FOREWORD
The Bills of Quantities has been prepared generally in accordance with the Principles of Measurement(International) for Works of Construction dated June 1979 issued by the Royal Institution of Chartered
Surveyors, London, UK, with amendments made to suit local practice and conditions.
1 GENERAL
1.1 Works Executed Under the Contract
1.1.1 The Bill of Quantities shall be read in conjunction with the Conditions of Contract,Specifications, Drawings and Notes to Contractor. The Contractor shall provide in the bill ratesor in the prices for the full scope of work covered by the Contract and no claim or variationsshall be considered on account of the Contractors failure to comply with this provision. Thevarious documents collectively referred to herein as the Bill of Quantities shall jointly constitutethe Bill of Quantities referred to in the Conditions of Contract and these Preambles are to beread in conjunction with item descriptions in the Bill of Quantities.
1.1.2 Lump sum values shall not be inserted where unit rates are applicable and the Contractor shallensure that identical items occurring in separate bills are not priced at different rates, unlessthis is the deliberate intention.
1.1.3 The Contractor shall check against the summaries that each copy of the Bill of Quantities iscomplete in the number of pages and in the reproduction of each page.
1.1.4 The Contractors unit rates, prices and extensions shall be entered clearly by hand, in black inkor in printed format.
1.1.5 Unit rates, prices and extensions shall be given in the United Arab Emirates Dirhams with Filstaken to two (2) decimal places.
1.1.6 The quantities set out in the Bill of Quantities are to be taken to be the actual and correctquantities of the Works to be executed by the Contractor in fulfillment of his obligations underthe Contract. Any error in or omission from the Bill of Quantities shall not in any way vitiate orinvalidate the Contract nor be grounds for adjusting the Contract Price.
The Contractor shall be deemed to have checked and verified such quantities in thecompilation of his Price prior upon the Award of the Contract. The priced Bill of Quantities shallbe used only for evaluating interim payments due to Contractor, and as a schedule of rates forestablishing the value of variations.
1.1.7 The Contractor shall not use the Bill of Quantities for the purpose of ordering materials orarranging Subcontracts. Reference to these activities shall be the Specifications and Drawingsand instructions issued by the Engineer.
1.1.8 All items in the Bill of Quantities shall be deemed to have a monetary value, whether priced orunpriced. In the absence of a unit rate or price against any item, the cost shall be deemed to
have been included elsewhere within the Contract Price and the work ascribed to that item shallbe executed by the Contractor without any additional payment.
1.1.9 Written annotations of any nature that are inserted against items in lieu of a monetary value,shall without exception be deemed to mean that the cost of that item is included elsewherewithin the Contract and the work ascribed to that item shall be executed by the Contractor, atno additional cost.
1.1.10 The descriptions in the Bill of Quantities maybe incomplete and the Contractor is referred to theDrawings and Specifications for complete information in respect of all the relevant descriptions,quality, dimensions, capacities, design parameters and the like.
1.1.11 Provisional Sums or PC Rates may be omitted in whole or in part by the Engineer. In the eventof any Provisional Sum or PC Rate being omitted, in whole or in part, the Contractor shall have
no claim for loss of any profit or contribution due to the omission of the Provisional Sum or PCRate or the scope of work covered by the Provisional Sum or PC Rate.

1.2 Method of Measurements
1.2.1 All measurements are net and the rates shall include for all laps, waste, working space andtrade or unless specifically stated otherwise.
1.2.2 The pricing of materials shall take account of the following:
i. Pricing Preambles, Drawings and Specifications shall apply reciprocally between thevarious sections of the Works, unless otherwise described.
ii. Materials shall be of the best quality unless otherwise described.
iii. All materials shall be transported, delivered, handled, stored and fixed in accordance withthe instructions or recommendations of their manufacture or suppliers.
iv. Protection of completed work, all casings and temporary coverings and making good andclearing away upon completion.
1.2.3 Building paper, damp proof membrane, quilts and all non-rigid sheet materials shall includecutting or forming holes and notchings and the extra labour of turning up at edges and the like.
1.2.4 Ducts shall include draw wires
1.2.5 Holes, mortises, pockets, grooves, chases and the like and items described as "built-in" and"cast in" shall include making in its fullest sense and through, around, into, over and up to theitems concerned.
1.2.6 Items described as "cut" shall include general making good similarly.
1.2.7 Where the word "allow" is used, the cost of the items shall be the responsibility of theContractor.
1.3 Abbreviations
In the Specification and Bill of Quantities the following abbreviations have the meanings herebyassigned to them:
BS - means the Specification issued by the British Standard Institution (B.S.I.)CP - means the Code of Practice issued by the British Standard Institution (B.S.I.)

1.4 Definitions
1.4.1 "Approved", "Directed", "Selected" and similar expressions shall relate to Engineers decisions.Where a description refers the Contractor to these expressions, the rate shall include forsuitable quality materials and workmanship to a standard consistent with the Contract.
1.4.2 "Falls", "Slopes", "Weathered", shall relate to item descriptions inclined from the horizontal inone plane.
1.4.3 "Cross Falls", "Cross Slopes", "Cross Weathered" shall relate to item descriptions inclined fromthe horizontal in more than one plane.
1.5 Rates
1.5.1 Rates and prices shall be inclusive and complete in all respects, including but not limited to thefollowing:
i. All obligations imposed by the Contract
ii. Complying in every respect with the requirements and the considerations of theSpecifications and Drawings
iii. All considerations arising from the definitions incorporated in each Preambles Section.
iv. Labour for fixing and all associated costs
v. Materials and goods delivered to their workplace, cut-offs, wastage, rolling margin, etc.and all associated costs.
vi. Fitting and/or fixing materials and goods in any position, hoisting to any height
vii. Use of scaffolding, plant, equipment and tools
viii. Any additional labours usually associated with measured items

