I. Ministry for Kosovo Security Force

Mission and its organizational structure Mission of KSF is to formulate, execute, estimate and develop policies and activities of the KSF within the frame of democratic governance and in accordance with the Constitution and Laws of Republic of Kosovo. The Ministry for the Kosovo Security Force (MKSF) is responsible for exercising civilian control over the Kosovo Security Force (KSF).

Ministry for KSF is an integrated model and it comprises a mixture of civilian staff (60%) and KSF uniformed personnel (40%) and is accountable, through Prime Minister to Assembly of Republic of Kosovo. Ministry for Kosovo Security Force functions on basis of organizational structure presented as in the following.

Honorable ladies and gentlemen,

Dear citizens,

My coming as Minister to MKSF last year has coincided

with the last period of the calendar year 2014. At the time, I

found the staff of the Ministry in the hardest time of closing

the annual activities. I was lucky to represent the

conclusion of the year, great successes that MKSF and the

KSF had achieved under the leadership of my predecessor.

My commitment in leadership of MKSF was a specific

experience. MKSF, with its civil cadre but with some who

had military professional experience and military staff

naturally was cultivating discipline as unique

characteristic of the Military Institution and worth value of

mentality cultivated in the operation of all levels of the

organizational structure, administrative and operational

ones of MKSF and the KSF.Spirit of functioning with

discipline, professionalism, proper organization, with

systematic control, transparency and accountability, as

well as courtesy and ethic was uninterruptably present at all

levels of operation and at all periods of time.

Annual strategic objectives, broken down into strategic priorities and operational ones of the Commander of the KSF

and the General Secretary of KSF were made concrete into functional activities of the staff of MKSF and operational

and tactics actions for all officers, noncommissioned officers and privates of the KSF and at all staff and commanding

levels of the KSF Units. Developing of policies in MKSF with focus into legal cadre, doctrinal, then the maintenance

and improvement of the system of specialized professional education and training modernization of spaces and

infrastructural facilities for work, learning and accommodation, then machinery, systems, equipment, services and

supplies which enables the KSF with its advanced operational capabilities to provide full alert and effective efficient

implementation, and high professionalism to all duties and responsibilities within its constitutional mission.The

selfless dedication and commitment of the MKSF officials and KSF members in their holy mission to serve to the

citizens of the country was crowned with the title of the most trusted institution in the level of Ministries and security at

the national level in three polls organized this year by serious and credible monitoring institutions.Such success would

not be at this level without the generous support of our friends partners and members of NATO, whether from the

framework of consultancy through teams of the (NAT and NLAT) or through programs of training projects, education

and donor. This systematic support of our friends and NATO itself with its mechanisms is round off with success

consistently in all areas of cooperation. As a newest example, we do have unique success of our new officer graduating

in the Royal Military Academy of Great Britain, which for the first time from the Balkans was awarded the "Sword for

the best student” price given in a ceremony from Charles Prince.Despite uninterrupted engagement for

implementation of tasks in the development and maintenance of current operational capabilities , despite the fact that

even this year did not occurred legislative changes that enable the transformation of KSF into the KAF, our authorized

structures for preparing process of necessary legislative package, doctrine and planning, cooperation and generous

support by our internationally friends have completed all preparations and with pride and confidence say: "We are

ready for the new mission, we are ready for the new responsibilities."In parallel with this process, we have developed

important activities already as a very important segment and inherent to the structure and joint organizational defense

and security projects with the aim of extending the capacities to deal with the bilateral new partnerships and

continuous strengthening of cooperation with our friends and strategic partners.

Ladies and gentleman,

All in the Ministry for Force feel proud and privileged to serve homeland and you, dear citizens. Our mission is

one and the only, the defense and security of present and our common future. Much work awaits us that we are

entering the year, but together with you and with our professionalism and dedication, we will definitely manage to

go ahead even for the better days.

II. Kosovo Security Force

Mission, duties and its organizational structureThe Kosovo Security Force (KSF) is a new, professional, multi-ethnic, lightly armed and uniformed Security Force that is subject to democratic, civilian control. The mission of the KSF as a security instrument is, to support Government of Republic of Kosovo and assist the civil authorities in responding to natural disasters and other emergencies. Kosovo Security Force is an entirely volunteer force built up from all strata of society.Duties of the KSF:

· Participates to crisis response operations, including peace support operation. This covers operations

in the territory of Republic of Kosovo as well abroad where is invited to do so.

· Assists civil authorities in responding natural disaster and emergencies including even readiness for

regional or international response.

