The CEO of the hospital is unavailable when called and he doesn’t take or return calls from the media. It is also alleged that many of the State doctors run private practices, causing them to spend more time at their practices than in the hospital. We conducted an investigation into a number of matters at Letaba. The situation at the Letaba Hospital is said to be critical. The psychiatric ward that was ruined by a devastating fi re more than a year ago, has still not been rebuilt, despite earlier announce-ments that it would be refurbished as a matter of urgency. Enquiries about the state of affairs at this big and important regional hospital have resulted in what cannot be called anything less than lies. The CEO of the hospital is unavailable when called and he doesn’t take or return calls from the media. It is also alleged that many of the State doctors run private practices, causing them to spend more time at their practices than in the hospital. We conducted an investigation into a number of matters at Letaba.

Limpopo’s Depart-ment of Health seems to be in dis-array about the sit-uation at the Leta-ba Hospital, where a devastating fire reduced the male psychiatric ward to ruins more than a year ago.

In a press statement issued by the Department after the fire, “a quick programme of action to fix the hos-pital in a short space of time” was mentioned. Thus far nothing seems to have been done to refurbish the ward and when we asked the Department for a pro-gress report, we were not given an honest reply.

In the meantime psychiatric patients have been put in a general ward with other patients. This has upset patients and their relatives, since the psychiatric pa-tients “can be rather disturbing” at times.

In January the Bulletin asked the Department’s spokesperson, Mr Macks Lesufi, about the state of the psychiatric ward and the allegations that male psychiatric patients were being accommodated in a general ward.

“We are not mixing patients in Letaba Hospital. Two years ago the male psychiatric ward burned down and it has been fixed. The psychiatric patients are back in their ward and the overall renovation work is still in progress,” Lesufi said.

We then visited the hospital and found that male psychiatric patients were being accommodated in the old female general Ward 2. Nursing staff who wished to remain anonymous told us that “normal” patients were suffering the consequences of sharing general wards with psychiatric patients.

It is alleged by hospital staff that non-psychiatric patients fear for their lives, as sometimes the psychi-atric patients stare at them “as if they see harmful animals”. They cause havoc in a matter of minutes and “picking up fights is no big deal to them”.

“During visiting hours the psychiatric patients are moving up and down like headless chickens. They don’t want to stay put,” a senior nurse told us. She added that “these patients were a job and a half as

they are not easily controlled when mixed with other patients — it makes our job very difficult, since they even beat us and we are not allowed to report it, be-cause they are patients”.

According to another staffer, patients’ visitors bring fruit and other healthy food for their loved ones dur-ing visiting hours. However, the patients more often than not don’t get to enjoy the fruit and other snacks. “When the visitors leave, the fierce psychiatric pa-tients snatch the food from them.”

During our visit to the hospital, we took photos of the psychiatric ward, showing clearly that it was still in ru-ins. We couldn’t find any signs of any restoration work (see the photos that were taken during our visit).

In November last year the Bulletin sent enquiries about the restoration of the ward to the Department

of Health’s me-dia liaison officer, Mr Billy Teffo. He told us that Letaba Hospital’s reno-

vations programme was at 10%. The 10% included the alterations to the psychiatric ward and adminis-tration block. He added that the overall renovations would be completed in July 2016.

When the Bulletin enquired via emails and count-less telephone calls about the progress earlier this year (to the media liaison officer), he clearly dodged the issue by saying, “I have received the data; I will process it and send it to — I am out of the office and my battery is low but I will make a plan to send you the information.”

It is now about a month later and we are still wait-ing for his report. In the first week of February Lesufi was called again, regarding the fact that he said male psychiatric patients were back in their ward. We told him that we visited the site and that the ward was still in ruins. He did not confirm or deny that what he had said was true or false.

Instead he said, “If you are looking for information regarding Letaba Hospital’s renovation progress go to the CEO, Mr Tebogo Ramodibe and he will then call us and we will allow him to speak to you. But what you did was irregular. By the way, you cannot include my comments as I am no longer the Depart-ment of Health’s spokesperson, effective from 02 February,” Lesufi said.

When we called Letaba Hospital’s CEO, Ms Fikile Mnisi who said she was the personal assistant to the CEO, answered the phone. She said the CEO was in a meeting in Polokwane and will also be in a meeting from Monday to Wednesday.

She said, however, that she would make a point of asking the CEO to call us. We are waiting for his call, but by the time of going to print yesterday (Thurs-day) we had not yet heard of him.

