to them. The problem lies with the Aquino government which, by upholding the Oil Deregulation Law, is allowing them to increase prices at will,” said Roger Soluta, KMU secretary-general.

KMU condemned the oil companies for not implementing a big-time rollback despite the weakening of the dollar since the fourth quarter of 2012, saying the oil companies are further increasing the overpricing of their products.

From January to March this year, the price of gasoline rose five times, amounting to a total of P 4.50 ($0.11). It rolled back five times as well, but equivalent to only P 2.25 ($0.05). “This means that for every liter of gasoline, the oil cartel earned P 2.25 ($0.05) and the people gained nothing but more suffering,” said Sheena Duazo, spokesperson of Bayan – Southern Mindanao Region.

Based on their statements, the KMU, Piston and Bayan are not contented with the oil companies’ incremental rollbacks this year. They are demanding a big-time rollback that must be implemented now.

In Southern Mindanao, Aquino was branded as

“the Pontious Pilate of the Filipino masses as he simply washes his hands off the government responsibility to stop the exploitation of the oil cartel – Shell, Petron and Chevron.”

Progressive groups led by Bagong Alyansang Makabayan (Bayan) in Southern Mindanao picketed the office of the Department of Energy in Davao City on March 20 to protest the Aquino government’s “insensitivity amid incessant price hikes.” Duazo of Bayan-SMR said Aquino is the one to blame why Filipinos have to live in daily Lent, carrying the cross of poverty.

Binigyang diin ito ng Tagapagsalita ng Pangulo Edwin Lacierda na ang Kagawaran ng Pagsasaka sa pamamahala ni Kalihim Proceso Alcala ay patuloy ang puspusang pagsisikap na 100% kasapatan sa bigas sa susunod na taon.

Ayon kay Lacierda, iniulat ni Alcala na lumaki ang aning palay ng Pilipinas sapul nang manungkulan ang Pangulong Benigno S. Aquino III noong 2010.

Sinabi ni Lacierda, sinisikap ni Alcala na gawin ang lahat upang maipatupad ang programa sa pagpapasagana ng aning palay.

“Noong 2010, umangkat tayo ng 2.4 milyong metrika toneladang bigas; naging 860,000 metrika tonelada na lamang ito noong 2011 at ngayong 2013, aangkat lamang tayo ng 187,000 metrika tonelada. Sa 2014, inaasahang hindi na tayo aangkat ng bigas,” dugtong pa ni Lacierda.

Idinugtong ni Lacierda na higit na nakatuon ang Pilipinas sa pagpapalakas ng ani upang matugunan ang hangaring kasapatan sa bigas ng bansa.

“Ngayon ay aangkat na lamang tayo ng 8 porsiyento ng 2.4 milyong metrika toneladang inangkat noong 2010. Dito ay makikita natin ang malaking itinaas ng ating ani at ang paliit na inaangkat natin. Pagsapit ng 2014, hindi na tayo aangkat ng bigas, ayon kay Kalihim Alcala,” sabi pa ni Lacierda.

PPP is one form of privatizing the operation of the public hospitals, further making the cost of health care and service more expensive, the health workers said.

At the same time, in Manila, members of Anakpawis Partylist marched to the Department of Health (DOH) to pelt its gates with rotten tomatoes, “for Aquino’s rotten social service policy,” they said.

“We are already poor, but still you oppress us!” their placards and speeches said. The group took part in March 20 “Protestang Bayan,” by protesting in front of the office of the DOH in Sta. Cruz, Manila to condemn the looming privatization of public hospitals.

“This government is already killing us with

ever-worsening poverty and hunger caused by Aquino’s inaction over unabated hikes in the prices of petroleum products and in the rates of electricity and water. Aquino wants to add to factors killing us by depriving us of our basic right to accessible health care,” Joel Maglunsod, Anakpawis Executive Vice President, said.

Protestors threw rotten tomatoes at the DOH seal to show indignation over the Aquino administration’s policy, which, they said is tantamount to abandoning its responsibility of providing basic social services in order to favor private profits.

Aquino’s boasted ‘good’ economics: no money, no right to services

“No money, no service” is how the Anakpawis Partylist described the effects of “Aquino’s rotten policy when it comes to the people’s right to social services.” Maglunsod

decried the “state abandonment of the people’s right to health, education, housing and other basic social services.”

“While it is true that Kristel’s death can be attributed to the education policies in place such as the STFAP, tuition and other fee increases and Forced LOA, we cannot gloss over the fact that her family was already a victim of the incessant drive to hike up prices and privatize services which are made less accessible by Aquino’s PPP,” said Kabataan Partylist President Terry Ridon.

“Privatization and price hikes have made services, including education and other day to day activities a bigger burden to most Filipinos when in fact,

public services and utilities should be accessible to the PUBLIC themselves,” said Ridon.

On top of persistently overpriced oil products, this past month the Filipinos have seen water prices increase to P28 ($0.69) per cubic meter, and it is expected to be increased further by P5 – P10 ($0.25) by July. Electricity is also expected to be raised by P0.19 per kilowatt hour bringing the average increase to P34 ($0.83) every month.

As hospitals are also being privatized across the nation, with the Philippine Orthopedic Center and the National Kidney Institute as prime examples, Ridon of Kabataan Partylist warned that “free services are set to be removed by the private owners.”

At the same time, fare hikes in the MRT/LRT may follow its privatization process. Ridon estimated that Manny Pangilinan

seems set to be the winning bidder in MRT/LRT. The tycoon, he warned, will most likely avail of a guaranteed subsidy and profit by the government. He warned that the MRT/LRT fare may bloat to P60 ($1.47).