· Acts to disposal of unexploded ordnance

· Assist civilian authority to civil protection operation.

The KSF is designed and prepared to fulfill other security functions which are not appropriate for Police or other Law Enforcement Agencies.

III. Strategically objectives and priorities for the year 2015

1.Maintenance and development of current operational capabilities and pre-prepare for the transformation

process of MKSF into MoD and KSF into KAF in accordance with recommendation of the SSSR Analysis.

1.1. Drafting of the new laws and review/amendment/change of existing laws as well fulfillment of legislative

recommendations of the SSSR;

1.2. Keep on using of upgraded capabilities in support and assistance to the civilian authority and communities;

1.3. Growth of transparency and accountability to Institutions of Government of Republic of Kosovo and its citizens

as well growth of Institutional`s image;

1.4. Maintain, develop, and make professional capabilities and current operational readiness in MKSF and the KSF.

2. Prosperous development of MKSF and the KSF in accordance with policies and directives of Government in

security and defense area of the Government.

2.1. Drafting of planning documents, reporting and strategically ones;

3. Extension of bilateral cooperation with Armed Forces of United States of America, regional countries and

NATO and EU countries

3.1. Agreements of Cooperation reached with regional countries, NATO and wider, as well compiling and

coordination of bilateral plans;

3.2. Extension of cooperation with IOWA National Guard and synchronization of all activities with United States –

Office of Defense and Cooperation (US ODC);

3.3. Sending of Military Attaches to our Embassies and synchronization of activities with accredited attaches in RoK.

1. Maintenance and development of current operational capabilities and pre- preparation for transformation process of MKSF into MoD and KSF into KAF in accordance with recommendations of the SSSR Analysis.

1.1. Application of Legislative Annual Plan Upon closing of the SSSR Process and approval of Strategically Security Sector Review of Republic of Kosovo , Department of Legal Affairs in accordance with provisions of Rules and Procedures of the

Government of the Republic of Kosovo No. 09/2011.Upon closing of the SSSR Process and approval of Strategically Security Sector Review Analysis of Republic of Kosovo m Department of Legal Affairs in accordance with provisions has completed all steps of legislative process and in a c c o r d a n c e w i t h c e r t a i n provisions by which is set out way of working and decision –taking procedure of Government as well r u l e s a n d p r o c e d u r e s f o r compiling of legislation and recommendations of policies from Government and Ministries

n ddated 02 March 2015 has proceeded to Government the draft law for approval for amending and changing of Laws linked to Kosovo Armed Forces. This draft law has been proceeded in accordance and within deadline as projected by Government`s legislative Program for the year 2015, that draft law after approval by the Government, the same shall be proceeded to Kosovo`s Assembly. Already the Government of Kosovo`s Assembly with its decision No. 01/31 dated 27.05.2015 has proposed amending the Constitution of Republic of Kosovo, which would enable the creation of a legal basis for the transformation of the Ministry for KSF into Ministry of Defense and parallel of the KSF into Armed Forces of the Republic of Kosovo. In this case regarding the above mentioned draft law, MKSF has completed all procedural actions required and remains that this draft law to be approved by the Government and, then proceed it to the Assembly. Also, in the process of reviewing, supplementing / amending and drafting of sublegal acts as of requirements of Departments, Units and offices in MKSF, the MKSF within the certain plan has projected drafting and approval of four (4) sublegal acts, three (3) of which according to the given time line are drafted and approved, and one (1) is in the final stage for approval, without excluding the review, providing comments and formatting of legal documents (Guidelines and Policies) of the various different organizational units of the MKSF, such as:

1.1. Support to civilian authority and communities

1.1.1.Application of plan for military-civil cooperationImplementation of humanitarian projects and support of civil authorities, communities and NGOs. In frame of component of cooperation and coordination for conducting of many humanitarian projects, component that influents to build and strengthen the institutional image, MSKF and the KSF through its planning and executable mechanisms has managed that in projected time lines to conduct planned projects and exceed the corresponding action plan.In this year are conducted 19 projects, 28 supports, 34 visits from educational institutions and other various institutions "Adem Jashari" and other barracks of the KSF.