ix. All necessary protection of the Works, removing all casings and temporary coverings andmaking good and clearing away upon completion.
x. All applicable taxes, duties, charges, government levies, landing charges and transports
xi. Overheads and profits
xii. All mockups and samples as required by the Engineer under the current scope of works.
xiii. All necessary fire stops and dampers to floor, wall and ceiling penetrations includingjointing, etc.
xiv. All necessary cast-in items as indicated on the tender drawings
xv. All types of welding as required by the Engineer under the current scope of works orspecifications
xvi. All required tests, laboratories, test samples, etc.
1.6 Discrepancies
1.6.1 In the event of there being any discrepancies between details on Drawings, descriptions in
Specifications and descriptions in the Bill of Quantities, then the rates and pricing shall bedeemed to relate to the documents order of precedence set out in the Form of Agreement, i.e.Specifications, Drawings, then Bill of Quantities.
1.7 Fix Only Items
The expression "fix only" used in the Bill of Quantities means that the Contractor shall providethe following facilities:
i. Fixing as described in Clause GP7.2 of POM(I)
ii. Supplying full size templates, giving and marking dimensions and takin responsibility fortheir accuracy
iii. Taking delivery, unloading, hoisting, storing, protecting, handling, distribution and placing
in position and assembling as required.iv. Casing up and protection, including clearing away protection on completion of the Works,
including that of Subcontractors
v. The full cost of replacement of any items which are damaged, broken, lost or stolen afterthe acceptance of the items from the supplier or Employer and until handling over thecomplete Works
vi. Other necessary and usual facilities and documentation.
1.8 Supply Only Items
The expression "supply only" used in the Bill of Quantities means that the Contractor is toprovide for everything as described in Clause GP4.1 of POM (I) in connection with such itemsexcept for labour.
1.9 Prime Cost Items
1.9.1 Certain items within the Bill of Quantities may include Prime Costs (PC) amount for items forwhich the material and fixing details will be described. The Contractor shall add to the PrimeCost amount the necessary additions for fixing, overhead and profit, etc. required to provide thefinal rate for which the Contractor must complete and carry out the relevant item within the Billof Quantities.
1.9.2 Where Prime Cost Items are included in the Bill of Quantities, the Contractor shall include in therates for all costs associated with the purchase of the materials, taking delivery, unloading,storing, replacing goods damages, broken, lost or stolen, waste, fixing in position, and alloverheads and profits.
1.9.3 At the time the Engineer has approved the materials to be used on the Works covered by aPrime Cost Item, the actual delivered to site cost will be inserted into the rate breakdown toreplace the original Prime Cost only, and no further adjustment will be made.

The Engineers Approval of the materials to be used may be issued in the form of an instructionunder Clause 59.1 for the nomination of a supplier in which case the Contractor agrees that theinclusion of a Prime Cost rate or amount is the same as if by inclusion of a Provisional Sum forthe purposes of Clause 59.1.
1.9.4 Should the materials covered by a Prime Cost Item be omitted from the Contract, no payment
against that Item shall be made to the Contractor and the Contractor shall have no claim forloss of any profit or contribution due to the omission of the Prime Cost item or the scope ofwork covered by it.
1.10 Shop Drawings
The rates inserted in the Bill of Quantities shall be deemed to include for all design workspecified in the Tender documents and for providing working drawings, shop drawings,schedules, specifications, calculations, and obtaining the approval of the Engineer.
1.11 Overhead and Profit
The amount set against any item to cover overhead and profit shall also include for all costs in
connection with letters of credit, bank charges, interest charges, insurance and any othermatter of overhead after the materials come under the control ofthe Contractor.
1.12 Preliminaries and General Requirements
1.12.1 Bill Items for Site Offices, Plant, Workshop and Site Laboratory Facilities. Generally,Preliminaries and General Requirements will be paid as a percentage of work completed tototal value of Contract Sum.
Payment for the establishment of these items will be lump sum that will be made only after thecompletion of all facilities. Breakdown of all lump-sum amounts should be submitted togetherwith the Tender Submission.
1.12.2 Bill Items for Maintenance of Site Offices, Plants, Workshop and Site Laboratory Facilities.Generally, Preliminaries and General Requirements will be paid as a percentage of workcompleted to total value of Contract Sum.
i. Payment for the maintenance of these items will be paid as a percentage of workcompleted to total value.
ii. Payment for the removal of these items will be by lump sum that will be made only afterthe completion of their removal. The removal of the Site Office for the Engineer shall beone month after the completion of the Works.
iv. Payment for these Bill Items shall be as a percentage of work completed to total value.
v. These installments can be suspended, reduced or deleted from any Contract Payment, if,in the opinion of the Engineer, the Contractor is not fulfilling his obligations.
vi. These installments can be suspended, reduced or deleted from any Contract Payment, if,in the opinion of the Engineer, the Contractor is not fulfilling his obligations.
vii. The item for Traffic safety and control shall include the cost of all temporary trafficdiversions and traffic management necessary to complete the works. The item shallinclude for liaison with the Local Authorities and conforming to their requirements forsafety.
1.12.3 Bill Items for Traffic Safety, Temporary Works, Temporary Diversions & Cleaning of Site.Generally, Preliminaries and General Requirements will be paid as a percentage of workcompleted to total value of Contract Sum.
Temporary works including installation of temporary entrance doors at apartments, diversions,site cleaning, etc. and other items not otherwise covered in this preamble or otherwise detailed
in this Bills of Quantities will be cost related items and will be paid as a percentage of workcompleted to total value of Contract Sum.

