    Stable interest ratewelcomed

    The decision by the Reserve

    BanksMonetaryPolicyCommit-

    tee to retain the repo rate at 5%,

    is welcome news for the stability

    of the property market, says Se-

    eff Chairman, Samuel Seeff.

    Despite the renewed economic

    uncertainty and downward eco-

    nomic growth adjustment since the

    second half of last year, one contin-

    ues to see stable trade with about

    18 000 to 20 000monthly deeds office

    transactions.

    There is an overall positive mood

    within the market and, especially

    during the first half of this year,

    Seeff branches have reported in-

    creased buyer sentiment and activi-

    ty.

    While the wider macro-economic

    landscape is still not conducive to

    a real recovery, the market has set-

    tled into a new normal.

    Overall consumer indebtedness

    has reduced since 2007/2008 and the

    banks are more willing to grant

    loans, although the high levels of

    consumerdebt still constrainsover-

    all sales volumes.

    Thisnotwithstanding, thereis life

    in the market and well-priced prop-

    erties are selling, with stock short-

    ages becoming a reality in most of

    the major metropolitan areas, he

    says.

    Buyers should not sit on the side-

    lines for too much longer; for those

    who can, now is the time to buy.

    While a rate hike towards the latter

    part of the year is probably inevita-

    ble, Seeff says, that even at a 1% in-

    crease, mortgage finance is the

    cheapest in more than 30 years. For

    ordinary home buyers, this means

    that there are significant savings to

    be had right now.

    According to FNBs most recent

    house price index, average prices

    are on thewhole downbyabout 20%

    since 2007/2008 and this, combined

    with the low interest rate, makes it

    an ideal time to buy.

    Even in the primary residential

    sector, conditions continue to fa-

    vour buyers and there are good

    deals to be had.

    Those looking to acquire a second

    holiday or investment home will

    findunmatchedvalue in thesecond-

    ary coastal markets on the South

    and West Coast and on the Garden

    Route. If you are in the market for

    a countryside getaway, you may

    find evenbetter value in someof the

    most beautiful towns and villages

    scattered across the country.

    While one would need to wait for

    overall economic sentiment and

    macro-economic fundamentals to

    improve, the market seems to be

    gaining momentum and for now, it

    remains business asusualwith sell-

    ers and buyers doing good business

    on a daily basis.

    Thedifferencebetween

    turnkeyandplot-and-plan

    Buyers thesedayshaveanumberof op-

    tions open to them when purchasing

    certain developments.

    It used to be the case that, inmost cases,

    a buyer could purchase a plot, or a plot-

    and-plan. A few years ago, with the re-

    duced fundingappetite fromthebanks,de-

    velopers introduced a turnkey sale which

    the banks were very receptive to.

    However, there are some fundamental

    differences between a turnkey and a plot-

    and-plan sale, which need to be under-

    stood. The conventional plot-and-plan

    sale meant that a buyer would purchase

    a plot, have plans drawnup and a building

    quote, and submit to the bank for finance.

    Once finance is approved, the buyer

    takes transfer of the plot and enters into

    a building contract with a builder.

    As the building progresses the builder

    is paid out in stages, or draws, either by

    the buyer or the bank, until the property

    is completed.

    The benefits of such a purchase are that

    the buyer can build the house he wants

    according to his budget, with the finishes

    he desires.

    Thenegative is that thebuyerhas to car-

    ry to cost of servicing his bond while the

    property is under construction, which

    could be anything between 4 and 12

    months. In addition to this, the buyer has

    to deal directly with the builder, handle

    the payments, deal with issues, and carry

    the risk of delivery in other words, its

    up to the buyer to manage the whole proc-

    ess.

    A few years ago the banks took a con-

    servative approach to plot-and-plan fi-

    nance applications, mainly because of the

    delivery risk, and in many cases only of-

    fered finance up to 80% of the total build-

    ing and land cost.

    In order to appeal to buyers who re-

    quired a higher loan-to-value bond, and

    whowanted toavoid the stress of building,

    some developers, on the advice of Har-

    courts Platinum, introduced a turnkey

    product.

    The turnkey product consists of a range

    of pre-designed homes with plans already

    approved by the municipality.

