Letter From The Chair

Happy New Year LISCC! I hope all of you had a wonderful holiday season with your family and friends, and I hope all of you are looking forward to 2018 as much as I am!

First, I would like to thank the outgoing Executive Board for all their hard work and dedication. We had a lot on our plate last year, but Brandon Nazario, Glenn Muoio, and Tommy Lee handled it perfectly! Another big thank you goes out to our House Committee--Jennifer Recine, Katie Gralton, and newcomer Roumelia Alina. They deserve a lot of recognition for working tirelessly to book great venues and to ensure registration and setup goes smoothly. I would also like to thank Ruby Del Aguila, Sunni Thaxton, and the entire 30th Anniversary Celebration Committee for a fantastic Havana Nights celebration this past May! Future anniversary celebration committees will have big zapatos to fill.

Following our new tradition of outside-the-box January Chapter Meetings, we will be holding this year’s meeting at the Oyster Bay Brewing Company in Oyster Bay on January 25th. Our speaker will be Dr. Giorgio Dell'Acqua. He will be discussing a new category of ingredients and products embracing both nature and science. Make sure to register, have a beer, and gain some knowledge! I’m looking forward to seeing all of you there and please encourage new members to attend as well!

Speaking of membership, I’m proud to announce that the LISCC won the 2018 National Membership Retention Contest, with an astronomi-cal 89% retention rate! I would like to thank all of you for your continued support, and I’m sure we will be able to maintain this amazing result with some of the fantastic events we already have lined up!

Just in time for the Winter Olympics, our annual ski trip will be held February 9th-11th in Killington, Vermont. I am pleased to share that we will be partnering with the NYSCC for the trip, and they will be sponsoring an educational speaker along with a tour of local Vermont breweries on Saturday afternoon (Feb. 10th). Come learn about K-beauty from guest speaker Marc Cornell (VP Product Development at Englewood Laboratories) and taste test some local beers in the process. Also, make sure to mark your calendars with our upcoming chapter meetings! Our March meeting will be at Colonial Springs Golf Club (date TBD) and our May meeting will be at the Northport Yacht Club on May 17th. Please contact our Program Chair, Pooja Prabhudesai, if you have any suggestions for future venues or speakers. She is doing a wonderful job, and I can’t wait to share more information about some of the fascinating speakers she has lined up for this year! Be sure to keep an eye out for announcements about our fishing trip, picnic, and golf outing on our website and Facebook page.

I am looking forward to working with the other members of the 2018 Executive Board, Casey Callahan (Treasurer), and Philip Martell (Secretary) to make sure this year is the best yet! I would also like to congratulate Victoria Ficuciello (Chair-elect) and Volodymyr Onysh-chak (Treasurer-elect) on their elections. I’m sure the chapter will be in great hands in 2019.

Lastly, I would like to thank all of you for giving me the opportunity to represent the chapter as your 2018 Chair. It is truly an honor, and I won’t let you down! Let’s have a great year together.

Walmart has announced that it plans to reduce chemicals of concern in the

products it sells by 10%, becoming the first US retailer to set a time bound reduction goal. The goal applies to "consumables", meaning products that are used recurrently, such as household cleaners and cosmetics, and substances on its “priority chemicals” list. In late September, a federal judge ordered Flawless Beauty LLC of

Ocean Township and Asbury Park, New Jersey, to cease selling and to recall a number of its skin whitening products due to their unsafe nature. The last permissible skin bleaching active ingredient, hydroquinone, was deleted from the drug monograph in August, 2006. FDA now considers all skin bleaching drug products, whether currently marketed on a prescription or OTC basis, to be new drugs requiring an approved new drug application (NDA) for continued marketing. Flawless Beauty must hire an expert to review their drug products and receive written permission from the FDA before they can resume distributing drugs. The company and its owners will be assessed monetary damages if

they fail to meet any of the terms of a consent decree, the FD&C Act or applicable regulations.

Lehi, Utah-based multilevel marketer Young Living, which sells products based on essential oils, has entered into a plea bargain agree-ment with the US Justice Department for illegally trading in oils from endangered species. Fines will total $760,000. The action depends from illegal trafficking of rosewood oil and spikenard oil.

An amateur beekeeper and researchers at the Institute of Biomedicine and Biotechnology of Cantabria in Spain have discovered that the larvae of the greater wax moth (Galleria mellonella) can consumer polyethylene bags and produce ethylene glycol, a very useful chemical. The world’s annual production of polyethylene is about 80 million tons and it is very hard to break polyethylene down when it enters the waste stream, a large recycling challenge. P. ABSTRACTThe presence of technological but also of natural products has increased in the personal care market parallel to a consumer demand for efficacy and purity, respectively. This trend has driven the offer toward either a dermatological approach to the cosmetic treatment or to a holistic and natural one. Although technological and natural products have been growing separately until now, it is possible today to develop the purest and most ethical natural ingredient into a product with scientific edge and proven efficacy. Having in fact more technology and science available for both developing the natural ingredient further and for testing it, it is possible to build up technology and efficacy from natural ingredients, increasing their safety and maintaining their positive image of purity, eco-friendly and sustainability. A new category of ingredients and products embracing both nature and science, and engaging in marketing the quality of the supply chain, is growing. Examples of ingredients will be discussed.

