Reff: Information on BT situation in Romania

Dear Sir,

Within the period 23-26-th of August 2014, 32 outbreaks of bluetongue disease have been confirmed at cattle and sheep in Romania, initially in Buzau County, then in Prahova and Vrancea County. Mostly of affected animals were cattle. Samples have been sent to Community Reference Laboratory for serotipization, and rezult is pending.

Totally, since 21-th of August, the situation of testing for BTV is presented in table bellow:

History:

The first suspicion of blutongue was announced to County Sanitary Veterinary and Food Safety Directorate Buzau (CSVFSD) in the morning of 21.08.2014, by the free practice veterinarian empowered. The sick animal was initially under treatment but, in the end, the veterinarian realized the suspicion of bluetongue.

A team of epidemiologists and official vet from CSVFSD went at the place of suspicion, inspected the animals which showed clinical signs (mouth, mamela and footh lesions), sampled two animals and send the sample to the Local Sanitary Veterinary Laboratory.

During the same day, 21.08.2014, another 15-th cases of suspicions were notified to CSVFSA, animals were sampled and also sent to Local Sanitary Veterinary Laboratory for analizing by serology, through ELISA. In 22.08.2014, all sampled tested positive, by ELISA.

In the evening of 21.08.2014, the NSVFSA was notified about the suspicion of bluetongue and, early in the morning of 22.08. 2014 a team of epidemiologist was sent for investigation and sampling in the affected zone.

The samples harvested were sent, in 22.08.2014, for confirmation, to the National Reference Laboratory - Institute for Diagnostic and Animal Health - to be tested for virus genomme identification by Real Time RT-PCR. The disease was confirmed in all those 16-th backyard (22 animals), in 23-th of August 2014.

So far, the situation of outbreaks are the next:

- 29 confirmed outbreak in Buzau County; 18 new suspicions; - 2 confirmed cases in Prahova County; 13 new suspicions; _ 1 confirmed outbreak in Vrancea County; no new suspicions.

All outbreaks were accordingly notified by ADNS, to European Commission, and by WAHIS, to OIE.

CSVFS Directorate of Buzau, Prahova and Vrancea implemented measures, accordingly with the Council Directive 2000/75/EC.

- establishing a control zone of 20 km around outbreaks - the LDCC of every county was met to establish the action plan for interv ention; - the movement of animals inside the zone was totaly banned; - clinical inspections of ruminants have been performed in the entire zone by official

veterinarians; - a census of all animals in the control zone. Sick animals were isolated, pending the

decision for killing; - for the healthy animals inside control zones, were recommendend tratments with

insecticides and repelents against culicioides; - have been identified the favourable biotops wich might influence the vectors

multiplication, in order to be cleaned next days; - an epidemiological investigation for Buzau County has been performed, and the

findings showed that the first outbreak might be considered that from the holding RO 04292970037, locality Valea Larga, commune Saruiesti, geograficai coordinates 45.502469/26.774723. The presumtive date of infection was established to be 10-11-th of July, and the way of transmission was presumed to be cullicoides vehiculated by the wind from infected territory of Bulgaria.

In 25.08.2014, the National Group of Experts on bluetongue has met in a meeting, and analized the situation, in order to make reccomendation for disease control, to be presented to the National Disease Control Centre (NDCC) which met in 26.08.2014.

During the meetings of NDCC, have been discussed an issue related to the source of virus, and the ways of dispersal of the culicoides vectors in Romania. This was considered

to be the wind, which moved the vectors from the infected zones of the Europe (Bulgaria).

Analizing the map of the predominant winds in our country (we attach the map of predominant winds in Romania to this information), it was concluded that the direction of winds movement is paralel with the Danube River, and not from the South, to the North. More, having regard the vertical hight of mountins (over 2000 m), the flight of culicoides was stoped in the Under-Charpatians area and produced the transmission of virus to susceptible animals; for this plead the position of actual confirmed outbreaks. Due to the natural bareer, the culicoides will not cross the bareer constituted by mountins and the infection is less possible on the other side of mountins.

Therefore, they concluded that the map of restricted zones to not be a perfect circle in this case, and could be adjusted, reflecting the natural bareer in our country which could help ł.llW 1AŁ41141C11 W WJLlLll/11·

In this sense, the restriction zones in Romania for bluetongue is:

- whole territory of counties: Vaslui, Bacau, Galati, Braila, Buzau, Vrancea, Prahova, Arges, Dambovita, Ilfov, Giurgiu, Calarasi, Ialomiţa;

- part of the teritories of Counties: Neamt, lasi, Tulcea, Constanta, Teleorman, Olt, Valcea.

National Sanitary Veterinary and Food Safety Authority of Romania ordered implementation in these zone of measures provided for in the specific legislation: Council Directive 2000/75/EC and Regulation 2007/1266/EC, as follows:

- ban of movement of all susceptible ruminant animals, accordingly with the legislation in force;

- clinical inspections of holdings with susceptible animals; - treatments with insecticides and repelents and destroing the favourable biotops for

culicoides; - sampling for serological and virological testing for BT; - collection and counting of culicoides; - awaming campaings for farmers and large public, and others.