1.12.4 Bill Items for Surveying Equipment. Generally, Preliminaries and General Requirements will bepaid as a percentage of work completed to total value of Contract Sum.
Payment for surveying equipments maintained will be paid as a percentage of work completedto total value of Contract Sum.
1.12.5 Bill item for Providing Assistance to the Engineer. Generally, Preliminaries and GeneralRequirements will be paid as a percentage of work completed to total value of Contract Sum.
Payment for the surveying equipments shall be in paid as a percentage of work completed tototal value of Contract Sum and is deemed to cover all costs in providing assistance to theEngineer by the Contractor as stated in the Contract.
1.12.6 Bill item for Progress Photographs. Generally, Preliminaries and General Requirements will bepaid as a percentage of work completed to total value of Contract Sum.
Payment for progress photographs will be paid as a percentage of work completed to totalvalue of Contract Sum as defined in the Specification.
1.12.7 Bill item for Conditions of Contract. Generally, Preliminaries and General Requirements will be
paid as a percentage of work completed to total value of Contract Sum.
i. Payment for this item will be paid as a percentage of work completed to total value ofContract Sum and shall cover all costs and expenses including overhead and profitsincurred by the Contractor in carrying out the requirements of the Conditions of Contractnot otherwise included in the Bill of Quantities. Breakdown of all lump-sum amountsshould be submitted.
ii. Items for which the measurement unit is in days, such items shall be measured for theactual period for which facilities, services, etc., are provided in accordance with theconstruction programme. Measurement will commence only after the completion of theMobilization period and on the day as approved by the Engineer in agreement for thefacilities, services etc., when fully provided.
iii. These installments can be suspended, reduced or deleted from any contract Payment, if,in the opinion of the Engineer, the Contractor is not fulfilling his obligations.
2 SITE WORKS
2.1 Definitions
Rock is as defined in POM(I) Clause B8.6 and boulder rock is defined as any material met withwhich is of such size or position that in the opinion of the Engineer it can only be removed bymeans of special equipment but which does not need breaking up prior to removal.
2.2 Method of Measurement
2.2.1 All quantities for excavation have been measured net with no allowance for increase in bulk orworking space.
2.2.2 The Contractor shall allow in his rates for excavation for excavating in any material includingrunning silt, running sand, commencing excavation at any depth, excavating below the normalwater table, excavating around existing services and mains, supporting the vertical sides ofexcavations, working space and filling soft spots.
2.2.3 Where trenches for services, pipes, etc. are measured in accordance with POM(I) ClauseB9.2, the average depths of the trenches shall be described to the nearest 250mm andtrenches for different diameter of pipes shall be given separately.
2.2.4 Should the Contractor be able to use any excavated material arising from the Works asgeneral filling, then it shall be measured as material backfilled in making up levels with theappropriate adjustments made to the item of material removed from Site or material imported.
2.3 Rates and Prices to Include

2.3.1 In addition to the provisions of POM(I) Section B8, rates for excavation shall be deemed toinclude for the following:
i. Excavating by whatever means are necessary including hand excavation in any kind ofground.
ii. Over break including filling with mass concrete to the levels required by the Engineer.iii. Trimming or grading ground to produce level surfaces or surfaces to falls or slopes.
iv. Ramming and compacting sides and bottoms of excavations and supports to sides.
v. Keeping free from water including any dewatering as necessary.
vi. Any hand excavation required around existing services or the like.
vii. Rates for disposal of excavated material shall include for any necessary double handlingand removal to a suitable tip to be provided by the Contractor.
viii. Debris removing and disposal.
2.3.2 In addition to the provisions of POM(I) Section B8, rates for excavation shall be deemed to
include for the following:
The rates for items of imported fillings, graded gravel fillings, etc. shall include for:
i. Leveling and compacting as required by the Specifications
ii. Grading to slopes and falls
iii. Special compacting to form vertical or battering faces
iv. Forming sinkings, and
v. Protection, keep clean and dry, etc.
The rates for underground drainage shall include for the following:
i. Short lengths, joints and cutting at manholes, waste, etc.
ii. Cutting and fixing pipework to fittings
iii. Testing
3 CIVIL WORKS
3.1 Concrete Works
3.1.1 Rates for concrete work shall include for all concrete tests and testing costs as described.
3.1.2 Construction joints have not been measured but are to be included in the rates for concreteslabs, beams, columns and walls, etc. The position of all construction joints shall be agreed
with the Engineer.3.1.3 The rates for plain blinding concrete beds under foundations and the like shall include:
i. Leveling and compacting the ground to receive the required loads
ii. All necessary formworks to edges or extra volume of concrete used in lieu offormwork
iii. Forming sloping upper surfaces where required
3.1.4 The rates for concrete work shall include for rod reinforcement cutting and bending, adequatechairs, bar grips, cover blocks and spacers to support the reinforcement to the satisfaction ofthe Engineer. The intersection of all reinforcement shall be tied with rust proof wire, and ratesshall include labour and materials for fixing, tying wires, spacers, distance blocks, chairs andthe like

3.1.5 Labour and materials for cutting, overlapping, bar grips, mechanical couplers (all sizes) andjointing including special joints, extra materials for hooks, laps, splices, chairs and the like shallbe included in the rates
3.1.6 The rates for the steel reinforcement for concrete shall be measured by net.
3.1.7 The rates for concrete shall include for hoisting to any heights, or lowering to any depth,compaction by vibrators if required, curing, hacking surfaces for key, forming and groutingmortices, making good concrete in connection with holes and mortices and all surfacetreatment to unset concrete.
3.1.8 The rates for concrete casing to stanchions shall include for expanded metal lathing and angelbeads.
3.1.9 The rates for concrete work shall include for all sundry items not associated with MEPinstallations such as cutting or forming all holes, sinkings, mortises and the like; for wood orsteel float finishes to all surfaces; for casting in ties for block work; for all necessary grouting inwood or metal members, pipes and making good for all trades.
3.1.10 The rates for concrete works shall include for providing bar bending schedules in an approvedformat.
3.1.11 The rates for concrete works shall include for formwork cutting, notching, allowance foroverlaps and passing at angles, battens, strutting, propping, bolting, welding, easing, strikingand removal. Rates shall include for providing a chamfered angle at all external angles asspecified.
3.1.12 Mortises, plugs, grouting for general fixing of joinery metalwork shall be deemed to be includedin the rates and no further reference shall be made to such work.
3.1.13 The rates for post tension concrete shall include, but not limited, for the following:
i. Allow for making the complete submission and compliance re-submissions to the ThirdParty reviewer for the approvals of post tensioning and any other aspects of the designas required by the Authorities. Allow in the program timely approvals of suchsubmissions and reviews
ii. All consideration arising from the specifications
iii. Supply and installation of pre-stressed tenders including all anchorages, ducts, supportgrout and anchorage protection
iv. Engagement of specialized labour/subcontractor to carry out the works
v. All testing called for in the specifications
vi. Detailed design/calculations of tendons, jacking forces, extensions and losses for eachstressing stage
vii. All shop drawings
viii. Keeping records
ix. Pouring in hot weather conditions in accordance with the specifications
x. Checking tendon profile and horizontal alignment prior to concerting
xi. Vibrating and compaction
xii. Forming holes and mortices
xiii. Forming joints where required
xiv. Curing and protecting concrete surfaces from weather conditions
xv. All surface treatment
xvi. Finishing to floor slab as required
xvii. Removal of formworks
xviii. Stressing of tendons

