In the first stage of the general design phase … most key decisions defining its

actions to achieve public acceptance need to be taken

Study of alternatives develop route alternatives evaluate alternatives against project targets compare alternatives in a multidisciplinary approach select “best solution”

Preliminary design: define technical features of rail project more in detail develop secondary structures and protective measures execute project optimization process to maximize

benefits & minimize costs & negative effects on environment

Case study New Semmering Base Tunnelinitial situation

The existing Semmering railway line is more than 150 years old and UNESCO cultural heritage

Not suited for modern rail traffic due to small radii, steep gradients, limited capacity and extensive maintenance requirements

A tunnel project developed in the 1980’s was rejected due to high impact on nature and public resistance

Essential elements of public consultation: Start process as early as possible Identify and involve all relevant interest groups and

stakeholders Structure process in manageable way

(working groups with limited number of participants –15-30 people)

Plan control and document discussion process –take advantage of independent moderation

Closely link discussion process with design process Accept and discuss all proposals,

answer all question thoroughly Include elements of active contributions Make process contents, and decisions transparent

Case study New Semmering Base Tunnelimplementation of public interests in the design process

Semmering Base Tunnel: 12 Committee meetings

at regional level 23 Committee meetings

at community level (4 per community)
