The rehabilitation of orchards is already in process from Georges Valley to Mooketsi, aft er the Tzaneen area was hit by the most devastating hailstorm in many years last Thursday night.

Entire avo crops were lost by some farmers, while severe damage was done on mega farms like Westfalia in Politsi and ZZ2 in Mooketsi. An estimated 1,2 million car-tons or more are lost for the avo export market. The crop damage on at least sixteen farms is 100%, as the remain-ing fruit are not suitable due to bruises caused by the hail.

Mr Derek Donkin, chairman of the SA Avo Growers Association (SAAGA) and CEO of Subtrop in Tzaneen, said it was the fi ercest hailstorm to hit the area in twenty years. Farmers said the hailstones were somewhat smaller than golf balls, but had a rough sur-face. Driven by a strong wind, this led to severe

damage on tree trunks and branches. In the Politsi area macadamia growers were hard hit by the storm, as many of the im-

mature nuts were felled to the ground and orchards damaged.

Mr Andries Bester of Subtrop co-ordinat-ed a meeting with all aff ected stakeholders on Monday, to discuss rehabilitation plans and revised fertilizer and irrigation pro-grammes to reduce input costs drastically. Farmers were also advised to heavy pru-

ning of damaged trees and the timeous treat-ment of scars against pests and diseases.

An 82-year-old woman was allegedly assaulted by a nurse in the Letaba Hospital last week, whilst she was be-ing treated. Ms Mthavini Rikhotso is said not to remem-ber the name or looks of the nurse that she claims to have assaulted her.

Staff members who were on duty on the day of the al-leged assault deny that they witnessed anything. Lt Col Moatshe Ngoepe, Tzaneen SAPS Cluster spokesperson, confi rmed that a case of assault was opened against the nurses. He said police are busy investigating the allega-tions and nobody has been charged in connection with

the alleged incident. The granddaughter of Mthavini claims that she has a

witness who can vouch that the victim was assaultedThe MEC of the Department of Health in Limpopo said

they were also busy conducting investigations as to what exactly happened, and asked anyone with information regarding the alleged incident to pass it on to the depart-ment or the SAPS.

The department’s spokesperson was not available for comment yesterday.

Farmers need to be resilient and focus on the future by implementing sur-vival strategies to deal with disasters, such as the drought, says Mr Dawie Maree, head of information and mar-keting at FNB Business Agriculture.

He says the current drought, being es-calated by a strong El Nino and global warming, has had the biggest impact on the income and survival of farmers since 1992. It has also had far reaching consequences for the greater SA econo-my as it impacts on food prices, infl a-tion and even employment.

“For small-holder and subsistence

farmers, it is now survival of the fi tt est.”Maree suggested essential tips to

overcome the impact of the drought and added that it has become im-perative to adopt modern farming techniques and strategies in order to grow revenue.

He mentioned drought and cash fl ow management and irrigation as important strategies to be considered. Diversifi cation of crops and livestock is also important. If a planting season is missed, the farmer should identify other means of generating income.

Planting fi elds that have been af-

fected by the drought, may require a much diff erent application of fertilizer, while using seeds more resistant to the drought will provide a bett er yield.

Maree said a well managed farm sys-tem should also include the gathering of up-to-date information for business decisions in periods of disaster, while soil testing is highly recommended as it changes following a drought.

“The farming industry in SA has been through several hurdles and survived. There is no doubt that it will continue to thrive, even beyond the current drought,” Maree said.

Survival of the fittest for small farmers

The Tzaneen Eco Club is excited to be hosting a work-shop by Henk Nel, an avid birder with a keen interest in technology, and developer of the free BirdLasser app. This app is a fun and easy way to record your bird sightings and contribute to conservation. It allows you to capture your sightings with live GPS map-ping of each location, whilst also logging the time and date. It enables you to easily submit your data

to SABAP2 (the Second Southern African Bird Atlas Project, the most important bird conservation pro-ject in the region, which maps the distribution and relative abundance of birds throughout Southern Africa). It also allows you to share your records with your friends and community in real time via e-mail, Facebook and Twitter. The presentation will be held at the Macadamia Community Centre at 18.30 on 25 February. Henk is a lively and entertaining speaker, and this should be a most interesting evening! Tea and coff ee will be served, visitors are welcome and pay a small fee of R20. For further information con-tact Marianne McKenzie on 082 835 4185.

