The Arts Council expresses its support to the individual artist in a variety of ways, through grant aid to organisations, events and production companies and more explicitly through bursaries, awards and schemes, where the Council provides direct financial support to artists. The Council also provides the Cnuas to eligible members of Aosdána – the affiliation of creative artists in Ireland.

In addition to bursaries to individual artists, the Council provides support through a range of one off awards and schemes to assist in the creation of new work. The projects award is open to both individuals and organisations from any artform or combination of artforms. Project awards may be offered for either the development stage of a project or the production, performance or exhibition stage. Commissions foster the creation of new work and help to build relationships between artists and their audiences.

Residencies aim to offer an artist the opportunity to work on a specific project or programme and / or to develop their own practice in a new environment or specific location outside their normal workplace. The Council also part funds the arts officer salaries and programming costs of most local authorities. What follows on these pages is a listing of amounts paid to individuals and organisations in 2006.

Tugann an Chomhairle Ealaíon tacaíocht d'ealaíontóirí aonair ar roinnt bealaí éagsúla, trí chúnamh deontais a thabhairt d'eagraíochtaí, d'imeachtaí agus do chompántais léiriúcháin agus, go sonrach, trí sparánachtaí, dámhachtainí agus scéimeanna trína dtugann an Chomhairle tacaíocht airgeadais dhíreach d'ealaíontóirí. Chomh maith leis sin, íocann an Chomhairle Ealaíon Cnuas le comhaltaí incháilithe de chuid Aosdána – ar meitheal d’ealaíontóirí cruthaitheacha in Éirinn é.

Chomh maith le sparánachtaí a thabhairt d'ealaíontóirí aonair, tairgeann an Chomhairle Ealaíon raon de dhámhachtainí agus de scéimeanna aon uaire chun cabhrú le saothair nua a chruthú. Tá dámhachtain tionscadail le fáil ag daoine aonair agus ag eagraíochtaí atá gníomhach i ngach foirm ealaíne nó cumasc d'fhoirmeacha ealaíne. Cuirtear dámhachtainí tionscadail ar fáil le haghaidh na céime forbartha den tionscadal, nó le haghaidh na céime léirithe nó taispeántais. Cabhraíonn coimisiúin le saothair nua a chur ar fáil agus caidreamh a chruthú idir ealaíontóirí agus a lucht féachana/éisteachta.

Is é aidhm na scéimeanna cónaitheachta ná ligean d'ealaíontóirí díriú ar thionscadal nó ar chlár ealaíne ar leith agus/nó a gcleachtadh féin a fhorbairt i dtimpeallacht nua nó in áit ar leith lasmuigh dá ngnáthionad oibre. Chomh maith leis sin páirtmhaoiníonn an Chomhairle tuarastal na n-oifigeach ealaíon agus na costais a bhaineann leis an gclár oibre i bhformhór na n-údarás áitiúil ar fud na tíre. Grants to not-for-profit arts organisations are offered to assist with their artistic programming costs and, in some cases, to contribute towards their operating costs (revenue funding). Grants are also offered to assist with the creation and maintenance of a fixed asset, through once-off investment (capital funding). Once a year, within a specified time-frame, the Arts Council makes revenue grant application forms available for the forthcoming calendar year.

The Arts Council classifies arts organisations under four headings: resource and service organisations (including artists’ facilities, membership-based organisations and information service providers); arts venues (including galleries, theatres and multi disciplinary centres); production companies (including performing arts organisations and arts publishers) and festivals and events.

The Small Festivals scheme is designed in the main to support and provide opportunities for small arts festivals or events seeking funding of up to €20,000. What follows on these pages is a detailed listing of amounts paid to organisations in 2006.

Déanann an Chomhairle Ealaíon eagraíochtaí ealaíon a rangú faoi cheithre cheannteideal: eagraíochtaí acmhainne agus seirbhíse (clúdaíonn sé seo saoráidí d'ealaíontóirí, eagraíochtaí ballraíochta agus eagraíochtaí a sholáthraíonn seirbhísí eolais); compántais a chuireann saothair ealaíne ar fáil (lena n-áirítear eagraíochtaí léiriúcháin a chruthaíonn a gcuid saothair féin agus foilsitheoirí ealaíne); ionaid tionóil ealaíne (lena n-áirítear dánlanna, amharclanna agus ionaid ildisciplíneacha); féilte agus imeachtaí.

