Established the timeline for this year’s Annual Meetingworking with our Attorney and SeaScape to be incompliance with Delaware voting regulations during theCOVID-19 pandemic.Continue working with the recently established BayFront Woods Google Group, initiating a Call for Action ofresidents to voice concern about the potentiallydevastating ecological impact of a Proposed Salt CedarSubdivision on the Hall/Hedley Trust land behind theSanctuary.Submitted an extensive and thorough HOA Initial PublicComment to 14 officials including the Sussex CountyAdministrator, County Council Members, Planning andZoning Department Officials and the County Engineer.Enhanced security at our Beach with installation ofadditional trail cameras, a solar-powered motion lightand planned tethering of Gazebo benches andremaining table.We have welcomed many new residents to Bay Frontand are striving to make sure they get acclimated intoHOA procedures. Every day it’s evident, we continue to live in anunprecedented time, where operating “as usual” is no longerpossible and/or advisable. Throughout this COVID-19pandemic the Board has strived to act in good faithmanaging the affairs of our Association, erring on the side ofcaution.  We greatly appreciate the support received byHOA Members. Together we will find our desired newnormal.

Whereas the Board’s Report to the Annual Meeting will bemore in depth, the following are some Board actions takenin the past several months.

New two-year lawn maintenance contract signed withShore Property Maintenance, with an optional extensionof year three and four.Approved the 2021 Annual Budget which will be ratifiedby HOA Members during the December 5 AnnualMeeting by casting your votes on the Directed Proxy.Made contact with Fox Lane Builders, the new owners ofthe remaining nine Camden Lots adjacent to MarshIsland.

The success of the HOA Organizational Structureworking with the Board is through our existingCommittees. Please take a minute to review this linkthat was recently added to the website. Open theCharter links and see if you would like to beconsidered to add your expertise. Many of thesevolunteers’ expertise have added greatly to Bay Front. Early next year, we will be again asking for anyonewho would like to be considered to serve on aCommittee or Ad Hoc Committee to reach out to amember of the Board. We also welcome ideas thatyou might have that you would like considered. Thisstructure helps receive ideas and determine if theywarrant further action by the Board.

On behalf of the entire Board, we look forward to yourvirtual participation in the December 5th Zoom InformalAnnual Meeting. Full details are being sent via email andposted on bayfronthoa.net under the Board of Directorssection (login required). It’s the first time since HOAMembers took over control of the HOA in 2017 from theDevelopers that we have not been able to meet in person. Let’s hope next year we’ll be back at Independence Hall allin one room together.

The pool was now closed and winterized for the season.We thank all volunteers who stepped forward thissummer to even make it possible for the pool to open.All expired contracts have been bid out for the 2021season and turned over to the proper parties.SeaScape has been working with the Board Treasurer onputting together the 2021 budget and determining whichprojects need to be completed. We will keep Ownersupdated on the progress as we get closer to the AnnualMeeting.

If you have experienced an issue with work that has beendone by the current landscaper, Shore PropertyMaintenance, please submit your concern via thebayfronthoa.net CONTACT US link “Landscape ServiceIssue Report”. This ensures that all proper parties arenotified about the issue.It is that time of the year again: snow removal. Cypress,the Association’s snow removal vendor, will soon beplacing snow stakes throughout the community for thewinter season. We would like to remind homeowners toplease leave these stakes in place and not remove them.All pet owners must act responsibly by keeping them ona leash throughout the community and under the controlof the owner at all times. Please also clean up anddispose of pet waste immediately.