It allows you to capture your sightings with live GPS map-ping of each location, whilst also logging the time and date. It enables you to easily submit your data to SABAP2 (the Second Southern African Bird Atlas Proj-ect, the most important bird conservation project in the region, which maps the distribution and relative abundance of birds throughout Southern Africa). It also allows you to share your records with your friends and community in real time via e-mail, Facebook and Twitter. The presentation will be held at the Macada-mia Community Centre at 18.30 on 25 February. Henk is a lively and entertaining speaker, and this should be a most interesting evening! Maake: The police in Maake arrested 22 people for various criminal acts over the past week, in connection with assault GBH, murder, fraud, possession of an unlicensed fi rearm, dagga cultivation, contravening the Liquor Act, reckless or negligent driving, il-legal gambling and for pointing someone as a witch.

Tzaneen: The police in Tzaneen arrest-ed 63 people for various criminal activities over the past week, in connection with as-sault GBH, assault, rape, a protection order, shoplift ing, theft , fraud, malicious damage to property, robbery, possession of dagga, pub-lic violence, illegal gambling, prostitution, counterfeit goods, drunken driving and con-travening the Road Traffi c Act.

Sting operation arrested 6 in TzaneenSix people were arrested during a three day sting operation conducted by the Tzaneen Cluster Tekkie Squad in the Maake and Let-sitele Policing areas. of dagga, a 25-year-old man was ar-rested for att empted murder and two men aged 19 and 30 were arrested for assault and non-compliance with the Liquor Act.Members of the community are still advised and encouraged to come forward with more information about criminal activities in their areas. 18 left injured in R71 and R36 accidents

Fift een people were left injured aft er a taxi and a bakkie collided on the R71 near Tza-neen early on Sunday. According to ER24 paramedics responded and found that the

driver of the LDV had sustained critical in-juries, while all the others patients sustained injuries ranging from minor to moderate.ER24 paramedics treated and transported the critically injured patient to MediClinic Tza-neen for treatment.The cause of the collision remains unknown. However, police offi cers were on the scene to investigate the possible cause for the acci-dent.In another collision three people sustained minor injuries in a collision on the R36 near Tzaneen on Sunday aft ernoon.The Tzaneen Cluster Police spokesperson, Lt Col Moatshe Ngoepe, was not available for comment regarding these accidents.

Two suspected robbers stoned to death Two of three suspected robbers were killed for allegedly robbing at Mogapeng village on Friday morning. “They were allegedly in the process of robbing a supermarket owner when he called for help, alerting the commu-nity. They came to assist him and the suspects were overpowered and two of them were stoned to death. The third suspect managed

to escape. We are still tracing him,” said Po-lice spokesperson Col Ronel Ott o.“We appeal for community members with information about the incident to assist the police with the investigation,” she added. “Nobody has been arrested yet and the two fi rearms allegedly used during the robbery are still missing.” The identities of the two deceased are un-known.

Hoekom lieg?Hoekom lieg regeringsamptenare so maklik? Doen hulle dit in opdrag van hul politieke base? Wanneer gaan die re-gering(s) in ons land besef dat “al loop die leuen nog so snel, die waarheid ag-terhaal hom wel”.

Ons het nou weer ervaar hoe geweten-loos amptenare lieg en as hulle dan uit-gevang word, dreig hulle met “optrede” as die waarheid (ook oor die leuens) geo-penbaar sou word.

By die Letaba Hospitaal, ‘n streekhospi-taal wat ‘n bitt er groot gebied en gemeen-skap — veral die armes — moet bedien, gaan dit op die oog af maar beroerd.

Staatsdokters wat betaal word om heel-tyds by die hospitaal te werk, het (skelm)private praktyke en laat dikwels pasiënte aan hul eie lot oor.

Die saal vir psigiatriese pasiënte is so-wat ‘n jaar gelede deur ‘n brand in puin gelê. Die herstelwerk sou “onmiddellik en met groot haas” aangepak word. Daar gaan niks aan nie.

Pasiënte kla, hul naasbestaandes kla en selfs die personeel kla oor die wyse waarop psigiatrie-pasiënte nou in ander sale tussen ander pasiënte geplaas word. Verpleegpersoneel getuig selfs dat hulle aangerand word.

Die hospitaal se hoof wil nie met die media praat nie, hy bel nie terug nie en amptenare lieg oor wat daar aan die gang is. Die hemele behoed ons.

