In the year 2017, a change in the Council took place when Dato’ Seri Talaat Husain, the then Vice President, was elected as the new President to replace the late Dato’ Seri Ismail Shahudin and Dato’ Dr. Hashim Tajuddin was elected as the new Vice President. The new line-up will now helm the Outward Bound Trust of Malaysia and take it to greater heights.

The Council is very much aware of the challenges that the Outward Bound Trust of Malaysia encountered in the last several years and will continue to encounter in its operations and performances in the coming years. With a mushrooming in the last decade or so of new training providers, offering adventure-type programs, the Outward Bound Trust of Malaysia need to explore new approaches to stay ahead of competition and remain as a premier training provider in this field. Besides offering credible and effective programs to its clientele by redesigning some of the course curriculum, conscious steps are being taken to upgrade its training equipment for general and specific needs. These newly designed programs would be offered to the clientele in stages and according to their demands.

In order to achieve sustainability and be able to achieve its goals in the Transformation Plan as set out in the previous year, the Council had placed a very high priority to financial stability by adopting a more prudent expenditure policy. At the end of the year some of the plans implemented have shown positive results, particularly in the overall performance, despite a substantial decline in the number of courses carried out and the number of student days. As a result of a predicted slowdown of training demands, due mainly to smaller allocation to training budget by private and public organizations, this trend is expected to persist for quite a while. However, the steps undertaken thus far have managed to keep the administrative and other expenditures at a manageable level.

Since late in the year 2016, the Outward Bound Trust of Malaysia have started to put into place some of the planned initiatives under the Transformation Plan. Firstly, two current key facilities, namely, Tan Sri Hutson Hall and the dining hall were identified for upgrading,

renovation and refurbishment works. The new-look halls would be able to meet the needs of course participants with a more comfortable ambience and adequate facilities. Secondly, facilities for the staff, which are the staff quarters and staff mess have also undergone similar treatment as part of the objective to provide staffs with proper living conditions and recreational amenities. Thirdly, as a part of the objective to provide state-of-the-art training to clients, an allocation was made to purchase new equipment which include mobile kayaks, sit-on-top kayaks for children, camping tents, ropes and others related outdoor training.

The plan would also include future improvement works of other current facilities, such as dormitories, training rooms and amenities, construction of new facilities to meet increasing needs in the future are being planned. Some of the planned new facilities include a new boat house, a parade ground and an esplanade area with a watch-tower. Implementation of these plans would depend very much on the ability of the Council to raise sufficient funds to cover the required costs.

There is also a plan to establish two new base-camps at selected sites, on the nearby Pangkor Island and on the mainland area, to complement the current main site. It is envisaged that the new camps would be able to cater for a higher participant intake, provide options to clientele needs and allow flexibility to curriculum and course designs. The potential camp sites have been identified and are now the application is being considered by the state authority.

The Council recognized the roles of all parties in the continuous good performance by Outward Bound Trust of Malaysia. This cannot be achieved without hard work and sacrifices by all staff, especially the course instructors, whose untiring efforts made this outstanding achievement possible. On a similar note, the Council is also grateful to all client organizations, both private and public, kind sponsors and all well-wishers for their untiring support for all these years.

VICE-PRESIDENT

Dato’ Seri Talaat joined the Outward Bound Trust of Malaysia in 2004 as the Vice-President.

He spent 34 years, from the year 1973, in the Civil service in various capacities and in different departments and ministries. Notably, he had served as Mayor of Ipoh City, in the National Palace, at National Institute of Public Administration and before retiring assumed the position of Secretary-General in the Ministry of Youth and Sports and later the Ministry of Domestic Trade and Consumer Affairs. Whilst in active service he served as Chairman of Company Commission of Malaysia and was board member of Malaysian intellectual Property Commission and Sepang International Circuit.

After retirement, he sat on several boards of Public-listed companies. Amongst them were Konsortium Logistik Berhad, Silverbird Group Berhad and Shell Refining Company (F.O.M.) Berhad. Currently, he is Chairman of Mizuho Bank Malaysia and is on the board of several private limited companies.

Active in sports, he was an all-rounder involved in several disciplines and had played rugby at school and university and had represented the State of Penang. He had also held the position of the President, Malaysian Rugby Union.

Dato’ Seri Talaat had attended the Classic Course in 1967 and was awarded a Merit Award.

Dato’ Dr. Mohamad Hashim Ahmad Tajudin

Dato’ Dr Hashim has been a Council Member of Outward Bound Trust of Malaysia since 2008 and in 2017 was elected as Vice-President. As Vice-President he is also designated as Chairman of the Management Committee.

