1. Confirmation of AgendaNo changes were proposed to the agenda. On a motion duly raised and seconded, the agenda wasunanimously approved.

2. Approval of 2014 CCNCTO AGMOn a motion duly raised and seconded, the minutes of the 2014 AGM were unanimously approved.

3. Chairperson’s ReportIn lieu of Christy Luo’s absence from the meeting, Brian Ma welcomed the meeting attendees andpresented the Chairperson’s Report.

Chase Lo then presented the Executive Director’s report.

4. Financial ReportBennet Chan (Treasurer) then reviewed the financial statements for the attendees, and inquired ifthere were any additional questions, to which there were none.

5. Adoption of Reports & Approval of AuditorBennet Chan then recommended that Robert K. Chan should be reappointed as auditor for CCNCTOfor the coming year.

On a motion duly raised and seconded, the membership approved the reappointment of Robert K.Chan as CCNCTO’s auditor.

6. Nomination of Candidates for the Board of DirectorsNo additional candidates for the Board were nominated by the membership.

7. Presentation of the Slate of Nominees and ElectionBrian Ma then introduced the existing members of the CCNCTO Board.

Brian then introduced the following slate of nominees who are looking to be elected for a term of 3years: Rhema Kang (New Board Member), Christy Luo (2 nd term as Director), Amy Tang (New BoardMember), Adrianne Yiu (New Board Member)

The membership then voted in favour of the slate of nominees presented for election to serve asBoard members of CCNCTO.

CHAIR’S REPORT 2015 ­ 2016

It is my great pleasure to welcome our community of members, alumni, program participants andsupporters, and members of media to the 2015­16 Annual General Meeting of the Chinese CanadianNational Council Toronto Chapter (CCNCTO). Your ongoing support and encouragement enable thecontinual survival and success of our organization and the crucial work that we do. On behalf ofCCNCTO, I would like to acknowledge that this meeting takes place on the traditional land of theSeneca/Mississauga First Nations Territory.

Year in Review

In 2015­2016, CCNCTO continues to follow our mandate to advance social justice and human rights forToronto’s Chinese community, with a focus on seniors, marginalized women, and the LGBTQ communityincluding youth. We have also been very active in supporting our allies in non­Chinese communities,with an understanding that equity, anti­racism and anti­oppression for any marginalized group wouldfoster social justice for all Canadians, including the Chinese community in Toronto. This work requires usto take an intersectional approach in advocacy and we are proud to be a prominent representative ofthis unique voice in the Chinese community.

With respect to advocacy; this past year, we successfully helped push for a motion that passed at CityCouncil to ensure police services and investigations are fair and transparent. Alongside with other socialjustice organizations in the City, we played a role in raising awareness to the critical work done by BlackLives Matter Toronto. We offered critical analysis on the issue of Yonge Street Mission’s relocation toChinatown and related community safety issues to councillors at city consultations. At CCNCTO, we areincreasingly emphasizing the importance of intergenerational relationships and mentorship within theChinese community. This was reflected in our approach in organizing the Chinese Identity and Sexualitydiscussion forum, as well as the Pink Dot TO – Chinatown Pride March. We also held an anti­oppressionconversation in Mandarin, facilitated by youth, for members of an older generation as part of ourvolunteer orientation. Other highlights of CCNCTO’s achievements in the past year include thecompletion of the Elder Care Research Project with a pamphlet launch, providing servicerecommendations regarding elder abuse issues in Toronto’s Chinese community, as well as our ongoingcollaboration with Butterfly – the Asian and Migrant Sex Workers Support Network, ensuring humanrights are respected for the most marginalized women in the Chinese community. Despite the lack offunding, we continue to regularly gather a group of active participants for the Workers Rights Project.

Our success, thanks to our dedicated staff, volunteers, and board members, is reflected not only in thegrowth of membership in the past year, but also in the frequency of media representation of CCNCTO.

