Increase the number and range of Learners
MPCT aims to increase the number of Learners at the College
through innovative marketing, networking and focused employer
and partner engagement. It will increase its footprint by targeting
the NEET demographic within large urban conurbations. MPCT will
review the curriculum, adapt to local need and demand in order to
ensure funding targets are met whilst further developing progression
routes and employability for Learners.

Enable Learners to aspire and succeed
MPCT is committed to personalising the learning programme for
all Learners through rigorous assessment within a culture of high
expectation and aspiration. MPCT aims to build on its existing
Employability framework, develop online support for learning and
increase numeracy and literacy levels of all Learners up to and
beyond level 2. Digital technology will help Learners
to achieve their goals that are tailored to their individual starting
point and needs. Throughout the learner journey, MPCT aims to
recognise and celebrate the progress and success of all Learners so
that all Learners strive to be the best they can be.

Deliver inspirational teaching and learning
MPCT’s passion is to deliver inspirational teaching and learning.
MPCT will promote equality and diversity through teaching and
learning and develop a curriculum that supports the delivery of
English, mathematics and vocational skills. MPCT is committed to
maintaining its Ofsted outstanding status by identifying curriculum
improvement strategies, new technologies and
ICT resources to support inspirational teaching, learning and
assessment. The learner is at the centre of all teaching and learning
and further developing assessment strategies will help MPCT stretch
and challenge all Learners.

Actively support employers, the skills agenda and economic growthMPCT aims to build on existing partnerships and create new relationships with relevant agencies to help increase the skills of current and new employers. This includes working with the Armed Forces, Sport and Active Leisure industry, National Careers Services as well as local and national employers. Through engaging with local partners, MPCT can ensure it is responsive to local needs and identify training requirements for skills and labour demand. MPCT will ensure employer views are considered in developing future strategies and strives to provide effective information and guidance working with local Careers and Job Centre plus.

To maintain financial health and diligence while investing in the vision Financial efficiency and diligence at MPCT will be achieved through setting, monitoring and achieving financial targets in order to maximise income and performance. Expenditure will be controlled through targeted efficiency and effective risk management strategies. MPCT aims to improve processes for financial performance through effective utilisation of resources. Solvency and debt levels will be controlled continually and income diversified to increase overall contract income.

Develop and maintain a positive learning environment to support access to progressionMPCT strives to promote a safe, healthy, sustainable and welcoming college environment. MPCT will ensure the learning environment is adapted to meet planned growth changes. MPCT welcome eco-friendly initiatives that help create a quality-learning environment. MPCT will further invest and make internal improvements as well as improving the quality of resources to support the Learners and the curriculum in order to provide an enriching learning experience.

Develop Digital LiteracyMPCT’s ambition is to provide equality of access to technology for all Learners. MPCT strives to be a sustainable, inclusive and prosperous college that embraces all technology. Digital literacy skills will form part of education at MPCT whereby Learners will have access to their own learning at any time through technology. Digital Literacy at MPCT will further enhance progression opportunities through the effective use of technology. A rigorous and robust curriculum design that embeds ICT and ILT skills will also support MPCT as a digitally literate college.

Develop boys achievement ratesMPCT’s delivery model applies focus on active teaching, learning and assessment which is centred around clear target setting through competition in and out of the classroom. MPCT mentors all Learners during 1-1 reviews to facilitate SMART targets. MPCT aims to have a proactive and assertive approach to learning with high expectations as well as regular and consistent praise to raise self-belief and self esteem. MPCT develops team ethic through competition and College pride. Outstanding teaching, learning and assessment is promoted through CPD at MPCT.

