1. COUNTRY PROFILE AND ECONOMIC SITUATION

Hungary's political system is a parliamentary democracy. The President of the state is Mr. János Áder, the

Prime Minister is Mr. Viktor Orbán. Since 2010, the Fidesz-KDNP right-wing party alliance has been governing

the country.

Hungary has 93 030 square kilometres land. The population is 9,773,000, showing a steady but slight decline

in recent years. In Hungary, the average age is 42.7 years and the retirement age is 64 years.

In 2018, the dynamic growth of the Hungarian economy accelerated and GDP grew by 4.9 percent.

However, from 2019, growth is expected to slow down gradually.1 The Hungarian economy is expected to

grow by 4.3 percent in 2019 and by 3.3 percent in 2020-2021. GDP by purchasing power parity per capita

has been steadily increasing since 2010. In 2018, it was $ 31,903 which is a 7% increase from $ 29,670 in 2017.2

On the production side, with the exception of agriculture, added value is increasing in all sectors. At the

same time, household consumption continues to expand. Net exports also contribute positively to the

growth of the Hungarian economy. Investments in sectors mainly producing for the foreign market

increased significantly supported by investments in the automotive industry, which plays a major role in

the economic growth of the country.

Wages have increased significantly in recent years. The average gross monthly salary for 2017 were HUF

297,017, which increased by 10% to HUF 329,943 in 2018.3 The two-digit wage increase observed in recent

years will decline slightly from 2020, with the parallel slowdown in population income growth.

Unemployment is on a downward trend, reaching 3.7% in 2018, with 69.2% employment.

Average annual inflation in 2018 was 2.8 percent. In 2019, external financing capacity will remain above 2%

of GDP. Net external debt may decrease to close to zero by 2021. Fiscal policy after 2019 will remain

countercyclical in 2020 and is planned to be continued in 2021.4 The R&D expenditure of the Hungarian

economy as a percentage of the gross domestic product (GDP) in 2018 was 1.49 percent.5 Effective use of EU

funds will peak in 2019 and decline thereafter.

About the Hungarian logistics sector

The net turnover of the logistics service providers, HUF 3,400 billion, account for nearly 5% of the total net

turnover of the national economy. There are 40,000 logistics companies in Hungary, of which a significant

part are small and medium-sized enterprises. The Hungarian logistics sector employs 259 thousand people,

which is 6.5% of the total employment. The sector accounts for 6.3% of the Hungarian gross domestic

product.

According to the World Bank's Logistics Performance Index 20166 (LPI) Hungary ranked 31st. This is largely

due to a HUF 32.6 billion grant awarded to the entire industry resulting in HUF 81.6 billion worth of

development.

Infrastructure

Due to its geographical position, Hungary occupies an exceptional central position in Europe. Hungary is

crossed by four Pan-European Transport Corridors (TEN-T), each reaching the capital. Hungary is currently

involved in the operation of four Rail Freight Corridors: Orient-East Med, Mediterranean, Amber, Rhine-

Danube. It is also located at the intersection of two ERTMS lines. Hereby, the country is acting as a ferry

linking the European Union with the rest of Europe from the south (Serbia) and the north-east (Ukraine).

This makes Hungary one of the most important transport hubs, providing easy access to all parts of Europe:

by rail, road, air and water transport. Out of the 5 international airports currently operating, Budapest and

Debrecen airports should be highlighted. The third in line is Hévíz-Balaton Airport, which is now facing

major developments. The length of Hungary's navigable waterways is approximately 1480 km, 85% is

navigable permanently and 15% periodically. Hungary is a hinterland country but is part of the Danube-

Main-Rhine waterway system.

Until 2024, extraordinary developments are expected on the entire Hungarian road and rail network. The

Hungarian government will spend HUF 3,200 billion on road development and HUF 1,500 billion on railway

development by 2022. The 229-kilometer section of Via Carpathia in Hungary will be completed by 2022, so

the Kosice - Miskolc - Debrecen - Oradea route will be accessible by motorway. By the end of 2020, the

Danube bridge in Komárom and the expressway crossing the Slovak-Hungarian border will be completed,

connecting Budapest and Bratislava. This year the construction of a new bridge on the Ipoly located on the

Slovak-Hungarian border will also begin.9

The largest Hungarian industrial cities are Budapest, Győr, Debrecen, Tatabánya, Esztergom, Miskolc,

Kecskemét, Székesfehérvár, Paks.