    The buyer selects the property hewants

    and signs a contract to purchase a com-

    pleted home where he has a choice of fin-

    ishes from the range provided, but where

    no changes to the plans can be enter-

    tained.

    The benefits of a turnkey product are

    that the developer funds the entire build-

    ing process, dealswith all building issues,

    and delivers a completed product to the

    purchaser.

    The buyer only pays for the property

    once it is completed, thus removing any

    delivery risk for the purchaser.

    This has proved an extremely popular

    option to many buyers in developments

    marketed by Harcourts Platinum.

    The main difference is that buyers can-

    not change the pre-approved plans, and

    need to restrict their finishes to the range

    the developer offers.

    However, the benefits of not having to

    fund the construction or deal with build-

    ing issuesmeans that a buyer gets a brand

    new home, with the finishes he wants,

    without any of the stress associated with

    building.

    Banks are generally happy to finance a

    turnkey home to the same extent they

    would finance a second-hand home so

    buyers benefit from higher loan-to-value

    rates, although banks have warmed up to

    plot-and-plan bonds again. Both products

    have theiradvantagesbesureyouunder-

    stand exactly what you are purchasing.

    Therehas been somuch said since

    the financial crisis overtook the

    world in 2008, about property as a

    good or bad investment so much

    analysis, discussion and dissecti-

    on that there is adanger of forget-

    ting that what the real estate mar-

    ket is really about is the individu-

    al, human benefits of home

    ownership.

    So says Berry Everitt, MD of the

    ChasEveritt International proper-

    ty group, who believes that its

    time to re-focus on these benefits,

    the first of them being, as shown

    in many studies over the years,

    that homeowners are happier in

    their homes and in their

    neighbourhoods than tenants.

    According toHabitat forHuma-

    nity, for example, homeowners on-

    ly move every eight years, on ave-

    rage, while the average length of

    stay for tenants is only two years.

    Writing in the Property

    Signposts newsletter, he says the

    second benefit, and probably the

    most important for those with fa-

    milies, is that thechildrenofhome-

    owners have been shown to do bet-

    ter in school, have more chance of

    obtaining a tertiary qualification,

    have less problemswith alcohol or

    drugs, and earnmore in their own

    adult lives than the children of

    those who remain tenants.

    Thisisprobablynotthatsurpri-

    sing, since home ownership also

    provides social stability and ma-

    kes for better neighbourhoods.

    Those with a longer-term stake in

    theirareaareofcoursemore likely

    to participate in local organisati-

    ons and work for the good of their

    community throughschools, chur-

    ches,blockwatchandratepayeras-

    sociations. They are also more li-

    kely to garden!

    And generally, Everitt says,

    neighbourhoodswith high rates of

    home ownership will give back

    to those owners in terms of lower

    crime rates, better schools, more

    demand in future from homebuy-

    ers and higher property values.

    Which brings us back to finan-

    ces butnot just to the cold invest-

    ment value of property owner-

    ship.

    Thereisawarmtruthtothefact

    that homeownership, unlike te-

    nancy, enables individuals and fa-

    milies to createwealthwithwhich

    to better their own lives and those

    of the people they care about.

    Just by paying off their home

    loan (instead of paying rent) they

    can build up equity that can then

    be used to educate children, start

    anewbusiness or provide for their

    ownretirement all prospects that

    aremuchmore real andenduring

    for most prospective homebuyers

    thanthepossibilityofmakingakil-

    ling in the next property boom.

    lines and slanted lights have an air

    of elegant simplicity about them;

    updated MMI interface is based on

    Baukasten) platform, which tran-

    scends models more easily.

    The Sportback has a 35 mm longer

    wheelbase to take those rear doors

    and create extra space at the back.

    Boot space grows by 30 F and the rear

    about 80 kg over preceding models.

    A3 Sportback? Lets see: just like the

    3-door A3, it is available in S, SE or

    Quattro trim with escalating specifi-

    cations. Engines are also identical

    with 1,2, 1,4 and 1,8 turbo-petrols as

    well as a 1,6 turbo-diesel.

    The 1.6 TDi produces 77 kW and

    250 Nm, achieving 0-100 km/h in 10.9

    seconds and a top speed of 195 km/h.

    Average CO2 output is just 99g/km

    and fuel consumption 3,8F/100 km.

