II. Development of E-government

- Electronic Government (EG) is the IT-Based Government in which information resources are used in a more effective and efficient way for the citizens, business, and government itself.

- EG transforms the government organization and activities and aims to provide the citizens with the better services.

- It does not focus on the technological solutions but the change of social structure

The Concept of Ubiquitous Government3.

- UG is the government which is based on the ubiquitous computing environment in information technology, working process, and service provision

- UG is a stage of EG Development but the Former is distinguished with the latter in terms of convergence of real and virtual world, network, embedded tag in material

- UG is based on the broadband, mobile network, sensor, and RFID; EG: high-speed communication and internet

- UG provides the intellectual working process and tailored public services; EG: the efficient, transparent, and rational public services

- Citizen, Netizen, Ubitizen, Nomad (신유목민, 징키스칸)

- Knowledge Based Society (EG);

- Intelligence Society (UG)

IV. Government Business Process Innovation for u-Government

Preconditions for Ubiquitous Local Government1.

Ultimate goal of ubiquitous government is to provide citizens with a tailored services at anytime, anywhere, anydevice, anyone, and anything bases.

Many local governments has tried to build the ULG to provide the citizens with the tailored public services.

There are some precedent conditions to be resolved

- The building of ubiquitous administrative space which is established with the integration of real space and virtual space- Geographical Information System should be integrated with the local statistical data base.

- Ubiquitous infrastructure: RFID, ubiquitous sensor network, convergence of digital devices

- Citizen, Netizen groups should be changed into the ubiquitous groups:

They should autonomously participate in the governance process.

Analysis of Ubiquitous Local Governments2.

Several local governments such as Jeju, Seoul, Gyeongbuk, and Kwangju try to build the ubiquitous public service provision system.

- City of Jeju: Cool Town Project and Cool Travel Project

о Cool Town Project is composed of u-City and u-Ecology; the former is transportation sensor network, transportation location based service, telematics test-bed city

о Cool Travel Project is u-Tour and u-Safe; the former is tour and transportation information services, e-exhibition and viewing, u-conference, u-travel agency and the latter is composed of u-disaster and damage, u-accident, u-fire fighting and safe, and u-weather systems.

- City of Kwangju: u-cultural and innovative city, u-commerce, and u-safety projects

V. Policy AlternativesApplication of Information Technology 1.

- Wireless or mobile network makes possible to receive the information on moving status and regardless of location and greatly improves the accessibility to the public information (Video-conference Cellular Phone).

- Sensor and tag which have a cognitive ability are embedded in materials or things. Urban facilities such road, signal lamp, and other facilities can be managed and maintained by the remote-control base. improve the efficiency in implementing the government work and delivering the public services (RFID)

and business organization.

- Integrate the computer network such as internet, TV broadcasting network, and wireless network in order to provide the seamless services on moving status or without the limitation of location.

- Basic database such as geographical information and statistical database should be integrated into a geo-referenced database which includes the text, audio, and video.

- The other data should be included in this basic databases.

Convergence of Public Service and Tailored Service3.

- Ubiquitous services will provide new ways to address problems arising form elderly people, increasing number of working women, and other social issues.

- Distance Health Care

- Network-connected sensors and electronic tag embedded in the material and thing make an easy to manage the road light and intelligent transportation system

- integration of public services for the citizens' well-being in terms of the way, devices, and content of service provision.

System Revises of Digital Convergence4.

- U.S.A., Italy, Malaysia set up the integrated act,

- Germany and Japan established the act on the integrated public services,

- England and France built the communication network and service laws.

- U.S.A., Japan, Italy, and England established a new integrated institution

- France arbitrates the existing institute

- EU and OECD recommend single regulation and directive

VI. 결 론

- The characteristics of ubiquitous computing can be summarized as follows:

1) All digital devices, material, and human are connected each other at anywhere, anynetwork, any device, any service;

2) the ubiquitous computing is embedded in the real life and thing and is invisible and disappearing;

3) it provides the users or citizens with a calm and tailored environment and services which are available in the real life.

-Direction of ubiquitous local government should be set up as follows:

1) Establish the ubiquitous computing environments in terms of digital device, network, and basic database;

2) Establish the better connection environment with the citizens;

3) Tailored services in real-time base and nomadic environment;

4) ubiquitous business services in the market mechanism and support this market mechanism.

5) Business process renovation of local government such as the tax collection and the management of public facilities.