Helpende Hand benodig

I was brought up in a very formal Angli-can church, with all the smells and bells, very Roman Catholic with a slight diff er-ence. The priest had to wear heavy robes and I think there was defi nitely a certain “pecking order”, the hymns sung, ac-companied by an organ or piano.

I also att ended, on occasions the “Moeder Kerk” of the NGK which was also very formal. The congregants also sat in a defi nite order, normally with the Ouderlinge sitt ing in the front and a fam-ily would also sit in a specifi c order, with the father sitt ing on the aisle. So imagine my surprise when many years later I landed up in Tzaneen and went to my fi rst Sunday service at St. Peter’s. When I entered the church I fi rst noticed people dressed in Saris sitt ing at the back and a band up front; was I in the right church? It was only when the priest greeted us with “The Lord be with you” that I knew I was in the right church.

How things have changed and now it was no longer formal dress to go to church, I know there are those who will argue that dress-ing up is a sign of respect, but God does not see the dress, He sees the heart. We are there to praise and worship a living God, one who sees us for who we are and not for what we are. What a blessing? I am still a litt le old fashioned and like the odd formal service, however, tradition is changing and we need to prepare for change, when Christ comes again there will be big changes and we need to be ready.

Preparing ourselves in every way to meet our Saviour; we need to take on the “servant att itude” to all our deeds. Following Christ’s example of the Servant King. He was bold enough to step out from the formality of the Jewish religion and meet the people face to face without any judgement. He accepted all without reservations. Should we too not be selective as to who att ends our church, but welcome them with open arms, irrespective of who they are or how they look. We are all sinners and need to remember that only Christ can forgive our sins. Some of us have been so indoctrinated with ideas of what is right and what is wrong, who to accept and who not. Is this being truly Christian?

Does or is God only present in a formal building we call a church? Jesus preached all over and not only in a church/Synagogue. He gave us an instruction to preach His word to all no matt er where or when. So do we only preach in a formal church or can we have a service in an open veld or even in a café what about in a bar? We must go where the people meet to spread the love of Christ.

Now this may seem radicle but how otherwise will we get the message through, if we look at the att endance in churches today, I feel we are failing dismally. Let us not stand on the high ground if we are not prepared to go down and rescue those who are search-ing for the truth. Let us all go out in love and peace. Blessings

By JurisconsultIt is election time. Politicians, communities and journalists are gearing up for the big day. This case also looked at freedom of expression – and “how far” can journalists go in reporting about alleged improper conduct, and can journalists successfully raise a defense against expressions that are in fact defamatory?

A very interesting court case that was before the High Court, Gauteng Division, can shed some light on this issue and serve as a guideline for journalists, community members and politicians alike. The case of Thaba v Haff ajee and Another (Case Number: 49831/11) In this case, Mr John Thaba, who was a council-lor for Ward 60 of the Ekurhuleni Metropolitan Municipality, claimed damages from the Chief Editor of City Press and News 24 because of an article in the media about Thaba giving out chick-en packs, money and alcohol to win votes in the 2011 election. The article appeared on 30 January 2011. He claimed that as a result of the publica-tion he was withdrawn as a candidate for re-elec-tion as a councillor. There were two claims —• a claim for special damages under the Aquilian ac-tion, for loss of earnings • a claim for general damages under the actio iniuri-arum for defamation. The court found that Thaba failed to set out or even prove causation. The judge said that “This is especially so if I take into account the fact that the decision of removal of the Thaba’s name as candidate for councillor took place prior to the ar-ticle being published.” The screening committ ee had taken this decision on 27 January 2011 and as at then would not have had any knowledge of the article that was only published on 30 January 2011.

The second claim is really of importance in election time:

Regarding the second claim, i.e. the defamatory article, Haff ajee and News 24 conceded that the

article contained defamatory allegations. They however raised the defense that the publication was not unlawful and reasonable in the circum-stances.

The author of the article, Mr Cedric Mboyisa, testifi ed for Haff ajee and News24. He stated that the climate within which the article was writt en was political as it was during highly contested local municipal election. Thaba was one of the contenders, ANC chairperson and a councillor.

He obtained a tip off from his ‘sources’ and acted upon it by going to ward 60 to verify that information obtained from the source. Mboyi-sa testifi ed that he interviewed members of the community of ward 60, spoke to the ANC spokes-person, he even att empted to obtain a comment about the allegations from Thaba but Thaba re-fused to comment. Mboyisa went to the store where the chicken had been allegedly purchased and confi rmed with an employee of the store that indeed all the chicken in the store had been pur-chased by a group of people.