3.1.14 The rates for precast concrete shall include for the following:
i. The provision of moulds
ii. Forming a fair face in accordance with the Specification to all exposed surfaces
iii. Hacking or forming keys to all other surfaces
iv. Bedding jointing in mortar as specified
v. All necessary temporary struts or supports
vi. Sills and copings, etc. shall include for plain ends and mitred angles as required.
3.2 Masonry
3.2.1 The rates for block work are to include for all cuttings, building to any height of slabs or beams,raking out joints or hacking surfaces to form key, bedding and pointing frames, etc., building indoor and window frames and the like, building in or cutting and pinning in ends of lintels, steps,timbers, steel sections and the like, mortises and making good in connection with building incutting and pinning in, holes and mortises, opening for ducts, etc.
3.2.2 The rates for block work shall include for all expansion joint with compressible filler and jointsealant where shown on the drawings.
3.2.3 The rates for block work shall include for stainless steel anchor channels and masonry ties athorizontal abutments of beams and vertical abutments of columns.
3.2.4 The rates for hollow block work shall include for filling blocks solid with in-situ concrete andsteel bar reinforcement if necessary and for providing solid course of block work at sill level ofall openings and bearings of all in-situ concrete and the top of all freestanding walls.
3.2.5 The rates for block works shall include for damp-proofing courses where mentioned in thedrawings, as per the approval of the Engineer.
3.2.6 The rates for block works shall include providing of control joints in the form of reinforced
concrete columns in all walls longer than six (6) meters at mid span or as agreed with theEngineer and reinforced concrete bond beams in all walls more than 3.40m heights asindicated on Structural Drawings. The size and reinforcement steel shall be as indicated on thedrawings. The anchoring of the bond beams and bond columns shall be as detailed on thedrawings. Concrete, steel reinforcements, etc. shall be as specified under Concrete Works.
3.2.7 The rates for block works shall include for providing fire resistant backing foam. The block wallshall be built so that the gap between the top of the wall and the soffit of slab/beam is aminimum of 10mm. The gap shall then be wedged using steel wedges and shall be packedwith fire resistant backing foam for the entire thickness of the wall.
3.2.8 The rates for block works shall include for testing the blocks as specified and as per instructionsof the Engineer.
3.2.10 The rates for block walls shall include the following additional labours:
i. Cutting or forming chases or grooves for slabs, partitions, staircases, etc.
ii. Cutting groves for water bars, flashings and the like and making good and pointing in similarmortar
iii. Building in or cutting and pinning in and making good ends of lintels, brackets, timbers,steelwork, holder bats and the like
iv. Building in or cutting for and making good around pipes, ducting, fittings and the like
3.3 Metal Works
3.3.1 The rates for all steelwork and metalwork shall include for ends, angles, intersections, rampson frames, handrails, bearers, stays and the like, assembling and jointing, togethercomponents, all holes for pipes, tubes, bars, cables, conduits and the like and all other holes,

countersunk holes, tapped holes, slots and the like. The rates for steelwork shall include for allstanchions and rafter restraints, gussets and end plates.
3.3.2 The rates for bolts and countersunk bolts shall include for holes and countersunk holes.
3.3.3 Rates for galvanizing or similarly treated works are to include for the treatment of all ends to
the approval of the Engineer.3.3.4 Rates for non-galvanized steel shall include for one coat of rust proof primer applied at the
works or immediately upon delivery to site.
3.3.5 The rates for metal works shall include protective treatment and decorations, whether appliedat shop or site and shall include for touching up on site, making good erection damages andthe like.
3.3.6 Floor plates, duct covers and the like shall include narrow widths laying in position and for allholes, slots and the like making good.
3.4 Wood and Plastic Works
3.4.1 Method of Measurement
i. Sizes of timber described as sawn timber are basic dimensions
ii. Sizes of timber described as milled timbers are finished
iii. Woodwork shall be fixed with non-corroding nails and screws and unless otherwisedescribed all plugging, etc. shall be deemed to be included.
iv. Special millings shall be described according to convention, except that grooves, rebatesand the like shall include for splayed grooves, rebates and the like
v. Items which are to be plugged shall include for building in or drilling or cutting for andproviding hardwood fixing plugs or approved proprietary fixings at 450mm centers, unlessspecified otherwise.
vi. Woodwork shall be deemed to include for joinery shop/factory applied stain, varnish,lacquer, paint and the like, protective and decorative finishes. No claim will be allowed inthe event that the Contractor elects for any alternative finishing system in order to satisfy theSpecification.
3.4.2 The rates for woodwork shall include for the following:
i. Working to size and shape including short lengths, mitres and ends
ii. All joints in the running length including structural joints
iii. Cutting and fitting to steelwork, trimming around openings, notchings, boring and sinkings
iv. Priming backs of woodwork in contact with structure with a mixture of linseed oil and redlead, or as specified.
v. Grounds, packings or the like for woodwork in contact with or fixed to the structure or thelike
3.4.3 The rates for framed woodworks shall include for proper framed joints, gluing joints, dowellingand/or screwing joints.
3.4.4 The rates for milled woodwork shall include for the following:
i. Punching fixings below exposed surfaces and filling flush
ii. Any necessary sanding to remove "rippling" caused by milling machines
iii. Special returned ends
iv. Wreaths, ramps and the like
3.4.5 The rates for woodwork described as "selected" shall include for the following:
i. Keeping clean and clear finishes

3.5.1 The rates for waterproof membrane and insulation slabs shall include for cutting, notching,bending and lapping, holes for pipes, standards and the like, angles, ends, turning intogrooves and forming outlets, skirtings, upstands, aprons, gutters and channels and formingsmall openings.
3.5.2 The rates for gutters shall include for angles, ends, seams, passings at ends and outlets.
3.5.3 The rates for damp proof courses shall include for laps passing at angles and intersections andfor additional mortar in bedding.
3.5.4 Tropical grade mastic pointing to all wall flashings.
3.5.5 Testing