He is also a Board Member of Bank Pertanian Malaysia Berhad (AGROBANK), Director of Explore Agenda Sdn Bhd., Director of Holistic Quest Sdn Bhd., Board Member of The Incorporated Society of Planters (ISP), Council Member of Majlis Agama Islam Dan ‘Adat Melayu Perak (MAIPk) and Chairman Perbadanan Kemajuan Ekonomi Islam Negeri Perak Sdn Bhd (PKEINPk Sdn Bhd).

Previously, he was the Group Managing Director of Chemical Company Of Malaysia Berhad (CCM) from July 2004 to June 2010. Prior to that he was the Senior Director in Oil and Fats Division of Golden Hope Plantations Berhad from Jan to June 2004. He held several other positions during his 26-year career in Golden Hope. He was the Director of Research in the Research & Development Division from 1998 to 2003 and Executive Director of Golden Hope Research Sdn Bhd and Golden Hope Agrotech Consultancy Sdn Bhd.

He was also a member of the Malaysian Palm Oil Board (MPOB) Programme Advisory Committee (PAC) from 2002 to 2004 and Chairman of Agricultural Research Committee of Malaysian Palm Oil Association (MPOA) from 2002-2004. In addition, he was an Adjunct Professor of the Agricultural Faculty, University

Putra Malaysia from 2002-2003, Adjunct Professor at Universiti Malaysia Kelantan from 2011 – 2012 and Science Council Member of MARDI from 2004-2008, Board Member of Universiti Putra Malaysia (UPM) from 2008 - 2010, Council Member of Federation of Malaysian Manufacturers (FMM), Chairman of Branding and Intellectual Property Committee of FMM and Board Member of CCM Duopharma Berhad from 2005 to 2011, Board Member of CI Resources Ltd, Australia from 2006 to 2008, Board Member of Malaysian Agricultural Research and Development Institute from 2008 to 2013 and Council Member of University Malaysia Kelantan Action Group for Entrepreneurship from 2010 to 2014, Vice President of Persatuan Alumni University Putra Malaysia (PAUPM) from 2009 to 2017, Chairman of the Planters Editorial Committee of The Incorporated Society of Planters from 2006 to 2015 and Board Member of ISP Management Sdn Bhd from 2009 to 2015. During this financial year there was an increase in the number of courses conducted, a total of 107 as compared to 102 the previous year. Despite this small increase, the number of participants fell by about 20%, from a total of 4,340 in 2016 to 3,384 in 2017. Similarly, the number of student-days showed similar downward trend achieving only 19,084 during this financial year as compared to 21,880 in the prior year. The downward trends in the number of course participants and student-days have largely impacted the overall financial performance of Outward Bound Trust of Malaysia. The Operating Revenue fell by 9% and the corresponding 11% increase in expenses resulted in a 30% reduction of Gross Revenue to only RM1.036 million this financial year as compared to the previous financial year. However, prudent measures were undertaken during this period which have reduced some administrative expenditures and in other items the surplus was just over RM300,000, about 25% lower than in 2016. As an on-going and long-term plan, the Council decided that steps be undertaken to increase Outward Bound Trust of Malaysia’s annual revenue while at the same time introduce measures to cap the annual expenditure at an optimum level without sacrificing quality and efficiency. The actions include preparing for an increase in the intake of participants by upgrading and refurbishing existing facilities, and acquiring new and more sophisticated gears and equipment for training purposes, and also to construct new facilities to cater for equipment storage. The newly formed Training and Program Development Committee will review all training programs with the objective of offering new and fresh approaches and more relevant to the client’s current and future needs. As part of the overall plan is to embark on marketing and promotional roadshows to introduce these training programs to clients, both current and potential.

Yusri bin Awang, born in 1980, joined Outward Bound Trust of Malaysia in 2003 as an Instructor Grade 3. He holds a Diploma in Sports Science and Recreation from UiTM Shah Alam. Fondly known as ‘Matyu’, Yusri is a qualified Bronze Medallion, Wilderness First Aider and a holder of Kayak 4 Star certificate. During his tenure, he was sent to Outward Bound Brunei and Outward Bound Indonesia for attachment and in 2006 he was promoted as Logistics Supervisor. In 2011, he became the Senior Technical Trainer.

Yusri is tasked to implement training requirements of all staffs and at the same time ensure that all technical

maintenance and RAMS are conducted according to the Operating Policies and Procedures set.

Being very hardworking and a responsible person Yusri is committed and always willing to work extra hours. His good sense of humour makes it easy for others to work along with him and he is ever ready and willing to take up additional tasks. Yusri is definitely a role model and deserves this prestigious Dato’ Ismail Hutson Award.