Giorgio Dell’Acqua, PhD, is a scientist and consultant for the personal care industry. Dr Dell’Acqua graduated from The University of Rome, Italy and worked for 15 years as an investigator in applied medical research in Universi-ties such as Mount Sinai Medical School in New York and Harvard Medical School in Boston, USA. He has spent the last 17 years as an executive and cosmetic scientist in the personal care industry. He is specialized in skin and hair care ingredients, finished product development and technical marketing.

He has covered multiple roles as a manager and director in different compa-nies specialized in active ingredients and product development. He has helped bring more than 200 successful active ingredients and finished products to market and has authored more than 60 publications in medicine and cosmetic science. In the last 10 years he has been writing and lecturing on natural cosmetic ingredients, sustainable supply chain, and helped sourcing, develop-ing and bringing to market many natural ingredients. He is an award winning speaker on natural ingredients, a regular columnist on sustainable cosmetic science and an adjunct professor in Cosmetic Science at Fairleigh Dickinson University. He is also the chair of the Scientific Affair Committee for the New York Society of Cosmetic Chemists and its scientific blogger.

The European Commission has amended Annex III of the cosmetic products regula-tion, to restrict the use of peanut oil and hydrolyzed wheat proteins, setting the following limits: x a maximum concentration of 0.5ppm

for peanut proteins in peanut oil, its extracts and its derivatives; and

x restriction of the molecular weight average of the peptides in hydrolyzed wheat proteins to a maximum of 3.5 kilodalton (kDa).

Products containing one or more of the restricted substances must comply with the new regulation in order to be placed on the market from 9/25/18. And non-compliant products will be banned from 12/2518. The regulation enters into force 20 days after publication in the Official Journal of the

European Union.

California Senate Bill (S.B.) 258, the Cleaning Product Right to Know Act of 2017 has been signed into law by Governor Jerry Brown. Cosmetics are now not alone in being required to

display a list of ingredients. The new law requires both more and less information than existing cosmetic

ingredient labeling requirements. Products included are “a finished product that is an air care product, automotive product, general cleaning product, or a polish or floor mainten-ance product used primarily for janitorial, domestic, or institutional cleaning purposes.” In some cases the requirement can be met by referencing a website, or providing a toll-free phone number. Going beyond existing cosmetic rules, the new law requires CAS numbers, the functional purposes of certain ingredients, and a link to the safety data sheets for the products. Full implementation is due in 2020.

A group of NGOs, the “Beat the Microbead” coalition, is putting pressure on the European Commission to introduce an EU ban on all micro-plastics in cosmetics and to take regulatory action on polymer ingredients. The coalition wants a new EU regulation that would ban all polymer ingredients that are persistent, bioaccumulative or toxic to ecosystems from being used in cosmetic products, not just the microbeads themselves. Meanwhile, Belgium has notified the European Commission of a draft plan to voluntarily phase out microplastics in all consumer products by 2019. The Belgian "sectoral ban" will initially apply to cosmetic products and toothpaste.

In ongoing legal proceedings that are being watched closely by the cosmetics industry, Johnson & Johnson has won its second victory in recent weeks in its battle over talc. A Los Angeles county Superior Court judge overturned a $417m jury award, the largest that had been won to date. J & J’s other recent victory, in a Missouri case, came on procedural grounds. The California decision, concluded that evidence presented linking talc to ovarian cancer "is not sufficient to support the verdict". The plaintiff’s lawyer said he would appeal the new ruling. Nationally, J & J still has over 4,800 plaintiff’s claims outstanding. J & J’s Carol Goodrich stated that "Ovarian cancer is a devastating disease — but it is not caused by the cosmetic-grade talc we have used in Johnson's Baby Powder for decades. The science is clear and we will continue to defend the product's safety as we prepare for additional trials in the US."

The US Food and Drug Administration announced that

beginning on Nov 1, the agency will recognize eight EU drug regulators – from Austria, Croatia, France, Italy, Malta, Spain, Sweden and the UK – as capable of conducting inspections of manufacturing facilities that meet FDA requirements. In mid-October, the FDA published updated

establishment inspection protocols. The 127-page chapter shows the basics for how FDA inspectors should go about conducting what FDA calls, a "careful, critical, official examination of a facility to determine its compliance with laws administered by FDA." China has mandatory animal testing for many products, including special use and imported cosmetics. Bo Li, General Director of the Chinese FDA’s National Institute for Food and Drug Control and Erin Hill, President of the Institute For In Vitro Sciences in Gaithersburg, MD, signed a Memorandum of Understanding to bring non-animal test methods to China for the regulation of cosmetics and ingredients.