The KFS Medical teams – expect daily numerous commitments, have conducted, also medical visits providing essential medical assistance and medicines for the Serb community in the villages of the Municipalities of Istog and Novo Brdo. The presence of medical personnel of the KSF twice a month and their professional work is appreciated by local Serb residents who for a long time receive various health services for free.Demining Instructors – expect demining operations have given lectures to the Primary and Secondary schools on awareness of students for mine risk, other unexploded ordnances and pyrotechnic means throughout Kosovo.Cooperation with Youth Organizations – At Doctrine and Training Command (TRADOC) in Ferizaj has been

realized “Youth Camp 2015” st th

dated 1 June up to 5 June 2015, where have participated 46 students of Secondary s c h o o l s f r o m v a r i o u s Municipalities of Republic of Kosovo.Cooperation and coordination wi th Centra l and Local Institutions- Cooperation and coordination of activities among MKSF , central and local Institutions has leaded to realization of eight (8) Agreement of Cooperation for various humanitarian projects , all times, into direct function of citizen`s welfare and our Institutions.S u p p o r t t o C e n t r a l Commission for Missing

Persons - MKSF, along its KSF Units with transportation capabilities and ceremonial honor within its frame of roles and responsibilities, dated 05.04.2015 and 17.04.2015, has given support to CCfMP for reburial of mortor remains of 28 martyrs in Rezallë, Skenderaj Municipality and 21 other martyrs in village Çikatovë e Vjetër , Drenas Municipality. For this extremely sensitive commitment, dignified presentation and execution, MKSF and the KSF is highly appreciated with gratitude by the respective Commission as well as Associations of families for missing personsMilitary-Civil Cooperation with International Organisations – in frame of close cooperation with Military-Civil Support Office at Embassy of USA in Pristine, there are realized joint humanitarian projects such as joint cadet project of American Army with the KSF Cadets for cleaning of space at railway in Ferizaj, painting of SHFMU “Daut Bogujevci”, in Fushë Kosovë, giving joint lectures through schools such as , at SHFMU “Frank B a r d h i ” i n M i t r o v i c ë , S H F M U “Aleksandër Xhuvani” in Podujevë, and SHFMU “Jonuz Zejnullahu” in Viti .Then, the activity in the distribution of the donation of medicines for the Main Family Medicine Centre in Klina; Donation in material agricultural tools to the Association of Women in Remnik and Lubishte ,Municipality of Vitia and the Association of Women in Begracë village, Kaçanik, as well as clothes donation to the Red Cross of Kosovo in Kaçanik.

1.2.2. The support and commitment in the process of integration of communities in Kosovo Security Force

Supporting of the personnel by the category of non-majority communities - Office for Community Affairs

annually holds annual meetings with members of the Kosovo Security Force from the ranks of minority

communities, as one of the main activity to the respective office. These meetings enable to have seen the progress

of their integration, the level of respect for human rights and implement the rule of law in Kosovo Security Force,

on the way towards strengthening of the enabling environment and non-discrimination for all members to the

KSF. Meetings were

held with members of

minority communities

in the Rapid Reaction

this process they are

given conclusions and

recommendations for the retention and sustainable integration.Treatment in equal regardless of ethnicity, MKSF and KSF also confirming by the process of education and training of its personnel such as the case of the delivery of four (4) cadets from among its non-majority communities who attend the studies at the Military Academy in Macedonia.Organization of the Course of the Albanian language for the members of the communities – In order to facilitate the implementation of tasks in the KSF, easier and better communication within the KSF, strengthening relations among people and colleagues, in the First Battalion of the Rapid Reaction in Gjilan were organized course in Albanian language for members of the KSF to the Serb community. This is the second organized Albanian language courses for the minority communities. The course lasted eight weeks, it started on 31.08. 2015 and lasted until 23.10. 2015. The course has been organized in two levels (first and second) and were attended by 41 members. After completing the course, October 23, 2015, it was held for participants testing to assess the progress that proved to be very good. More important activity of the MKSF and the KSF, through the Office for the relevant issues, has been continuous promotion of genuine integration policies in the roundtable meetings organized by either government institutions or from non-governmental organizations and civil society.Information campaign in localities with non-majority community for the recruitment process for cadets - In collaboration with other fields of ministry and force, the respective Office has been committed intensively in the information campaign for the citizens of minority communities in Kosovo for the possibility of applying to the Center of University Studies Prishtina and Military Academies in Macedonia, Croatia and Turkey. Information were included municipalities with minority communities throughout Kosovo. Outreach Plan is aligned with the plane of the mobile team to the KSF. During the information campaign there are distributed informational materials and applications in community languages. Also during the campaign were also held brief meetings with the youth of the communities interested in applying. Community Office contacted representatives of municipal offices to provide supporting of the minority communities, encourage them to apply, and at the same time to build and deepen further cooperation with the respective municipalities.