3. DEVELOPMENT TRENDS AND PROSPECTS OF THE HUNGARIAN LOGISTICS SECTOR

Logistics is a flow of information and materials in an efficient way from origin to destination in order to

meet demands.10 The Hungarian logistics industry is undergoing significant developments in the field of

both indoor and transport logistics, creating new market opportunities.

Indoor logistics

Plant logistics started to develop dynamically in order to accommodate production needs. Manufacturers

are also increasingly demanding innovative solutions in warehousing and inventory management. The

growing use of robotization in factories makes it possible to 'build a smart factory'. A good example of this

is the robotization of Hungarian car factories, which creates new market demands and requires a different

practical approach.1112

Large-scale new investments in the automotive industry have been made recently in Hungary, mainly in the

areas of electromobility and other areas that support innovation in the sector. Following the launch of the

two South Korean manufacturers Samsung SDI and SK Innovation, the construction of the Hungarian plant

of the Japanese GY Yuasa has begun. By 2020, Hungary may be Europe's largest battery manufacturer13.

Infogroup is building a logistics center in the industrial park of Tiszaújváros, which will be leased by one of

the leading electronics rental companies in the world, the Hungarian subsidiary of Jabil Circuit Inc. With the

new logistics hall, the subsidiary's long-term goal is to serve as a distribution center in addition to its

electronics manufacturing activities in the future.14

The spread of the JIT principle, use of KANBAN, product designation and tracking has greatly contributed

to the efficiency of production organization. The development of warehousing techniques, the integration

of high or dynamic warehouses can create international interconnections. In recent years, TEVA

Pharmaceutical Industries Ltd. has established an automated high warehouse and dynamic warehouse in

Debrecen with a fully automated system.

The Polish PEPCO begins an investment for setting up a 100,000 square meter distribution center with a

greenfield investment in April 2019 in Gyál, which will serve more than 600 stores across Europe. The facility

will be equipped with technologies such as twin push tray sorter, voice-controlled goods handling and

autonomous pallet trucks.15

SEG Automotive has set up a logistics centre in Miskolc equipped among others with state-of-the-art

innovations including indoor GPS tracking which is the largest coherent logistics center in the region. The

total capacity of the warehouse is 18,035 pallets.16

Transport logistics

In the field of transport logistics, goods traffic has great potential in the future in the Hungarian market.

Hungary's road network has undergone significant development and investment over the past fifteen years,

and the development and modernization of railway lines also started recently. The volume of goods

transported by road is steadily increasing and rail transport is stagnating or barely increasing.

Improvements will make possible to switch to more environmentally friendly, energy-efficient modes of

transport.

Digitalization supported the spread of new technologies. Containerisation made fast, programmed handling

and classification of goods possible. These new solutions require product tracking systems at the levels of

product, cargo and means of transport (RFID).

In the case of Ghibli Ltd. international logistics company, establishing a Far East (China) relationship is of

particular importance. Industry 4.0 created opportunities for the operation and physical realization of the

‘Silk Road’, the rail freight line between China and Hungary. Since 2017, one train has been departing and

arriving on the Changsha - Budapest line every week. The delivery time is 18-20 days, which is complemented

by the 2.5-3 day transhipment time in Budapest and the journey to the locations. This mode of transport

and technology halves the time of the maritime transport. With the exception of goods requiring transport

under severe climatic conditions, almost anything can be transported.

