County Engineer RE: FIVE-YEAR HIGHWAY IMPROVEMENT PLAN 2011-2015 The Anoka County Highway Department, as directed by the Anoka County Board of Commissioners, is very pleased to present this document, which identifies the upcoming projects as identified in the 2011 – 2015 Five-Year Highway Improvement Plan. We hope that you find this document informative and useful in understanding the County’s needs and objectives in providing for the most efficient and cost-effective highway system to meet the needs of the County’s citizens, businesses and traveling public. We have divided this document into three parts: Program Description and Definitions; Five-Year Highway Improvement Plan; and Unmet Needs. Each of these sections provides information that will help the users of this plan understand the current situation that the County highway system is in, where investments in the system are likely to occur over the next five years, and the remaining needs and challenges that will need to be addressed beyond five years. In Part 1, we describe the various programs that are utilized to maintain the County highway system. This includes construction programs, engineering and planning services, and other programs that allow us to deliver a program of construction activities and system evaluations. In Part 2, our Five-Year Program is laid out. Many of the projects listed in this section have been “in the pipeline” for many years and we are now completing final plans and right-of-way acquisitions. Some of these projects are new to the plan based on our success in securing outside funds, including federal Surface Transportation Program

(STP) funds, Hazard Safety Improvement Project (HSIP) funds, Railroad Safety funds, or Bridge Bond funds. We have been so successful in obtaining these grants that most of the projects shown in this plan have federal funds committed to them, leaving very little room for non-federally funded projects to be programmed within this timeframe. Finally, in Part 3 of this document, we have attempted to document the current status of the highway system by determining the total number of miles of highway that are either sufficient or deficient with respect to geometry (width, alignment) or capacity (number of lanes). We have also identified the potential costs of bringing our system fully up to date. Again, the Anoka County Highway Department is pleased to have prepared this plan and hopes that you find it both informative and useful. INTRODUCTION

Anoka County is made up of 21 communities: 20 cities and 1 township. Encompassing a 440 square mile area, it has a 2010 population of approximately 357,400 making it the fourth most populous county in the State. The County supports approximately 132,020 households and is the third most densely populated County in the state following Ramsey and Hennepin. The communities in the County host a diversity of industrial, commercial, residential and professional development, providing approximately 124,750 jobs and resulting in Anoka County being recognized as one of the fastest growing counties in the State of

Minnesota and in the Country.

In order to support the residential and business transportation needs that provide people with access to jobs and services, the County maintains 423 miles of roads each year. “Maintaining” means much more than plowing snow, mowing medians and ditches, and street sweeping. Maintaining means keeping the roads in good condition – it means reconstructing or upgrading of roads, along with the traffic management systems that are part of the roads. And while population and business grows, so does the activity and function of the roads serving them. For example, an intersection may start with two stop signs, graduate to four stop signs, then have a signal installed, and then have that signal coordinated as part of a system of signals along a particular corridor. Keeping roads smooth and safe is all part of providing a good county highway system. That same road, which may have started as a two-lane road, may be upgraded to include turn lanes or channelization at the intersection, then become a four-lane road to support the growth of residences and businesses, then potentially become a six-lane roadway in response to future growth needs.

The growth of the residential and business areas can result in the “growth” of the road, both in traffic volume and physical size. In other words, the road must be redesigned to accommodate more traffic brought on by growing and changing land uses in a community. This can result in the need for the County to purchase additional land or “right-of-way” to accommodate the expansion of the road in the event that the road requires widening to meet the needs of the people and businesses it serves. As that road and its traffic management system age, improvements are required, including activities such as crack sealing, thin mat overlays, mill and overlay, and, ultimately, reconstruction of the road, complete with new traffic lanes, shoulders, and traffic management systems. And as the County looks to the future transportation system needs of the residents and businesses, corridor studies are prepared to assess future needs and environmental documents of various levels of complexity are prepared to ensure protection of the natural features, parks, historical and cultural assets of the County. Every ten years, the County is required to prepare an update to its long-range transportation plan. This involves examination of local community long-range plans, which often adjusts, or reallocates, various land uses. These adjusted or reallocated land uses often have impacts on the long-range transportation plan of the Highway Department. Careful attention is paid to the local plans so that roads in the County’s system are not under- or over-built, timing of improvement meets local needs as much as possible, and financing of the improvements can be accomplished within our means. Mixed in with the road projects are other highway-related projects that are often accomplished as part of a road or highway project. For example, transit, which is dependent upon the roads for operation, often locates facilities along county roads. Transit shelters, bus pull-over lanes, park and ride lots, and other transit facilities are frequently part of such road projects. It is considered a more efficient use of public dollars to handle both a road and a transit project as “one project” instead of treating them separately. Pedestrian-friendly features such as sidewalks, bike paths, and pedestrian crossings are also highway related appurtenances. And the Highway Department maintains a high level of concern about the safety of our roads and those who use them. As an example, there have been improvements made to county roads adjacent to schools through the School Zone Safety program whereby “driver feedback signs” were installed to inform drivers of their speed in school zones during busy crossing times. Pedestrian crossings with countdown timers are other examples of adding safety features into our projects. Each one of these activities becomes a “project” in the County’s Five-Year Highway Improvement Plan. Each one of the projects has a dollar-figure attached to it. Each one must be timed, or programmed, in order to take advantage of the funding opportunities available from the County’s transportation partners (cities, towns, state, and federal governments). Each one must be accomplished “just in time” to avoid