1.3. Increasing of the transparency and accountability in the institutions of the Government to the Republic of Kosovo and its citizens and the establishment of institutional image

Strengthening of internal control in order to increase efficiency in the working by the side of the Secretary-General, the administrative system of the KSF is developing clear policies disaggregated procedures, guidelines and reports permanently at regular weekly, monthly, quarterly and other periods according to specifications of the activities into MKSF. The process of implementation of the plan for the management of risks that threaten the objectives and sectoral activities has enabled increased efficiency and advancing the process of planning appropriate activities creating effective mechanisms to address identified risks and preventing new risks. This system has been expanded this year with a full dimension of functionality to the process of increasing the integrity (preventing and combating negative phenomena). During this year, MKSF in collaboration with the Norwegian Ministry of Defense has developed the initial phase of the project of particular importance as Raising of the Integrity. Integration process into international security mechanisms aimed key-accession to NATO Alliance; MKSF is preceded by the relevant project starting with the process of drafting the Integrity in cooperation with the Ministry of Defense of Norway and the Kosovo Center for Security Studies. Strengthening of the transparency and accountability to the institutions of the Republic of Kosovo and its citizens and the establishment of institutional image, as in the past, there were the primary maxim of all ministerial and components of force. These facts prove to coverage of the following activities.

1.3.1. The process of managing to the infrastructure projects

During fiscal year of 2015 there were carried out important infrastructure projects that have been continued from the previous year, new projects have been started and completed in this fiscal year and projects that have started in the year of 2015 and continue in subsequent years as well.

A. . Projects that have started in the previous year (2014) and completed in 2015 or are in the process of completion:1. Construction of roads in KSF barracks in Gjilan (2014 - June 2015). The contract value is 288,740.43

2. "Building of vehicle services" -Barracks in Gjilan. (2014- August 2015). The contract value is 315,575.48 €3. "Building of vehicle services" -Baracks in Ferizaj (2014- August 2015) The amount of the contract is 295,914.65 €4. A total of twelve (12) projects in the common amount of contracts (2015-2016) of 3,338,762.76 €. 1.3.2. 1.3.3. Management of capital purchases completed and those in process

· Supplying with mobile air compressors (specialist equipment for search and rescue operations), ammunition, and ceremonial uniforms for the KSF's cadets and uniform for the USC's cadets and oils/lubricants.

· A contract is signed and we are waiting for supplying, tactical vehicles, ambulance, closed van - van, computers, military boots and field operational equipment (tents).

· The procurement process are: 3T fork lifter, stationery, food and beverages, fuel for vehicles and heating, spare parts for vehicles, batteries for special specifications (for tactical vehicles), equipment for demining, medical equipment, operational for NTC, Police Force equipment, equipment for the MKZ, for HAZMAT's equipment.

From the United States of America: Equipment for the EOD in the amount of 105,107.03 $. Equipment for servicing and calibration of equipment to the EOD in the amount of 17,760.71 $. Medical devices for the treatment of trauma in the amount of 109,434.78 $. Equipment (flyer's kit bag) Military bags in the amount of 1,603.50 $. Equipment (Duffell bag) Military bags in the amount of 1,988.50 $. Equipment for the EOD in the amount of 52.553.32 $. Equipment for demining in the amount of 195,785.52 $. Medical devices for the treatment of trauma in the amount of 868.58 $.

From the Trust Fund of the NATO:· Search and rescue equipment in the amount of 28,959.00 €;

From the KFOR's Turkish contingent:· Medical equipment in the amount of 3,476.00 $.

Management of non-financial assets – have been developed continuously with the identification of assets, bar coding equipment and monitoring the registration of property of the KSF in e-government program under Regulation on Management of non-financial assets - MF-02/2013. According to preliminary assessment is conducted professional deregistration process and useless equipment and materials to MKSF/KSF.

1.3.5. The scale of implementation of the Procurement Plan for the year of 2015

The planning process on time with the involvement of all stakeholders in the MKSF and KSF after a professional analysis to identify clear and a p p r o p r i a t e q u a l i t a t i v e a n d quantitative requirements and needs for the coming year has already MKSF and KSF to create tradition in planning and execution of high level to the Procurement Plan. This practice was also success in realizing fiscal y e a r i n a c c o r d a n c e w i t h t h e requirements by the deadlines foreseen. DPC has developed procurement activities in accordance with the procurement plan.The process of managing of the projects contracted in 2015 - Department of Procurement and Contracts in cooperation with the CAO in accordance with the law on public procurement and secondary legislation in force for the management and implementation of contracts, has given managers and assistant managers to manage of all contracts signed with small value, medium and large, for goods and services and for work contracts in addition to managers and assistant managers from MKSF/KSF, so company is in the process of supervising the work on the contract.