3.6 Doors and Windows
3.6.1 Method of Measurement
i. Items measured in this section are described primarily by stating the size and giving otherinformation required by POM(I) Section H
ii. Doors and windows shall be deemed to include for joinery shop/factory applied stain,varnish, lacquer, paint and the like, protective and decorative finishes. No claim will beallowed in the event that the Contractor elects to use any alternative finishing system inorder to satisfy the Specification
3.6.2 The rates for doors and windows shall be singularly or in multiple leaves
i. All labours and lippings to edges
ii. Sub-frames, frames, architraves and the like
iii. Special features of any type
iv. The rates shall further include for rebates, chamfers, grooves, scribed edges, roundededges and the like labours and shall include for all cross grain and stopped work and forall stops, ends, angles and meters
v. Matching screws, fixing and forming mortises in floors and the like
vi. Sulting including master and submaster key systems as required
vii. Removal or ironmongery after first fixing to enable decoration, refixing and adjusting
3.6.3 The rates for glazed doors and windows shall include for the following:
i. Panes of any size
ii. All straight raking, curved and circular cutting and all consequent wastage
iii. Patterned and wired glass shall include aligning adjacent panels
iv. Wash leather bedding strips in conjunction with timber beads
v. Glazing fillets shall include pinning to wood or clipping to metal unless otherwise stated

3.7 Finishes
3.7.1 The rates for all work in this section shall include for the following:

iv. Spacers, cover guards, etc. to tiling or the like
v. All necessary expansion/isolation joints shall be in accordance with the Specification

3.7.2 The rates for in-situ work shall include for the following:
i. Brushing and cleaning off and damping down all backgrounds
ii. Square and rounded edges, coving at wall, floor and ceiling junctions, quirks, vee-jointsand making good to frames and the like
iii. Dubbing out as necessary to take up tolerances in the structure and cambers in floors andthe like
iv. All feature grooves, rebates, recesses, chamfers, projections or the like
v. All construction joints including mastic sealant
vi. Rounded edges special tiles or the like to ceramic or clay tiles, marble works and the likeshall be deemed to be included
vii. Stainless steel, aluminum or any other metal embedded angle, stop beads, channels,expanded metal strips, dividing strips and the like shall be deemed to be included withinthe rates for the applied finishes in which they occur
3.7.3 Suspended Ceilings
i. The rates for suspended ceiling tiles and panels and the like shall include for chamferingall cut edges, cutting around light fittings, grills and diffusers or the like
ii. Rates shall also be deemed to include any depth between the soffit of the slab to whichthe ceiling is suspended and the finished level
iii. All suspended ceilings are measured flat on plan, verticals to bulkheads or the like shallbe measured separately
iv. All linear items shall include for angles, ends and the like3.7.4 Decorations
The word "decoration" shall be deemed to include painting of any description, lacquer, staining,polishing, gilding, rag-rolling, or the like
The rates for decorations shall include for the following:
i. Priming shall include for using a primer appropriate to the surface, it is being applied inaccordance with the Specifications
ii. Preparation of manufactured boards and wood and asbestos products shall include forsurface filling
iii. Work on "Woodwork" shall include both soft wood and hard wood
iv. Extra preparation on metal trims and the like over that of general surfaces in which theyare decorated

3.8 External Works
3.8.1 Where external works are analogous to other sections of the work e.g. excavation concreteetc., the clauses elsewhere shall apply equally to this section of the work.
3.8.2 The rates for base and sub-base shall include for depositing spreading grading rollingcompacting all fill in layers. Provide materials and attendance for all sampling and testing.
3.8.3 The rates for kerbing works shall include for all excavation and disposal of surplus materialconstruction of concrete bed and backing supply and laying of precast concrete kerbs eitherstraight or curved, finishing including painting, curing and protecting building in any gratingsand frames.
3.8.4 The rates for paved areas (footpaths and roadways) shall include excavation layingcompaction of bedding material supply and laying of paving slabs including all cutting to fitaround manhole covers and the like. Rates shall also include for forming patterns and designsin the paving stones all as detailed.
3.8.5 Roof and Side Cladding
i. The areas given are measured net without addition for laps or seams. Cutting, lappingand sealing shall be understood to be included in the rates and prices entered
ii. Perforating and sealing around pipes, standards and the like shall be understood to beincluded in the rates and prices entered.
3.9 Car Barriers and Traffic Signal
Car barriers & traffic signal is to be provided at the car-parking entrances point. The machine isto be operated by a simple magnetic card system to manage entrance and exit. The Contractorshall approve the number of cards required to be supplied to the owner based upon the numberof flats.
3.10 Adjustment Items
3.10.1 The Adjustment Item, if any, shall apply to all items (excluding Provisional Sums and PrimeCost amounts) unless clearly indicated otherwise.
3.10.2 The adjustment item shall not be a lump sum but a percentage of the total tendered sumexcluding Provisional Sums or a percentage of the total for the items indicated. The adjustmentitem shall be applied to all applicable item rates and sums entered in the Tender Summary(including any addenda). The Contract shall be signed with the inclusion of the adjusted ratesand sums. The adjusted rates and sums shall be applied during ad measurement and for thevaluation of variations.
3.10.3 The Missed & Adjustment items, if any shall be applied to all items excluding Provisional Sumsunless clearly indicated otherwise. The Missed & Adjustment items should not be a lump sum,
but either quantity items or a percentage of the total tendered sum excluding provisional sumsor a percentage of the total for the items indicated.