undue deterioration of the transportation system, while maximizing the safety, mobility, and quality of transportation for Anoka County and while still meeting financial constraints on budgets. All of these activities are performed in support of the economic and personal needs of the residents, businesses, institutions (hospitals, schools, etc.) and the traveling public of Anoka County. This is the context within which the Five-Year Highway Improvements Plan has been prepared. The priority with which projects are selected is also of highest importance. Of highest priority is providing a safe highway system. Whether the project is a rehabilitation, traffic management, or reconstruction project, its inclusion in the highway program or CIP is due to the fact that it addresses a significant safety issue. The priorities then shift to preservation of the in-place system, making the system more responsive due to traffic management and spot improvements, and finally to the overall reconstruction of a route. A detailed description of these programs follows in Part 1 of this document. Of course, providing an adequate source of funding drives priorities, as well. There are multiple sources of funds for which the County competes. Every attempt is being made to maximize and leverage the County’s funds against available state and federal funds. The majority of projects in this plan will utilize funds from non-County sources.

ROAD SYSTEMS WITHIN ANOKA COUNTY

People travel on many types of roads throughout their day as they commute to work, run errands, or drive to a spot for recreation. While traveling within Anoka County, drivers may be on roads operated and maintained by one of several government agencies. For example, each community within the County is responsible for its own roads; the County, itself, operates and maintains a system of roads; and the State of Minnesota also operates a portion of its roadway system within the County. Following is an explanation of the differences between these three road systems: Local Roads Local streets account for up to 80% of the total road system mileage. Most often found in a residential setting, driveways are freely permitted and intersections of local streets are often uncontrolled—without stop signs or signal lights. Local streets may also be cul-de-sacs. If needed, stop signs or signals are installed where traffic dictates, such as at intersections with collector streets. The cities and township within the County maintain local roads. They are also responsible for the naming system used on the roads, which usually corresponds to an

established grid system. Construction of the local roads is accomplished either by the city/township or by development that occurs within the community. Another distinction of local roads is that, generally, they connect neighborhoods within the community. The speed on local roads is often 30 – 35 miles per hour. County Roads and County State Aid Highways In Anoka County, there are 423 miles of roads within the County’s jurisdiction. In urbanized or developing areas, roads in the County’s system frequently provide access to commercial and industrial areas. All-way stop signs or signal systems are common at major intersections in such areas. A small portion of the roads on the County’s system support rural residential neighborhoods, where the parcels are often multiple acres in size. Intersections are controlled, either by stop signs or by signal systems. The intersections often include additional lanes for vehicles turning right and left. The County maintains these roads. The existing system is frequently expanded by the addition of lanes (a two-lane road expanded to a four-lane road) or by improvements at intersections by addition of turn lanes and signals. Access points (driveways and side streets) are limited due to safety and mobility concerns. A distinction between county roads and other roads is that, generally, county roads connect communities within the county to each other or they provide connection to adjacent counties. County roads also provide connection to the State Highway system. The speed on county roads ranges from 30 - 55 miles per hour. The County Highway system is comprised of County State Aid Highways and County Roads. What is the difference between a County State Aid Highway (CSAH) and a County Road (CR)? CSAH roads are usually classified as “minor arterials” or “major collectors” and are usually the more heavily traveled roads on county systems. The CSAH designation allows use of funds from the Highway User Tax Distribution Fund (HUTDF) for maintenance and construction, as outlined in the State Constitution. Funding for the CR system comes almost entirely from county property taxes. The CR system comprises the remaining roads under the County’s jurisdiction, which are not eligible to use the HUTDF monies. State Roads State roads account for the remainder of the public roadways in the County and are noted as State Trunk Highways (TH), United States Highways (US), or Interstate Highways (I). These roads often have no direct access to residential or commercial areas, except in undeveloped areas. They are also roads that provide access to the County road systems at a regional level, most often at a signalized intersection or at a freeway level interchange.