1.3.6. Implementation of the budgetary plan to the MKSF and KSF for the year of 2015

The approved budget for the year of 2015 to MKSF according to the Law on Budget no. 04 / L-233 for the Budget of the Republic of Kosovo for the year of 2015 is 45,265,720.14 €. As in previous years, MKSF and KSF as a result of the plan to analyze, evaluate and well defined with frameworks and lines in full compliance with the objectives and priorities set its leadership, it is on the verge of concluding a successful budget for the year of 2015. Based on the planned process of budget's expenditure in all economic categories throughout the fiscal year and the current process along with allegations of budget savings, enable sustainable performance forecast of the budget at the scale over 95%.

1.3.7. Internal Audit

Internal audit within its activity has continued to provide advice and issuing 33 recommendations to the audited entity in order to improve the working and performance of activities of departments, offices, units of MKSF and KSF, bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management and internal control processes.IAU for fiscal year 2015 is planned and carried eight (8) audits with regular periodic reporting to senior management in front of the MKSF and the Ministry of Finance.

1.3.8. Results of the system of public information and communication with media

Public Relations Department, during the year of 2015, has presented the work of the Ministry for the Kosovo Security Force and the Kosovo Security Force being open, transparent, fair and cooperative with the media at any time. Involvement and dedication to the realization of the constitutional and legal tasks and responsibilities at all functional levels into MKSF and KSF has made the institution of the MKSF/FSK to be security institutions most reliable in the country, in all measurements of public opinion in the last three years

in the Republic of Kosovo. According to polls organized by professional and credible organizations like ·Kosovo Barometer for the Security of the Kosovo Centre for Security Studies (KCSS), with 69%, issues MKSF/KSF the most reliable institution of security in Kosovo;· Institute “Riinvest” in the survey "Confidence in the Ministry" issues MKSF with 67.8% as the most reliable ministry within the Government of the Republic of Kosovo· Security Sector Observer to the Kosovo of the Institute KIPRED with 3.58, issues MKSF/KSF the most reliable institution of security in Kosovo in relation with other security institutions that operate in our country.Concrete activities of the Department of Public Relations have included a wide range of scope in media communication, information campaigns, media for

recruitment processes, detailed plans for monitoring and media coverage of the activities, operations, events at home and abroad as well as observance of protocol state if institutional and under the auspices of MKSF/KSF, whether with active participation of MKSF/KSF into protocol supporting activities of the President, Government and Parliament. Special care and dedication, in addition to monitoring and reporting of the media activities to the MKSF/KSF is also dedicated to the preparation of informative spots for special events. Informative publications continuous character are summarized on a monthly periodical newsletter "Our Force", a monthly electronic newsletter and for the purpose of providing reports and information to the general public on issues of particular importance have been prepared brochures, leaflets, posters, banners and marketing products for the end of the year.

1.3.9. Official and Ceremonial Protocol Services

MKSF and the KSF, through its protocol unit, conducted a large range of the protocol activities within the Ministry and Force as well as in high events of the state protocol. The main protocol activities that marked the year of 2015 were: The visit of the Secretary General of NATO, Mr. Jens Stoltenberg in Kosovo and the meeting between Minister Demolli; The ceremony ,”Epic of KLA” Change of Command ceremony of the KSF; Conference ,”KSF and Partners”; The graduation ceremony of cadets, Generation 2015; The cadet graduation ceremony KSF, Generation 2015; Visit of the Minister of Defence of Slovenia, Ms. Andreja Katić and meeting with Minister Demolli; VIP Day at FE “Eagle 4”; The graduation ceremony of recruits to the KSF, Generation 02/2015; The welcoming ceremony of the King of Jordan Abdullah II bin Al-Hussein from President Jahjaga; The visit of Defence Minister of Hungary, Mr. István SIMICSKÓ in MKSF and meeting with Minister Demolli; Celebration “Force Day”; The ceremony of the official visit of the Minister of Defence of the Republic of Albania Mrs. Mimi Kodheli in the MSF and meeting with Minister Demolli; and ceremony for reception of the USA State Secretary, Mr John Kerry.