By Don Pinnock It is almost impossible to know how leopards are faring in South Africa. They are secretive animals that are mainly nocturnal, solitary, and range over huge areas. Counting them requires intensive research using expensive technology such as camera traps, which can only be de-ployed over small areas, far smaller than the areas in which hunting quotas are determined.

Hunting them will speed up their extinction. The Department of Environmental Aff airs

has set to zero all hunting permits for leop-ards in South Africa – which is, eff ectively, a total ban on hunting the cats. This follows an alert by its Scientifi c Authority that the number of leopards in the country was un-known, and that trophy hunting posed a high risk to the survival of the species. The DEA ban, sent to all provincial authorities, cancels all leopard export permits for 2016.

Under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), South Africa is permit-ted to allocate 150 leopard trophy export permits a year. Early warning of possible permit curtailment appeared in the Govern-ment Gazett e late last year indicating that if guidelines were not adhered to, provincial quotas would be set to zero. At the time the DEA issued what it described, rather cryptically, as a “negative non-detrimental fi nding”, meaning that hunting was likely to have a damaging eff ect on the species.

It listed threats to leopards as excessive legal and illegal shooting of “damage-caus-ing animals,” poorly managed trophy hunt-

ing, illegal trade in leopard skins for cultur-al and religious att ire and generally poor monitoring of hunts and permit allocation.

The Research Authority found that leop-ards:

Had a low reproductive rate; Their distribution was fragmented; Their abundance and popula-tion trend was uncertain; Illegal off -take was uncertain; There was litt le control of harvesting (especially illegal harvesting) which was high; Confi dence in harvest management and mon-itoring was low; Incentives for conservation in the country were low; Only between 5% and 15% of leopard habitat was strictly protected.

Commenting on the Gazett e notice at the time, Guy Balme of the environmental NGO Panthera said: “We just don’t know how leopards are faring in South Africa. They’re secretive, mainly nocturnal, soli-tary and range over huge areas. Counting them requires intensive research using ex-pensive technology such as camera traps, which can only be deployed over small are-as, far smaller than the areas in which hunt-ing quotas are determined.

“It seems prudent that hunting should only continue once the appropriate meas-ures are in place. Only then can we be con-fi dent that the practice is sustainable and not putt ing additional pressure on leopard populations already under a great deal of strain from other threats.”

The trophy ban is in place throughout this year. According to the DEA statement, the Scientifi c Authority will then review the situation. It will also develop norms and

standards for the management and mon-itoring of leopard hunting throughout the country.

Kelly Marnewick, the Environmental Wildlife Trust’s carnivore conservation manager, supported the ban. “It is impor-tant to ensure that any wildlife trade we do is sustainable,” she said. “If we cannot do that, it’s highly problematical. We need a trade ban until we can get to that.

“Record keeping on trophy hunting in this country is shocking. We haven’t been recording age, sex or size of trophies. If our hunting fraternity is serious about using wildlife sustainably they will embrace this ban and fi nd ways to work with govern-ment until trade is sustainable.”

Helen Turnbull of the Cape Leopard Trust also supported the move. She said the trust was pleased to see that common sense has prevailed, and that the government would maintain the ban until provinces had got their acts together.

Andrew Muir of the Wilderness Founda-tion said the ban was good news, but noted that it was an interim measure while norms and standards were being put in place.

“We cannot stress enough the need for high quality research on the population numbers, make-up and distribution of leopards, especially in core conservation areas,” he said.

“Leopards are charismatic and an apex species. Until we know population num-bers and carrying capacity we should not hunt them.”

An oasis turns into a desert

The initial fl urry of excitement about the revival of the Oasis Entertainment Centre, known as the Oasis Mall in Aqua Drive, Tzaneen, is now limp-ing along with businessman owner Mr Cor Vos from Lephalale having closed down the Rose and Dragon on 31 January — and most of the other businesses have or are looking for premises elsewhere.