The speeds on State roads are up to 70 miles per hour. There are no new roads on the State system, but occasionally, these roads are expanded by addition of lanes or safety improvements at intersections. These roads are maintained by the Minnesota State Department of Transportation (MnDOT) and generally are numbered, instead of named. In Anoka County these roads include: US 10, US 169, TH 47, TH 65, TH 97, TH 610, I-35, I-35E, I-35W, and I-694.

This document applies to the roads that are part of the Anoka County Highway system or county cost sharing in State or City projects. For information about local roads, the community should be contacted directly. For State roads, Mn/DOT Metro Division should be contacted directly.

Rehabilitation projects vary in size and scope. The goal of any rehabilitation project is to maintain the quality and life of the County’s investment in the road. The life expectancy of an average road is approximately 25 years after construction. For the first five years after construction, the road surface remains in a relatively “new” condition. However, after the fifth year, signs of wear begin to appear. Rehabilitation projects are implemented to arrest the affects of wear on the road surface, which in turn makes the road smoother and safer for drivers. In addition to improving the safety and quality of the road, rehabilitation projects also maintain the County’s monetary investment in the road. Just as the investment in a house can be maintained with rehabilitation of exterior surfaces (windows, roof, shingles, etc.) and interior systems (plumbing, electrical, furnace, etc.), the investment in a road can be maintained by rehabilitation projects. As with a house, it is much less costly to invest in rehabilitation projects than to wait until total reconstruction is needed.

0 5 10 15 20 25 The types of projects that rehabilitate a road surface include: Overlays—An overlay of the road surface can be performed at several levels of complexity. Typically the process involves “mill and overlay” work. In other words, the top layer of pavement is removed by grinding with a milling machine and a new surface placed. For more deteriorated surfaces, a full or partial depth reclamation or “cold in-place recycling” method, combined with a new hot-mix overlay, may be the chosen rehabilitation. Crack Sealing—Moisture entering the pavement through cracks and joints results in premature pavement failure. The moisture from rain and snow contribute to softening or deterioration of the subgrade strength of the road. By sealing cracks and joints, this can be prevented. Bridge Maintenance—Each year, the bridges on the county roads are inspected for safety and quality. In the event rehabilitation is needed, it may include concrete overlays, patching, repair of damage caused by erosion, guard rail repairs, etc. Of course, a very significant event has occurred relating to bridges, the I-35W bridge over the Mississippi River in Minneapolis collapsed. This has raised the attention to bridge infrastructure across the country. The Highway Department has a regularly scheduled inspection program for bridges and other infrastructure related to the highway system which is not normally reported in this document. However, this time, a section has been included, entitled, “Bridge Structure Deficiencies and All Other County Owned Structures,” and included in Part 3: Unmet Needs.

Surface Treatment—This is a new program that has a primary goal of pavement preservation—a planned system of treatments for pavement to maximize its useful life. All pavements, even newer ones, require some form of maintenance due to the affects of traffic and the environment on exposed pavement materials. These surface treatments may be in the form of crack sealing, seal coats, thin mat overlays, microsurfacing, macrosurfacing, ultra-thin overlays, etc. The benefits of a successful surface treatment program include lower life-cycle costs, more predictable costs, fewer premature failures, better pavement conditions, and a happier driving public. Railroad Crossing Repairs—A regular part of the maintenance program for County roads includes the maintenance of railroad crossings of County roads. County roads intersect with railroads at over 25 locations within the County. A few intersections are grade-separated, while most others are at-grade. Maintaining smooth crossing surfaces is a continual issue and requires monitoring. As with any intersection, the railroad intersections with County roads require some small and some major maintenance activities from pothole filling to complete surface crossing replacements. All railroad crossings replacements, repairs and/or maintenance must be coordinated through the applicable railroad company. The majority of our crossings are with Burlington Northern Sante Fe Railroad. Signal Painting—As of April 2010, Anoka County maintains 189 traffic signals and 41 pedestrian crossings and 38 school zone driver feedback systems. In addition to regular and systematic repairs, trouble-shooting and inspections, the County repaints the signal heads, mast arms and cabinets on a routine basis.

