join and be involved in worthwhile programs and projects for the environment. Earlier in March, BU President Fay M. Lauraya signed a Memorandum of Agreement with the

BSP, together with the Mayon (Albay) Council, the Provincial Government of Albay (PGA) and the City Government of Ligao in support of BSP’s advocacy for Climate Change Adaptation.

The course was offered by virtue of its approval by the BU Board of Regents thru its BOR Resolution No. 009 Series of 2008 upon the recommendation of the BU Academic and Administrative Councils. The decision to offer the course was a result of a feasibility study conducted by BUCEng last 2007 in response to Commission on Higher Education (CHED) Memorandum Order No. 12 s. 2006 which identified Mining Engineering as one of the Priority Courses from AY 2006-2007 to AY 2009-2010. The BS Mining

Engineering program is being actively supported by the mining and the coal industry notably the Rapu-Rapu Polymetallic Project (RRPP) under the Mining Technology and Geosciences Development Program (MTGDP) with 44 scholars, 12 of whom are recent board passers. Nivero and Ajon are among the recipients of the cited program which is being handled through RRPP’s Community Relations (ComRel) department. As provided by the Philippine Mining Act of 1995 and the DENR Administrative Order (DAO) No. 2010-13, mining

companies are mandated to develop mining technology and geosciences. Likewise, Rock Energy International Corporation’s Scholarship Program benefited five other scholars. Academic support has been provided by the Mines and Geosciences Bureau RO V, the Philippine Society of Mining Engineers Albay Legazpi Chapter and the various mining companies who provided part-time faculty and Mine Internship to the senior students. Both the RRPP and the Rock Energy

International Corporation supported their scholars by providing allowances for tuition and miscellaneous expenses, formal review and examination fee and allowances. As part of the scholarship benefits, the RRPP scholarship program requires its graduates and board passers to render at least two years of service in the government while Rock Energy International Corporation will directly employ its five grantees at its main office and mine sites. BCHRD director, committee chairs, members, and regional project staff, BU students and faculty who submitted entries to the Department of Science and Technology search for best scientific research papers, and

the incoming dean and assistant dean of the soon-to-open BU College of Medicine. According to the PNHRS website, around 500 participants representing all 17 regions of the Philippines were expected to attend said activity. The bulk of the participants were officers,

members and project staff of the 17 regional health research and development c o n s o r t i a (HRDC), as well as members and staff of the DOST-PCHRD headed by Executive Director Dr. Jaime C. Hospital and Medical Center. Activities during the 3-day convention revolved around the theme “People at the Center of Health and Health Research.” The highlight of the convention was the presentation by Dr. Montoya of the background and implementing rules and regulations (IRR) of the newly enacted PNHRS law, or RA 10532. The PNHRS Act of 2013 “seeks to protect and promote the right to health of the people, instill health consciousness among them and improve the quality of life of every Filipino through health research and development initiatives.” According to Dr. Montoya, the Philippines is the first country in the world to institutionalize health research. In order to realize its aims, the PHNRS is relying among others, on the regional health research systems, including the BCHRD. (Maria Vicenta Corazon Guidote/BCHRD)
