Menimbang : a, bahwa Peraturan Menteri Perhubungan Nomor PM 61
Tahun 2017 Tentang Perubahan Keempat Atas
Peraturan Menteri Perhubungan Nomor 28 Tahun 2013
Tentang Peraturan Keselamatan Penerbangan Sipil
Bagian 121 (Civil Aviation Safety Regulation Part 121)
Tentang Persyaratan-Persyaratan Sertifikasi dan Operasi
Bagi Perusahaan Angkutan Udara Yang Melakukan
Penerbangan Dalam Negeri, Internasional dan Angkutan
Udara Niaga Tidak Berjadwal (Certification and Operating
Requirements : Domestic, Flag and Supplemental Air
Carriers) mengatur bahwa setiap operator pesawat udara
wajib memberlakukan pembatasan waktu terbang dan
masa tugas dari setiap kru penerbangan;
b. bahwa dalam rangka memberikan pedoman bagi
inspektur penerbangan dalam melaksanakan inspeksi
terkait catatan penerbangan dan jam kerja kru
penerbangan perlu disusun suatu petunjuk teknis;
c. bahwa berdasarkan pertimbangan sebagaimana
dimaksud pada butir a dan b, perlu menetapkan

Inspections);
Mengingat : 1. Undang-Undang Republik Indonesia Nomor 1 Tahun
2009 tentang Penerbangan (Lembaran Negara Republik
Indonesia Tahun 2009 Nomor 1, Tambahan Lembaran
Negara Republik Indonesia Nomor 4956);
2. Peraturan Presiden Nomor 7 Tahun 2015 tentang

2015 tentang Kriteria, Tugas dan Wewenang Inspektur
Penerbangan sebagaimana diubah terakhir dengan
Peraturan Menteri Perhubungan Nomor PM 142 Tahun
2016;
Penerbangan sebagaimana diubah terakhir dengan
Peraturan Menteri Perhubungan Nomor PM 142 Tahun
2016;
8. Peraturan Menteri Perhubungan Nomor PM 189 Tahun
2015 tentang Organisasi dan Tata Kerja Kementerian
Perhubungan (Berita Negara Republik Indonesia Tahun
2015 Nomor 1844.
MEMUTUSKAN
Menetapkan : PERATURAN DIREKTUR JENDERAL PERHUBUNGAN UDARA
TENTANG PETUNJUK TEKNIS PERATURAN KESELAMATAN
PENERBANGAN SIPIL BAGIAN 8900-6.14 (STAFF
INSTRUCTION PART 8900-6.14) TENTANG INSPEKSI CATATAN
PENERBANGAN DAN JAM KERJA ( FLIGHT AND DUTY TIME
RECORD INSPECTIONS).
Pasal 1
Memberlakukan Petunjuk Teknis Peraturan Keselamatan
Penerbangan Sipil Bagian 8900-6.14 (Staff Instruction Part
8900-6.14) Tentang Inspeksi Catatan Penerbangan dan Jam
Kerja (Flight and Duty Time Record Inspection) sebagaimana
tercantum dalam Lampiran yang merupakan bagian tak
terpisahkan dari Peraturan ini.
Pasal 2
Pada saat Peraturan ini mulai berlaku, ketentuan dalam
Volume 3 Bab 6 Lampiran Peraturan Direktur Jenderal
Perhubungan Udara Nomor SKEP/45/111/2010 Tentang Staff
Instruction 8400 (81 8400) Operations Inspector's Handbook,
dicabut dan dinyatakan tidak berlaku.
Pasal 3
Direktur Kelaikudaraan dan Pengoperasian Pesawat Udara
mengawasi Pelaksanaan Peraturan ini.
Pasal 4
Peraturan ini mulai berlaku sejak tanggal ditetapkan

CHAPTER 1 - GENERAL
As regulated by CASR 121 Subpart P, Subpart Q, and CASR 135 Subpart O statesthat an operator shall formulate rules limiting the flight time and duty periods offlight crew members. These rules shall also make provisions for adequate restperiods and shall be such as to ensure that fatigue occurring either in a flight orsuccessive flights or accumulated over a period of time due to these and othertasks, does not endanger the safety of the flight. These rules shall be included inthe operations manual and approved by DGCA. CASR 121 Subpart P, Subpart Q,and CASR 135 Subpart O also states that an operator shall maintain currentrecords of flight time of all flight crew members.

CHAPTER 2 - GENERAL INSPECTION PRACTICES AND PROCEDURES
At the commencement of the inspection, inspectors should :a. receive a briefing from responsible employees of the operator regarding their
flight and duty time record keeping system in its entirety;b. The inspector should then review a sufficient number of records for
individual crewmembers to ensure that regulatory requirements are beingmet;
c. figures which are used in flight time summaries (cumulative totals) to trackrequired time intervals should be checked against original flight logs orsimilar records, to ensure that times for specific flights are being accuratelyrecorded and totaled;
d. checked flight times which appear on flight logs and summariesmaintenance or payroll records for continuity.
If individual crewmembers participate in more than one type of operation forwhich different regulatory requirements exist (e.g. domestic vs. international),the inspector should determine that the operator has devised methods to ensurethat corresponding flight and duty time limitations are not exceeded.

CHAPTER 3 - INSPECTION PROCEDURES
1. Inspection Areas
Operators must develop methods for recording and monitoring flight andduty time for flight crew members to ensure that regulatory limitations arenot exceeded. Such a record keeping system should have the followingattributes:
• Adequacy. The recordkeeping forms which the operator uses areadequate for recording essential information which the DGCA requires.
• Practicality. The operator's method for recording flight time forindividual crew members should be easy for employees to use. Formswhich are developed for this purpose should be unambiguous and easyto complete. If an operator uses ACARS or a similar system forreporting flight and duty time, personnel should be properly trained inits use.
• Accessibility and Security. Data regarding flight and duty timeshould be readily accessible to personnel which have responsibility formonitoring compliance with various time intervals. Records should be
secure from tampering by unauthorized individuals.
• Currency. Data available to personnel responsible for ensuring thatindividual crewmembers do not exceed regulatory or contractualrequirements should be updated expeditiously. The system used by theoperator should provide that schedulers and/or flight control personnelare immediately aware when daily totals may be exceeded. Flight timetotals from written crew logs must be expeditiously transmitted to thescheduling or flight control office, so that weekly and monthly totals,where required, may be promptly updated.
• Accuracy. The system should faithfully track daily flight and duty timefor crewmembers, and accurately reflect totals for longer prescribedtime intervals.
• Conformity. The records should reflect conformance with regulatoryflight and duty time limitations.
2. Inspection Reporting Procedures.
The Air Operator Flight and Duty Time Inspection Checklist/Report formwhich appears at the end of this section reflects the areas discussed in
paragraph 1 above and will be used for all such inspections. Inspectorsshould indicate the scope of their records inspections in the commentssection of the report form (i.e. number of individual airmen recordsinspected, time interval covered, cross-checks with other records).
