to file court cases for the grant of advance increments and letters from Government
issued for the individual engineers granting two advance increments (court orders

We invite your kind attention to our representation cited above, wherein we have requested the Engineer-in-Chief, WRO and the Chief Engineer (General), PWD to take appropriate action to arrange for the recruitment for the year 2013-2014, 2014-2015 ,2015-2016,2016-17 & 2017-18 for the post of Assistant Engineer (Civil) and Assistant Engineer (Electrical) in Public Works Department. We wish to state that our Association is continuously insisting for the direct recruitment of Assistant Engineer every year through TNPSC. We also wish to add that Assistant Engineers are the entry level officers who perform all the developmental and welfare schemes as and when announced by the Government.
By this time, 500 vacancies are existing in the Assistant Engineer post, which causes additional burden over the existing Assistant Engineers and ultimately causes delay in the progress of the works.
Hence, we request the Engineer-in-Chief (Buildings),Chief Engineer (Buil dings), Chennai Region & Chief Engineer (Gl) ,PWD to take immediate appropriate action to arrange for the recruitment for the post of Assistant Engineer (Civil & Electrical) to the Government for approval.

In the Government order first read above, orders were issued inter alia for
bifurcation of the Public Works Department into Water Resources Organisation (WRO)
and Building Organisation (BO).
Accordingly the committee headed by Thiru.D.Hariram was constituted, vide
GO cited in Ref.2,
(i) To obtain the options from all the Engineering personnel to serve either in
Water Resources Organisation or in Buildings Organisation throughout the rest of their
service
(ii) To find out the procedures for effective implementation of Government
order regarding bifurcation of PWD as WRO and BO.
The Committee submitted the report on 29.6.2007 and the same was scrutinized by
the informal group headed by Secretary of PWD. Based on the above, orders were
issued vide GO Ms.36 PW(D2) Department dt. 11.2.2008. In the Government order,
the options obtained from the level of Chief Engineer to Assistant Executive Engineer
as on that date were published.
We wish to inform that, the options of the Engineers who has been left out in
the GO.Ms.No 36 PW (D2) department dt 11.02.2008 may kindly be finalized. The
number of vacancies in each organization can be worked out separately for the
promotion of AE to AEE since the recruitment of AEs were made separately for both
organizations from 2007.
It is learnt that the estimate of vacancies of 215 nos. has been approved for
promotion of Assistant Engineer to Assistant Executive Engineer. The number of
Vacancies in each (WRO & BO) organizations can be arrived only when the options of
all Engineers has been finalized.
Hence, we kindly request you to publish the options obtained from Engineers
who were left in the GO.Ms.No 36 PW (D2) Department dt 11.02.2008 for early
approval of the AE to AEE panel.

Proceedings of the first Parent Executive Committee (Newly elected PEC) Meeting
of AOE and AEA, TNPWD held on 10.08.2017 in Association Office at Chennai.
The first P.E.C. Meeting of AOE and AEA, TNPWD was held on 10.08.2017 at 6.00 PM in the
office of Association of Engineers and Assistant Engineers’ Association, TNPWD, Chennai-5.
Er.P.Krishnamoorthy, President/AOE presided over the meeting and conducted the
proceedings. The President/AOE welcomed all the P.E.C. Members and congratulated every
P.E.C. Members for their support during the election and solicited their co-operation and
unity in all courses of action towards the welfare of the Association. Then he invited the
General Secretary/AOE to brief the P.E.C. regarding the subjects in the agenda.
Er.K.Anbu, General Secretary/AOE expressed his warm wishes to the new Office bearers
and briefed the activities of our Association over the following subjects.
1) Pay Case in Supreme Court – Present status and follow up action.
2) 2007 AEs promotion & their cases pending in Court.
3) Promotion Panels and Postings.
4) Recruitment of Assistant Engineers through TNPSC.
5) Next General Body Meeting – Venue and date.
6) Co-option of E. C. Members of AOE & AEA.

