Do you know if you are wasting too much water to keep on your green areas in good condition? Are your parks clean enough for your kids to play? Saving water is an important issue nowadays. Bureau Veritas monitors the teams responsible for maintaining green areas in order to ensure that water resources are being optimized.

We offer a wide range of services aiming at evaluating the job carried out by municipal teams, from measuring the degree of dirtiness of benches, streetlights or playgrounds, to monitoring the pruning process and ensuring compliance with environmental and contractual norms.

With so many people flocking to your coasts, can you guarantee them to find clean beaches? Were visitors pleased enough with the treatment received in hotels and places of interest during their stay to pay a second visit? Tourist places assessment is developed in order to offer visitors and citizens alike the best possible quality and measure their level of satisfaction, whether they are at the beach, a hotel or visiting an historical site.

Since places of interest such as museums can outsource most of their functions, Bureau Veritas offers a service to ensure that those functions are audited regularly and independently according to previously defined standards.

Are new constructions compliant with construction permitting requirements?

(comparison between citizen declaration when construction permitting and reality through plane pictures). An interesting comparison between what is and what should be.

Are your bus drivers on schedule? Do your citizens have to wait longer than they should to take public transport to work? Find out if users are satisfied through a monitoring service that allows you to control public transport teams in your municipality to make sure they respect schedules and xxx an adequate frequency.

Our qualified local teams can help you evaluating the maintenance of stops and vehicles as well as security conditions for users. By measuring activity levels on different lines, Bureau Veritas can assess whether the routes covered by public transport are used by a sizeable number of citizens or they need to be redefined.

Do citizens perceive their city as a clean place to live? Are municipal cleaning teams as performing as they should be?

Bureau Veritas is able to deliver full reports including information from Dirtiness Maps to citizen complaints and opinions. Through a monitoring of street cleaning teams you can obtain data concerning team efficiency or incidents found during or after the cleaning process. Be graffitis or abandoned cars, our inspectors take notice of anything breaking local regulations.

Thanks to years of experience, we can deliver a complete service that evaluates all aspects of urban cleaning, from the correct formation of teams and the equipment they use to the level of cleanliness of sidewalks and litter bins on each street as well as the degree of citizen satisfaction.

How healthy is your childrens menu in their school canteen? Are your hospitals compliant with hygiene standards? From food quality, to cleanliness of kitchens including material and operating room sterilization, Bureau Veritas provides higyiene and quality audits that allow you to better meet the increasingly high standards concerning places where there is a high risk of infection spread such as schools or hospitals.

Our specialists have the expertise and knowledge to provide all aspects of health and safety management, implementation, monitoring and review and can help you meeting specific HSE standards in every public building or institution, ranging from schools to government buildings. XXX

Too many licences to issue and not enough time? How much time do your citizens have to wait to get theirs?

Make sure they can get their business up and running in the shortest delay. Trust an independent third party accredited to issue official licence permits for any kind of commercial purpose. Beforehand, Bureau Veritas will control that requirements regarding emergency exits, environmental protection or disabled people are met. This service can lighten your workload and help you optimize your time.

XXX? The best partnership to give the best and fastest possible answer after a fire incident! Our expertise and knowledge has led us to be recognised as a leading authority in providing scientific and technical advice to fire brigades.

With over 25 years experience gained in HazMat response, fire investigations and prevention, we are able to provide an expert testing, advisory and emergency response service for most aspects of dealing safely with hazardous materials and fire safety in all types of buildings or processes.

Outsourcing of public services is a long term trend for municipalities and local authorities driven by three factors:

Economic Tangible results for the citizens Quality Control

As a municipality or a local authority, you need to optimize costs and justify expenses. Citizens expect good results regarding their life quality, which is based on the services offered by the municipality.

There is thus an important need for assessing subcontractors or internal department efficiency and finding ways for improvement.

Bureau Veritas offer answers your specific needs regarding, among others, monitoring of urban cleaning, green areas, public transport and waste collection and characterization services and public venues HSE assessment. The process can be applied to any part of the city or any public service, allowing municipalities to properly control everything under their jurisdiction, getting experienced assessment from BVs teams who control the quality and monitor how services are being delivered to the citizens. Therefore, current or potential errors are detected on time to implement corrective measures and ensure compliance with regulations or contractual terms.

Case studyThe Madrid city authorities work in order to offer high-quality public services to more than 3 million citizens. How can they assure the best possible service will be delivered to so many people? Bureau Veritas, with more than 15 years of experience in technical assessment of public services quality control, has come up with a solution.

Bureau Veritas has developed an assessment, control and monitoring service capable of answering the needs of municipal inspection teams for the quality control of public services. For the city of Madrid these services are urban cleaning, waste collection and characterization and monitoring of green areas. By means of a massive data collection accessible through our online application tool, municipal teams can evaluate in real time not only efficiency but also service compliance with contractual terms. Furthermore, Bureau Veritas provides periodic reports to Madrid city authorities on which they can base their subsequent decisions.

The benefits of this service are numerous for the Madrid municipality and include continuous improvement propositions based on citizen opinions or any areas of improvement throughout a given service, achieving citizen satisfaction by taking into account their requests and complaints and cost reduction obtained after comparing the performance of different service suppliers.

Design Review is an independent assessment of the project engineering phase that can be supplemented with independent analyses, performed by our specialist engineers.

The safe design of all types of equipment, offshore facilities (structures and topsides), onshore plants (from refineries to LNG terminals) and pipelines, in standard or extreme conditions (from desert to arctic environment), can be assessed through certification or verification schemes to suit our clients' requirements.