“Why is the government prioritizing the subsidy for corporations when we have so many without jobs, healthcare and enough money to finish school? Aquino’s PPP is a testament to his commitment to serving the interest of big business instead of the people,” Ridon said.

Youth groups held large die-in protests dressed in black at PUP Sta. Mesa, UP Manila and UP Diliman to protest the PPP. They said this seeks to condemn Filipinos to a life of hardship and robs the youth of their future.

OFWs cite Pinoy plight as ‘endangered species’

Migrante Partylist and Migrante International joined the March 20 People’s Protest to bring to the public and the government’s attention the issues of Filipinos’ legitimate claim over Sabah, the rising number of victims of human trafficking because of the government’s labor export program, and the issues of tuition fee increases, price hikes and other state exactions that they blame for continuing to force Filipino workers to seek better-paying jobs abroad despite risks and uncertainties.

first nominee of Migrante Partylist. The group joined the People’s Protest to dramatize what they described as the OFWs’ disgust “with a government that has continuously and unapologetically betrayed the Filipino people and put our OFWs in constant danger.”

Migrante estimates that OFWs send an average of P8,000 ($196.35) per month to their families to cover expenses for rent, food and other utilities. The dollar depreciation combined with tuition and price hikes and the continuously swelling inflation rate impacts ominously on OFWs and their families, the group said. Outside of average P8000 ($196.35) remittances are tuition fees. Usually, come tuition paying time, you will note an increase in remittances, because OFWs have either taken a loan or they worked double or triple shifts to increase the money they could send home, Bragas-Regalado said.

Migrante believes that the Aquino government could actually do something to stop tuition and other price hikes if only it had the political will and the welfare of its citizens in mind, the OFW leader said. In the same vein, Migrante condemns

the Aquino government’s slow response and inaction during the height of the crises that also take a toll on OFW lives and jobs in Libya, Syria and now in Sabah.

Aquino’s bogus programsFor the League of

Filipino Students (LFS) who also joined the March 20 Peoples Protest and called it a “National Day of Protest for Justice and Rights,” what the Aquino government has been doing cannot just be described as slow or inutile. On the contrary, the Aquino government, they said, is implementing “bogus programs for the people.”

In fact, most of the government programs that have resulted to price hikes are being implemented by the Aquino government purportedly for development or growth. But critics have been saying that only the few wealthy families and their foreign partners get richer from it.

Philippine governments one after another, the latest being Aquino, have introduced privatization, PPP and corporatization as for ‘modernization’ or ‘upgrading’ of hospitals, road networks, ports, railways, water services, power generation, etc. – all resulted in hikes in prices and rates

of its services, while profits of the groups that took over it are increasing many fold. Filipinos also continued to pay taxes (from road taxes to VAT) despite having to pay for additional costs of privatized services.

Some of the biggest examples are the increasingly privatized health and education services. While Filipinos are already being taxed supposedly to cover these public services, the government has also been finding ways to make the people shoulder its costs themselves, for example by way of Philhealth and the likes of STFAP. Both are segmenting the market, in World Bank-speak, to make the people and not the state pay for social services. This frees the government to siphon off the peoples’ money toward paying foreign debt or

buying military hardware to modernize the military.

The March 20 Peoples Protest also saw various groups such as the Anakpawis calling on the DOH to restore the charity wards in public hospitals. They reasoned that the Filipinos belonging to the growing mass of unemployed and underemployed could not afford the semi-private PhilHealth wards being offered to indigent and charity patients.

“Charity wards should be restored immediately! With the growing number of unemployed and underemployed with meager and unstable income, many people could never afford the P400 ($9.82) per day bed rates in PhilHealth wards. The many limitations in PhilHealth coverage also make it difficult for poor people to avail of its

benefits,” Maglunsod said.“What we are asking

for is not even free service. We have already paid for hospital services with the enormous taxes that the government extorts from us. We have every right and it is just for us to demand that these taxes work for us,” Maglunsod ended.

Similarly, the youth detested the tuition fee hikes brought by the likes of STFAP. “Under the framework of neoliberalization, Aquino’s Road Map to Public Higher Education Reform (RPHER) is pushing for the implementation of a socialized tuition scheme similar and patterned after UP’s STFAP. Intensified commercialization is underway for the education sector under the Aquino government,” warned Issa Baguisi, National

that followed student Tejada’s suicide, the UP administration is seen as trying to pacify the clamor for accessible education but only by lifting the “no late payment” policy. The LFS refuses to view it as “a tactical victory,” saying what the schools and the government need to do is scrap the STFAP, rollback the tuition. They challenge the Aquino government to place a moratorium on all tuition and other fees increase.

Mount Banahaw, still closed to trekkersLUCENA CITY --

Mount Banahaw and Mount Cristobal in Dolores, Quezon is still closed to trekkers and pilgrims this coming Lenten season. This was announced by the Provincial Environment and Natural Resources Office (PENRO).

The Protected Area Management Board (PAMB) has decided to enforce closure of the

two mountains to restore its bio-diversity and its natural features, Sally Pangan, Protected Area Superintendent (PASU) coordinator, said. “The Mount Banahaw and Mount Cristobal was closed to trekkers last 2004 because of its deteriorating condition. Its vegetation, trails and biodiversity were destroyed by thousands of people that climbed

in the mountains during Holy week”, Pangan said. Pangan added that by year 2015, the closure order will be lifted but the PAMB, local officials and some environmentalists are thinking that closure should be permanently imposed to ensure that the two mountains will restore it biodiversity.

Pangan also said that there are only designated places in the

foot of Mount Banahaw that the people can visit particularly the pilgrims. “Almost 2 million people from Dolores, Lucban, Sariaya, Lucena City and part of Laguna province are using water from Mount Banahaw,” Pangan said.