3.10.4 The Contract shall be signed with the inclusion of the Adjusted & Missed rates and sums.
3.11 Proprietary Materials
Where manufacturers names or proprietary material names are given against certain items in
the Bills of Quantities the rates and prices inserted shall be for those specified material orother similar and approved materials.
3.12 Dayworks
3.12.1 The cost of any work carried out under the item for Dayworks will be assessed at rates given inthe Dayworks Schedules, Laborer.
3.12.2 No work will be carried out on a day work basis unless before starting the work the Contractorhas obtained the written approval of the Engineer.
3.13 Service Authority and Contingency
The cost of any work carried out under the Service Authority and Contingency items will beassessed at rates given in the relevant Bills of Quantities or at such rates to be determined bythe Engineer.
3.15 Generally All Trades
Should the Contractor wish to use alternative materials to those specified he shall obtain theapproval of the Engineer. Any alternative materials shall not be of a lesser standard than thosestipulated herein and any cost saving shall be to the Employers favor.
4 MECHANICAL ENGINEERING INSTALLATIONS
4.1 Rates
4.1.1 The rates and prices for plant, equipment and installations are to be inclusive of supply,installation, testing, commissioning and all associated builders works required for the fulloperation of the plant equipment and installation to comply in all respects with theSpecifications, Drawings and Bill of Quantities to the complete satisfaction of the Engineer.
The rates for pipe works, gutter works and ductworks shall include for the following:
i. All cuttings, short lengths and small quantities
ii. Made bends on copper pipe works
iii. Couplers and/or joints in the running lengths
iv. Splay cut ends
v. All considerations arising from the Specifications
vi. Fixing with approved holder bat or pipe clips cut and pinned, built in or plugged and brassscrewed, supports, hangers, or the like
vii. Pipe sleeves through walls
viii. Bends and fittings on pipes whatever the diameter
ix. Fittings in ductwork, whether rectangular, circular or oval
x. Thrust blocks as required
4.1.2 The rates for trench excavation for pipes, ducts and the like shall include for the following:
i. All excavation, bedding, backfilling, disposal, warning tape, cover tiles, etc., as required
by the Specifications

4.1.3 The rates for concrete beds and surrounds to pipes are to include for flexible joints and anynecessary formwork where required by the Specifications
4.1.4 The rates for sanitary fittings and the like, unless otherwise described, shall be deemed toinclude for the following:
i. All accessories
ii. Assembling component parts including suitable bedding compounds
iii. All necessary plugging and brass screwing
iv. Joints to water services with straight or bent proprietary connectors
v. Joints to waste soils or drain pipes with approved proprietary connectors
vi. Cleaning off all protective wrappers and leaving ready for use
vii. Leaving taps and valves greased, clean and in full working order
4.1.5 Major equipment and specialized systems such as but not limited to; chillers, pumps, coolingtowers, chilled water distribution, air distribution, noise and vibration measurements, automaticcontrols, swimming pool system, fire fighting system, Main & Sub-main Distribution Boards,Generators, Lighting control systems, and other systems as specified etc., shall be tested andcommissioned on site by the MEP Contractor and a qualified/certified manufacturerrepresentative as applicable and directed by the Engineer, in addition to the In-house testingobligation of the MEP Contractor(s).
4.1.6 The Engineer shall check, witness and certify the commissioning, testing and balancing of theinstalled systems as per the relevant commissioning code of the British Chartered Institute ofBuilding Services (CIBS) or ASHRAE Standards, IEE wiring Regulations, Local Authorities
requirements and the Electrical and mechanical Specifications of the Project.
4.1.7 The Contractor shall include for the supply of manufacturers recommended spares inaccordance with the Specifications for all Mechanical Engineering Installations to be handed tothe Engineer, and shall submit details of spares to be provided by the Contractor on a separatesheet accompanying his submission.
5 ELECTRICAL ENGINEERING INSTALLATIONS
5.1 Rates
The rates and prices for plant, equipment and installations are to be inclusive of supply,installation, testing, commissioning and all associated builders works required for the fulloperation of the plant equipment and installation to comply in all respects with the
Specifications, Drawings and Bill of Quantities to the complete satisfaction of the Engineer.
5.1.1 The rates in general shall include for the following:

5.2.2 Cabling and conduiting shall be described as an item, and be inclusive of all sleeves, joints, etc.as required to connect the incoming supply to the Main Distribution Board
5.3 General
5.3.1 The cable and conduit to sub-main circuits are to be enumerated and any vertical or horizontalcable required for connections, loops, etc. at equipments, appliances, control gear or the likewill be deemed to be included
5.3.2 The Contractor shall include for the supply of manufacturers recommended spares in
accordance with the Specifications for all Electrical Engineering Installations to be handed tothe Engineer and shall submit details of spares to be provided by the Contractoron a separatesheet accompanying his submission.
6 SUBCONTRACT WORKS (Provisional Sums and Prime Cost Items)
6.1 General
The Contractor shall ascertain from all Subcontractors and Suppliers prior to work being put inhand, particulars of positions in which chases, holes, mortises and the like will be required to beformed or left. Any additional costs arising from the cutting away of work already undertaken,shall be to the account of the Contractor.
6.2 Provisional Sums
6.2.1 The Bill of Quantities forms an integral part of the Contract and contains a number ofProvisional Sums or Prime Cost rates which are in respect of items of specialist work intendedto be undertaken by Specialist Subcontractors employed by the Contractor. The particularscope and specification of the said specialist work is undefined at the time of tender submissionand shall be defined by the Engineer at the appropriate point in time during the contract whentenders are procured for the individual subcontracts as contained in Provisional Sums or PrimeCost rates.
6.2.2 The Provisional Sums given in this Bill of Quantities will be expended totally, in part or not at all,at the discretion of the Engineer and no claim will be considered based on the volume of workcarried out.
Without prejudice to the Employers rights under clauses 58 and 59 relating to the expenditureof the Provisional Sums and Prime Cost rates under the Contract, the Engineer may, with theapproval of the Employer and such approval shall be at the Employers sole discretion, instructthe Contractor to obtain tenders for the works in respect of the Provisional Sums and PrimeCost rates under the Contract in accordance with the procedure set out in the followingParagraphs 6.2.3 to 6.2.10 and the Contractor agrees to do so.
6.2.3 Without prejudice to the Employers right at its discretion to produce its own list of SelectedSubcontractors and provide such list to the Contractor, the Contractor shall when requested bythe Engineer in writing provide a list of his proposed Specialist Subcontractors for each item ofspecialist work in respect of the Provisional Sums and Prime Cost rates to the Engineer and theEmployer for review and approval. The Employer and the Engineer shall be at liberty to objectto the Contractors proposed specialist Subcontractors giving reasons therefore, and may
propose to the Contractor alternative and additional specialist Subcontractors consideration.This process shall culminate in an agreed list of Specialist Subcontractors for each item ofspecialist work and they shall be referred to as Selected Subcontractors.