Looking Forward

Our recent office relocation to Scarborough indicates CCNCTO’s commitment to connect with newer andgrowing Chinese communities in Toronto, especially the Mandarin­speaking communities. Nevertheless,we continue to maintain an office space in our downtown location for engagement and organizing in thedowntown area. This demonstrates our dedication to address the diversity of the Chinese community inToronto in our work, as well as our devotion to further expand our membership. Limited resourcescontinue to present challenges for CCNCTO. We foresee fundraising to be one of the key activities drivenby the board in the coming year. With the refresh of board members and talents, there will be higher

capacity for supporting our competent staff and steering CCNCTO to further our mandates in advancingsocial justice, equity and human rights for Toronto’s Chinese community with more activities andcreativity.

Equity work requires constant reflection and active learning. At CCNCTO, we acknowledge the ongoingbroader issues of Indigenous rights and sovereignty, as well as anti­Black racism. It is our intention toconnect the Chinese community with other marginalized communities in Toronto through efforts ofeducation, advocacy and organizing. It is our hope that such awareness will inform our future work.CCNCTO’s strategic planning for the next 3­5 years is underway and will be complete in the beginning ofthe next fiscal year (2016­2017). With an emphasis on allyship building and an intergenerationalapproach, CCNCTO will strengthen its advocacy, expand membership and continue seeking longer­term,diversified sources of funding to carry out work that contributes to the advancement of social justiceand access for Toronto’s Chinese community.

EXECUTIVE DIRECTOR’S REPORT

The past year has brought many changes for our organization. We moved offices at the beginning of2016 and relocated to Scarborough. Over the years we’ve been doing more work in the NorthYork/Scarborough areas where the newer Chinese communities exist. It only made sense for us to movecloser to where we can serve the community better. We are happy to have joined such a vibrantcommunity of organizations at the Dorset Park Community Hub.

In 2015, we entered the 2nd and last year of two projects: Elder Care Research Project: UnderstandingTensions in Elder Care Among Chinese Families in Toronto and the Toronto Civic Literacy CollaborativeProject (TCLC). For the Elder Care project, we organized focus groups and conducted surveys withseniors, caregivers and service providers. On June 15, 2016 we hosted a Planning Forum where weinvited a number of policy makers, government officials and service organizations to brainstorm how wecan further address elder care in the Chinese community based on our recommended strategies. As forthe TCLC project, we trained another group of trainers from the North York and Scarborough Chinesecommunities on civic literacy and government processes. They were quite active and we even organizedadditional activities such as visiting various MP offices during the Federal elections.

We also maintained a partnership with CATIE (Canadian AIDS Treatment Information Exchange) toengage the Chinese community on building their awareness and knowledge of Hepatitis C.

On March 31, 2016, the Alternative Planning Group (CCNCTO, African Canadian Social DevelopmentCouncil, Council of Agencies Serving South Asians (CASSA), and the Hispanic Development Council)organized a Toronto Equity Forum held at Toronto City Hall. At this forum, we invited members fromour communities to provide feedback on four City strategies: Seniors, Youth Equity, Toronto PovertyReduction, and Toronto Strong Neighborhoods. It was an enriching event where we gathered a numberof recommendations from community members. Part of our job is to bridge the gap between thecommunity and government processes. Especially giving voice to the most vulnerable groups within ourracialized communities.

We also raised awareness around various issues by organizing discussion panels, giving solidaritysupport or participating in community consultations i.e. Chinese identity & sexuaity, the Yonge StreetMission relocation to Chinatown, Pink Dot Toronto, cuts to OMNI news multilingual newscasts and BlackLives Matter Toronto. For Asian Heritage Month, we hosted a reception event in partnership withCASSA, where Mayor John Tory gave opening remarks and we hosted a panel about the successes andchallenges of civic engagement in our communities. We also presented the 3rd Annual Chinese CanadianAchievement Award to Daniel Yau, who has committed many years to serving Chinese and SoutheastAsian communities at the Metro Toronto Chinese & Southeast Asian Legal clinic.