1.4. Retention, development, professionalization of capacities in order to increase the current level of operational readiness into MKSF and KSF

1.4.1. The recruitment process of the active component, cadets, reserve and civilian staff in MKSF/KSFRecruitment of active members - Taking into account the annual plans set for the year of 2015, the Ministry for the Kosovo Security Force also during the year of 2015 continued with the recruitment of personnel in order to meet the necessary capacities with personnel. As a result of the recruitment process, during the year of 2015 it managed to conclude the campaign of recruiting active members of the Security Force of Kosovo, launched during the year of 2014, which resulted in the selection of 334 new recruits (305 men and 29 women) of whom 17 recruits selected from among non-majority communities.Recruiting of cadets - One another very important segment remains the recruitment of new cadets and their education at the University Center for the Study of the Kosovo Security Force and the Military Academies of partner countries to the Republic of Kosovo. Thus, during the year of 2015 the Ministry of Security Force of Kosovo, in accordance with the needs of the Kosovo Security Force has managed to plan and carry out a campaign of recruitment of cadets which resulted in the selection of 28 cadets (23 males and 5 females ), of whom 2 are from the minority communities. As a result of the Memorandum of Cooperation between MKSF and the Ministry of Defense of Albania, of 12 cadets selected for education at the Center for University Studies Security Force of Kosovo, 2 cadets are from the Armed Forces of the Republic of Albania.Recruitment of cadets at West Point / USA - The process of recruitment of cadets to the Military Academy of the USA (West Point) started in the beginning of the year of 2015, it is still continuing and the 98 competitive candidates are currently continuing 4 candidates who they are now in qualifying phase. The selection process will be completed by 28 February 2016.Recruitment of civil servants - Another important component also remains the recruitment of civil servants in the Ministry of KSF and the KSF. During the year of 2015, in accordance with the recruitment plan and the requirements of the organizational units of MKSF/KSF, there are recruited civil servants 3 (Albanian), of whom 2 males and 1 female.Recruitment of the political Staff / staff of cabinets - Following the completion of the political staff and the staff of the Cabinet of Minister, during the year of 2015 have been done 6 appointments among political staff (5 males and 1 female), and 4 appointments among civil servants to the Minister Cabinet and Deputy Ministers of KSF (3 males and 1 female). In total during the year of 2015 they were appointed among political staff and Cabinet staffs were appointed 10 Albanian.

Commitment and training of the reserve component - In accordance with the annual plan of action for the year of 2015 and in accordance with the curriculum of the training to the members of the reserve for the year of 2015, this year were drafted orders, calls, notices and supporting documents for training of 175 members of the reserve component. Part of the annual commitment has been the Musical Orchestra of the reserve component to the KSF which is committed in training and mandatory exercises no less than 12 days per month and the activities ceremonial to the KSF where Musical Orchestra performs its show. Management of official visits, seminars, training and education abroad - During the year of 2015, according to bilateral agreements that we have had with twelve (12) countries for the year of 2015, statement of the development of training and education are as follows:a) Of 117 trainings have been foreseen to be realized this year, 69 of them have been completed, 22 are ongoing and 9 of them were canceled.b) During the year ended training 118 members who they are conducting training 27 members and is expected to start training 20 members.c) Please find attached the training abroad statistics for the year of 2015.d) In education abroad currently we have 34 cadets in four countries: Germany 2, Turkey 19, Croatia 2, and Macedonia 11.

1.5. The process of health system management

Contribution to inter-institutional mechanisms in the prevention of epidemics - In the scope of specific health, MKSF with the mechanization of its managing ministerial and functional at the level of Force has participated and contributed to the activities of intergovernmental and interagency process of building and strengthening national mechanisms for the prevention of epidemics as is the case within the Council on combating hemorrhagic fever Crimean Congo.T h e p r o c e s s o f m e d i c a l examinations - is developed for all new members of the KSF, cadets of the USC as well as for members who are in various trainings abroad. Also, it's been done the review of all medical cases from the medical board where we have i ssue professional recommendations for the respective cases.Medical treatments in Turkey - B a s e d o n t h e C o o p e r a t i o n Agreement between the MKSF and HQs of the Armed Forces of the Republic of Turkey, until now in Turkey were sent for medical treatment 31 patients, while in procedure there are four other cases. Voluntary traditional action of the blood donation - Department of Medicine and Department of Civil-Military Cooperation of the MKSF in coordination with the National Centre for the Blood Transfusion of Kosovo (NCBTK), as well as annually ago, in January and August have humanitarian action organized voluntary blood donation with a massive response by MKSF's officials and officers, NCOs and soldiers of the KSF by donating a total of 1107 doses of blood for the needs of the National Center for Blood Transfusion in Kosovo.