    The 1. TFSi musters 90 kW (122hp)

    and 200 Nm, 0-100 in 9,5 seconds,

    203 km/h, 123g CO2/km and

    5.3L/100 km.

    Itsbigger1.8TFSibrotherpromises

    132 kW (180hp) or 250 Nm, 100 km/h

    in 7,3 seconds, 232 km/h, 130 g CO2/

    km and 5,6F/100 km. All petrol are

    availablewith a 6-speedmanual gear-

    box, the diesel and 1.8 Quattro only

    with a seven-speed S-Tronic automat-

    ic gearbox which is an option for all

    It gets even more confusing, as

    some trimsarenot availablewithcer-

    tain engines and a fewA3 Sportbacks

    I suggestyouvisityournearestdealer

    to place an order. What I can tell you

    personally is that the A3 SB is every

    bitassublimetodriveasyoudexpect.

    We sampled almost everymodel on

    the launch and the Audi hatchback

    didnt put a foot wrong. Build quality

    is superb, the ride is exemplary and

    the driving experience was impres-

    sive. The diesel is obviously less

    sporty than its edgy 1.8 Quattro sib-

    ling but I had themost fun in the ordi-

    nary, manual 1.4 TFSi.

    Standard features on all models in-

    clude power everything, remote cen-

    tral locking, air-con, MMI interface

    with retractable LCDscreen, adjusta-

    The all-new Range Rover Sport has been

    confirmedas theofficialPaceCar for this

    Sundays 91st running of the Pikes Peak

    International Hill Climb. Known as the

    Race To The Clouds, the annual event on

    AmericasMountain inColorado,USA, is

    famous for its spectacular location and

    unforgiving nature, with much of the

    12,4 mile course lined by sheer drops

    down the mountainside.

    As the course-opening car, the Range Rov-

    er Sport will revisit the scene of its own

    record-setting run earlier this month, when

    it powered to a new best time up the hill for

    a production-standard Sport Utility Vehicle

    and broke the long standing record for any

    type of production-standard vehicle. The

    RangeRover Sport negotiated the 12,42 mile

    course, which has 156 corners and ascends

    from 9,390 feet (2,860 m) above sea level to

    14,110 feet (4,300m), in just 12 minutes

    35,61 seconds an average speed, from a

    standing start, of 59,17 mph (95,23 km/h).

    The record was set in a Range Rover Sport

    powered by a 510PS 5,0 F supercharged pet-

    rol V8 engine, the vehicle altered from pro-

    duction specification only in the fitment of

    a roll cage and harness seat-belts to meet

    racing safety requirements.

    On the record run, the Range Rover Sport

    was driven by Pikes Peak specialist Paul

    Dallenbach.

    This Sunday, the Pace Car will be driven

    by veteranmotorsports competitor and offi-

    cial Gay Smith, of Colorado Springs. Smith

    was the 1974 Rookie of the Year on Pikes

    Peak and has served on the events Board

    of Directors for 20 years.

    This years Pikes Peak International Hill

    Climb has attracted 157 competitors (70 cars

    and 87motorcycles), with drivers and riders

    from 16 nations. The entry is headlined by

    World Rally Champion Sebastien Loeb.

    Timed runs start on Sunday 30 June at

    08.00 Mountain Daylight Time (BST 7

    hours, GMT 6 hours). For the first time,

    the event is being broadcast to fans around

    the world via the internet, on RedBull TV.

    Internet visitors can also, starting from

    this weekend, watch a newly-released four-

    minute documentary film about the Range

    RoverSports record runatPikesPeakearli-

    er this month, with spectacular views from

    inside and outside the vehicle. This can be

    seen on Land Rovers YouTube channel.

    Pikes Peak International Hill Climb

    The Pikes Peak car and motorcycle hill

    climb competition is held annually on a

    12,42 mile (19,99 km) section of the road that

    runs up to the summit of Pikes Peak Moun-

    tain, 14miles north-west of the town of Colo-

    rado Springs.

    First run in 1916, Pikes Peak is the USAs

    second-oldest motorsport event. Some of

    Americas most famous racing drivers

    Mario Andretti, Bobby Unser, Rick Mears,

    and Al Unser have won the competition,

    drivers such as Michele Mouton, Ari Va-
