    Ref : 1. Demand No.22 of Tamilnadu Government Pharmacy Association has

    requested to regularise the timings of Medical Stores in Government Medical

    Institutions under the contol of this directorate.

    2. At present the working time of Medical / Surgical stores in Government

    Head Quarters Hospitals and Government Hospitals vary between 9.00 a.m.

    to 3.30 p.m. 10.00 a.m. to 4.00 p.m. and 10.30 a.m. to 4.30 p.m. In order to

    bring an uniformity.

    It ;is hereby ordered that the duty hours in respect of the following Department in all the

    Government Head Quarters Hospitals and Government Taluk Hospitals will hereaer to 10.00

    a.m. to 4.30 p.m. (6 days week) with Sunday Holiday

    (Abstract)Award of cash incentive to the Government employees who have rendered 25 years of unblemishedservice - Orders Issued.

    2. SB Order No.22 / 2011, letter No.113-01 / 2011-SB dated: 24-11-2011,

    the Department of Posts, Ministry of Communication and Information

    Technology, Government of India.

    ORDER:

    In the Government Order read above, orders have been issued to the effect that the Governmentemployees who have completed 25 years of unblemished service under the State Government shall beawarded with an Indira Vikas Patra in the denomination of Rs.1,000/- (Rupees one thousand only) withan initial value of Rs.500/-(Rupees ve hundred only). Subsequently, Kisan Vikas Patra was issued inlieu of Indira Vikas Patra.

    2) In the letter second read above, the Government of India has conveyed its decision ofdiscontinuing the sale of Kisan Vikas Patra with effect from 1--12--2011 consequent on rationalizationof schemes.

    3) Consequent on the closure of the scheme of Kisan Vikas Patra, requests were made fromvarious Departments of Secretariat / Head of Departments to provide an alternate incentive in lieu ofKisan Vikas Patra awarded for rendering of 25 years of unblemished service by the employees. TheGovernment has examined the issue in detail and considering the quantum of incentive xed fteenyears ago, it was felt necessary that the twenty ve years of unblemished service rendered by theemployees should be recognised in a proper perspective and therefore it has been decided to grantcash award as an incentive to the above employees. Accordingly, Government direct that a cash awardof Rs.2,000/- (Rupees two thousand only) shall be sanctioned to the employees who have renderedtwenty ve years of unblemished service along with a Certicate (Annexure enclosed) issued on behalfof Government duly recognizing their unblemished services.

    4) The Government also direct that the appointing authorities concerned shall prepare a list ofemployees who have completed 25 years of unblemished service once in every six months i.e. on the1st January and 1st July of every year and issue

    sanction orders for issue of cash award of Rs.2,000/- (Rupees two thousand only) so as to enab lethe Drawing and Disbursing Ofcers to claim the same and make payment to the employees concerned.Further, there shall be no change in the conditions stipulated in para--3 of the Government Order cited

    and subsequent clarication issued in this regard.

    5) These orders shall also apply to the teaching and non-teaching staff of local bodies and aidededucational institutions.

    6) The expenditure shall be debited to the detailed head of account 59 Prizes and Awards underthe relevant sub-head, minor, sub-major and major heads of account.

    7) Necessary additional funds will be provided in Revised Estimate / Final Modied Appropriation20122013. Pending provision of such funds, the Heads of Department concerned are permitted to incur

    the expenditure under the relevant head of account and the same may be included in the proposals sentto Government for Revised Estimate / Final Modied Appropriation 2012--2013.

    8) In cases where the sanction for issue of Kisan Vikas Patra has already been made and theamount drawn and kept in the accounts of the Drawing Ofcers for purchase of Kisan Vikas Patra, whichhas been dispensed such amounts shall be remitted to the Government account and orders sanctioningKisan Vikas Patra in such cases shall be cancelled and fresh orders be issued for sanction of cashaward to such employees.

    9) This order is issued with Additional Sanction Ledger No.1568 (One Thousand Five Hundredand Sixty Eight)

    Sub : Public Health - Minor Ailments - Absence of Doctors during O.P. hours inPrimary Health Centre, necessary authorisation issued for the disposal of

    patients by giving minor Ailments - Regarding.

    The following points are brought to the notice of the Director of Public Health and

    Preventive Medicine by the Tamilnadu Government Pharmacist Association, Chennai.

    1. The Pharmacist who are working in Primary Health Centres are frequently

    instructed orally by the Doctors to look aer the O.P. cases including new

    cases and to give minor ailments during the absence of Doctors or on camp.

    2. When the Medical Ocers of Primary Health Centres with single Medical

    Ocer post proceeds on leave, the Pharmacists are instructed orally by the

    Deputy Director of Health Services to disburse the O.P. cases by giving minorailments to meet out the emergency situation;

    But while Pharmacists giving minor ailments during the absence of Doctors at Primary

    Health Centres, it is being objected by the inspecting authority.

    Under the above Circumstances, permission is hereby accorded to the Pharmacists to

    give minerailments to the O.P. Cases when the Medical Ocers are on Camp / on leave.

    Aend to treatment of minor ailments in order to render rst LINE treatment for simple

    ailments as per the standing instructions given by the Director of Public Health and Preventive

    Medicine from time to time and render rst aid for accidents and emergencies and refer cases

    beyond his competence to the nearest Government Hospital.

    All the Deputy Director of Health Services are requested to communicate this to the

    Medical Ocers of the Primary Health Centres immediately.