Report of the Comptroller and Auditor General for presentation to theHouses of the OireachtasI have audited the financial statements of An Chomhairle Ealaíon for the year ended 31 December 2006 under the Arts Act, 2003.

The financial statements, which have been prepared under the accounting policies set out therein, comprise the statement of Accounting Policies, the Income and Expenditure Account, the Balance Sheet, the Statement of Total Recognised Gains and Losses, the Cash Flow Statement and the related notes.

Respective Responsibilities of the Members of the Council and the Comptroller and Auditor GeneralAn Chomhairle Ealaíon is responsible for preparing the financial statements in accordance with the Arts Act, 2003, and for ensuring the regularity of transactions. An Chomhairle Ealaíon prepares the financial statements in accordance with Generally Accepted Accounting Practice in Ireland. The accounting responsibilities of the Members of the Council are set out in the Statement of Responsibilities of the Arts Council.

My responsibility is to audit the financial statements in accordance with relevant legal and regulatory requirements and International Standards on Auditing (UK and Ireland).

I report my opinion as to whether the financial statements give a true and fair view, in accordance with Generally Accepted Accounting Practice in Ireland. I also report whether in my opinion proper books of account have been kept. In addition, I state whether the financial statements are in agreement with the books of account.I report any material instance where moneys have not been applied for the purposes

I also report if I have not obtained all the information and explanations necessary for the purposes of my audit.

I review whether the Statement on internal Financial Control reflects the Council’s compliance with the code of Practice for the Governance of State Bodies and report any material instance where it does not do so, or if the statement is misleading or inconsistent with other information of which I am aware from my audit of the financial statements. I am not required to consider whether the statement on Internal Financial Control covers all financial risks and controls, or to form an opinion on the effectiveness of the risk and control procedures.

I read other information contained in the Annual Report, and consider whether it is consistent with the audited financial statements. I consider the implications for my report if I become aware of any apparent misstatements or material inconsistencies with the financial statements.

Basis of Audit Opinion In the exercise of my function of Comptroller and Auditor General, I conducted my auditof the financial statements in accordance with International Standards on Auditing (UK and Ireland) issued by the Auditing Practices Board and by reference to the special considerations which attach to State bodies in relation to their management and operation. An audit includes examination, on a test basis, of evidence relevant to the amounts and disclosures and regularity of the financial transactions included in the financial statements.

It also includes an assessment of the significant estimates and judgments made in the preparation of the financial statements, and of whether the accounting policies are appropriate to the Council’s circumstances, consistently applied and adequately disclosed.

I planned and performed my audit so as to obtain all the information and explanations that I considered necessary in order to provide me with sufficient evidence to give reasonable assurance that the financial statements are free from material misstatement, whether caused by fraud or other irregularity or error. In forming my opinion I also evaluated the overall adequacy of the presentation of information in the financial statements.

Opinion In my opinion, the financial statements give a true and fair view, in accordance with Generally Accepted Accounting Practice in Ireland, of the state of the Council’s affairs at 31 December 2006 and of its income and expenditure for the year then ended.

In my opinion, proper books of account have been kept by An Chomhairle Ealaíon. The financial statements are in agreement with the books of account.

Statement of Responsibilities of the Council The Arts Act, 2003, requires the Council to keep accounts in such form as the Minister (for Arts, Sport and Tourism) may with the consent of the Minister for Finance, from time to time direct. In keeping such accounts and preparing financial statements, the Council is required: • to select suitable accounting policies and then apply them consistently • to make judgements and estimates that are reasonable and prudent • to prepare the financial statements on the going concern basis unless it is inappropriate to presume that An Chomhairle Ealaíon should continue in operation • to state whether applicable accounting standards have been followed subject to any material departures disclosed and explained in the financial statements.

The Council is responsible for keeping proper books of account which disclose with reasonable accuracy at any time its financial position and which enable it to ensure that the financial statements comply with Section 25 of the Act. The Council also is responsible for safeguarding its assets and for taking reasonable steps to prevent and detect fraud and other irregularities.

Statement of Internal Financial Control

Responsibility for system of Financial ControlOn behalf of the Arts Council, I acknowledge our responsibility for ensuring that an effective system of internal financial controls is maintained and operated.