Haff ajee and News24 raises the defence of rea-sonableness on the case National Media Ltd & Others v Bogoshi 1998 (4) SA 1196 (SCA) at 1212.

... that the publication in the press of false de-famatory allegations of fact will not be regarded as unlawful if, upon a consideration of all the cir-cumstances of the case, it is found to have been reasonable to publish the particular facts in the particular way and at the particular time. In con-sidering the reasonableness of the publication account must obviously be taken of the nature, extent and tone of the allegations.

....What will also fi gure prominently, is the na-

ture of the information on which the allegations were based and the reliability of their source, as well as the steps taken to verify the informa-tion. Ultimately there can be no justifi cation for the publication of untruths, and members of the press should not be left with the impression that they have a licence to lower the standards of care which must be observed before defamatory mat-ter is published in a newspaper.”

Haff ajee and News 24 further argued that they were aff orded media privilege and political priv-ilege. The court was directed to Mthembi-Mah-anyele v Mail Guardian Limited where the SCA had the following to say about politics, politicians and political privilege:

Freedom of expression in political discourse is necessary to hold members of government ac-countable to the public. And some latitude must be allowed in order to allow robust and frank comment in the interest of keeping members of society informed about what government does. Errors of fact should be tolerated, provided that statements are published justifi ably and reason-ably: that is with the reasonable belief that the statements made are true. The court indicated the following aspects must be taken into account when considering a defence of reasonableness –•the interest of the public, •the nature, extent and tone of the allegations, •the nature of the information upon which the allegations are based, •the reliability of their source, •the steps taken to verify the source, •the opportunity given to the person concerned to respond, and •the need to publish before establishing the truth of the content in a positive manner. The court found that Haff ajee and News 24 have succeeded in demonstrating that the article so published was not done wrongfully and that it was reasonable to publish the allegations at that particular time and manner.

Robust & frank media comment is in the interest of societyBe prepared for a very rough ride towards the middle of the year. The municipal elections already have politicians gallop-ing and showing no mercy to opponents. Insults fl y and voters are bewilderedly looking for guidance. It is expected from the media to publish information about political parties and politi-cians. But how far can one go before being sued for defamation?

A formidable husband and wife team, mar-ried almost four decades, took over the reins at God’s Haven at 19 Circle Road in Tzaneen a few years ago. With stringent, viable sys-tems now in place, God’s Haven offers rel-atives peace of mind and the elderly enjoy care, comfort and kindness.

The institution’s Management Board con-sisting of Mr Henk Mienie (Divisional Manager of Waste Management at the GTM), his wife Linda and pharmacist Mr Johan Cloete pinpointed the flaws in the running of the place.

Mienie says, “The tariff structure was way too low, personnel structure was not explicit, a lack of discipline amongst the work force and tender care was absent with some staffers. There was no debtor’s control and no follow up or cost recovery. There was an ab-sence of portfolio management within the Board. Now there is definition with a Chairman, Deputy Chairman, Secre-tary, Treasurer and a member with a medical portfolio. We’ve also appointed Ms Annemarie Coetzee as Manager.”

A local lawyer, Mr Ruan Vorster, was co-opted for legal matters on a voluntary basis involving debtor’s recovery. The fees were brought into a more viable bracket and new residents are charged the adjusted rate of R6 600 a month.

There were ten SASSA pensioners when the Mienie couple got involved and there are now two left. There are a total of 23 residents with Ms Hennie McCallaghan, the found-er of the Matana business, being the oldest at 98. Seventy five percent of the residents

have Alzheimer’s and only nine are not in nappies. Bed-ridden patients are smeared with Prep for bedsores and nappy rash. Also a mixture of baby powder and maizena ab-sorbs wetness. The other residents are disa-bled in some way.

There are four chefs, fourteen nurses, four cleaners, two laundry staffers and a garden-

er. The nurses work shifts and only the head nurse, Ms Sabina Mashaphu, works during the day only.

Ms Mienie replaced the staff’s raggedy clothing with colour coded uniforms more than a year ago. With designer and dress maker Ms Louise Olivier from Tzaneen new uniforms were created. Dr Sonia van der Mescht from Tzaneen donated the funds for this new wardrobe and Fabric Magic gave a generous discount on material. Mienie says, “My granddaughters, Liné (8) and Marné (5) Basson, and I cut out all the uniforms. This is what these children did during their De-

cember holiday.”“I’ve sewn 180 uniforms and am now sew-

ing the second batch. My vision is seven uniforms for each day. Staffers have four uniforms at this stage. The uniforms are dif-

ferent colours but the same style. This way there is control over who is where.”