With the dedication of our staff and volunteers, we’ve built stronger ties with organizations andsettlement agencies that work within the Chinese community. For instance, I continue to serve asCo­Chair of the Chinese Interagency Network’s Labour Committee with Shall Shao from the WorkingWomen’s Centre. We are also excited to reveal two new projects (2016­17): the Chinese StorytellingWorkshop Project (New Horizons) and East Asian Youth Civic Activism & Wellness Project (OntarioTrillium Foundation). Both are partnership projects with ALPHA Education that are geared specifically to

engage Chinese seniors and East Asian youth in a meaningful and empowering way. We welcome newstaff members Han Zhang and Jaclyn Wong for these projects.

A vital part of community building is staying connected to the roots of advocacy/social justice and thenworking towards a vision to sustain it going forward. The existence of our organization greatly dependson the involvement of the Chinese community we serve and the volunteers that have contributed theirtime, passion and commitment. We depend on your contribution as a member, volunteer and donor tomake a lasting impact in Toronto’s Chinese community.

So we need your support in order to continue our work. So please join as a member if you haven’talready. And if you are a member, consider volunteering. In addition, if you see the benefit of ourprojects and impact, please consider donating. Every dollar counts towards creating a more sustainableorganization so we can continue doing meaningful and valuable advocacy work for Chinese Canadians inToronto. Help us maintain a much needed advocacy voice in Toronto’s Chinese Canadian community.

们能更好地服务百姓,我们非常高兴能加入到聚集了很多活跃的服务机构的Dorset ParkCommunity Hub中。

2015年我们的两个为期两年的项目:老年人关爱研究项目《理解多伦多中国家庭老年关照关系间

的紧张关系》和多伦多民主制度和政府选举知识宣传项目都进入第二年。长者关爱项目,我们组

织讨论会,并开展了和老人,照顾者和服务提供者的调查问卷活动, 2016年6月15号,我们组织

了一个计划论坛,我们邀请了很多政策制定者,政府官员和服务机构人员一起进行头脑风暴,讨

论就我们的项目报告中提出的策略如何进一步在华人社区中开展老人护理服务。在多伦多民主制

度和政府选举项目中,我们就公民意识和政府运作内容培训了来自北约克和世家堡的另一批民主

制度讲员,他们非常活跃,在项目原定计划之外大家还额外组织了一次和联邦选举候选人面对面

会谈的活动.

我们还与CATIE(加拿大艾滋病治疗信息交流中心)继续保持合作关系,让华人社区对丙型肝炎这

CCNCTO ACTIVITY HIGHLIGHTS

RESEARCH AND PLANNING

Elder Care Research Project: Understanding Tensions in Elder Care Among Chinese Families inToronto

The Elder Care Research project is a 2­year project funded by the City of Toronto through theCommunity Safety Investment Funding Program. Our goal was to explore the factors that impact therelationship between caregivers and seniors who are over 65 years old in Chinese families in Torontoand to look at barriers and gaps in elder care services. The project was guided by a Research andPlanning Committee comprising of Carefirst, Yee Hong Senior Centre, Ontario Elder Abuse Prevention,Toronto Seniors Forum, and Ontario Chinese Seniors Association. For the second year of the project, wehired Research Assistant Jing Zhao to facilitate the focus groups, design the online surveys and presentthe project’s findings into a report with recommended strategies. We ultimately wanted to providepolicy makers and service providers recommendations on how they can improve their support to theChinese Community regarding elder care issues that may lead to elder abuse.

In the Fall of 2015 ­ January 2016, we conducted 5 focus groups: 2 seniors, 2 adult caregivers and 1service provider focus group.

In February 2016 we launched a conversation tool called Bridging the Gap, that was designed to engageconversations with Chinese seniors and their caregivers

In March 2016 ­ May 2016, we conducted an online survey with service providers

On June 15, 2016, we hosted a ‘Bridging the Gap’ Planning Forum with over 20 attendees that includedgovernment officials, policymakers, service provider organizations and researchers. At this forum wepresented the findings of our 2 year project in a report where we also listed a number of recommendedstrategies that are meant to create more accessible services

Community Support Project for Chinese Sex Workers

The Chinese Sex Workers Support Project formed a committee in 2013 to develop partnerships andprovide support and services to Chinese sex workers in Toronto. The objectives of the project is topromote, and advocate human rights, to understand the working conditions and social service needsand to develop support and services for Chinese sex workers in Toronto. As a result, Butterfly (Asian andMigrant Sex Workers Support Network) was formed with the support of the project.