Often, it is not an entire highway that is a safety or “bottleneck” problem, but only a portion, or “spot” on the highway route. By focusing investments and improvements on theses “spots” only, we can solve a majority of route deficiencies at a fraction of the cost of a complete segment reconstruction. The types of projects involved in traffic management generally include signal construction or timing optimization,

signage, striping and lane markings, and access control. One, or all, of these types of improvements may occur in a single project. Funding for the projects typically involves matching funds from the County and from the community within which the improvement is located. Often, the local government agencies (cities and townships) are able to share in the federal funds for such projects, as well. The various types of projects are described in more detail below: Signals—Where warranted and justified, traffic signals are an effective tool to

alleviate congestion and safety issues. Installation of a signal at an intersection typically begins at a cost of $250,000, which is just for the signal, itself, making selection decisions difficult with a limited budget. Many times an existing traffic signal only requires a simple modification, such as a timing change, or “interconnecting” a series of signals together to achieve desired affects.

Signage, Striping and Pavement Messages—

In lieu of a signal construction, signing and striping changes can alleviate many problems. Whether this is providing a left-turn lane, or a bypass lane, these can both be cost-effective spot improvements to solve safety and capacity concerns.

Access Control—These types of projects involve improvement to small areas affecting a road. As an example, a recent access control involved eliminating direct driveway access for eight homes adjacent to each other along a busy road in the County system. A design was created to construct a frontage road adjacent to the County road. The homes were given access to the frontage road, which was designed to intersect with a local road that had a safer access with the County road. Other, more cost-effective measures to limiting access can be achieved through prohibitive signage or raised median channelization. This type of improvement, while small in size, was considered big in safety improvement.

School Zone Safety— The installation of driver feedback

signs in school zones along roadways in the County’s system is becoming more common. These signs have improved safety for those crossing the County roads in some of the most vulnerable locations: where kids are crossing roads to get to school. The signage available in the past was passive; that is, if the driver actually could read the sign and if the driver was able to act in time, the speed through school zones.

The areas around schools have become much safer and the compliance with the change in the speed zone during school arrival and departure times has been much improved by installation of the new driver feedback sign system. Drivers can see the flashers and respond appropriately during the key times of the day. Law enforcement officers have commented that these signs have also improved their ability to enforce the slower speeds in school zones. Because drivers can more readily see them and, therefore, take action to slow down, they, too, have found the signs more helpful.

CCoorrrriiddoorr RReeccoonnssttrruuccttiioonn Another more costly and more complex form of transportation improvement is corridor reconstruction. This often involves adding lanes to an existing corridor or adding miles (more lanes) to an existing corridor. Construction activities go beyond surface improvements and may involve: removal of trees and other vegetation (clearing and grubbing) excavation to remove bad soils or to install drainage culverts or utilities grading, or moving earth and rocks, including reshaping the road and ditches reconstruction work that may involve rebuilding the base of the road or bridge new construction of shoulder lanes or driving lanes with aggregate, asphalt or

concrete This is one of the most expensive activities within the Improvement Program. Corridor reconstruction projects can easily exceed $2.5 million per mile, depending on soils, length of the corridor, and many other factors. Although these projects are usually funded, in part, with money from the state or federal governments, there is still substantial investment made by the County in each one. These types of projects often involve a very detailed environmental analysis and an elaborate public involvement process. Corridor reconstruction may become necessary due to deterioration of a road to a point beyond rehabilitation. However, most often it is the result of growth in an area. Additional residential and commercial uses add trips to the roadway. At some point during that growth, the existing strength, safety and capacity of the road are maximized. When that point is reached, congestion along the road is an obvious problem. The solution is corridor reconstruction to add lanes, install traffic signals, add turn lanes, etc.—all only achieved via a corridor reconstruction project.