6.2.4 Without prejudice to the Employers right to obtain tenders himself for the works in respect ofany Provisional Sums or Prime Cost rates, the Engineer may, at the sole discretion of theEmployer, provide to the Contractor the Specification, Bill of Quantities and a set of Drawingsrelated to the work covered by the individual Provisional Sums or Prime Cost rates, which theContractor shall utilize in order to obtain competitive tenders from the respective Selected
Subcontractors.
6.2.5 Each request for the submission of a competitive tender in respect of Specialist Work under aProvisional Sum as sent to the Selected Subcontractors by the Contractor shall contain aprovision obligating the Selected Subcontractor to submit a full copy of his tender directly to theEmployer simultaneously with his submission to the Contractor. The price submitted by theSelected Subcontractors shall be a net price excluding any profit or attendance for which theContractor must price under Provisional Sums or Prime Cost rates.
6.2.6 Within 2 days of receipt of offers from Selected Subcontractors, the Contractor shall convene ameeting with the Engineer and Employer at which the offer shall be reviewed for conformity withthe contract documents and any qualifications or queries shall be clarified in preparation for ameeting with the Contractor as may be appropriate.
6.2.7 The Contractor shall included in his programme for the time and resources required to executethe foregoing procedures for each of the Provisional Sums or Prime Cost rates included in theTender and shall include in his tender submission a list of all of the dates by which theSpecifications, Bill of Quantities and Drawings shall need to be issued to the Contractor inrespect of each of the Provisional Sums or Prime Cost rates in order to execute the process inconformity with the programme.
6.2.8 Under each Provisional Sum, the Contractor will have the opportunity to allow for Profit andAttendance on the specific subcontract work. For the calculation of the Final Account of theContract, the Provisional Sum will be omitted and the final Subcontract Price as referred to inClause 2.7 hereof will be added in. In such calculation, the Profit on a subcontract will beadjusted to the same percentage as what was allowed for the Provisional Sum. Attendance will
not be adjusted except if a substantial change in the scope of work for the subcontract hasoccurred.
6.2.9 For the avoidance of doubt, the Selected Subcontractors employed by the Contractor inconformance with the foregoing procedures shall be Domestic Subcontractors of theContractor, and not be construed as being Nominated Subcontractors.
6.3 General Attendances on Subcontract Works
6.3.1 Where the Contractor is required to include an amount or rate in the Contract for the allowancefor attendance, overhead and profit in respect of any Provisional Sum and Prime Cost rate(Clause 59.4(c) of the Conditions of Contract), such amount of rate shall be deemed to include,but is not limited to the following:
i. Use of Main Contractors administrative arrangements
ii. Use of general constructional plant
iii. Use of Contractors facilities, including Mess Room, Sanitary and Welfare Facilities
iv. The use of temporary works
v. Space for Subcontractors offices, stores and lay down areas
vi. The clearing away of all rubbish, waste and debris on a regular basis
vii. The provision and removal of general scaffolding for general use
viii. Unloading, distributing, hoisting or lowering to the respective floor levels, and placing insuitable positions for the Subcontractor, all plant, machinery or the like to be installed bythe Subcontractor.

ix. Provision of electric power for Subcontractors on-site work, and for lighting, including any3-Phase or heavy supplies which may be required
x. Provision of water for the Subcontractors works, including requirements for testing andcommissioning
xi. Provision of all fuel necessary for the testing and commissioning of the SubcontractWorks
xii. The general coordination and integration of all Subcontract works into GeneralProgramme
xiii. Ascertaining full details of any work to be executed by other Subcontractors in connectionwith the Subcontract works and arranging for such work to be executed at the correcttime.
xiv. The provision of all temporary access already fixed or placed in position on the site forthe use of workmen and the delivery of materials
xv. Protection of the Subcontract works from the time the Subcontractor completes the workuntil the Works as a whole or any Sections thereof are handed over to the Employer
xvi. The cleaning of all Subcontract works, as part of the final clean operation at substantialcompletion of the Works as a Whole or any Section thereof.
xvii. The design coordination and necessary liaison related thereto
xviii. The programming of the Subcontract Works and the necessary coordination to complywith the Contractors overall programme
xix. Supplying full size setting out templates and giving and marking dimensions and takingresponsibility for their accuracy
xx. Obtaining any necessary security passes, access approvals, identity cards and the likefor all Subcontractors personnel.
xxi. Obtaining security passes for access of work people to the Site
xxii. Preparation of accurate shop drawings for all builders work requirement includingcoordination with structural beams and walls and the other installations
xxiii. Secure, maintain and provide letters of credit, payment guarantee, etc to the NominatedSubcontractors including payment of associated fees and charges.
xxiv. Secure, maintain and provide advance payment guarantees to the Employer in respect ofany advance payment to the nominated Subcontractor including payment of associatedfees and charges.
xxv. Allow for witnessing the tests by the Consultant, the Services authorities and the ProjectManager
6.4 Builders Works
6.4.1 The expression "Builders Works" shall mean all ancillary works carried out by the Contractor inconnection with all Subcontract works and installations
6.4.2 The drilling, cutting or leaving of holes or apertures through structural floors, walls, beams, etc.shall be avoided, but where this becomes a necessity, the Contractor must obtain the writtenapproval of the Engineer before the work is put in hand.
6.4.3 The Contractor shall allow for all Builders Work in connection with the installation which shouldinclude but is not limited to the following:
i. Secure, maintain and provide letters of credit, payment guarantee, etc. to the NominatedSubcontractors including payment of associated fees and charges. The Contractor shallprovide such payment security to the Nominated Subcontractor upon the execution of theletter of acceptance/subcontract agreement by the Contractor and the Nominated
Subcontractor; and

ii. Secure, maintain and provide additional advance payment guarantees to the Employer inrespect of any advance payments to the Nominated Subcontractors including payment ofassociated fees and charges.
iii. Fix only and install all inserts and any other anchored materials required for the Works,which require to be embedded in the building structure and blockworks. These inserts
are to be provided by the Subcontractor to the Contractor.
iv. Drilling, cutting or leaving of holes for pipes, ducts and the like though walls, floors,partitions, roofs, etc. and subsequently making good/waterproofing where necessary.
Note : The drilling, cutting or leaving of holes or apertures through structural floors, walls,beams, etc. shall be avoided, but where this becomes a necessity, the Contractormust obtain the written approval of the Project Manager before work is put inhand.
v. Cutting and pinning ends of supports for pipes, equipment, appliances, fittings and thelike to walls, floors, partitions, soffits, etc. and making good.
vi. Cutting or leaving mortices, sinkings, etc. for holding down bolts, brackets, supports andthe like and grouting in
vii. Cutting chases for pipes, conduits and the like in walls, floors, partitions, etc. andsubsequent making good.
viii. Cutting and fittings around, boring holes through and making good of finishing up topipes, ducts, fans, supports, brackets and the like
ix. The construction of concrete, block and/or timber ducts.
x. The formation of ducts within concrete slabs, together with access covers and frames
xi. The building of timber frames, panels, ceiling access panels, including accessories wheresuch items are not specifically measured in the Bills of Quantities, to give access topipes, ducts, equipment and the like all to suit installation of any of the approvedequipment.

