Agriculture Budget 2013-14
HIGHLIGHTS
Achievements
Agriculture
125 lakh tons of food grains production estimated during
2012-13, it is higher than production of 118.83 lakh tons
last year (2011-12).
The share of the agricultural sector became 15.3 % of the
Gross State Domestic Product during 2012-13; the rate of
growth of agriculture sector increased to 1.8% during 2012-
13 from (-) 2.2% in 2011-12 thus increasing by 4% on
year to year basis, inspite of drought.
Designed for the first time in the country, Bhoochetana
Yojane implemented from the year 2009-10 in
collaboration with ICRISAT and received wide
appreciation. During 2012-13 sowing in 164 lakh acres;
yield increase varying from 21 percent to 43 percent in
16 crops achieved.
Rs. 586 crore spent for distribution of 35 lakh quintals of
seeds to 1.35 crore farmers during the last 4 years.
Distribution of seeds to 23 lakh farmers at an expenditure
of Rs.113 crore.
Formation of one organic farmers group in every taluk;
grant of Rs.100 crore towards subsidy to 1.10 lakh farmers
for adoption of organic farming in an area of 4.46 lakh
acres.

During 2012-13 khariff season, 8 lakhs M.Ts fertilizers
stored as buffer stock and so far 6.37 lakh M.Ts (worth
Rs.695 crore) supplied to the farmers. Adequate quantity
of fertilizers made available to the farmers.
Subsidy of Rs.576.94 crore during 2011-12 under Suvarna
Bhoomi Scheme. Rs.241.50 crore subsidy distributed to
4.28 lakh beneficiaries in 2012-13.
During the last 4 years, drip and sprinkler Irrigation
adopted in 7.44 lakh acres for more efficient use of water
with an expenditure of Rs.382 crore. Rs. 75.72 crore spent
covering 95,877 acres during 2012-13.
Under three types of Crop Insurance Schemes. Rs.406
crore paid as compensation for crop loss.
Rs.573 crore spent for distribution of various agricultural
implements to 3.85 lakh farmers during the last 4 years.
Rs.79.57crore spent for 17,538 beneficiaries during 2012-
13.
Under the Agricultural Produce Processing Programme,
Rs.32.75 crore provided for the construction of 269
Threshing yards, distribution for 1385 processing units
and distribution of 2.16 lakh Tarpaulin sheets.
Rs.100 crore grant for the establishment of 1000 Hire
Service Centers for agricultural implements in 2012-13.
The credit of bringing out Samagra Krishi Vanijya
Abhivrudhi Neethi for the integrated development of
agriculture and allied sectors for the first time in the
country goes to Karnataka. During the Global Agri
Investment and Food Processing Meet organized in

Rs.60,925 crore signed.
33 schemes under implementation. 43 schemes
anticipated to be implemented soon; Inflow of an additional
investment of Rs.43,000 crores.
During 2011-12, repayment of Rs.777 crore of crop loan/
short term loan taken from Commercial Banks/ Rural
Development Banks by 2.30 lakh farmers. Interest
subsidy of Rs.13.23 crore at the rate of 3%.

Rs.41.75 crore spent for construction of veterinary college
buildings and providing infrastructural facilities.

During 2012-13 an additional 19,924 acres brought under
mulberry cultivation and silk production reached 5,096
MTS (at the end of December 2012).
Co-operation
Under the scheme of agricultural loan at concessional rate
of interest to the farmers, during the last 4 years, Rs.18176
crore loan disbursed. 53.37 lakh beneficiaries received
the loan and Rs.939 crore paid as interest subsidy.
As at the end of December 2012, Rs.4025 crore short term
agriculture loan distributed to 9.75 lakh farmers through
the co-operative institutions. Rs.2703 crore crop loan
distributed to 8.72 lakh farmers at zero percent interest.
Implementation of scheme for providing loan facility at
4% interest to the self help groups functioning in the state
through the credit co-operative institutions and during
the last 4 years, Rs.1322 crore loan distributed to 1.26
lakh self help groups. Rs.62.37 crore paid as interest
subsidy.

