Councilor Nery pushes forcontrol and elimination of rabiesCOUNCILOR VIRGILIO G.Nery, Jr. is strongly pushing forthe control, if not, eliminationof human and animal rabies inthe City of Butuan. In anordinance filed by the councilorentitled �Butuan City Anti-Rabies Ordinance of 2011�during the regular session ofthe Sangguniang Panlungsodrecently, it called for a systemto control, prevent the spreadand eventual eradication ofhuman and animal rabies andthe need for responsible petownership. The ordinance, if approved,would establish a Local RabiesPrevention and Control Programwhich will be tasked to do thefollowing, 1) mass vaccination of
dogs; 2) establishment of a centraldatabase system for registered andvaccinated dogs; 3) impounding,field control and disposition ofunregistered, stray andunvaccinated dogs; 4) conduct ofinformation and educationcampaign on the prevention andcontrol of rabies; 5) provision onpre-exposure treatment to high riskpersonnel and post exposuretreatment to animal bite victims;and 6) encouragement of thepractice of responsible petownership. The ordinance alsostipulate penalties for violationssuch as the refusal of pet ownersto have their dogs registered andimmunized, trading of dog formeat and refusal of pet owners tohave their dogs put under
observation and do not shoulderthe medical expenses of the personbitten by their dogs. The ordinancealso calls for responsible petownership as the key in theimplementation of the ordinance. Nery, who is pushing for theapproval of the said ordinance, isa doctor by profession and curently

NEARLY A THOUSANDresidents of the City of Butuantrooped to the Butuan CentralElementary School (BCES) Multi-purpose Hall and availed of thedifferent services offered during theoutreach program dubbed�Programang Pangkatawhan� lastAugust 7, 2011. The program was inline with the 40th birth anniversaryof Vice Mayor Law Fortun who,instead of holding a grand partyopted to do a socio-civic outreachprogram targeted to benefit the less
fortunate residents of the City. Among the services offered inthe program are dental, optical, legal,blood typing, blood sugar countexamination and feeding. A �librengtupi� was also offered which made alot of residents thankful consideringthe cost of going to the barber shopto have their hair cut. Two teams ofdentists coming from the ButuanMedical Center (BMC) composed ofDrs. Melba R. Turingan, Susan R.Cembrano and Laura L. Idulsa andthe Philippine National Police

Just recently Butuanons were able towitness the first report of Mayor JunAmante to the SangguniangPanlungsod and the people of Butuanwhich is commonly called SOCA (state-of-the-city address). To others, it may notbe the most exceptional performancefor a first-term local executive on his firstyear of office. Indeed it was not. Thereason is very simple. Most people aremore attuned to �visual�
accomplishments. Infrastructureprojects here, there and everywhere, asthe saying goes. If one would want tobe popular and set his sights on the nextelectoral contest the moment he sits inoffice, that�s the most appropriate thing
to do. But Mayor Jun took the road lesstravelled. And that should be anexceptional accomplishment. The
people of Butuan understood this, andonly a few refuse to accept this. The most difficult part in life�s journey
is getting on our feet after we havesuccumbed to failure. Be it financially,psychologically and emotionally. Andbureaucratic management is noexception. Assuming a governmentcoffer with a deficit of P23 million is nojoke, let alone an unprecedentedindebtedness from the different financialinstitutions. Moreover, a governmentfaced with alleged questionabletransactions in the past. But dwelling somuch on these things would hinder usfrom moving forward. Let the justicesystem take its course while we craft theroad to where our dreams for Butuanshould go. We already have some gainsas a result of our patience dedication. Let
us not do the mistake of the past againif we want to move on. I would rather summarize the report ofMayor Jun as a calling for everyone to bea hero. To some people this might be themost abused word. But whether we acceptit or not, this is what we need from eachone of us. A quote from a very beautifuldefinition of a hero goes, �heroes arebrave, compassionate, committed tochange, and prove that a good deed canhelp uplift a million lives. Through theirwords, actions, and good deeds heroesmake a difference worth celebrating.� Atrue Butuanon is capable if being a herowith this definition. Mayor Jun is not theCity of Butuan nor does he own the Cityof Butuan. We are all part of the City ofButuan and it is our responsibility to takepart in building a stronger and progressiveButuan by being a hero in our own right.Everyone should make an impact. Thereis much to be done and we have juststarted. Let us not allow our gains to justslip away. Only crabs would wail in the airand speak of the untruth just because theyare told to do so. We do not glorify thiskind of mindset, it does help us anyway.Along the way, we will meet this kind ofpeople. Let them wail to their heart�scontent. For as long as we do our part andcontribute to the progress of Butuan, wewill succeed. We just need to be patientand vigilant. We all have big dreams andaspirations for a better Butuan so let usleave our constructive footprint that willchange the life of every Butuanon, forever.Ato ini, tabangan ta!