Er.K.Anbu, General Secretary/AOE expressed his gratitude for the member engineers for
their support and involvement in the association activities. The General Secretary/AOE
thanked Er.K.Venkateswaralu, the Chief Election Convenor, Er.M.Mariya Henri George,
Joint Chief Election Convenor and Er.M.Sudhakar, Election Convenor and all the Election
Convenors of Branch Election Committees of the Chief Election Committee of AOE and AEA
for having conducted the election of office bearers of AOE & AEA for the year 2017-19. The
General Secretary also thanked Parent body Office bearers, all branches of AOE and AEA
and all the member engineers for their co-operation in conducting and concluding the
election in a smooth manner.
The subject wise agenda is taken up for discussion.
I. Status of the Pay cases :-
The pay case against the GO Ms.No.242 dt.22.07.2013 of Finance Department, is
pending with Supreme Court. The SLP (21764 of 2014) had come before the division bench
on 31.07.2017 and bench treated this as Civil Appeal and ordered the Government to issue
notification.
II. Promotion Panel and Postings :
Er.K. Anbu, General Secretary/AOE explained about the various stages of promotion
panels:
1) AEE (Civil) Promotion Panel :
The process for preparation of AEE (Civil) panel was discussed with Engineer- in-
Chief (Buildings), Chief Engineer (Buildings), Chennai Region and Chief Engineer(General)
PWD on 7.8.2017 and requested to prepare separate name panel for Building Organisation
& Water Resource Organisation.

2) AEE (Electrical) Panel
Estimate of vacancy for 20 numbers for the year 2017-18 is under active
consideration of Government and expected to be approved early.
3) EEs (Civil) Promotion Panel :-
The estimate for the year 2017-18 is 73 which is under active consideration of the
Government and expected to be approved early.
4) EEs (Electrical) Promotion Panel :
The estimate of vacancy for the year 2017-18 is 6 nos. which is under active consideration
of the Government and expected to be approved early.
5) SEs (Civil) Promotion Panel:-
The estimate of vacancy for the year 2017-18 is yet to be finalized.
6) SEs (Electrical) Promotion Panel :
The name panel for 3 nos is under active consideration of Government, which is expected
to be approved early.
7) CEs Promotion Panel :
The approval for estimate of vacancy for the year 2017-18 is 7 nos which is under active
consideration of the Government. Sincere and effective efforts are taken in getting
approval at the earliest.
III. Promotion of 2007 AEs as AEE:-
Er.K.Anbu, GS/AOE has informed that the various cases filed by our association against
the GO Ms No.155 are now grouped and the same had come for hearing on 02.08.2017.
The Court has ordered to maintain the status quo and has given two weeks of time to the
Government for filing counter affidavit. Effective steps are being taken to prepare the
counter affidavit for disposal of the petitions early.
IV. Recruitment of AEs (Civil) :
The General Secretary/AOE has informed that about 500 nos. of estimated vacancies for
direct recruitment of AEs is under process in the Government. The subsequent steps for
approaching TNPSC for recruitment process will be taken after approval of estimate of
vacancies.
V. Recruitment of AEs (Electrical) :
The General Secretary/AOE has informed that the estimate of vacancies for recruitment of
AEs for 42 nos. is under process in the Government.
VI. General Body Meeting:
The General Secretary gladly announced that the first General Body Meeting of our
Association will be conducted on 21.10.2017 at Erode.
VI. Co-option of Internal Auditors of AOE & AEA & Resident Engineer of PRI:
The General Secretary/AOE proposed Er.B.Arun, Assistant Executive Engineer, SM&R Sub
Division, Tharamani and Er.S. Ramesh chandran, Assistant Engineer, PWD WRO, O/o.
the Design Circle, Chennai for the post of Internal Auditors of AOE & AEA and
Er. S. Karthikeyan, Superintending Engineer, PWD, Ground Water Circle, Tharamani for
the post of Resident Engineer/Poriyalar Ramalingam Illam. The PEC accepted the same,
and however this will be ratified in the forth coming CEC / General Body meeting.

The General Secretary/AOE informed the P.E.C. that 10 Nos. of Executive Committee (EC)

opted and the President requested the PEC to suggest the name of the member Engineers

service rules including Disciplinary Proceedings and bye-laws of Association and to organize
members.

VII. Any other Subjects :
• Er.P.Krishnamoorthy, President/AOE suggested to initiate the proposal for
Reconstruction of Poriyalar Ramalingam Illam. In this regard Er.C.Balamurugan,
Joint Secretary Publication/AOE, Er.R. Jeyakumar, President AEA are requested by
the General Secretary/AOE to collect the details regarding plan, estimate, approval
from CMDA for placing the same before next PEC meeting.
• Er.R.Elanchezhian, Secretary/AOE Erode and Er.R.Kolandaisamy, Vice
President/AOE are requested to collect the details regarding construction of Poriyalar
Illam at Ooty.
• Er.K.Karunanithi, Secretary ENGIBEF has been requested to prepare the proposals
for the enhancement of financial powers to PWD Engineers and supply of code books
to PWD engineers.
The following resolutions were passed unanimously after the detailed discussion.
i) Resolved to thank the election committee of Parent Body and branches for the
smooth conduction of elections.
ii) Resolved to thank all the members for their effective participation in the association
election.
iii) Resolved to request the Government not to extend the services of the retired
engineers those who are holding the cadre post in the Departments as well in other
Departments held by PWD engineers.
iv) Resolved to request the Engineer in-Chief (Buildings), Chief Engineer (Buildings),
Chennai Region and Chief Engineer (General) PWD for amending the Service Rules
of Assistant Executive Engineers.
v) Resolved to pursue the Government for early approval of estimate of vacancies for
AE (direct recruitment) and various promotion panels and postings.
vi) Resolved to pursue the various court cases in the High Court & Supreme Court.
vii) Resolved to Conduct the General body Meeting of AOE & AEA at Erode on
21.10.2017.

