T he Coast Guard Administration, Executive

Yuan, along with civilian resources,

coordinated the "Campaign for crime prevention"

based on the features of each jurisdiction to

remind the citizens the importance and concepts

of crime prevention and improve the effi ciency of

crime prevention and investigation in a more

innovative, understandable, vivid and

down-to-earth fashion. The entire activity

has won the supports of the citizens and

achieved greatly.

In order to demonstrate the determination of

cleansing the society, to push fellow coast guards and

citizens for promoting crime prevention knowledge,

common sense of law and security awareness, the Taichung

Coast Patrol Corps of Maritime Patrol Directorate General has

carried out the "Extensive crime prevention propaganda" to make the

most of civilian resources for the aid of coast patrol duties by holding

conferences and giving speeches, utilizing the public media and producing

and distributing slogans and brochures according to the offshore areas,

coastal crime patterns and the characteristics of the jurisdiction with social

resources and in conjunction with fi shers’ unions, district prosecutors,

local schools, volunteer workers and many institutes and agencies. In

mid June, the representatives from fi shers’ unions of Nanjun, Tungyuan

of Miaoli, Taichung and Changhwa, civilian rescue groups, fi sheries

administrations and fi shermen in need have been invited in the "Conference

for extensive crime prevention propaganda". In the conference, Prosecutor

Wang, Chieh-Tuo was invited to give a speech to promote the related

regulations and communicate with the fi shermen

about what they have frequently

encountered and what they

are asked to cooperate. In late

行政院海岸巡防署95年上半年依各單位轄

區特性，分區結合民間資源，共同參與

舉行擴大「預防犯罪宣導工作」活動，以創

新、淺顯、活潑及生活化方式，讓預防犯罪概

念深烙民心，提高預防及偵查犯罪工作績效，

廣獲民眾支持，成效良好。

海洋總局台中海巡隊為貫徹政府淨化社會

治安決心、落實基層同仁及民眾宣導犯罪預防知

識、法律常識、安全意識，特依據海域、海岸犯

罪型態及轄區特性，運用社會資源，結合漁會、

地檢署、學校、志工團體及其他機關團體，採召

開座談會專題演講、運用大眾媒體、製發標語及

宣導品方式執行「擴大預防犯罪宣導」，善用民

間資源協助海域巡防治安。6月中旬，邀集苗栗

縣南榮區、通苑區、台中區、彰化區等漁會代表

與相關民間救難團體、漁政單位及貧苦漁民，辦

理「擴大預防犯罪宣導座談會」，並邀請台中地

方法院檢察署檢察官王捷拓蒞隊專題演講，於會

中宣導相關法令溝通有關漁民經常遭遇問題及需

漁民配合辦理事項， 六月下旬並結合台中縣海巡

志工協會假台中梧棲漁港，辦理海巡嶄新裝備展

覽解說與救難潛水器材使用示範、為民服務績效

宣傳及擴大預防犯罪宣導，讓民眾對海巡工作更

深入了解，並經媒體廣泛報導，深受民眾肯定。

what coast patrol was doing. The event was highly appreciated after the

broadcast of the media.

In addition, to accomplish the promotion of

crime prevention more effectively, Taichung Coast

Patrol Corps has made large posters for public access

and negotiated with the town halls and schools in the

jurisdiction to place the service hotline 118 and crime

prevention slogans on the electric bulletins, as well as

has held the inter-school competition of calligraphy,

article composition and poster regarding the coastal patrol and crime stop

at Chingshui Junior High School. Through the active participation of the

students, the awarded works were presented in the bulletin in front of the

students and faculty members of the school. Principal Tsai of Chingshui

Junior High School has invited Chief Pa, Yi-ning to give a speech in the

morning gathering to the students and faculty members and present the

awards to the winning students, which has won a roaring applause from

the crowd.

Mr. Pa, Yi-ning, Chief of Taichung Coast Patrol Corps pointed out

that "Law enforcement on the waters", "Maritime services" and "Marine

affairs" are the core duties of coast patrol corps and Taichung Coast Patrol

Corps is always ready to go all the way with the concept of "To open up

the ocean, to serve people and to ensure security. No matter in high sea

and offshore patrols, smuggling investigations, maritime rescues, marine

environment protection, ecological preservation and services for people,

the Corps has done a lot. The security of the waters and the protection of

marine resources depend on the participation of each and every one of the

citizens. "Do not think that the good deed is too small to do, and do not

engage in a wrongdoing because it is minute." If any citizen requires the

service of coast patrol or discovers any illegal incident, the toll-free hotline

118 is always at the service, and the Administration is always at the ready

to respond with the principle of "close to people", "benefi cial to the people"

and convenient to the people" in mind.

外，並於台中縣立清水國中舉辦海巡工作犯罪

預防相關議題之書法與作文及海報校際比賽。

透過學子們的熱烈參與，將優勝作品張貼於公

佈欄供全校師生閱覽。清水國中蔡校長更邀請

隊長巴以寧於朝會時間向全校師生專題演講，

並頒發紀念宣導品獎勵優勝作品同學，獲全校

師生熱烈響應。

台中海巡隊隊長巴以寧表示，「海域執

法」、「海事服務」、「海洋事務」，為海巡

單位核心任務，台中海巡隊秉持「開放海洋、

服務民眾、確保安全」理念，戮力以赴，無論

在遠洋及近海巡護、查緝走私偷渡、海上救

難、海洋環境保護及生態保育與為民服務 等工

作，都有相當成效。海域安全、海洋資源保護

有賴全民共同參與維護，「勿以善小而不為，

勿以惡小而為之」，民眾若有需要海巡單位服

務事項或發現不法情形，皆可利用海巡免付

費服務電話（118）反映，海巡署當本著「親

民」、「利民」、「便民」之原則立即前往處

理。