As a partner on the project, CCNCTO is committed to supporting the project’s goals and addressingdiscrimination towards Chinese sex workers in Toronto. We currently share office space at our satellitelocation downtown (Centre for Social Innovation) with Butterfly. CCNCTO not only continues to provideadministrative support to Butterfly, but we are developing new project proposals together that focus onincreasing the awareness and knowledge of services providers of issues that impact Asian and migrantsex workers and their legal rights. Toronto Civic Literacy Collaborative Project (TCLC)

In 2014 ­ 2016, we partnered with Social Planning Toronto on the Toronto Civic Literacy CollaborativeProject, which focused on increasing civic participation in various marginalized communities. WithMelissa Lai as the Community Outreach & Trainer Coordinator, we were responsible for reaching outand training 34 Civic Literacy Trainers in the Chinese Community. In 2014, we managed to have 2engagement workshops in the North York area, which focused on the Municipal elections. We ended upsharing civic literacy with more than 70 community members. In 2015, we engaged the communityaround the Federal Elections and focused on efforts in the Scarborough­Agincourt Area. We successfullyhosted 2 outreach events and a field trip to MP candidates’ campaign offices. The project participantsalso created a civic bookmark with information about the three levels of governments that is currentlyavailable for community members.

Canadian AIDS Treatment Information Exchange (CATIE)

Since 2014, CCNCTO has established a partnership with CATIE by providing community outreach supportfor CATIE's Hep C project and connecting CATIE with Chinese community based agencies and communitygroups. In 2015, we successfully organized 2 CATIE client workshops, 1 service provider workshop and 6outreach literacy tables in the Chinese Community.

For 2016­17, we are expanding the activities of our partnership to include developing content for anadvertising campaign on addressing stigma around Hepatitis B & C and more client workshops withdifferent agencies that serve the Chinese community.

多倫多民主制度和政府选举項目 Toronto Civic Literacy Collaborative Project (TCLC)

PARTNERSHIPS AND COALITIONS

CCNC Toronto participates in a number of committees, solidarity groups, advocacy groups and networks.Here is a list of groups we actively worked with in 2014.

ALPHA Education Through education and advocacy initiatives, ALPHA promotes the learning and criticalunderstanding of the history of WWII in Asia and the atrocities of war, to affirm the values of justice,peace and reconciliation from a humanity perspective. We are partnered on two upcoming projectsgeared towards Chinese seniors and East Asian Youth in 2016­2017.

Asian Community Aids Services (ACAS) ACAS provides HIV/AIDS education, prevention, and supportservices to the East and Southeast Asian Canadian communities. We have partnered together for PinkDot Toronto – an event to support LGBTQs within Asian communities as well as the freedom to loveregardless of one’s sexual orientation and gender expression.

Alternative Planning Group CCNC Toronto has been involved with APG for many years. Otherorganizations with APG are African Canadian Social Development Council, Hispanic Development Counciland Council of Agencies Serving South Asians.

Canada’s Source for Hepatitis C & HIV Information (CATIE) CCNC Toronto has entered into its 3rd yearin partnership with CATIE to disseminate hepatitis C information to the Chinese community.

Chinese Interagency Network This is another group that CCNC Toronto has been involved with for a verylong time. Chinese Interagency Network is a group of agencies and larger organizations that serve theChinese community in many broad ways. CIN works towards a common vision of access to services andfairness for all Chinese Canadians in Toronto.