Under federal and Minnesota law, the County may acquire property for public purposes such as construction for highway improvements to reduce traffic congestion and accidents. As the County begins its design work to expand a road, improve an intersection, or construct a new road, it is necessary to determine how much land will be needed to complete the project, both temporarily (during construction) and permanently. In some cases, the land is owned by the County or available to the County from other public entities for

road construction. In other cases, the land may be owned by private interests. As a result, the County is involved in purchasing land and property rights owned by private interests. Through its Right-of-Way Office, the County works to acquire the property needed through direct purchase. There are many steps involved in “direct purchase” of private property. These include: Contacting and negotiating property owners Surveying the property for exact dimensions

needed Appraisal of the value of the land needed As needed, payment for the owner’s appraisal

fees Examination of title and recording of

documents of conveyance On occasion, additional steps are involved, such as: Complete parcel acquisition Relocation of residents or businesses Court costs in the event of dispute Condemnation proceedings

Throughout this entire process, the property owner has many rights and the County has numerous responsibilities. The County follows the federal “Uniform Real Estate Acquisition and Relocation Act” procedures to ensure that appropriate issues are addressed. Each of these steps has a cost associated with it. The total cost depends on the size and scope of the project, as well as the complexity of the negotiations with property owners. For Anoka County, the Right-of-Way Office activities range from approximately $2 million to over $5 million annually.

CCoonnssuullttaanntt SSeerrvviicceess Consultant services are used in a variety of situations. Most often, such services are a complement to the permanent staff of the County Highway Department. The use of these services allows the County to hire experts on an “as needed” basis, instead of having too large of a permanent staff. Frequently, consultant services are sought for larger, more complex projects such as Final Design for the Hanson Boulevard/TH 10 interchange, or Environmental Assessment and Preliminary Design for the interchange at TH 65 and CSAH 14 due to complex design issues. Another way the use of Consultant Services can provide an advantage to the County is at times when such services are used for projects with special circumstances. For example, the County does not have any geotechnical (soils) experts on staff. These services are solicited and paid for on an “as needed” basis. Other such services include signal timing, signal design, miscellaneous environmental research, etc.

PPllaannnniinngg//SSttuuddiieess Any good business makes plans for the future. By planning for the future of transportation in the County, we can capture a glimpse of our future opportunities and future challenges for the transportation system. Planning also allows us to be prepared to take advantage of new funding sources as they become available. There are several types of planning studies that are helpful in transportation planning. Examples include: Corridor Studies—Usually dealing with a segment of a

longer roadway, a corridor study is intended to prepare an inventory of traffic, congestion, and safety, issues. After review of the inventory, a series of improvements are often developed based on anticipated future growth and land uses along the road. Priorities and costs are assigned to the improvements. The costs may include such items as engineering design, right-of-way, construction, signal installation, etc. Strategies are then recommended for funding, including cost sharing with other agencies such as the local communities or State agencies, grant applications, etc.

Environmental Studies—With major projects, such as a new bridge expansion, it is necessary to assess the environmental impacts of a project and to consider several project alternatives. As an example, in planning for a road between lakes or wetland areas, several alternative routes may be available. The “best” route would be chosen only after knowing how it and other alternatives would impact natural habitats of plants and animals, how it would impact neighborhoods

and cultural features of a community, etc. This type of study involves gathering and study of biological, cultural, historic, archeological and other types of scientific information. The county is also concerned about economic visibility of communities

in the area and takes into consideration residential and business “environmental” information.

Long Range Studies—Census data, comprehensive plans from local communities, funding plans and policies from the Metropolitan Council and State Department of Transportation—all these documents help to formulate the County’s plans for the future. The purpose of a long-range plan is to assess the opportunities and limitations of the future in relation to desired system performance. For example, if a particular area is growing in population, what will the County need to do as part of its long-range plan to reflect these changes and to avoid congestion on the roads in that growing area? Long range plans are developed to answer such questions.

By utilizing these planning tools, it is possible for the County to better anticipate the system performance and financial impact of changes to the Transportation System. Analysis of the data provided by the planning tools can help each of the other areas of investment within the Highway Improvement Plan. As examples: Rehabilitation—Knowing the rate of growth and the type of growth planned in an

area can help determine how frequently a road needs to be overlaid or have crack sealing.