The SP, inits regular session recently, amended certainportions of Section 6 of City Ordinance 2748-2005 increasing and expanding the schedule offees and charges. The program was organized and facilitated bythe Office of the Vice Mayor led by Mr.ManuelitoC. Suan, the Chief of Staff of the office.Mr. Ricky G. Gomez, a Barangay Kagawad of
Barangay Obrero this City was also present andactively helped in the facilitation of the program.Since the program was launched early this year,close to 5,000 residents of the City have alreadyavailed of the different services being offered. .The program is also slated to be conducted thisyear especially in the far-flung rural Barangayswhere the service is utmost needed.

THE SANGGUNIANG Panlungsod of thiscity has accepted the Sister Municipality-City Relationship with the Municipality ofMaragusan in the Province of CompostelaValley through a resolution passed in itsregular session held last week. The local legislature has found thesisterhood pact with the Municipality ofMaragusan in Compostela Valley Provinceadvantageous and beneficial to both localgovernment units. The agreement is aimedto promote favorable relations ofpartnership and cooperation between thepeople of both units; and recognize theimportance of the principles of equality andmutual cooperation and other benefits.Mutual cooperation in the areas of theeconomy, cultural and educationadvancement are seen to boost as a resultof the agreement. The Municipality of Maragusan, isdubbed as the Summer Capital of ComvalProvince boasting of i ts cool andinvigorating climate which is likened to thatof Baguio City. It is now a force to reckonwith in terms of socio-economicdevelopment as evident by the presence oflight industries operating in the area. (END)

THE SANGGUNIANG Panlungsod (SP) ofthe City of Butuan will ask Sen. Franklin M.Dri llon to al locate funds from hiscountrywide development fund (CDF) forthe construction of school buildings inButuan City. In a resolution passed by theSP in its regular session recently, it citedthe City Government�s inability to shoulder
all the expenditures for the construction ofschool buildings despite the local schoolboard�s allocation of P15 million for the
educational needs of the city. The request was in support to the desireDepartment of Education �s (DepED),
Butuan City Schools Division to �maximizeopportunities to provide access to basiceducation to the people especially those inthe countryside, in l ine with theimplementation of the Millennium Develop-

COUNCILOR VIRGILIO G. Nery, Jr. ledall members in attendance since the 12th
Sangguniang Panlungsod of the City ofButuan convened at the start of their termof office last July 2010. This was learnedfrom the records of the SP which wasreleased very recently. By topping the list, Nery showed thathe attended 56 times out of the total 61regular sessions held by the council sincethe start of the session up to July this year.Coming in close as second with 55attendances were Councilors Ryan AnthonyB. Culima and Jaime M. Cembrano, Jr..Councilors Angelo S. Calo (53) and ErwinL. Dano (52) completed the top five coming
in fourth and fifth, respectively. Alsonoteworthy was ABC President andCouncilor Nestor D. Amora who registereda perfect attendance in all the regularsessions conducted by the council this year.Vice Mayor and Presiding Officer LawrenceH. Fortun registered 45 attendances forwhich he was out on sick leave once andon official business, most of the time asacting as Mayor and on official travel, allthe time that he was unable to attend theregular sessions. Region (HLURB-NMR) to update theComprehensive Land Use Plan (CLUP) ofthe city for the period 2011 to 2016. In anendorsement note to City Vice Mayor LawFortun last July 8, 2011, Mayor FerdinandAmante Jr. requested the SangguniangPanlungsod for an authority to sign in behalfof the City government of Butuan and enterinto a MOA with the said office regardingthe updating of the said plan. Seeing the urgency of the request, theSP headed by Fortun immediately passeda resolution for this purpose last July 11,2011. Under the terms of the MOA, theHLURB will �provide the technicalassistance to the local planning staff andmembers of the technical working group onthe updating of the said plan.� The said