Anchor tenant Es-kom occupies the entire second fl oor. Inebriated pub cus-tomers were said to be vandalizing their offi ce vehicles in the parking lot at night. Eskom stated that it would not renegoti-ate its lease if the Rose and Dragon was not closed down.

Hairdresser Mr Corné Botha said that the owner visited the Mall and said that the bingo hall plus casino and restaurant, is on the cards for this year. Renovations will start as soon as the gambling licence is issued. Botha is staying put and has now spent about R40 000 on furniture, basins, equipment, a coff ee niche and a new

desktop. He says that the general complaint of “no feet” doesn’t bother him as he has a huge client base. He has parking right outside his salon so it’s a convenient spot for his business.

On Botha’s side of the Mall is the Dragon Restaurant, Aqua Deli and fi nancial adviser George Lourens. On the other side is Frozen Spoon

and Large Security Sup-plies. The entire core of the Mall is empty. The bott le store and video shop closed their doors, silversmith Joli Miao and clothing boutique La Dee Da moved to Boundary Street and the Orange Tree furni-ture moved to the Fab-ric Magic building.

Eskom installed a lift a few years ago. According to occupants of the building the contract stated that the owner of the building was responsi-ble for lift maintenance — but the lift has been out of order for three years.

The Rose and Dragon allegedly allowed weekend parties that spilt out into the parking lot and continued loudly until the early

hours of the mornings. Members of the community in the close proximity of the mall, also expressed particular concern, as they believed that drug deals were being concluded in the area. Late last year some of the business owners called the Tzaneen Police, the security company in charge of the Mall, the centre manager and the municipal traffi c department to sort out the drunken revelry. The business owners claim that the authorities did nothing...

“The toilets were in a state, the smell of urine was on the walls of the build-ing, litt er and vomit aft er some of the drunken parties were all over and the security guard was found sleep-ing behind the locked toilet door. He wrote false entries into the log book stating that all was well at 22:00, but all was not well at 22:00 and he was not on duty, but suspected to have partied with the revelers”, some of the business owners alleged.

The big question now is: Will the Mall be able to shake off its dismal record as a non-functional centre and will new plans come to fruition?

— Sue Ett mayr [email protected]

Footsteps echo in the empty Centre.

After most weekend revelry the parking area and inside of the Mall was cov-ered in litter, urine, empty beer cans, broken liquor bottles and even vomit.

The crooked log book.

People fl ocked to the Berry FestivalThe Berry Trail Run, held at Blue-berry Heights, Haenertsburg, was the highlight of the Magoebaskloof Berry Festival. Many say it’s one of the most beautiful trails in the country. It had rained the previous night so the track was quite mud-dy. Runners said that once they got to the top of the initial formida-bly steep incline, the track winds alongside water or in between the forests surrounding the village of Haenertsburg.

Motorists who travel on the main road be-tween Eiland (from either Tarentaalrand or Letsitele) and Giyani should take care at Ma-geva village, where six pupils of the Charlie Rhangani’s Primary School set up a scholar patrol in the mornings and again in the aft er-noons aft er school.

The six dedicated volunteers assist fellow

pupils to safely cross the road. The road in the area is infamous for accidents and a num-ber of pedestrians have been knocked over in the area in recent years.

The patrol members record the names of pupils who don’t co-operate and refuse to use the crossing where the safety patrol is being set up daily. They also take the registration

numbers of vehicles

of drivers who refuse to obey the patrol and don’t stop at the crossing. These motorists will be prosecuted, since the patrol is offi cial. .

“My duty is to jot down the names of the learners who are crossing the road on their own and the number plates of the cars which refuse to stop,” said Tshepo Tilako, a senior patrol member. According to Arrive Alive scholar patrol is

an important part of road safety education and essential to enhancing the safety of schol-ars at their schools. Not only does it regulate traffi c, improve speed calming and facilitate safe crossing of the road but also instils in the minds of young pedestrians an awareness of the importance of road safety.

The Safety Patrol Program was started in 1920. When pupils reached Grade 6, they can be screened for the proper character qualities and then trained in safety enforcement.