In Concord, Massachusetts, the Nashoba Brook Bakery has been cited by the FDA for listing “love” as one

of the ingredients on its Nashoba Granola label. The FDA said, “Love is not a common or usual

name of an ingredient and is considered to be intervening material because it is not part of the common or usual name of the ingredient.” Nashoba CEO John Gates said that “it taps this feeling that a lot of Americans have that the government can overreach, and it seems kind of silly.”

The State of Washington Department of Ecology has added twenty chemicals and deleted three others from the

list of substances reportable under the state's Children's Safe Products Reporting Rule. Manufact-urers must report the use of the substances in children's products, including personal

For so many consumer products, ice cream beer, shaving foam and cosmetic mousses, it’s the structure of the bubbles that makes the texture, that creates the sensory experience. Researchers at the Nestlé Research Centre have developed a method for determining bubble strength and structure that might lead to a lower requirement for stabilizers and emulsifiers; bubbles could essentially last forever. According to Jan Vermant, “For the first time, we have succeeded in quantitatively controlling the dissolution arrest of foam bubbles.” Nestlé sponsored the research in an effort to make it’s ice cream labels less chemicals, more consumer friendly. Since we mentioned shave foam...

U.S. Patent 9744117, “Double substrate to impregnate

UV cosmetics in hydrophobic polymer foams”, Aug. 29, 2017 (Assignee: LG Household & Health Care, Ltd.) reveals that the combination of natural rubber with acrylonitrile buta-diene rubber as a polymer substrate can solve the adsorp-tion problem of oil-soluble organic UV filters. The invention specifies cosmetics including a foam, natural rubber, a hydrophobic polymer and an organic UV filter. This arrangement reduces the amount of UV filter adsorbed to the impregnation material to impart excellent UV protection. It is also less susceptible to whitening and it can be developed in light formulations such as milks, gels and lotions, or creams and foundations. Yes, it really was shave foam, not whipped cream!

The reason older men collect hats. Researchers at UCLA have discovered a new way to activate the stem cells in the hair follicle to make hair grow. The study found that increasing lactate production in hair follicle stem cells accelerated hair growth. At least two chemicals were investigated that cause an increase in lactate production. The research may lead to new drugs that could promote hair growth for people with baldness or alopecia, hair loss associated with such factors as hormonal imbalance, stress, aging or chemotherapy treatment. Komodo dragons—the largest lizards on the planet—can avoid infections after bites from other dragons, even

though the reptiles’ mouths can harbor up to 50 strains of pathogenic bacteria. How do they do it? Researchers principally from George Mason University in Virginia

presented a paper at the recent ACS National Meeting in Washington D.C. revealing that they have been biopro-specting. Their paper’s abstract explains: “We have successfully employed a new bioprospecting-based approach to discover new cationic antimicrobial peptides (CAMPs) from the American alligator...and the Komodo dragon... Due to the alarm-ing increase in antibiotic resistance, there is growing interest in CAMPs and their development into antibac-terial therapeutics. CAMPs... represent a pre-screened library of antimicrobial biomol-ecules that evolved to defend hosts from invading pathogens...We have developed a bioprospecting-based approach to CAMP discovery that seamlessly integrates peptide identification and assessment .... Tiny Bubbles...in the shave foam... For so many consumer products, ice cream beer, shaving foam and cosmetic mousses, it’s the structure of the bubbles that makes the texture, that creates the sensory experience. Researchers at the Nestlé Research Centre have developed a method for determining bubble strength and structure that might lead to a lower requirement for stabilizers and emulsifiers; bubbles could essentially last forever. According to Jan Vermant, “For the first time, we have succeeded in quantitatively controlling the dissolution arrest of foam bubbles.” Nestlé sponsored the research in an effort to make it’s ice cream labels less chemicals, more consumer friendly. U.S. Patent 9744117, “Double substrate to impregnate

UV cosmetics in hydrophobic polymer foams”, Aug. 29, 2017 (Assignee: LG Household & Health Care, Ltd.) reveals that the combination of natural rubber with acrylonitrile buta-diene rubber as a polymer substrate can solve the adsorp-tion problem of oil-soluble organic UV filters. The invention specifies cosmetics including a foam, natural rubber, a hydrophobic polymer and an organic UV filter. This arrangement reduces the amount of UV filter adsorbed to the impregnation material to impart excellent UV protection. It is also less susceptible to whitening and it can be developed in light formulations such as milks, gels and lotions, or creams and foundations. Yes, it really was shave foam, not whipped cream!