The development of the Budapest-Belgrade (Piraeus/Thessaloniki) railway line is well under way and the

leaders in the countries concerned are already working on the financing tasks. The Chinese economy is also

interested in this, as it forms the basis of the Trans-Balkan railway line, one end of which is Piraeus, which

has already become the eighth largest port in Europe. Thanks to the renovation and upgrading of the 350

km section of the Budapest-Belgrade electrified railway line, freight trains' journey times will also be

significantly reduced.17 Rail transport from Greek ports to Western Europe needs to be the fastest possible,

therefore, the Hungarian government places great emphasis on the construction of the Budapest-Belgrade

railway line.18

Europe's main distribution corridor, the so-called 'blue banana', is constantly growing. According to

Eurostat, demand for goods traffic will increase by 182% between 2010 and 2050. Concerning Hungary, the

future Central European 'banana' will be the Rhine-Danube railway and motorway network within the

framework of TEN-T, connecting Budapest with the Black Sea, and this region with Finland, Poland, Czech

Republic and Germany.19

In 2018, further developments took place at the Budapest Intermodal Logistics Center (BILK) in Soroksár,

Budapest. The logistics center, which is over 182,000 m², is now full and the market is now using 98.4% of

this capacity. At that time, a new hall with a height of 12.2 meters, 3800 m², was built. Subsequently, the

logistics center will be expanded in two stages with another 32,000 m² of storage space on an area of 7.4

hectares. The new buildings are expected to be completed in 2019 and 2020. On 10% of the 100 hectares of

BILK operates a railway terminal and on 20% a container terminal.20

The 5G network will be available everywhere in Hungary within 2 years (90% coverage of the population),

so it will be possible to sell, introduce and develop modern logistics technologies which today only exist at

the laboratory level. This way, Hungary would like to change its follow-up position and catch up.

Thanks to the developments and investments of the past few years, Hungary will become the logistics service

center of the region, taking advantage of its favorable geographical location and its role as a link between

the west and east of Europe. Geographical decentralization within the country and technological and

infrastructural developments help the country to meet the logistical needs of the future.

Air cargo

The main cargo center is located at Budapest International Airport, where the Cargo City is currently under

development. Debrecen Airport in Eastern Hungary provides international passenger transportation and

freight transport but currently not able to handle long haul cargo flights. Hévíz-Balaton Airport in Western

Hungary is already capable of receiving long-haul freight services, but due to major developments planned

in the near future, its capacity will increase significantly. An international aviation cluster has recently been

established at the airport (CEAC). Győr Airport handles air cargo for the automotive industry (Audi).

Intermodality

If about 10-20% of long-distance road freight traffic would be shifted to rail and waterway transport, the

environmental burden of public roads could be reduced by tens of billions of forints. There are more than

500,000 heavy goods vehicles on the roads of Budapest and within 70 km of the city in every year. About

5% to 10% of this traffic could be potential business partner for rail intermodal freight transport, which

can mean intermodal transport of up to 25,000 to 50,000 heavy goods trailer per year. Rail could gain new

business orders by upgrading road, rail and waterway partnerships, allowing carriers to save costs and to

compensate the significant driver shortage. This requires the same conditions for road, rail and water

transport and new industrial parks, larger warehouses and logistics centers should be encouraged to build

rail links.21

So far, no breakthrough has been achieved in increasing intermodal traffic in Hungary. Measures taken in

recent years (introducing usage-based tolls, Electronic Public Road Trade Control System, rest time etc.) and

environmental factors (driver shortages, road upgrades, migratory pressures) did not bring the expected

impact. At the same time, more and more transport companies are looking for the opportunity to put long

distance road freight on rail or water.

For the time being, there are no widespread and good value solutions on the market. According to the

Logistics Association, the following main guidelines and conditions are required for the effective operation

of the Hungarian intermodal system:

- The introduction of an incentive system should support the use of intermodal systems and create

an attractive business environment for road haulage companies to make it worth their while to

change mode of transport.

- Encourage (as a condition of the grant in the various tender documents) newly built industrial

parks, larger warehouses and logistics centers to build rail links.

- The assets of the rail and waterways should be technically upgraded, the training of transport and

logistics professionals should be accelerated. 22

Hungary is establishing a logistics base in the port in Trieste, Italy, on an area of 32 hectares. This will allow

companies to reach the Hungarian sea exit by road or rail within 24 hours.