It is a great pleasure and privilege to introduce this year’s Strategic Review and reflect on the highlights of our work for 2018. It has been an exceptional year for many reasons which I feel has been expertly captured within this review.
We continue to strive to improve the life opportunities of as many young people as possible. In order to achieve this, we have expanded our provision to new geographical
areas. I am delighted to report that we have had unprecedented growth of 8 new locations with 2 additional centres being relocated. This in itself constitutes the largest single period of expansion in MPCT history. This has taken our footprint from 29 locations to 37, which is a 40% growth in year. To assist with this development, I am very fortunate to be backed by an exceptionally dedicated team. The planning and preparation to facilitate the opening

of these new centres has stretched and challenged us. However, we have ensured that each centre has been launched with the appropriately trained, high quality staff and a robust engagement and marketing plan. The new centres have been quickly adopted by their local communities and have contributed to the overall success of MPCT in year.
We have continued to live up to the mantra “No Learner leaves without a positive destination”, which has ensued in extremely
high progression rates into employment and further education. The British Armed Forces have been the largest benefactor for progression. This has resulted in 39% of our Learners moving in to employment, selecting the British Armed Forces as their career of choice. We have continued to adapt our teaching and learning to meet the diverse needs of employers. This has prompted the establishment of a specialised programme which has already made a significant impact on the number of Learners enlisting into the Royal Marines, who have the most stringent

selection criteria of all military units.
This intervention has yielded an
incredible 81% increase in the number
of Royal Marine enlistments, resulting
in them being the highest recruited
single unit from MPCT to join the
military. This is a testament to the
quality physical and academic training
at MPCT. It also demonstrates the
maturity and the ambition in which we
develop in the Learners.
This year we have also seen the signing
of the Memorandum of Understanding
with the Ministry of Defence and
Capita. This has initiated a significant
increase in high quality advice and
guidance provided by the Army. It
also means that MPCT is the provider
of choice and has passed the quality
threshold required by the MOD.
MPCT Sports provision has continued
to grow and consolidate its quality
through a restructure of people
and resources. This year has been
unprecedented, in terms of increase
to the numbers of Apprentices
which is an incredible 45% in year
growth. In addition, the curriculum
has developed with specialised
qualifications now being offered to
our partner organisations. The Sports
and Exercise College has moved its
location to better serve its Learners
and made significant strides forward in
ensuring that its Learners are able to
access high quality work placement.
The Military Preparation School (MPS)
has conducted an extensive reform,
concentrating its attention on quality,
staff training and opening new bespoke
centres. It has also undertaken an
extensive and refurbished programme
of its existing provision.
I would like to now focus on the Social
Impact that we have achieved. I firmly
believe that our role at MPCT as a
government funded organisation is to
ensure that we educate our Learners
to become productive citizens of their
communities. We must provide a
platform from which our young people
are able to become socially mobile
and contribute to the wealth of our
great nation.
I am delighted that the Motivation
and Learning Trust, (MPCT’s very own
charity) has been supported by many
of you. Centre staff have worked
with the Learners and completed a
variety of excellent challenges. All

of which has allowed the MLT to support a record number of Learners through hardship funds, making the day to day life a little more bearable, and removing some of the very real barriers for the most challenged Learners and Ex-Learners. We must also recognise the MLT’s contribution for running two highly memorable and educational World War One battlefield tours in France and Belgium. Over 150 Learners were supported by MPCT staff and MLT Trustees. All were privileged to walk in the footsteps of hero’s, learn from the history and to demonstrate their respect to our forefathers who had paid the ultimate sacrifice.
2018 saw MPCT retain our Investors in People Gold Standard Award. This signifies the importance that both myself and the Senior Leadership Team place on ensuring that MPCT is a great place to work. We have continued to invest in training and support to enable people to succeed in their roles.
Looking forward to 2019, which will be our twentieth year in developing young people. At some point next year, MPCT will have engaged, motivated and educated its 20,000th Learner since 1999. Over 90% will have progressed positively into employment or further training and we are very likely to reach 3000 enlistments into the British Armed Forces. This will be an incredible moment in time that I know we will be very proud of.
Therefore, it is fitting that this anniversary will be dedicated to quality of teaching, learning
and assessment. We will celebrate twenty years of serving the young people of Britain by honouring them by ensuring that every aspect our College improves by building on the years of outstanding work and achievement. We must remain true to the years of crafting and refining the ‘MPCT Way’. This means that our Learners will continue to be central to everything in which we do. We endeavour to ensure that the learning experience continues to be outstanding. We will continue to be recognised as an organisation which progresses its Learners to high quality destinations. Learners are stretched and challenged but also supported when appropriate. Learners, parents and communities will continue to value the impact of the training offered by MPCT. Finally, Learners must have travelled a significant distance under our leadership when they graduate.
Thank you to all who have continued to support MPCT through another excellent year. Without the dedicated high-quality team of people who go above and beyond, we would not be the organisation which we have become.