1.6. The process of monitoring to the scale of respect and promotion of the human rights and gender equality

The process of research for gender perspective in MKSF and KSF - This research was conducted by the Centre for Human Rights and Gender Equality in the MKSF to implement the Action Plan on implementation of Resolution 1325 on "Women, Peace and Security" to the Security Council of the United Nations. This research analyzed the statistics and the increased participation of women in the KSF's structures, the position of women as a member of KSF and the difficulties faced by women members of the KSF in the performance of their duties. Analysis of the research has a special significance because it contains real data, reliable, which means that the results are not based on findings but in source data and objective. Preserving the anonymity and ethics in research work was a priority, because of the possible avoiding obstacles that may face the interviewee. At the end of the analysis of the survey are listed conclusions and recommendations that we have introduced decision-makers in the MKSF and KSF.Promoting of the human rights and gender equality into MKSF and KSF - Ministry for the Kosovo Security Force continues to pay special attention to the respect and promotion of human rights and gender equality. The legal infrastructure of MKSF/KSF ensures equal participation of women and men, equal opportunities to enjoy all their rights and to put in service their individual potentials in the development of the KSF and benefit from the achievements of this development.

In the framework of its competencies to the Unit for Human Rights within the MKSF is continuously committed to the protection, promotion and respect of human rights and the establishment of adequate representation of communities and women applying constitution, laws, Resolution 1325 of the UN and affirmative policies to the MKSF.The percentage of women in the MKSF is 32% while the percentage of women in uniform in MKSF/KSF is 8.52%, or 203 women in uniform in the rank of officer, NCO and soldier. Unit for Human Rights participated in the launch of the first report of the Implementation Monitoring Progress of the Action Plan for the Implementation of Resolution 1325 on "Women, Peace and Security". HRC has been part of the interviewing and reporting on activities arising from the Action Plan for implementation of Resolution 13 25. As another important achievement is evidenced inclusion of gender equality in basic training curricula as well as increase the number of hours of lectures on human rights and gender equality for basic training at TRADOC.Professional development in order to achieve standards in respect of human rights in the institution of MKSF and KSF through training, seminars done continuously as interviewing panels during the recruitment of active members of the KSF, which promotes equal opportunities for all without distinction.Unit for Human Rights in order to increase transparency continues to monitor the various processes aimed at providing equal opportunities for all regardless of gender or ethnicity.Cooperation with governmental and nongovernmental organizations in the field of human rights and gender equality - In the framework of inter-institutional cooperation in the field of human rights and gender equality, we deepen cooperation with security institutions in Kosovo, NGOs, NAT, Kosovo Police NGOs, KFOR, AGE, OGG, HRC coordinators etc.HRU and GE of the MKSF is actively participating in all workshops, training of different gender issues and the advancement of human rights of which to distinguish the relevant year: Participation in the conference organized by KFOR with the theme "Gender Equality" held in Film City, Prishtina, and participation in the event "The collection of dresses/skirts", the art installation "Thinking of you", was dedicated to women victims of sexual violence during the war in Kosovo, organized by the National Council for Survivors of Sexual Violence in War etc.

Contemporary experience of American military in KSF cyber security systemsBased on cooperation with Iowa national guard and synchronization of all activities with us defense cooperation office US ODC, MKSF, through its department for information and communication system, and other mechanism of force, has hosted two visit by team of experts from Iowa national guard in order to advise us about current capacities for cyber defense, and was promised further advice to achieve highest standards for security of information networks, recommendation related to policies, guidance and procedures on cube security, to apply best practices for hardware and software as well as other tool that enable management and monitoring of networks. These recommendation were treated as real duties by DIS department, is conducting necessary specials trainings in the field of information technology for its selected members based on agreement between MKSF and AUK. DIS in cooperation with team of officers from Iowa national guard, has monitored during planning and executing of communication field exercise which was as preparing for field exercise eagle 4 at KSF level.

1.8.2.ICS modernization towards strengthening of control and command system

In order o strengthen the command and control system, as well as enhancing the functional communication capacities in KSF, DIS has planned, monitored and managed the execution of capital projects for this year as depicted below. Project of tactical radio-equipment.1. IT network project.2. Project of communication strategic network.3. Phone network project through IP addresses (VoIP).Along with the execution of these projects has also achieved to have all KSF units equipped with necessary tools for internal communication, but also in case of deployment abroad. Moreover,, foundation and conditions are created, not only to strengthen the C2system, to also expand capacities of communication systems in support of C3 and C4 systems.