REPORT & SUGGESTIONS BY THE ELECTION COMMITTEE
We feel honoured to be a part of electoral process in the just concluded election of
office bearers to the Association of Engineers & Assistant Engineers Association, Tamil
Nadu Public Works Department, Chennai for the term 2017-19. While extending our
congratulation for all the newly elected office bearers, we would like to put forth
certain points for discussion in order to improve the active participation of the
members in future elections.
� As per association by law, the election date falls on the last Sunday of July,
Representations have been received to change the date as last Saturday of
July of the election year.
� Extension of time by half an hour/one hour from the present 10.00 AM to
4.00 PM may considered since many members encountered time
constraints. The proposed time may be from 9.30 AM/10.00 AM to
4.30PM/5.00 PM.
� Suitable measures may be taken to motivate, evince interest & create
enthusiasm in Women Engineers for contesting the polls and assuming
responsibilities in the association.
� It has been felt that Engineers on duty/training/personal visits out side the
state are unable to vote in the present system. Ways and means may be
explored for enabling them system. Ways and means may be explored for
enabling them to exercise their franchise when they are out of Tamil Nadu
on the date of election.
� Certain Divisions/Sub Divisions/Sections have control over Chennai as well
as Tiruvallur/Kancheepuram Districts. For posts in Chennai, it is ambiguous
whether the jurisdiction in Chennai means full or part control in Chennai. A
clear cut policy may be evolved to clear the air.
� Doubts were raised whether diversion of engineers to Chennai with Head
Quarters in the neighboring districts but having work area in Chennai can
be nominated for office bearer posts in Chennai. This may please be
clarified for future guidance.
� Dispute in respect of voting rights for enrolled members other than
Engineers may be resolved.
We take this opportunity to express our sincere thanks to each and every
member of this association for the whole-hearted support and sincerely
appreciate the hard work put forth by them to make the election a smooth
affair. We also appreciate the efforts & hard work done by all the branch
election committees, supporting staff and others for ensuring a free and fair

Dedication and Commitment Vs Physical Appearance
It is often misunderstood that physical appearance overpower one’s dedication and
commitment to serve our community. Desire is the key to motivation, but one requires
Dedication and Commitment to pursuit the goal – a commitment to excellence that will
enable us to attain the success we seek.
Self Inflicting
There could be many number of reasons for self inflicting. In general, our society does
not accept and forgive the young self harmers. Most of the self harming act is made in
haste by not realising the future consequences that would be faced by their family.
Even for the individuals/aged persons who are in prolonged illness for harming
themselves because of the agony they go through due to unbearable pain, no hope to
recover and more over putting such people to mercy killing is not legal in our country.
But, things are different when it comes to a young mate who suffers depression and is
undergoing medical treatment such as counseling, medications, etc. These people look
very normal to others and they may be under their loved ones care at their home
because of their medical condition. Their medical condition needs to be made aware in
their working places, so that they could have a better working environment to work
and lead a normal life as others and by doing so, we could help the individuals in many
ways.
Promotion and Confidential Reports
In general, every individual seek raise in their career. In PWD and like departments,
the promotions are given based on the vacancy positions. In some departments and
organizations, the promotions are given by hiking pay as well changing their
designations (Time Bound Promotions). Normally in PWD, from one post to next
promotional post takes a long period. To add more fuel on this issue, the lengthy
procedures adopted give mental agony to the officers who are about to get their due
promotions.
Confidential reports are one which are inevitable for preparing name panel. But these
confidential reports for the promotional posts are not sent in time by some of the
concerned reporting officers which further delays the promotion of the individuals.
Every officers concerned must empathetically think that their subordinates would not
suffer for their delay. Promotions would raise the esteem of every individual and
benefit the state on the whole for which they are working. Therefore, we request the
superiors to write the confidential reports in due time.