Traffic Management—Knowing how quickly growth will occur allows Traffic Staff

the ability to anticipate when congestion on a road will become a safety problem. Knowing when it might occur allows for time to plan for the purchase of expensive traffic signal equipment and installation

Corridor Preservation—An adopted corridor plan helps the County to know how

big a roadway may need to be in the future. As part of the corridor plan, an analysis is performed to determine future growth of businesses and population. With this information, the County can determine how much capacity a road will need to accommodate in the future and begin working with the City and developers to obtain needed right-of-way for the road. Also, armed with this information, the County can determine the type of access (number of driveways and entry points) that will provide for safety and mobility along that future road.

Traffic Modeling—Development - growth in population and businesses – has an impact on traffic patterns and congestion of the County’s highway system. Using traffic modeling, a sophisticated computer software program, assists the County in understanding how development will affect congestion and allows for testing of various scenarios to determine which road improvements will provide the greats benefit to the road users.

FFuunnddiinngg SSoouurrcceess Highway improvement projects are funded from a variety of sources, and most often from a combination of several sources. Some of these include:

County

Property Taxes—One source of County funding is from property taxes levied by the County Board of Commissioners after careful consideration and balancing of the overall needs of its citizens. Levying of taxes is not done lightly. The County Board has worked very hard to keep the basic tax rate low for all residents and businesses. Whenever possible, the County Board leverages the property taxes with other funds from some of sources below. For example, the County looks for funding of projects that require the County to put up only 20% of the cost, a matching fund amount, while the majority of the cost is funded by other sources. Bonding—For special projects, those that are urgently needed, or those for which there are no alternative funding sources, the County may utilize the benefits of its good financial rating and bond for a project. In effect, the project is purchased “on time” as the County pays off the bonds. Wheelage Tax—Anoka County, along with 4 other Metro Area counties, began collecting a wheelage tax. Starting in 2007, Anoka County residents saw an additional $5.00 fee per vehicle when they renewed their license plate tabs. The fee will provide funding for transportation needs within the County. The wheelage tax collections will go directly to the Anoka County Road and Bridge account and will be used for transportation needs, including highway preservation and expansion projects.

Federal

ARRA—American Recovery and Reinvestment Act—Most commonly referred to “Stimulus Funds”, this federal injection of funding into the local communities has provided an opportunity to advance construction projects, thereby putting people back to work. For 2009/2010, Anoka County received funding for two projects, which were the reconstruction of the I-35E/CSAH 14 interchange and a signal improvement on East River Road at the Fridley Northstar

Station Entrance. ISTEA, TEA-21, SAFETEA-LU—This form of funding first became available in the early 1990’s. It provided a long-needed injection of funding from the federal level into local projects. The funding is available to local governments, like the County, at an 80-20 ratio: 80% of the project is funded by the federal government, while the County and its local partners fund the remaining 20% of the project. Maximum funding available per project is currently $7,000,000. Each state is allowed a portion of the federal allotment. In the Twin Cities Metropolitan Area, a competitive process is developed and managed by the Metropolitan Council, in collaboration with its Transportation Advisory Board (TAB). Every two years, projects applications are solicited from the local government units. Those projects meeting the goals established by the process receive funding. Staff is currently preparing for applications that will be submitted next year for funding in 2015-2016. The County’s submittals will be coordinated with the cities and towns within Anoka County. HSIP—Highway Safety Improvement Project Funds—These funds are available for smaller projects, such as intersection improvements. HSIP funds most often provide a good return on investment. The projects funded typically improve safety at an intersection in such a way as to reduce the number and severity of crashes at a particular location. Once again, the process is a competitive one, with those projects providing the most benefit receiving funding before others. The maximum funding available has been $1,000,000 per project. Any additional funding needed to complete projects is often split between the County and the local city or township within which the project occurs. HPP—High Priority Project Funds—Each member of Congress is provided a portion of federal funds to contribute to important, high priority projects, within their own district. Local officials prepare information about each of these projects for review and assessment by the respective Congress member. Funding from this resource is very rare on County projects. Railroad Safety Projects—Railroad safety projects compete from a very limited pool of funds and are limited to small projects. The higher the “incidence rating” (number of trains per day, times highway traffic volumes), the better the chance of receiving funds from this program.