xvii. Filling of services penetration gaps between pipe sleeves, pipes, cables, ducts, etc. withspecified/approved materials. Services penetrated through fire rated areas, floors shallbe filled with fire stop material as required.
xviii. All steel framing necessary for the supports and lifting beams etc. for the lifts and otherinstallations
xix. Supply and installation of frames and chequered plates for cable trench / servicetrenches, manhole covers etc. unless these are specifically measured in the Bills ofQuantities for the Subcontract works.

Temporary WorksThe Contractor is responsible for the design, construction,
maintenance and removal of all temporary works. The Contractor
is to submit to the Engineer his proposals for all temporary works
for approval. The Engineers approval will in no way relieve the
Contractor of his responsibility for the safety of the Works,
operatives, adjoining property, structure or services and compliance
with appropriate regulations and Codes of Practice.
Temporary Roads
The Contractor shall provide temporary roads as may be necessary
from the Site to the nearest highway and also within the Site and
shall obtain the necessary Dubai Municipality approvals. The roads
shall be positioned in accordance with the Engineers instructions
and shall be kept free for access at all times.
The Contractor shall allow for the Engineers requirements in
respect of roads, car parks, pavings or the like, and for the
anticipated traffic that will use the finished areas. If the Contractor
decides to use such areas either in their complete or partially
complete state and if, in the opinion of the Engineer, as a result of
such usage the construction has been so affected to impair the
finished final function, the work required in reinstating and bringing
up to standard is to be performed at the Contractors expense.

Electrical Power and Lighting
The Contractor shall arrange and provide for adequate temporary
supply of all necessary electrical power and lighting of the Works
including paying all charges for the consumption of electricity or
supplying, operating and maintaining generators at his own
expense until handing over the Works. Any additional lighting for
the inspection of the Works shall be provided as instructed by the
Engineer.
The Contractor is to give all requisite notices, etc. The method of
distribution of electric supplies around the site, the type of
equipment used, safety measures, reduced voltage requirements,
planning and programming shall conform with the requirements of
the local authority. Any interruption of electricity supply is at the
Contractors risk and it is his responsibility to effect all temporary
suppliers necessary.

Supply of Water
The Contractor shall arrange for an adequate temporary supply of
water for the Works, suitable for all purposes, until handing over

Contractors Site FacilitiesThe Contractor will not be provided with any land/ space for
erecting his site offices, stores and other facilities. It shall be the
Contractors responsibility to obtain or rent out at his own cost such
land/space adjacent to or in the vicinity of the site.
The Contractor shall be responsible for the provision, erection,
maintenance and subsequent removal of all necessary offices, with
all required furniture and equipment, other temporary buildings, and
storage areas, etc., together with hardstandings. The position,
standard of construction, servicing, furnishing and decorations and
maintenance shall be to the approval of the Engineer.
The Contractors office shall be open at all reasonable hours to
receive instructions and other communications
The Contractor may be requested by the Engineer to relocate the
position of the site buildings at any time, all costs of which will be
borne by the Contractor.

Temporary Latrines and Ablutions
D The Contractor shall provide, maintain and subsequently remove

capacity for the peak labour force required on the Site. The

Site Administration and SecurityA The Contractor shall provide sufficient staff and equipment to
perform the administrative duties involved in executing the
Contract. Such staff shall be properly qualified to perform their
respective duties and shall not be removed from the Site or
replaced without the prior permission of the Engineer for his
approval.

The whole of the Works shall be under the full time supervision of
the Contractor. The Contractors supervisory staff appointed for the
Works shall be fully qualified and experienced in the type of
construction work to be carried out as well as being able to speak,
read and write English. One member of the Contractors personnel
fully conversant in English will be available at all times.
B Other Contractors and nominated Subcontractors shall beemployed to carry out work on and about the Site during the
currency of this Contract. The Contractor shall allow for managing
and supervising, liaising with such other parties and coordinating
the works with his own and providing such facilities as may be
reasonably required by such other parties. The Contractor shall
also allow for supervision of other Contractors and nominated Sub-
Contractors as directed elsewhere in the Tender Documents.

SamplesA When so required by the Engineer, samples of goods or materials
are to be provided at the Contractors expense. The following
procedure is to be adopted:

photograph in post card size shall be provided with a description of
the viewpoint and the date of the taking written or stamped in ink on
the back. A copy of all the above photographs together with the
negatives shall be forwarded to the Employer at the same time.

ScaffoldingThe Contractor shall provide, erect, maintain, dismantle and clear
away at completion proper and adequate internal and external
scaffolding for his own use and subcontractors use as necessary to
complete the project. Any holes shall be made good to match the
adjacent surfaces as the scaffolding is dismantled. The Contractor
shall be entirely responsible for all safety precautions in connection
with scaffolding and for its entire sufficiency for the work.

Temporary Hoardings
The Contractor shall take over and maintain the temporary
hoarding to the perimeter of the site as specified and as detailed on
the drawings inclusive of the applied graphics and lettering. The
Contractor shall maintain this fence alter and adapt from time to
time,make good any damage, clear away on completion. Where
erected, such hoardings, etc. shall be free of any advertisements
and shall be of a neat appearance. The whole of the working area
is to remain fully fenced to screen the construction activities and to
maintain security in accordance with Dubai Municipality
requirements.
All supports including foundations and strutting must be located
within the site boundaries.