Hungary will establish intermodal hubs within the framework of the National Intermodal Container

Terminal Network including:

- Zalaegerszeg, surrounded by a new highway network, international airport (Hévíz) and science parks

as the center of Western Hungary

- in Debrecen (Eastern Hungary), which is somewhat more centralized in the city but with the same

facilities

- Békéscsaba, which is part of the Balkan corridor

- Paks, where nuclear power plant apacity enlargements (Paks II) are currently under development,23

- Kiskunhalas (Southern Hungary) will soon join the Intermodal hub areas located on the Budapest

Belgrade railway line (One Belt, One Road)

- In the future, intermodal networks will be established in Miskolc and Székesfehérvár as well.

4. BRIEF SWOT ANALYSIS OF THE LOGISTICS SECTOR

Strengths

- The infrastructure is well developed, especially with regard to the accessibility of motorways and

public roads.

- Many local service providers are present and the market is free and highly competitive.

- The workforce is skilled in both indoor and transport logistics.

- There are no geographical barriers, the country is flat and there are no special bans on logistics.

- In addition, taxation is favorable.

Weaknesses

- In the countryside the intermodal coverage is less developed.

- Danube as an international waterway is not under development.

- The road traffic is high and dense, Hungary is a transit country, there are heavy congestions.

- The average speed of freight trains is slow.

Opportunities

- Establishment of new river ports and implementation of intermodal developments.

- The sector is free and open to professional or financial investors. Purchasing land and doing

business is easy and relatively transparent.

- In about 5-7 years, there will be even higher potential in the automotive, agriculture, chemical and

high-tech industries and in related logistics.

- Heavy investment opportunities in the rail network.

Threats

- High pressure on road networks as Balkans and Turkey are constantly evolving and rely on trucking.

- Logistics, as a profession, becomes less attractive, there is lack of truck and locomotive drivers.

- The wages for simple logistics staff is increasing and it is approaching EU average.

- The infrastructure networks are too much centralised.

5. OPPORTUNITIES IN THE HUNGARIAN LOGISTICS MARKET FOR FLEMISH BUSINESSES

The Hungarian logistics industry is facing a paradigm shift focusing on efficiency, productivity, flexibility

and further smart infrastructure development. In this inspiring environment there are many new

opportunities for Flemish businesses.

The Hungarian logistics SME sector is promising in terms of establishing partnerships, as it is open to

international partnerships and seeks to establish regional networks.

There are many opportunities for the Flemish players in the IT sector as well. In addition to the continuous

dynamic development, there is an increasing demand for a unified logistic information database, as it has

not yet been established in Hungary.

In order for the Hungarian logistics sector to catch up with more developed Western European countries,

modernization is first and foremost necessary. An important element is the improvement of education and

training in logistics. It would be necessary to have a better cooperation between academia and business in

the field of R&D. There is demand for the transfer of international (Flemish) knowhow and best practices.

The development of new, innovative digital logistics solutions is also necessary. Due to the upcoming

availability of 5G network, the opportunity to sell, introduce and develop modern logistics technologies will

open new doors for the Flemish companies on the Hungarian market. Sector-specific solutions offer many

novelties and new alternatives, e.g. identification based drug logistics.

In Hungary it would be necessary to extend the development of logistic activities to the manufacturing

and/or production processes of goods and/or products. Main focus should be on indoor systems and

solutions for goods handling, storage and inventory.24

Chinese initiatives relating to the Eurasian Trade Area and the resulting benefits in Hungary have unique

potentials.

Creating a state-of-the-art intermodal terminal network is an excellent business opportunity now in

Hungary. At the same time, new service providers, which are the first to connect to new terminals, can gain

first comer advantage in the Hungarian market.

Exceptional developments are expected on the entire Hungarian road and rail network, and international

airports are also being dynamically developed with governmental support, so there is potential in these

areas as well. There is a particular potential in the connection of the Far East with Western Europe in air

freight transport in which Hungary would play major role. An international airport in Hungary could serve

as an intermediary stop for air cargo from the Far East to Western Europe. From the intermediary station,

markets in the CEE region could be served quickly and cost-effectively. Therefore, there are many

opportunities to establish partnerships between international airports in Flanders and in Hungary that can

handle cargo flights.

In the field of continental intermodality Hungary has no direct connection with Belgium yet, only with

Germany (Duisburg). The Hungarian freight transport would need connections with Flemish sea ports for

better access to sea routes to the United States, England and West Africa.