The system can only provide reasonable and not absolute assurance that assets are safeguarded, transactions authorised and properly recorded and that material errors or irregularities are either prevented or would be detected in a timely period.

Key Control Procedures The Council has taken steps to ensure an appropriate control environment is in place by:

• Clearly defining management responsibilities and powers

• Establishing a system of internal financial control based on a framework of regular management information and administrative procedures including delegation and accountability.

In particular it includes:

• A comprehensive budgeting system with an annual budget that is reviewed and agreed by the Council • Regular reviews by the Council, the Audit Committee and the Business and Finance Committee of periodic and annual financial reports which indicate financial performance against targets • Setting targets to measure financial and other performances • Establishing and enforcing extensive standard procedures and provisions under which financial assistance may be made available to projects, individuals and organisations.

The Council set up an Audit Committee in December 2005. Membership consists of two Council members and two external members with financial experience, one of whom is the Chair.

An accounting firm was appointed in July 2006, for a three year period, to perform the internal audit audit process. A comprehensive review of controls took place during 2006. A business risk assessment also took place, with the assistance of external advisors, and a risk register compiled.

Annual Review of ControlsI confirm that in the year ended 31 December 2006 the Council did carry out a review of the effectiveness of internal financial controls.

AN CHOMHAIRLE EALAÍONStatement of Accounting Policies

1. GeneralAn Chomhairle Ealaíon is an independent body set up pursuant to the Arts Acts, 1951, 1973 and 2003, to promote and assist the arts.

2. Basis of AccountingThe financial statements are prepared under the accruals method of accounting, exceptwhere stated below, and in accordance with generally accepted accounting principles under the historic cost convention. Financial reporting standards recommended by the recognised accounting bodies are adopted as they become operative.

3. Oireachtas GrantIncome shown as Oireachtas Grant-in-Aid of 58,471,000 (2005: 43,233,000) is the actual cash received in the year from the Vote for An Chomhairle Ealaíon. Income from the National Lottery of 23,839,000 (2005: 23,000,000) is also the cash receivedin the year.

4. GrantsGrants are charged to the Income and Expenditure account on an accruals basis in the year in which funded activities take place; if this is not determinable they are charged to the year in which the activities begin.

5. Fixed AssetsThe Arts Council adopts a minimum capitalisation threshold of 750. Fixed assets are stated at cost less accumulated depreciation which is charged at rates calculated to write-off the cost of each asset over its expected useful life on a straight line basis, as follows:

Works of art are stated at cost and are not depreciated.

There is no depreciation charge in the year of disposal of fixed assets.

6. Capital AccountThe Capital Account represents the unamortised amount of income used to acquire fixed assets. The transfer to or from the Income and Expenditure Account represents the net change in the bookvalue of fixed assets.

7. PensionThe Arts Council has two pension schemes, one for staff and one for members of Aosdana. The staff scheme was set up in 1975 under the provisions of the Arts Act 1973, now replaced by the Arts Act 2003. The scheme is a defined benefit plan into which equal contributions are made by the Council and participating staff. The trustees of the scheme are Irish Pensions Trust. The scheme’s assets are an insured fund and a managed fund, both administered by Irish Life Assurance plc. Irish Life guarantees the return on theinsured fund and invests the managed fund in a mix of equities, bonds, property and cash. Earlier investments were made exclusively in the insured fund but since January 1989 all investments have been in the managed fund. The trustees purchased annuities on behalf of some retiring members but this practice ended in July 2002.

The scheme is funded to provide only a fixed pension related to ‘final salary’. However, public sector practice, which the sponsoring department has directed the Council to follow, is that such pensions are increased post retirement by amounts related to salary increases awarded to serving staff. These increases are not funded by the pension scheme and are paid out of the Council’s annual grant.

The Council has adopted in full the requirements of Financial Reporting Standard (FRS) 17: Retirement Benefits. Note 13 provides the additional disclosure required.

Pension costs reflect pension benefits earned by scheme members in the accounting period.An amount corresponding to the post retirement pension increases is recognised as income to the extent that it is recoverable and offset by grants received in the year to discharge post retirement pension increases.