1.9. Supervision on accuracy, efficiency and execution of legal obligations.

In order to continually enhance its human resources parallel with the dynamic and standards, and monitoring

the execution of legal and professional obligations, MKSF/KSF through KSF inspectorate, has

systematically supervised accuracy, effectiveness and execution of all legal obligations at all level of

MKSF/KSF through planed periodical regular inspections and ad hoc inspections ordered by MKSF /KSF

leadership. After 6 inspection in 2015, have prepared report with 24 recommendation, which after approved

by minister, have been disseminated to all units or respective mechanism for execution. Besides cooperation

with NAT advisory teams, KSF general inspectorate, during 2015 has had several visits in Slovenia and

Croatia invited by their counterparts, in order to exchange experiences and create bridges of professional

cooperation in the future.

1.10. Implementation of innovative services in daily administration work.

MKSF in this year has paid a great attention to the process of management of administrative activities of

offices, in compliance with respective laws and regulations, providing quality services in proofread,

translation and filing all classified and unclassified documents.

Based on role of support and coordination of sectorial policies of internal MKSF depart ants, DPP has executed additional activities as it follows:

2.1.2.Support and coordination of inter-institutional policies and plansBased on the role of support and coordination of MKSF inter-institutional policies in relation to other departments, DPP has executed additional activities like. · Contribution in compiling the strategy of MIA against extremism;· Contribution in compiling the report about cooperation with Kosovo northern municipalities;· Contribution in compiling national program of republic of Kosovo for EU acquis adoption in

compliance with stabilization, association agreement between Kosovo and EU ;

2.2. Development of preparatory planning process for MKSF transformation into MoD and KSF into Kosovo armed forces.

As for MKSF transformation process from KSF into KAF remains man objective. I order to have adequate

development of strategic planning process, it has created department for transformation, which, during this

period has come up with a draft of transformation concept from KSF into KAF, with scrutinized summary of

defense analyses and force planning for throughout ten year development and strengthening period based on

SSR recommendation and analyses..

3. Expansion of bilateral cooperation with united stated armed forces, regional countries , NATO and

EU

3.1. Reaching cooperation agreement with regional countries,, NATO and further as well as compiling

and coordinating bilateral plansDuring this year, we have conducted

coordination, compiling and finalization

process of cooperation agreement with Czech

Republic, ministers of defense and ministry

of sport of Austria, and ministry of defense of

Swiss. Then, deepening the bilateral cooperation

with ministry of defense of republic of

Croatia, federal ministry of defense of

Germany, ministry of defense of Macedonia,

armed forces of republic of turkey, republic of

Albania, republic of Slovenia. All planed activates in terms of bilateral plans are coordinated for 2015 with Partners. Coordinated all

activities and trainings of exchange of experiences with countries which MKSF/KSF has bilateral

cooperation. NATO, with its advisory team (NAT) at MKSF level and its advising liaison team (NLAT) at KSF level, also

in 2015 has provided a great contribution in developing and upgrading necessary professional capacities in

all fields and levels

Our officers, in general, in all trainings and course in military education centers have showed a great

performance, and as for this year, it is worth mentioning the performance of Kosovo security officer

lieutenant small Hoxha, who was rewarded with sword for best officer, reward that was given in ceremonial

manner by prince Charles. This is the first time united kingdom royal academy gives this price for a officer

from Balkans. General Rrahman Rama also attended this ceremony.

Also during 2015, KSF members have attended trainings seminars held in Kosovo, USA and other

countries, majority of these trainings were offered by

USA through ODC. Dur ing Sep tember 2014- sep tember 2015

activities/trainings that were planned in State

program between Kosovo and Iowa, respectively

between Kosovo security force and Iowa national

guard are executed as initially planning. Trainings/seminars held in cooperation with Iowa

national guard, are mostly focused in cyber defense,

human resources management, military professional

development, interoperability and deployment of

combined land forces, strategic development,

respond capacities in natural disasters, regional

partnership and cooperation, logistic operational capacities, developing of doctrine, planning and executing

filed exercise in Kosovo and Iowa, as well as visits of different levels in order to deepen the cooperation in

many fields and further KSF development..27

MKSF and MIA have coordinated all foreign and security activities to represent Kosovo abroad with

security attaches or representatives from security field in our embassies in different countries, as well as