God’s Haven was started in 2005 by the late Mr Fred Prinsloo, who had compassion for needy elderly people.

Donations come in from all over the coun-try and abroad. There was an anonymous donor from Cape Town plus a donation from a church in Dubai. The non-cash dona-tions are foodstuffs from Woolworths, Sugar Loaf, Park Butchery and Letsitele farmers, to

name but a few. This amounts to about R80 000 a month. Kind to Hearing tested the res-idents’ hearing for free, distributed hearing aids for free and has offered free follow-ups for the next three months.

God’s Haven, with the help of Northern Personnel, only takes staff with a passion and love for the elderly and disabled. Ex-penditure control includes the over usage

of materials and equipment and turning off of lights during the day.

Henk is responsible for maintenance. More than R30 000 was spent to re-pair the neglect that had taken place over the past few years. Cloete looks after the donations of OTC medi-cation. All prescribed medicine is pre-packed by Lombard’s Pharmacy in the form of a sealed blister pack. This costs R130 a month extra, but

stops medicines from getting into the wrong hands. Even the medicines from

the hospital and the clinics are packed by Lombard’s Pharmacy. All meds are locked away in the office

Accounting firm Ferreira Venter has done the books up to 2014 free of charge. There is no financial support from the state but offi-cials are very quick to do inspections, par-ticularly labour related inspections!

The Mienie couple spends hours making sure God’s Haven runs efficiently. They also do weekend duties to ensure everyone and everything is going well. Their hard work has paid off as the residents are happy and the books are all in the black.

The Mopani District Municipality has called upon all communities in their jurisdiction to utilise water very sparingly, as dam levels in the district have dropped drastically. Out of the nine main dams supplying water to com-munities in the district, seven have dropped to below 50%. It is estimated that six of these dams will be empty comes April, if it does not rain between now and then.

Below are dam levels in the Mopani District Municipality:

Working together with the Department of Water and Sanitation, the Mopani District Municipality will enforce the implementa-tion of drought operating rules at all dams, including water restrictions for both domes-tic and irrigation use. Dams to be affected by water restrictions are Middle Letaba, Nsami, Modjadji and Tzaneen Dams.

Due to these restrictions, the Mopani Dis-trict Municipality is also implementing wa-ter supply partitioning in the affected com-munities.

Municipal News

Residents in the Greater Tzaneen Municipality’s area have experienced serious problems with monthly mu-nicipal accounts — mainly for elec-tricity — in recent months. The GTM has thus been inundated with com-plaints from residents and confirmed that the bulk of the complaints were related to electricity charges and dis-connection fees.

The GTM’s spokesperson, Mr Neville Ndlala, has issued the following media statement to address the matter:

“Residents are reminded that the deadline for payments is the 25th of each month. Those who fail to meet the deadline will receive an SMS re-minder. Failure to act on the remind-er will result in the defaulter receiv-

ing a ‘final request’ notice, which is accompanied by a R45 fee. Action will therefore be required from the account holder within three days of receiving the ‘final request’ notice.

“Failure to act within the stipulated timeframe will result in the delivery of a disconnection notice and subse-quent disconnection. The disconnec-tion notice is delivered at the same time as the actual disconnection.

“A disconnection fee of R365 will be billed into the account of the prop-erty owner or account holder. The electricity will only be reconnected after payment is made or a payment arrangement is made.

“We have appointed a service pro-vider to do meter reading on behalf

of the municipality and they have already started with their work. The readings are collected on a monthly basis and captured in our financial systems.

“For accuracy and as proof a photo of the meter at the time when the read-ing is recorded, is taken and uploaded into the account. The hike in electricity bills in most instances is a result of the heat wave which led to residents over-using their air conditioners. The air conditioner consumes more electricity than most household utilities.

“Residents who have queries or are not satisfied with their accounts are welcome to lodge their queries with our accounts section in the Finance Department.”

The Greater Tzaneen Municipal-ity would like to unreservedly apologise to residents of Tzaneen who have been affected by water that is slightly dirty. The situation is receiving urgent attention and it has since been sorted in most parts of the town. However, there are areas that still face challenges, says the GTM’s spokesperson, Mr Neville Ndlala.