Gogo Somisa laid to rest… 125-year-old Ms Somisa Mahori from Xihoko Village outside Tzaneen was laid to rest on Saturday. The Limpopo granny was consid-ered to be the oldest person in the world. Her age never stopped her from having a happy and normal life with her family. “She was fortunate in that she was regularly invited to celebrate his birthday with the late Nelson Mandela. Madi-ba arranged for special transport for her to get to the venue,” Ms Mavis Mahori said. Mr Calvin Bvuma said, ”She once called a family meet-ing where she told the family that she wished God would take her, as she was tired of pain and suffering”. One of her grandsons, Mr T Ma-hori, said, “She was like a mother to me as I was

raised by her from childhood when my mother was sick”. Many people described gogo Mahori as a loving and caring person who held everyone in the family’s best interest at heart. She was said to have strived to ensure that each and everyone within the family gets a proper education. Seen here are her grandsons carrying her casket to the grave.

‘n Rekord hoeveelheid eenhede bloed is geskenk.

keurige fonthaal, wat by The Junction buite Letsitele gehou is, verwelkom.

2016 is election year for local government. For us as members of our local communities, it is imperative to know what the impact will be on the annual municipal fi nancial cycle such as the IDP and the Municipal Budget for 2016/17, because we will be on the receiving end if this process is not managed well.

Action now will guide us to assist munic-ipalities and prevent unnecessary compli-cations for the next fi nancial year. We don’t have to look far, because the MFMA*1circu-lar No. 78, issued by the National Treasury called the “Municipal Budget Circular for the 2016/17 MTREF*2”, provide local communi-ties and municipalities with clear guidelines.

Download this valuable document at: http://mfma.treasury.gov.za/Circulars/

Circular%20No%2078%20-%2007%20Dec%202015%20%28fi nal%29.pdf

The main theme in this circular is fi nancial sustainability. You can assist our Minister of Finance to prevent further unsustainable po-litical-motivated fi nancial decisions if you are willing to put in a litt le eff ort during the prepa-ration for the next municipal fi nancial year.

How do we make a diff erence?1. Register as Stakeholder. Make sure you

(or the organization where you make your contribution) are registered as stakeholder at the local municipality. That will ensure that you are informed of consultative meet-ings. Make sure you check local newspapers, such as the Bulletin, for advertisements of meetings and make sure at least one person of each organization att ends the meetings. If you don’t know how to participate, please

contact your local councillor, the offi ce of the political party near you or make contact on-line.

2. Obtain dates of community participa-tion meetings. The municipality must have a schedule of the dates of consultative meetings for the full budget process. Make sure you get that schedule and that the municipality keep to the dates approved by council.

3. Prepare. How do you know who must do what? Obtain the “Time Schedule of Key Deadlines” from the web site of National Treasury. This document shows clearly what the Mayor, Municipal Manager and com-munity must do to ensure sustainable local government. The web site National Treas-ury (www.treasury.gov.za) is one of the most amazing sources of quality information avail-able to all of us free of charge. From the home

page, click on “Legislation” and click on “MFMA” to access all the resources in terms of local government.

4. Understand the risks due to the local gov-ernment elections to be held anytime between May - August 2016 and deal with the risks. (More about this in the next article).

Impact of Local Government Elections on the budget cycle of local municipalities 2016/17: How do we participate?

This year is probably the most important for South Africans since the country became a democracy in 1994. Our economy is to a certain extent in tatters, race relations are tense, the President’s troubles have become more and more serious, the country is experiencing one of the worst

droughts in memory, unemployment is reaching alarming numbers and… later this year voters will go to the ballot box to elect new councillors for their municipalities. A “retired” councillor of our area, Ms Marie Helm (she served as a councillor in Louis Trichardt/

Makhado), volunteered to write an number of arti-cles on the subject of municipal elections. Today you can read her fi rst contribution. You are certain to fi nd some good advice and information in this fi rst article as well as the ones to follow in coming weeks.

Maar hy doen dit onder protes!“Life should not be estimated exclusively by the standard of dollars and cents.” — Charles Goodyear
