Summary

1. Introduction on APMAS and AIT AIT was the first postgraduate regional institute in Asia, established in 1959 (as SEATO

Graduate School). Currently the financial model of adopt non‐self core funding, which rely on donor

contributions. AIT functions as Independent organization, different from other Thai universities.

AIT new financial model: setting up of 4‐ 5 satellite campuses in region for undergraduate programs.

AIT extension program conducts professional non‐degree programs throughout year, many governments and public/private institutions have used the AIT Extension’s programme, e.g. training for English teachers from Sri Lanka on ICT training delivery and management training for 30 VC’s from Pakistan.

As IFAD desires to have pool of managers with adequate managerial skill to deliver projects in more efficiently within APMAS, AIT can help to achieve this by using AIT internal resources and draw outside expertise.

AIT will also initiate exchange of ideas and experience among IFAD project managers to help their colleagues in performing better project management.

There is tendency of renewed attention to agriculture sector in terms of ODA due to poor performance and food crisis of 2007‐2008, therefore donor agencies demand quicker responses on projects feedback and implementation, even more emphasis on result‐based management.

Hence a further capacity building is needed for agricultural project management skills to cope with those issues.

APMAS objective is to strengthen capacity of IFAD staff, especially those who works in Project Management, and also to strengthen capacity of project stake holders, such as Service Providers, government and NGOs.

Currently there is already a knowledge sharing initiative within IFAD which is called ENRAP (Knowledge Networking for Rural Development in Asia/Pacific Region).

APMAS will focus on 3 aspects: (1) enhancing managerial skills, (2) strengthening soft skills such as coordination & negotiation, (3) capacity building of managers for different projects.

APMAS will use demand driven, flexible approaches. APMAS also expects AIT to utilize available expertise from other regions.

2. APMAS Project Design

APMAS was designed to improve efficiency and development of rural projects in South‐Asia APMAS scope within 3 years includes Project Management (project planning, managing and

evaluation), Agri. Community Development and Gender Mainstreaming. APMAS will also encourage knowledge sharing within the target projects in those areas.

APMAS Budget is 1.4 million, and will be using co‐financing with country projects to run activities.

Ongoing projects in 4 participating countries are eligible for APMAS support. Component 1 of APMAS: (1) enhancing project managers’ capacity, (2) enhancing service

providers’ capacity, (3) improving knowledge management. Component 2 of APMAS: awareness among government and NGO on the importance of

project management skills and knowledge management.

Component 3 of APMAS: programme management Stakeholders involved: project managers, country focal points, IFAD country managers,

APMAS coordinators, Steering Committee (to be selected by IFAD and APMAS). Knowledge management (KM) is an ongoing exercise for Asia Pacific Division. What IFAD has

been aiming is to promote culture of knowledge sharing among project stakeholder. IFAD model of approach is working in decentralized KM efforts. With KM component, APMAS hopes to encourage project managers to help each other by

active sharing of knowledge and experience, within the projects and among the projects. KM efforts will be the responsibility of project managers, service providers, trainers, KM

officers involved within APMAS. In APMAS, gender perspective will also be covered by APMAS KM‐Gender Officer. Beside online KM sharing basis, face to face interaction will also be used to generate better

impact from exchange of ideas, knowledge and experience.

3. APMAS Work Plan PDNA has been conducted to assess real and current skills of managers in IFAD project,

which through an analysis, considering the IFAD review criteria, project needs and objective, will result in the conclusion on professional needs of managers.

PDNA process has reflected demand‐driven approach of APMAS Preliminary conclusion, APMAS activities which will be conducted during July – December

will cover the following areas: o Project Management: communication, negotiation and time management skills o Agri. Community Development: Participatory Rural Appraisal (PRA) and further

application o Gender Mainstreaming: Gender Indicator Development o IFAD Specific training in Finance, Procurement and M&E o Establishment of APMAS website and knowledge sharing mechanism

4. Comments and Discussion

Cambodia: PRA methodologies have also been practiced widely in Cambodia; APMAS should be able to

give value addition to implementation of PRA. The issues in PRA are more on approaches at the grass‐root level, e.g. group formation, etc. APMAS should add on local ongoing capacity development towards project management

units and also in coordinating/assisting service providers. APMAS should cover topics which are not covered by existing service providers.

It was suggested that since APMAS resource is limited, a model approach should be created and then project fund can be used to finance further interventions.

The PDNA report should also be shared to country office for inputs. India: APMAS should support senior project managers to share knowledge and experience among

projects in local settings (project field level visits, etc). APMAS performance will be measured, among others, from the ability to network with

other local institutions, for India, APMAS should consider CCL which has conducted works with IFAD as potential local partner.

As there are also changes and substitutions in project management officials, APMAS should also include induction and orientation training for project managers.

APMAS should ensure the “the trickle‐down effect” of the capacity building within the projects and among stakeholders.

APMAS should also develop a sound monitoring system to capture the results and feedback from project implementation. The project design should be made flexible.

APMAS is expected to develop capacity building for project managers addressing specific project‐issues, and also initiate KM activities such as: newsletter, sharing of module and best practices.

Approach to APMAS imparting training in terms of project knowledge. “Component integration management” should be also addressed in APMAS capacity building. How to assess project management skills of working people.

APMAS should consider project coaching approach to address project‐specific issues, and share the approach to the field level.

APMAS framework should be redesigned if necessary to reflect the real needs of the country and projects.

Issues of PRA are almost the same for each country, what needs to be address is the implementation at the grass‐root level.

Laos: APMAS is expected to ensure long term vision for project. Consider about outputs for

future, follow up activities after project completion (sustainability). Generic themes should be country specific, e.g. Value chain, marketing, PPP,

Universities/Academic Research institutions can provide service providers but need exposure for development areas.

Vietnam: In the project level has already work with PRA and in fact there are several manual available

in the field. The PRA capacity building should be focused on orientating PRA towards specific issues, such as market orientation, and also on share learning from implementation of PRA. In Viet Nam, the basic of PRA is already sufficient to cater the needs in the project and field, APMAS should ensure its intervention will not add another different method.

In Viet Nam, the country office has initiated the selection of local service providers. APMAS will take inputs from Viet Nam on the existing and potential service providers and also consult on criteria of selection. APMAS will also use the network of AIT Center Viet Nam to identify potential service providers and conduct local capacity building.

One of the APMAS objectives is to develop capacity of service providers enabling them to support IFAD projects in the country, therefore even if the selected service providers have not fulfill the capacity, APMAS will build on their potentials.

AIT Extension provides specific technical trainings deemed necessary for country office, such as Value chain training. With AITCV, the course can be decentralized and conducted in much lower costs.

APMAS should develop work plan also based on the specific country‐needs, and each country has different priorities to be considered. More detailed work plan will adopt results and conclusions from PDNA.

KM should be run immediately, since the country office/projects have already aware and implement some of KM practices, APMAS should also consider experience from the country.

APMAS‐IFAD APMAS Work plan will be based on PDNA report, addressing country‐specific and if possible

project‐specific issues. Beside online, learning offline, face to face sharing with other projects will also be explored,

existing mechanisms will be consulted. APMAS will not be able to meet all demands from the countries/projects as the resources

are limited and should be used efficiently. Together with country and projects, APMAS will prioritize needs within APMAS framework objectives of project management capacity development.

If there are changes within APMAS framework needed, it should be justified as to why the changes are proposed. Flexibility should be within APMAS objectives.