About 40 Bay Front residents turned out over two days - October 5 & 10 - forinstruction or just to play bocce ball on the new court installed next to theclubhouse. Players had to contend with the "natural hazards" of the two courts,including flooded spots and sloping surfaces. But, the rules were easily masteredand everyone quickly figured out how to play. Folks enjoyed the camaraderie - notonly the friendly competition of the games, but also the opportunity to visit withneighbors while sitting in chairs by the courts. Thanks to Joe & Karen Wilkens forteaching and to Rick Downes for the mowing of the courts. We will continue to usethe temporary courts throughout the fall.Submitted by Gene Brantly

The use and operation of golf carts are subject toregistration with Bay Front, and the execution of theGolf Cart Waiver of Liability, Assumption of Risk andIndemnification Agreement (the “Agreement”) by all thegolf cart owners. Any person who has not signed theAgreement and does in fact use and operate a golf cartis bound, by virtue of their actions, to have consented tothe terms of such Agreement as if he or she had signedsuch Agreement.Golf carts must yield to other vehicular traffic as well aspedestrians and bikers at all times. Golf cart operatorsmust obey all traffic laws and Bay Front traffic signs.Operation of golf carts at night requires the use ofinstalled and operational head lights, tail lights, and/orreflective warning devices on the front and rear of thegolf cart.Golf cart use is a privilege and not a right of ownershipat Bay Front, and the Board of Directors of Bay Frontand its managing agent reserve the right to restrict theuse of any user of a golf cart on the CommunityInfrastructure at any time for any reason.

One decal must be placed in the lower left corner of thefront windshield and the other must be placed in a visiblelocation on the back edge of the roof.

In their remote mountain village, Li-yan and her family align their lives around the seasons and thefarming of tea. For the Akha people, ensconced in ritual and routine, life goes on as it has forgenerations—until a stranger appears at the village gate in a jeep, the first automobile any of thevillagers has ever seen.The stranger’s arrival marks the first entrance of the modern world in the lives ofthe Akha people. Slowly, Li-yan, one of the few educated girls on her mountain, begins to reject thecustoms that shaped her early life. When she has a baby out of wedlock—conceived with a man herparents consider a poor choice—she rejects the tradition that would compel her to give the child over tobe killed, and instead leaves her, wrapped in a blanket with a tea cake tucked in its folds, near anorphanage in a nearby city. We are a group of residents of Sussex County, Delawarewho are concerned about responsible development of theCounty, preservation of the environment, and economicdevelopment of the area affectionately known as Slower-Lower-Delaware.Our group started in August 2019 tooppose the Conditional Use (CU2176) of an Agricultural-Residential Zone (AR-1) for a proposed huge gas/dieselstation with a 24/7/365 convenience store. The project wasto be located in Angola, between Lewes and Millsboro, on Rt.24. This project had potential detrimental effects on localdrinking water. As a result, the group recognized the needfor a citizens group that is united for a brighter future ofSussex County.

Preserving the number one asset of the County- thenatural environment, i ncluding the beaches, bays, trees,wildlife, farmlands, wetlands, clean air, safe drinkingwater, etc.Improving traffic/road safety by ensuring thatdevelopment plans include current road safety andcapacity studies.Enhancing local public transportation.Ensuring adequate public facilities for all Sussex Countyresidents -schools, fire stations, emergency medicalservices, libraries, parks and other natural areas , medicalfacilities, etc.Adding infrastructure to serve all County residents and toattract high-paying industries ie., high speed internet, greater access to the Delmarva peninsula via air or rail,etc.Attracting more college/university institutions to provide job training for future local high-tech industries.Preserving historical and archeological assets.

This citizens group is very active and most important is tryingto preserve Sussex County as a good and safe place to live.They are listed on the Bay Front website, but I thoughtincluding it here also was worthwhile as they have beenmost helpful in helping start our effort relating to our positionon the Salt Cedar proposed development. Please visitSussex2030.com for more details. They have weeklymeetings that you can participate in and welcome more helpwith their efforts. Let me know if you have any questions.

Residents of Sussex County formed this nonpartisangrassroots group with a vision of Sussex County in the year2030. Launched in March 2020, we decided that a 10-yearbenchmark is realistic and attainable. As years go by, we willevaluate our progress and adjust future goals but our mainfocus will remain the same - the bright future of our belovedcounty.

a web-based class to broaden your horizons. Want to keep

your brain busy with new things to think about? Consider

doing a little remote learning of your own. After all, Benjamin

Franklin famously set aside an hour or two each day to study,

reflect and experiment so he could fill in the gaps in his own

education, and he went on to several successful careers.

Hundreds of major colleges and universities offer online

courses that anyone with an internet connection can take.