Chinese Interagency Network Labour sub-committee CCNC Toronto has been working very closely withthe CIN Labour sub­committee. Chase Lo is currently the co­chair of the committee. Various workshops,events and initiatives are organized to address workers’ rights in the Chinese community

Colour of Poverty / Colour of Change Campaign We are a member of the steering committee of thisgroup as well, which is a coalition of a number of groups seeking to make connections between povertyand racial discrimination and to lobby for those who have no voice.

Good Jobs For All CCNC Toronto and other members of Alternative Planning Group are a part of GJFAbecause of the impact of lack of employment on different racialized communities in Toronto. GJFA is acommunity­union coalition group that advocates and educates about employment, unemployment,minimum wage and other issues that affect workers.

Ontario Chinese Seniors Association CCNC Toronto has a very long relationship with OCSA, who are verystrong supporters of all our seniors­focused projects. We also support their work and their events.

Social Planning Toronto CCNC Toronto is served as a partner on the Toronto Civic Literacy Collaborativeproject and on other projects and community initiatives

ORGANIZATION AND RESOURCE DEVELOPMENT

In January 2016, we relocated our main office to Dorset Park Community Hub at 1911 Kennedy Road.We also maintain a satellite location at the Centre for Social Innovation at 215 Spadina Ave. Since Fall2015, we have been sharing our office space downtown with Butterfly ­ Migrant Sex Worker SupportNetwork.

Melissa Lai has been hired as the Administrative Assistant in 2015. She has also been working as theProject Coordinator for the 2nd year of the Elder Care Research Project, funded by the CommunitySafety Investment Funding Program, City of Toronto and coordinates efforts with our partnership withCATIE.

In 2015, we also received a grant to support the Elder Care Research Project's’ activities from theOntario Seniors Community Grant, Government of Ontario.

Since 2013, Jaclyn Wong has been our “Being Chinese Canadian” Conversation Series facilitator andworked in outreaching to high school youth. She has now been hired as a Project Manager for the EastAsian Youth Civic Wellness & Activism Project (2016 - 2017) . This is a partnership project with ALPHAEducation funded by the Ontario Trillium Foundation.

Han Zhang was one of the Principal Investigators for the 1st year of the Elder Care Research project. Shehas been hired as the Project Coordinator for the Chinese Seniors Storytelling Workshop Project (2016) .This is a partnership project with ALPHA Education funded by the New Horizons program, Governmentof Canada.

PROFILES OF BOARD of DIRECTORS

Board Candidates for Election

Justin KongWhen Justin Kong graduated from university he found himself and many of his peers thrown into theworld of precarious employment and growing economic inequality. Since then he has been involved incommunity and labour organizing in the North American context. He believes that positive social changehappens when people are able to exert and develop their own power and when people engage incollective political action, using processes that are conducive and reflective of the world which weaspire.

A.W. LeeAn educator and a performance artist, A.W. Lee earned a PhD in Cultural Studies from Queen’sUniversity in 2015. He is currently a postdoctoral researcher at Queen’s in the Gender Studiesdepartment. His background in sociology (PhD, ABD) and the biological sciences (BScH, MSc) hasafforded him the chance to teach at various universities, including University of Tennessee atChattanooga, Queen’s University, and University of Toronto. He will be starting a visiting professorshipat University of Toronto Mississauga in the Sociology department in the Fall of 2016.

Annie SunAnnie Sun is a poet, musician, singer/songwriter, performer, social worker and mobilizer. Annie workswith newcomer communities in priority neighbourhoods supporting residents in settlement,employment, and sits on Toronto North LIP and L.H.I.O.N.S steering groups working with agencies andresidents in areas of community development, civic engagement and leadership building. Committed toempowering and amplifying marginalized voices, Annie has dedicated her life in service to social justiceand equities work operating from the lens of anti­oppressive framework. Annie is a child of the diaspora.Born in Beijing, Annie moved to the United Kingdom at aged 9 before immigrating to Canada at age 14.Annie believes in using art as a powerful tool to heal, and transform communities. Annie currently serveson the CCNCTO Advocacy Committee and has previously served on the Asian Community AIDS ServicesBoard.