In order to formulate a program to protect the farmers of
Karnataka from the effect of frequent droughts,
Government has entered into an MoU with 9 international

Horticulture
To compensate for deficiency of vitamin A and B in 50
lakh children suffering from malnourishment of North
Karnataka, it is proposed to supply fruits and vegetables
to them by growing in kitchen gardens, school gardens,
community parks and such other places.
Rs. 50 crore for establishment of mega wholesale markets
and storage centres in all major district head quarters
and for properly equipping them and for upgrading district
level HOPCOMS sale outlets.

Establishment of an expert centre in collaboration with
Indian and Dutch Governments, to organise

management of superior quality Indian and Dutch
vegetable and flower crops, green house technology, labour
management and management of supply chain.
Establishment of 5 coconut products parks at a cost of Rs.25
crore, to provide better marketing opportunities to the
coconut growing farmers.
Formulation of a special plan for fertigation to increase
productivity of horticultural crops, by application of the
required fertilisers through micro irrigation system, a cost
of Rs.100 crore and an initial provision of Rs.10 crore.
Development of Model parks in 7 city corporations of the
State at a cost of Rs.2 crore each.
Construction of Glass Houses in Tumkur and Davanagere
districts on Lalbagh model.
Establishment of Horticultural Engineering and Food
Technology college under the University of Horticultural
Sciences, Bagalkot.

Amrith Yojane at a cost of Rs.10 crore for providing subsidy

Rs.20 crore to set up cold storage units in Belgaum and
Gulbarga, dairy units at Sirsi in Uttara Kannada and

An amount of Rs. 5 crore is earmarked for production of
vaccines for the control of epidemic diseases in cattle.
For increasing milk production in the state, the existing
subsidy schemes (Rs.2 per litre) will be continued with
an expenditure of Rs. 325 crore.

manner in 19 places of the State (Hubli, Bijapur, Raichur,

Harihara, Davanagere, Challakere, Chitradurga,

Santemaranahalli, Mysore and Kollegala).
Laboratories and allied facilities required for classification
and grading of agriculture & horticulture produce in
Belgaum, Hubli, Raichur, Bangalore, Mysore and
Chamarajanagar through National Collateral
Management Services and other expert institutions.
For price support operations funds upto Rs.1,000 crore will
be facilitated in the Revolving fund.
An agreement with NCDEX Spot Exchange for
simplification, transparency, e-marketing and for
providing all the related documents at the spot itself
through the internet in several markets of the State.

the premises of University of Agricultural Sciences,
Bangalore.
MOU will be entered into with expert institution to collect
waste in a scientific manner and to process and manage
it properly in the markets of Bangalore, Belgaum, Bidar,
Gulbarga, Tumkur, Kolar, Srinivasapura, Mysore, Singena
Agrahara and Dasanapura of Bangalore.

Starting of lift work upto Haravanahalli distribution tank
in the first phase, of Yettinahole Yojane for drinking water
within the next few months at a cost of Rs.2,670 crore.
Steps already taken to prepare detailed project report for
providing drinking water under Yettina Hole Yojane to all
the towns and other needy villages in Kolar, Chikballapur,
Bangalore Urban including BBMP area, Bangalore Rural
and Tumkur districts, Rs.200 crore will be provided

State Economy
States economy is satisfactory and the Fiscal position of the
State has been sound during the last 5 years
Likely growth of states economy at 5.9%. Service sector
growth by 8.9%. Growth in agriculture and allied sectors
is 1.8%. Estimated growth rate of Industrial sector is 2.4%.
Composition of GSDP for 2012-13 is 15.32% from
Agriculture and allied activities sector, 25.91% from
Industry sector and 58.76 % from service sector.
Revenue surplus maintained since 2008-2009.
Fiscal deficit within 3% of the GSDP or the limits
prescribed by the Central Government.
Ratio of Interest payment to Revenue receipts is

12th Five Year Plan
12th Five Year Plan outlay for Karnataka is Rs.2,55,250
crore as endorsed by the National Development Council
in December 2012, which is 87% higher than the 11th
Five Year Plan expenditure at current price of Rs.1,36,052
crore.
The per capita plan outlay of Karnataka at Rs. 6,231 in
2011-12 is the highest among major States
Budget Outlay and State Plan 2013-14
Budget Outlay of Rs.117005 crore which is an increase of
13.88 per cent over the budget of Rs. 1,02742 crore in
2012-13.
Energy
Rs. 10831 is provided for the energy sector during 2013-14
Capital investment by Government in KPCL and ESCOMs
at Rs.4175 crore after 2008-09.
Increase in installed capacity from 8660 MW during
08-09 to 13,504MW.
Increase in daily peak energy supply from 138 million
units during 2008-09. per day to 190 million units.
Purchase of 26,236 million units both from outside the
State and private producers during last 5 years.
Strengthening of transmission and distribution systems
by setting up of 300 sub-stations and laying of 5196 kms
of transmission lines, thereby reducing transmission loss
by 4% and total technical and commercial losses from
23.17% to 20.18%.