» The Senior Leadership Team and Heads of Department conducted quality
assurance visits across all centres in Wales. This was an excellent opportunity to
gauge how prepared MPCT is for an Estyn inspection.
» Mr Arron Clarke, a Learner in MPC Isle of Wight was awarded the highly prestigious
High Sheriff’s Award for his work in the community.
» Cardiff Sports Academy relocated and returned to its spiritual home in Channel
View Leisure Centre in Cardiff Bay. This is an excellent location in the heart of a
diverse community.

» MPC Southampton has moved into Totton College. This is an excellent location,
enabling staff and Learners to access a wide range of facilities and areas.
» The Spring Charity Ball in aid of the Motivation and Learning Trust took place in
the Ricoh Suite at Cardiff City Stadium. This fantastic night raised money through
prize auctions to support our young people to be supported and engaged in
education.
» 144 web and face to face interviews conducted by the HR team this year, resulting
in 56 new employees appointed.
The training is outstanding, readying the Learners for employment
wherever it may be.....my young person has gained confidence and has
been able to get to a high standard of fitness required for his future

France and Belgium to learn about the loss and sacrifice of the Great War.
» The combined awards ceremony for MPC Portsmouth and MPC Southampton
took place at the Guildhall, Portsmouth. This ceremony was an excellent
opportunity to showcase the great work the colleges do, in a high profile and
public stage.
» The Military Preparation School conducted their annual awards ceremony in
Ricoh Suite, at Cardiff City Stadium. This highly successful event was very well
supported by high profile guests and staff from schools and business across South
Wales.
» MPCT staff and Learners gave presentations to Staff Officers from the British
Army’s Home Command and Corps Colonels. The Corps Colonels are the heads
of each Corps and Branch of the British Army.
» MPCT Apprenticeships have been chosen as a key delivery partner of vocational
qualifications for Halo Gyms across South Wales.

» The SLT and Heads of Department took part in a Management Conference in
Scotland. The key output was the launch of the High Recruiting Period (HRP) and
regional and departmental Recruiting Quality Improvement Plans (RQIP).
» Learners from North Wales took part in Wales’ National Armed Forces Day event
in Llandudno. Learners from across all regions of the UK also took part in local
events to support AFD ‘18.
» Learners and staff from Landstede, our Dutch partner college visited MPC
Newport. This annual event includes sharing of knowledge and experiences, as
well as robust physical challenges and competitions.
» As a result of the meeting in May, the Corps Colonels visited MPC Newport to
develop ideas on how their individual Corps Engagement Teams can support
MPCT Learners.
» Sports Awards Ceremony at Nant Garw – This event was supported very well by
the professional sports community, local employers and the family and friends of
Learners and apprentices.

» MPCT significantly increased the range and number of Learners with the opening
of Newcastle St Georges, South Shields, Bishop Auckland, Walsall, Battersea and
Edgware.
» A highly engaging launch event for North East centres was conducted at St
James’ Park, the home of Newcastle United Football Club.
» Bridgend Learners have continued to collect items to send to the Welsh Guards
who are deployed. The serving soldiers replied using Facebook, to thank the staff
and Learners for their kindness and thoughtfulness.
» The South Wales inter-college sports competition took place, with all South Wales
MPCs competing. MPC Bridgend came out as winners, well done!
» The high-profile visit of the Commandant General of the Royal Marines visited
Newport to gain insight of what MPCT does and what impact it could have on the
Royal Marines.
» MPCT staff presented to the Commander Naval Recruiting on the impact and
benefits of the MPCT programme.
» MPS conducted their annual Summer training which culminated with a day white
water rafting.