While you won’t get academic credits for taking free classes,

you expand your knowledge.

your search, as classes are available across a wide range of

academic disciplines. First, ask yourself what subject you want to

study and how it might benefit you.

FIND A CLASS

Fancy an Ivy League education? Among others, you

can sign up for “Constitutional Interpretation” from

Princeton, a course in African-American history from

Yale or an introductory computer-science class from

Harvard.

Studying online means you can attend from

anywhere, so you can even go global, like a project-

management class at Britain’s Open University or

“The Science of Beer” from Wageningen University

& Research in the Netherlands.

Many institutions offer lessons in the form of

massive open online courses, also known as

MOOCs. These mostly take place in your web

browser and include recorded video lectures,

readings, study questions and discussion forums.

Some schools, like the Massachusetts Institute of

Technology, are generous. M.I.T. freely offers the

content from most of its on-campus courses on its

OpenCourseWare site.

To see what’s available from multiple schools, try

Class Central, a search engine for online courses.

You can also browse the Open Culture site, which

lists more than 1,500 courses from accredited

institutions and hosted on educational platforms like

Coursera, edX and FutureLearn; these platforms

have many subscription or fee-based classes as

well.

When considering a massive open online course, you

can check out the syllabus, instructor and other

information.

If you want to go beyond free access to the class

materials, FutureLearn and other platforms that host

online courses typically offer graded lessons and

completion certificates for a fee.

Click the enroll button to sign up. If you’re on the

“free” plan, you’re essentially auditing the course.

However, if you pay a fee, you can often get graded

assignments — or a “certificate of completion” that

typically starts around $50.

If you’re not quite ready for a college-level class or

wish to supplement your child’s learning, the

nonprofit Khan Academy hosts lessons designed for

students in kindergarten through 12th grade. Here,

you can find math, science, economics and

humanities classes, as well as inventive computer

courses like “Pixar in a Box,” an overview of the

digital-animation process.

Apple’s iTunes U service hosts free audio and video

lectures from schools around the world, although the

company has announced plans to discontinue the

platform at the end of 2021.

or mend torn clothes? Instructional videos

posted to YouTube provide a hands-on

education on the practical matters of daily

living. Many popular do-it-yourself sites have

their own YouTube channels, so you can find

content like The Handyman’s home-

improvement tutorials or iFixit’s gadget-repair

videos in one place.

And if you’d like to upgrade your home-cooking

repertoire, fire up a recipe search on the site.

YouTube chefs will guide you through making

red velvet waffles and chicken or even the

infamous Twinkie wiener sandwich, because

with school in session, the fall comfort-food

season is right around the corner.

Too busy to commit to a lengthy course? The Coursera

site has a list of courses you can complete in a day; all

are free until the end of the year.

And consider the lectures and webinars offered by

museums and libraries. The Museum Computer

Network site has a lengthy list of online learning

resources from major institutions. Browsing your

favorite museum sites directly for educational content

can also yield results.

6 quarts freshly-popped corn (about 1 cup unpopped corn)1 cup pecan halves1 cup cashews1 cup butter2 cups firmly-packed dark brown sugar1/2 cup light (or dark) corn syrup1 tsp salt1/2 tsp baking soda1 tsp vanilla extract

Recipe from Southern Living, submitted by D. EspitiaThis is one of my favorite holiday recipes and it's always a hit. Homemade salted caramel popcorn has never been so easy. Here’sthe best part: it’s actually a great make-ahead recipe because it can be prepared in advance if stored in an air-tight container - if itlasts that long. Gone are the days of stressing in the kitchen while your eager party guests arrive. Whether you're having a casualmovie night, birthday celebration, or holiday extravaganza, salted caramel popcorn is the way to go.

IngredientsCombine first three ingredients in a large roasting pan; setaside.Melt butter in a large saucepan; stir in brown sugar, cornsyrup, and salt.Bring to a boil over medium heat, stirring constantly.Boil 5 minutes without stirring.Remove from the heat; stir in soda and vanilla.Pour over popped corn and nuts; stir well.Bake at 225° for one hour, stirring every 15 minutes.Cool and break into pieces.
