A Critical Time for Economic ResearchOver the past three decades, China has experienced a period of unparalleled, historic change. The country’s economic growth has been nothing less than astonishing, with per capita income increasing by 900 percent since 1990, lifting hundreds of millions of people out of poverty and into the global middle class. Today, China is the world’s second-largest economy and leading manufacturer, an economic leader whose markets are increasingly globally integrated and whose companies are among the world’s most innovative and dynamic.

Despite this progress, Chinese policymakers now confront a set of complex challenges as they seek to catalyze a second economic transformation that ushers in a new era of sustainable growth. How can China’s government and financial institutions, which have been a critical element of its unique economic success, evolve to become more efficient? What is the future of Chinese financial markets? And how can China maintain access to the affordable energy needed to power growth without suffering the effects of dangerously high levels of pollution?

A World-Class Research EffortThe Becker Friedman Institute for Economics at the University of Chicago (BFI) serves as a platform for the dynamic University of Chicago economics community. Uniting faculty from the Booth School of Business, the Kenneth C. Griffin Department of Economics, the Harris School of Public Policy, and the Law School, BFI supports new research that expands society’s understanding of economic challenges and identifies solutions.

Working in close partnership with Chinese researchers and research institutions, BFI aims to develop new insights on the critical economic issues facing Chinese policymakers today. The vehicle for this ambitious effort is BFI-China, a first-of-its kind effort to support University of Chicago economists with research interests in China and to create new opportunities for expanding the world-class community of scholars producing new research focused on the Chinese economy.

To support research that produces timely, relevant insights, BFI-China is organized around three targeted research initiatives. Groundbreaking Partnership As part of its commitment to partner with leading Chinese institutions, the University of Chicago in 2018 will sign a historic agreement with Tsinghua University to create the Tsinghua University-University of Chicago Joint Research Center for Economics and Finance.

The Research Center is a first-of-its-kind partnership committed to analytic rigor and the broad dissemination of academic ideas. In addition to facilitating new research, faculty and doctoral student exchanges will occur between Tsinghua and the University of Chicago, and researchers from both institutions will meet regularly to share results and discuss areas of mutual interest that will spur joint projects and programs to inform policy and educate the general public.

China is a vast country that has changed rapidly over the past four decades. The Research Initiative on the Chinese Model of Economic Growth will conduct ground-breaking research to provide a better understanding of the factors driving China’s extraordinary economic expansion. A second objective of this Initiative will be access for Chinese and US researchers to reliable data about the impacts of its institutional structures on economic growth.

To facilitate this work, the BFI, the Chinese University of Hong Kong, and Tsinghua University have formed a collaborative research project to explore the role of various institutions in China’s economic growth model. This collaboration will leverage a unique combination of Chinese administrative and commercial data to produce rigorous, world-class research.

Key questions this Initiative will explore include:

1. What are the costs and benefits of the current system?

2. How could the institutional foundation of the China Model impact long-run business growth?

3. How can current institutions at the state and local levels work better in terms of economic efficiency?

China has historically relied on state-owned financial institutions to fund its rapidly expanding economy. These institutions, for various organizational and economic reasons, have been slow to recognize investment opportunities. Since these institutions have not always embraced new opportunities, in the last five years or so, the door has opened to a shadow banking system that is not only fueling growth but has also increased the overall risk exposure of the Chinese economy with slight oversight. Starting in late 2017 there has been tighter regulation on shadow banking and more emphasis on deleveraging. The recent tightening of regulations poses new challenges to the nascent Chinese financial markets, especially in an environment in which the high growth in the past will be challenging to maintain. Such regulations will shape the availability of financing and the behavior of financial markets in China for decades to come.

The Macro Financial Research Initiative (MFRI-China) will explore financial market evolution, banking reform, debt, and reform of state-owned enterprises. Researchers will investigate the many questions facing China’s increasingly dynamic financial markets—from privacy issues to credit worthiness and systemic risk—including the emerging challenges facing China’s regulators. This research will provide important insight for Chinese policymakers, as well as build resources for future research.

As regulators are growing their new teeth in China, it becomes of particular value to have researchers explore systematically the costs and benefits of the proposed restrictions and to study the potential impacts of financial regulation on the future growth of the Chinese economy.

China’s rapid expansion in energy use has powered remarkable economic growth and improved living standards, but it has also increased air pollution that is negatively impacting human health and carbon dioxide emissions that are contributing to climate change.

Over the past four years, China has made incredible progress in its “war on pollution,” with levels dropping by 20 to 40 percent in major population centers. Nonetheless, pollution levels remain higher than desired, inflicting significant health costs on Chinese citizens and the economy more broadly. Further progress is needed. Yet the next steps must focus on leveraging innovative policies and market mechanisms to reduce pollution and carbon emissions in the most cost-effective ways possible.

The Energy Policy Institute at the University of Chicago (EPIC) has developed a successful model for addressing these and other energy and environmental challenges. At its core, the EPIC model focuses on cutting-edge research conducted in partnership with local, regional, and national governments, a process that ensures research insights can have immediate impact. Working with a number of Chinese partners, EPIC-China will focus on ground-breaking research to ensure access to inexpensive and reliable energy sources, while also advancing Chinese policymakers’ goals of inexpensive pollution reductions.