Investment of Rs.14,751 crore in power sector for capital
works. Implementation of Niranthara Jyothi Scheme for
supply of power to irrigation pump sets in rural areas.
Energy conservation measures undertaken are
distribution of 37 lakh CFL bulbs in Bangalore and Kolar
Districts, installation of 283 higher efficiency irrigation
pump sets at Doddaballapura Taluk as pilot project,
commissioning of renewable energy projects of 1913 MWs
since 2008-09 and allotment of 200 MW solar power to
private entrepreneurs for effective utilisation.
Electrification of 8,897 drinking water supply schemes
and 15000 Ganga Kalyana Irrigation Pump sets during
2012-13. Regularisation of 1.2 lakh of unauthorised
irrigation pump sets during the last two years.
Continuation of scheme of regularising unauthorised
pump sets of farmers in 2013-14 and distribution of CFL
bulbs.
New Initiatives
Implementation of High Voltage Distribution System in
one division of each ESCOM for reduction of distribution
losses
Irrigation canal roof top solar energy system
Establishment of centralised research lab for adoption of
new technology and testing of energy meters.
Encouraging Energy conservation by setting up of green
buildings.
Roads & Buildings
Outlay of Rs.5321 crores is provided for Public Works, Ports,
and Inland Water Transport Department.

World Bank: Development of 269 kms of State Highways
at a cost of Rs.657 crore with assistance of World Bank (i)
Hosakote Chintamani, (ii) Dharawada Soudatti (iii)
Choudapura Gulbarga.
Entrustment of 9 State highways on User Fee-Toll for a
period of 10 years on OMT basis for maintenance.
Development of (i) Chikkanayakanahalli Tiptur Hassan
and (ii) Dharawada Alnavara State Highways at a cost of
Rs.480 crore on a PPP V.G.F (Toll) basis.
State Highway Development Project (SHDP)
strengthening of 4130 kms of and improvement of 3122
kms of State Highways at a cost of Rs.2797 crore.
To ease traffic in Sakaleshpura - Mangalore road, a
feasibility report for construction of six lane tunnel in
Shiradi Ghats will be prepared;
Commencement of development of 3576 kms at a cost of
Rs.1357.75 crore in the second phase;
Improvement of Agumbe Ghat road and undertake road
works and bridge construction work in Shimoga.

Rs.1000 crore for PWD roads and Rs.400 Crore for the roads
maintained by Zilla Panchayats.
Coastal Protection: Coastal protection project is taken
up during 2013-14 at a cost of Rs.223 crore with loan
assistance from Asian Development Bank.
The Belgaum Suvarna Vidhana Soudha has been
constructed at a cost of Rs.391 crore in a record time.
Rs.1878 crore spent on construction of 1747 offices, court
buildings and residential quarters to Judges and others
during the last five years.
Infrastructure
Railways
Karnataka is the first State to bolster speedy
implementation of Railway projects by contributing 50%
of the cost. So far Rs. 1021 crores has been released as
State share and Rs.440 crores has been provided in
2013-14 budget as investment by the State.

Completion of the works of Ramanagar-Channapatna and
Mysore-Naganahalli railway lane doubling
Release of Rs.193 crore for new railway lane between Bidar

Rs.2086 crore grants for improving urban infrastructure;
Rs.2775 crore for implementation of 44 drinking water
supply and 39 drainage schemes by KUWS & DB.
Infrastructure facilities including housing to 7.88 lakh
families in 3568 slum areas identified in the survey of
slum areas.
Rs.4625 crores sanctioned for Bangalore and Mysore cities
under JnNURM; 67 schemes costing 27 schemes
completed.
6966 works completed in the first phase of Chief
Ministers Nagarothana scheme at a cost of Rs.1168 crore.
205 works completed, 88 works under progress with an
outlay of Rs.1333 crores by Karnataka Urban