Highway User Tax Distribution Fund

The County receives a portion of its funds for projects from the Highway User Tax Distribution Fund. These funds are collected through the State’s gas tax, license plate registration, and motor vehicle sales tax. The formula is complex and is diagrammed below. Chapter 152 – Comprehensive Transportation Finance Bill In 2008, the legislature adopted Chapter 152, a transportation funding bill, which was a welcome change to the funding of the County road projects. The bill increased the gas tax, removed current caps on tab fees for new vehicles, and changed the formula which divides the monies to be shared by the counties. The bill represents “new” money for highways that will provide an additional revenue source to the HUTDF, ultimately trickling down to the 29% County State Aid Highway Fund. In addition to this “new” money, Anoka County will receive extra monies due to other technical changes from the leased vehicle sales tax and a direct appropriation from the “Flex” account. Furthermore, the bill provides other funding sources for which the

County can compete, including bond funds to repair local bridges, bond funds for the local safety improvement projects, and “Flex” account funds for improvements to routes of regional significance. It also included many other provisions, such as transit funding that will benefit the County. State Funds State Aid Cooperative Agreements—It has been acknowledged by Mn/DOT that projects may have both trunk highway and local purposes. Cooperative Agreements may be initiated either by the County, or by Mn/DOT. Financial participation is assigned to each jurisdiction depending upon the degree of “trunk highway” and “local” purpose for the improvement. The funds are available for a variety of projects, including studies, preliminary engineering, design, and construction. Mn/DOT’s Metro State Aid Office has established guidelines for the level of financial participation for each type of project. Turnback—Each road performs a function or purpose within the overall roadway system. Occasionally, the function or purpose of a road is not aligned with the appropriate jurisdiction. For example, when TH 10 was reconstructed in the southern portion of the County, a portion of the road was rerouted to meet TH 610. When this occurred, a remnant portion of old TH 10 was left in the Northtown Shopping Center area. No longer appropriate on the trunk highway system, the road, was transferred by Mn/DOT to the County through the turnback process. The County renamed the road CSAH 10. Key to the County’s acceptance of the turnback agreement was the fact that the State was able to provide funding for upgrade of the road to County standards at the time of the turnback. As these remnants of trunk highways change function and become the responsibility of the County, Mn/DOT provides similar funding. Bridge Bonds—Both federal and state bridge funds are available, but generally for bridges in very poor structural condition. Because the County’s bridges are in good to excellent structural condition, most of the County’s bridges do not qualify for these funds. Unfortunately, there is not a funding program for obsolete bridge widths that are the County’s primary bridge problem.

City/Township

Communities within the County often participate in the costs of projects affecting County roads. The County has established a cost-sharing policy for this purpose. Generally, the County’s cost-sharing policy is limited to those road items that are “urban” appurtenances, such as curb and gutter, storm sewers, sidewalks, lighting, etc., that are specifically requested by the City where the project occurs. The County’s cost sharing policy is included in Appendix C of this document.

*1 The County pays for 100% of Standard Median Design such as plain concrete. If a local unit of government requests decorative median such as

brick, stamped concrete, or landscaping, the local unit will pay the additional cost above the cost of standard median. *2 In the event no State Aid is being used, or in the event the state aid letter does not determine cost split percentages, drainage cost shares will be

computed by the proportion of contributing flow outside the County right of way to the total contributing flow. *3 Engineering shall be paid by the Lead Agency except that any participating agency will pay construction engineering in the amount of 8% of the

construction costs paid by that agency. *4 In the event that the Township or City requests purchase of right-of-way in excess of those right-of-ways required by County construction, the

Township or City participates to the extent an agreement can be reached in these properties. For instance, a Township or City may request a sidewalk be constructed alongside a County roadway which would require additional right-of-way, in which case the Township or City may pay for that portion of the right-of-way. Acquisition of right-of-way for new alignments shall be the responsibility of the Township or City in which the alignment is located. This provision may be waived by agreement with the County Board if the roadway replaces an existing alignment and the local unit of government takes jurisdiction of that existing alignment. In addition, any costs, including right-of-way costs, incurred by the County because a Township or City did not acquire sufficient right-of-way during the platting process or redevelopment process as requested by the County shall be paid by the Township or City.

*5 Notification includes any letter to the agency indicating that noise will potentially be an issue in the future, likely received during the Plat Review

Process. Maintenance shall be the responsibility of the agency paying for the initial installation. When the County is the responsible agency, it shall pay 100% of Standard Noise Wall Cost. If a local agency requests decorative noise walls, the requesting agency will pay the additional cost above the cost of standard noise wall.