» MPCT staff visited the British Army’s Home Command and briefed Lieutenant
General Ty Urch. Direction is given by Gen Urch to develop and sign the
Memorandum of Understanding.
» A highly effective influencing dinner was conducted at the Tower of London
resulting in the ratification of the Memorandum of Understanding between the
ARITC, Capital and MPCT.
» 30 MPCT Learners took part in another highly successful Royal Marines Look at
Life.
» The Safeguarding team re-launched ‘Keep me Safe’ process with a new clearly
identifiable branded logo to support Learners to report concerns.
» MPCT staff presented to the Royal Marines resettlement fair at Lympstone, to

“Bradley is disruptive, he doesn’t pay attention, he doesn’t listen, he looks out of the window constantly, he can do it, but doesn’t try, he is the class clown, he needs to try harder, he needs extra lessons!”, I was having weekly phone calls with regards to his behaviour. Yes, he has struggled in school, some subjects just don’t come easy to him.
Then there is MPCT... Well what a difference a year has made to Brad. He has absolutely LOVED every day he has spent with you guys at the college. He loves how you believe in him, don’t talk to him as if he is stupid, (his words) treat him like an equal, speak to him like an adult, show him respect, made new friends and achieved qualifications that he never thought would be within his reach. As a parent I could not ask for more for my son. He is so much happier and actually wants to come to you to learn. Brad hasn’t had an easy life, I’ve had to bring him up by myself, and
he has never had anything but respect for me. He has such a zest for life, is a very caring and compassionate young man. He embraces all challenges and grabs life by the horns.
He continues to make me proud every single day. I wholeheartedly embrace the holistic approach that MPCT take towards their students, it gives them a sense of self believe. MPCT isn’t all about the stats and results, it’s clear to see that you make it about the individual student and their well-being. Brad is living proof that with the right approach, empathy & guidance, the mind, body and soul can achieve anything it wants. Since joining Military Preparation College
Aldershot, Asmita has been a model
student in all aspects of her college life
and has acted as an ambassador for the
college over the past 6 months. She
has acted as a public speaker during
presentations and award ceremonies on
numerous occasions and she is always an
exemplary model to other students.
Asmita has worked extremely hard to
achieve her certificate in Employability
skills and has also gained her level 1
and level 2 Functional Skills in English
all whilst sitting her GCSE English exams.
She is confident that she will gain the
desired grade 4 when the results are
published this summer. Asmita has always
been exceptional at PT.
She is one of the strongest female athletes
throughout all the MPCT Colleges.
She has one Gold in the Taekwondo
National championships and Silver at the
International Tournaments.
Recently, Asmita attended the Army
Assessment Centre at Pirbright and came
away with a grade A, which is a true
reflection of all the effort she puts into
everything she does. Her 1.5 mile run time
was 1 minute 40 seconds faster than the
next runner. The interviewer at Pirbright
said she was outstanding and the best
female candidate they have had in a very
long time. Asmita is now joining the Army
Air Corps and is currently awaiting a start
date.We are exceptionally proud of her
and cannot wait to see her progress even

Why did you choose to go to the Military Preparation College?“The course was really practical and
hands-on so I knew it would be a good
choice for me. I don’t like to be stuck in a
classroom all day. Doing physical training
and practical lessons was a perfect way for
me to learn.”
How did the Military Preparation College prepare you for employment?“It gave me a confidence boost which has
really helped me to make friends and have
the confidence to communicate with my
colleagues. The physical training at the
Military Preparation College has been so
important too as you have to be fit for the
job as there’s lots of physical work and
heavy lifting.”
How is your life and career progressing since you left the Military Preparation College?
“I’ve made a lot of friends here, it’s a
good environment to work in as well
because it’s practical and I love that. I’m
working towards my NVQ and I’m earning
a decent salary too. I’ve just passed my
fork lift licence too so I am constantly
developing and getting new skills to help
progress my career.”