Classification is the appraisal of the level of compliance of a vessel to the rules set up by the class society.

Classification rules are developed to contribute to the structural strength and integrity of essential parts of the hull, the safety and the reliability of the propulsion and steering systems and the effectiveness of essential auxiliary systems of the ship. Bureau Veritas classes all types of ships and offshore floating units: oil tankers, bulk carriers, passengerships, containerships, gas carriers, offshore supply vessels, tugs and many others.

Verification is a scheme through which Bureau Veritas, as an Independent Verification Body (IVB), provides Independent Competent Persons (ICP) to verify throughout the life of an installation that the performance standards defined by the client for each Safety Critical Element (SCE) are achieved.

Defined originally within UK North Sea regulations, the implementation of such schemes has become common industry practice in key areas of the Oil and Gas world, such as the Middle East, Russia and Asia. Bureau Veritas ICP workforce is deployed and operates on large verification projects in all these areas.

    Equipment and Product Conformity

Project Compliance: some countries or zones have specific compliance criteria that are a challenge for all corporations.

Bureau Veritas helps clients to ensure the compliance of products and assemblies with local and/or international regulations through:

    Support as a second party

Certification as an independent third party

    Product compliance studies

    Compliance market "intelligence"

Supplier Assessment is a decision tool for purchasers coping with suppliers qualification in consideration of their capabilities to manufacture specified industrial components or provide services.

Bureau Veritas typical deliverable is a gap assessment or analysis report including recommendations to move forward and follow-up suggestions.

Shop Inspection involves inspecting items at their place of manufacture before delivery.

Our qualified local teams are familiar with inspecting all kinds of supplies: materials and components, pressure equipment, mechanical equipment and machinery, electrical equipment regarding applicable regulations or other specific requirements.

    Quality Assurance Scheme

Risk-Based Inspection (RBI) is a process that identifies, assesses and maps industrial risks (due to corrosion and stress cracking).

During the RBI process, Bureau Veritas engineers design inspection strategies (what, when, how to inspect) that match forecasted or observed degradation mechanisms.

    Risk-Based Approach applies to:

    Structures

    Pressure vessels

    Pipelines

    Tanks

Fugitive emissions are generated by leaks from process equipment such as valves, flanges, piping. This can result in safety, health, environmental and reputation concerns. Cost implications can be significant.

Thanks to its methodology, Bureau Veritas can set a robust fugitive emissions management program which will provide tangible benefits.

According to the European standard CEN pr 15446, fugitive emissions are finalised to standardise measurement, quantification and reporting methods.

    Non Destructive Testing

Bureau Veritas is a highly recognised worldwide provider of Non Destructive Testing services in both Capex and Opex context for structural steel, process piping, pipelines, vessels, etc. using routine and advanced techniques and technologies.

Safety Case / Type Approval / Riser and Flexibles Certification / Safety Integrity Level Verification / Product Conformity Assessment / HSE Management / Fitness for Service / Quantitative Risk Analysis / HAZID-HAZOP / VERISTAR suite / Structures Integrity Management / Risk-Based Inspection / Pipeline Integrity Management Services / ARMour (Asset Knowledge management) / SOFFIA for tanks / ShaftTest

Certification of Installations means the assurance that it has been designed, constructed, commissioned and is operating in compliance with a defined technical reference as far as safety is concerned.

Certification is by far the most recognised and commonly delivered service provided by Bureau Veritas worldwide as an Independent Third Party.

    Integrity Management

Chemical Risk Management and Safety Data Sheets

This is a core competence of Bureau Veritas HSE Team, constantly monitoring rules and regulations, and working with clients, ensuring compliance and minimizing risk to employees, environment and society.

We offer specialist services and tools to follow safety data sheets, and chemicals throughout the value creation chain.

In any transaction where biofuels and petroleum products are bought and sold, there is a transfer of ownership. This is made more complicated by the fact that the transaction is taking place across different countries. The various parties need re-assurance from an independent third party to provide confirmation of the conformity of petroleum products. These inspections are based on visual aspects and customized checklist. They provide assurance of goods integrity at different stages in the product cycle, from the production site up to the completion of loading or discharge.

By maintaining a global chain of strategically located laboratories, Bureau Veritas can provide rapid, impartial and independent analysis to all international standards including ASTM D6751 and EN 14214 in order to protect product integrity. Our trained professionals inspect barges, shore tanks, containers and vessels holding finished biofuels. They are able to deliver reliable biofuels analysis that meets and exceeds your requirements.

This service combines confirmation of the buyers specifications, and quantity and value controls of imports and exports. It is done in compliance with World Trade Organization (WTO) requirements. In carrying out preshipment inspection of goods, Bureau Veritas helps international trade operators to comply fully with current legislation. This improves their business efficiency and eliminates risk wherever possible during the transfert of custody.

Biofuels and biomass have been heavily promoted to be part of the solution to mitigate climate change, as well as anticipate the scarcity of fossil fuels in the future. Government legislation in Europe, USA and other countries such as Brazil are setting high targets for the use of biofuels in the coming years with the inplementation of incentives to promote these sources of energy. This results in many market opportunities for players within the biofuels and biomass value chains, from biomass producers (agriculture and forestry) to biofuels refiners and distributors. Incentives for biofuels and biomass are subject to third party verification or bear risks that need to be controlled and managed over the supply chain to ensure that biomass and biofuel remain sustainable and renewable sources of energy.