Kate ZhangKate Zhang is a Chinese­American community organizer and writer from New York City, who haspreviously worked in immigrant labor organizing at the Street Vendor Project, National DomesticWorkers Alliance, and the Workers' Justice Project. As a youth, she served as the former ExecutiveDirector of Chinatown Youth Initiatives, and co­founded the Chinatown Literacy Project, an

award­winning intergenerational English teaching program that connects high school and college youthwith new Chinese immigrants through theater, music, cooking, and city tours. She is passionate aboutcity politics, voter registration, volleyball, and grassroots movement­building in the Chinese community.Recently moved to Toronto for marriage, she is collaborating with Elene Lam at Butterfly and theMigrant Sex Workers Project.

Returning Board Members

Alvis Choi currently serves as the Chair to the Board of Directors and the Head of the AdvocacyCommittee at CCNCTO. Alvis is a researcher, artist and organizer born and raised in Hong Kong. Prior tocoming to Toronto in 2011, Alvis was the Assistant Manager at Videotage, a non­profit artist­run centrepioneering in creative community engagement through new media art across regions. Alvis is a memberof the LGBTQ community and is committed to the work of community empowerment, anti­racism,coalition building, labour rights and anti­oppression. They previously served on the Board of MayworksFestival of Working People and the Arts. As the Chairperson of CCNCTO, Alvis strives to create aninclusive space in organizing efforts and actively pushes for greater justice in both Chinese and Englishmedia, in addition to social media. Alvis is an MA candidate in Environmental Studies at York University.

Bennet Chan holds a Master’s of Accounting from the University of Waterloo and is a licensedChartered Accountant. He is currently a Partner at a small sized accounting firm, Jonathan Leung CPAProfessional Corporation. As the treasurer, Bennet brings his knowledge of accounting and financialexperience to the board. Outside of work, Bennet enjoys travelling, the outdoors, and more recently,running.

Christy Luo is the Immediate Past Chair on the Board of Directors at CCNCTO, after having servedvarious other executive­level roles over the last 5 years. Christy is actively engaged in the public andnon­profit sectors, with experience in grassroots activism as well as serving on advisory boards ofvarious Canadian NPOs, and was nominated as CBC Champion of Change. Christy’s command of theMandarin language has served helpful to her work with the CCNCTO board in engaging with theconstituents of CCNCTO, and continues to aid her work and travels in East Asia. As a regular contributingwriter to various news publications and academic periodicals, Christy is keenly interested in publicaffairs and economic policies. She received academic training from the London School of Economics.Professionally, Christy worked at a global strategy consulting firm and is currently a leader at a financialservices firm based in Toronto.

Brian Ma is a Chartered Accountant, and was previously the Chief Financial Officer of Wesdome GoldMines Ltd., a gold mining company publicly listed on the Toronto Stock Exchange. He is a graduate ofthe University of Waterloo, and worked at Deloitte for 5 years before joining Wesdome. Canadian­born,Brian spent his early childhood years in Hong Kong before moving back to Canada with his parents. Brian has called Toronto home ever since. In his spare time, Brian can often be found on a pair of skis inthe winter, or in the swimming pool in the summer, always leaving enough time for dim sum though.

Amy Tang is a graduate of the University of Toronto Faculty of Law and has recently completed herarticles in the areas of labour and pensions law at Koskie Minsky LLP. She has experience in legalresearch, drafting legal submissions, and providing advice to trade union clients. Amy is keenlyinterested in protecting workers’ rights and a number of social justice issues facing Chinese Canadians inthe City of Toronto. Amy is also member of the Federation of Asian Canadian Lawyers and is committedto advancing greater diversity within the legal profession.

Ben Xuhao Wang ( 王旭浩) is a PhD candidate in the Department of Immunology at the University ofToronto. Ben is currently involved with CCNCTO’s ongoing research projects and is responsible fordrafting grant submissions. As a board member, Ben aims to expand CCNCTO’s research activities and tobuild strong relationships with other non­profit groups with an emphasis on youths, employment, andnew immigrant issues.

She has been involved with CCNCTO for many years in multiplecapacities.