Actuarial gains and losses arising on the scheme’s assets and liabilities are recorded in the Statement of Total Recognised Gains and Losses. The scheme liabilities are measured using the projected unit method as the fair present value of future pension entitlements earned up to the valuation date by members, including related post retirement increases. The scheme assets are measured at fair value. An excess of scheme liabilities over scheme assets is recorded on the Balance Sheet as a liability. The pension charge in the Income and Expenditure Account comprises the current service cost and past service cost plus the difference between the expected return on

scheme assets and the interest cost on the scheme liabilities.

Actuarial gains and losses may arise in relation to both the scheme assets and scheme liabilities. They can arise because experience has not been in line with the assumptions that were made at the beginning of the year or because the actuarial assumptions which were used to measure the liabilities have changed.

The Council also operates a pension scheme for members of Aosdána, open to all members of that body. This is a defined contribution scheme into which equal contributions are made by Council and the participating members. The Council has no long term liabilities arising from this scheme and therefore does not account for it under FRS17. The Council’s contributions to Aosdána pension costs are charged to the grants in the period to which they relate and over the length of the individual’smembership of Aosdána.

8. Trust FundsTrust fund investments are stated at cost and are held in trust by An Chomhairle Ealaíon.Trust funds transactions are disclosed on a receipts and payments basis, (in note 16), but are not included in the Income and Expenditure account. The closing bank balance of all of the trust funds is included on the balance sheet as a financial asset.

Members of Aosdána whose income falls below a threshold are entitled to an annual stipend, known as the cnuas. The purpose of the cnuas is to assist such members to focus full time on their creative work. Of the 220 members of Aosdána in 2006, 122 received the cnuas. Payments made in respect of Aosdána members totalled €1,547,749 in 2006 (2005: €1,492,037). Included in this figure is €38,853 (2005: €40,535) of pension deductions from Aosdána members in receipt of the cnuas and €26,423 (2005: €33,776) of pension contributions made by The Arts Council. The Council’s policy is to transfer an amount either from or to the Income & Expenditure Account to or from the Capital Account so that the balance on the Capital Account is identical to the net book amount of the fixed assets as stated in the Balance Sheet. The Arts Council is an autonomous Irish Government Agency. The Council receives grant aid from the Oireachtas and the National Lottery. This funding is received via the Department of Arts, Sports and Tourism. Due to to various material transactions with that department it is regarded as a related party. The Tyrone Guthrie Centre at Annaghmakerrig, Co. Monaghan, is a company limited by guarantee established to provide a workplace for artists. The board of the company is appointed by An Chomhairle Ealaíon and the Arts Council of Northern Ireland. During 2006 the two Councils provided revenue funding totalling €380,082 (2005: €331,821) to the Centre; and An Chomhairle Ealaíon provided funding totalling €41,021 (2005: €36,147) for capital purposes. NOTE 13 : STAFF PENSION SCHEME/ SCÉIM PHINSIN NA FOIRNE

The Council has a defined benefit staff pension scheme, funded by equal contributions from participating staff and the Council. An actuarial valuation to determine the value of the liabilities in accordance with FRS17 was carried out on the scheme at 31st December 2006 by a qualified independent actuary. In calculating these liabilities an assumption has been made that the current practice whereby pensioners receive post retirement increases in line with salary increases paid to serving staff will continue. However, the Council is funded on the basis that it, in turn will fund its pensions on a fund salary basis only. This valuation estimated that the liabilities arising from the ‘final salary’ element of the pension arrangements exceeded related assets by €804,647. (2005: €1,599,117) and this deficit is recorded on the Balance Sheet. The Council has sought permission from its sponsoring department to transfer additional funds to the scheme so as to eliminate the deficit. In this case, the Council believes it is appropriate that it recognises a matching ‘deferred asset’, taking into account present Government policy on the payment and funding of such increases, which the Council believes will continue for the forseeable future. The deficit on the defined benefit pension scheme per note 13 includes an allowance for post retirement increases for all members of the scheme. A corresponding asset is also recorded on the Balance Sheet equal to the deficit arising from post retirement increases only, reflecting the Council’s expectation that such increases will be funded by the Government. The movements on this asset account are calculated by comparing the movement on the pension scheme deficit including and excluding post retirement increases. The difference in the actuarial gains/losses under both assumptions results in an adjustment to the Pension Scheme Reserve on the Balance Sheet and an adjustment to deferred funding income in respect of final-salary increases.
