    プレゼンタープレゼンテーションのノートADB’s education portfolio is growing and is on track to achieve the target of 6-10% of total lending by 2020. Of the total lending, over 40% is for TVET, which shows the DMCs’ demand for skills and needs for the world of work. Demand for secondary and higher education will grow. Huge demand exists in CWRD; with the establishment of a dedicated social division in CWRD, a robust pipeline is expected in the next 2-3 years.

  • Current development challenges

    Exclusion(教育の機会均等): Around 5% of “hard to reach” children are still out of school. Girls’

    education should remain a major priority.

    Quality(質): More than average years of schooling, countries with high performance on PISA

    are also performing well in economic development.

    Mismatches(ミスマッチ): Three types of mismatches exist—(i) demand-supply,

    (ii) geographical, and (iii) sectoral.

    Knowledge-skills(知・スキル): More than natural resources and cheap labor, successful

    economies have relied on their human capital, R&D and innovations.

    Green growth(環境問題): Inefficient use of resources, unsustainable pressure on the

    environment and climate change, and rising inequalities pose challenges to the long term economic

    growth of countries in Asia and the Pacific.

    プレゼンタープレゼンテーションのノートTHE GEOGRAPHIC MISMATCH: Demographic dividend will occur in states with backward labour market ecosystems. Some places will account for the increase in 15-59 year olds but only marginal increase in income. More economically advanced regions will account for higher increase in GDP but proportionately less increase in total workforce.THE SKILLS / EDUCATION MISMATCH: A large proportion of 15-59 year olds in South Asia have no vocational training. Of the low percentage of those who received vocational training, only a very small percentage received formal vocational training. The current training capacity is a fraction of what is actually needed to train the new entrants and to clear the backlog. THE SECTORAL MISMATCH: Most employment opportunities will arise in sectors wherepeople have little experience. The largest component of labour force growth is in rural areas but the most growth in employment is in areas that require greater human capital. Wage inflation projection till 2026 flag skill shortages.

    プレゼンタープレゼンテーションのノートOur DMCs are increasingly looking for finance ++. We are looking at innovations from different angles.  Use of ICT and e-learning remains most promising but it will require a holistic approach. We are supporting ICT use to improve teaching and learning in secondary education in Bangladesh and preparing to support projects in Nepal and the Pacific region. We have good initiatives to promote PPPs in TVET projects in Bangladesh and India and senior secondary education project in the Philippines. We will also support PSOD to explore non-sovereign lending. EdSG has pioneered RBL and now there are 5 ongoing RBL projects (2 in Sri Lanka, India, Philippines and China) and 6 are in the pipeline (Bangladesh, Nepal, Indonesia, China and additional financing in Sri Lanka and the Philippines).

    プレゼンタープレゼンテーションのノートChevron has a large business in the gas sector in Bangladesh and it is based in Sylhet region. The interest of Chevron is to ensure the youth in Sylhet benefit from economic opportunities. Instead of duplicating efforts or creating a parallel structure, it is much more cost effective for Chevron to partner with SEIP to meet their targets. These targets are perfectly compatible with the targets of SEIP. For ADB, Chevron is a good partner to bring expertise in the energy sector. Chevron has established centers of excellence in Thailand and Indonesia to train people in the energy sector. Similar approach in Bangladesh would be of great value-addition and a good model to continue. For the government, innovative practices and effective models of engagement are key priorities.

    Education and training sector requires significant resources. However, in addition to financial resources, there is also a need to bring expertise and innovation to substantially improve the quality of education and training. Let me highlight some possible areas where partnerships with the private sector would be mutually beneficial:

    International benchmarking is critical to help countries boost the learning outcomes. PISA for Development provides such an opportunity. ADB is in close discussion with OECD in this effort. Grant support to help countries join the process to join Pisa for Development is one good opportunity. Associated with this is to help countries establish testing centers which can combine tracking student performance and labor market outcomes. Several countries need this support.

    COEs are another form of establishing successful models of training which can also benefit the skills ecosystem. These could be in priority sectors such as construction, IT, manufacturing (automobile, light engineering), agro-food, entrepreneurship.

    Another area in huge demand is eLearning and ICT support. Linking universities with such support, establishing ICT resource center to transform teaching and learning, and tracking and monitoring student learning outcomes and labor market outcomes in partnership with global partners such as Unesco Institute of Statistics, OECD, etc.

    Another critical area is support for disaster management and climate change initiatives. These could be either in the form of COEs or through targeted support such as clean energy, retrofitting, new designs for school-cum shelter for disasters.