“The problem is as the result of two issues that our technicians have identified. They have devel-oped an action plan to urgently ad-dress the situation. There has been a drop in dam levels due to the drought. The significant drop has led to us drawing water from what is referred to as a ‘second layer’.

“This layer contains water which is dirtier and hard to clean. It thus required from us to ad-just our chemicals, to adequate-ly clean the water — which was only done after the water had already been let into the reticula-tion system. This issue has since been resolved.

“The second reason is that our reservoirs which receive wa-ter from the Tzaneen Dam are slightly dirty. Water from these reservoirs is distributed directly to both domestic and industri-al clients. Water from the water treatment plant meet and exceed all requirements. Daily samples

are taken for laboratory testing by a service provider appoint-ed by the Department of Water Affairs. We have also conducted independent tests and the results are good.

“We have therefore developed a schedule to clean and disinfect all three reservoirs receiving water supply from the Tzaneen Dam. We will start with Saagmeul Res-ervoir on 20 February from 06:00 to 18:00. The following areas will be affected: Tzaneen Life-style Centre, Lushof, Riverside, Sasol R71 filling station, Catholic Church, Malaria Institute.

“On 21 February we will clean and disinfect the Ben Vorster Res-ervoir, also from 06:00 to 18:00. The affected areas will include Flora Park, Medi-Park, the CBD and Industrial. On 22 February we will clean and disinfect Rus-tic Reservoir, but no areas will be affected.

“Due to the drought the Depart-ment of Water Affairs has issued a Government Gazette on water restrictions. Industrial clients are expected to reduce their water consumption by 35% and resi-dential usage must be reduced by 10%. Residents who fail to heed this message will be penalised. Our dam levels have gone down dramatically and residents are urged to play their part.”

Last year (2015) was the hottest year ever recorded. Last year smashed the previous record (2014) by 0,13° C, the largest margin by which a previous re-cord has ever been exceeded. That’s according to NASA and the National Oceanic and Atmos-pheric Administration (NOAA),

whose data on global surface temperatures dates back to 1880. Scientists note that the re-cord is part of a general upward trend. “It would’ve been a record year even if you abstract out the El Niño effect,” a senior NASA offi-cial announced.

No new cases of malaria have been reported in the Mopani district since 1 January this year, according to the Malaria Institute in Tzaneen.

During the first two weeks of February last year an alarm-ing 1 067 cases of malaria were reported in Limpopo.

The most affected areas were Mutale and the eastern parts of Thulamela and Greater Gi-yani Municipalities. Some isolated cases were also reported in the Greater Letaba, Greater

Tzaneen, Ba-Phalaborwa and Maruleng mu-nicipalities’ areas.

Mr Eric Mabunda, a Malaria information of-ficial at the Institute, said Lim-popo is known to be a malaria transmission area. The major prevention strategy, namely indoor residual spraying, was run from September 2015 and is still continuing this month.

In Tzaneen and surrounding areas the highest reported malaria cases in 2015 were encountered in the farming com-

munities of Modjadjiskloof and Tarentaal-rand.

“Malaria transmission occurs when there is breeding during high rainfall and with the current drought breeding is very low. We thus don’t have problems with malaria,” said Mabunda.

He added that spraying teams are active in most of the communities that reported cases of malaria. ”The spraying will continue until the end of March, when we will be nearing the end of the current malaria transmission season,” he said.

“The chemicals being used are K-othrine which last for four to six months and DDT (dichlorodiphenyltrichloroethane) which last for nine months when sprayed onto walls and other structures.

“Flu-like symptoms, body pain, headache and fever develop seven to twenty days or longer after visiting an endemic area. If these symptoms occur you must immediately con-sult a medical professional,” concluded Ma-bunda.

today tells more about municipal budgets and the IDP in a year when elections are held.

We continue with the discussion of the im-pact of the local government election on the municipal budget process. Today I will

discuss the MFMA*1 circular No 78, issued by the National Treasury and called the “Municipal Budget Circular for the 2016/17

MTREF*2”. Keep in mind that the local gov-ernment election will take place this year, anytime between May and August. The mu-

R45,5 million has been spent on a sewage disposal system for the community of Dan village, but it is not operational.

Manholes have not been covered properly and residents are deeply concerned that childen are in dan-ger of falling into these open pits.

In 2012 the money was said to be spent on ensuring that two thou-sand households in Dan village get water and proper sewage.

Four contractors were appointed and granted 500 units each to con-nect to the sewerage system. How-ever, residents cannot enjoy the benefi ts of the system.

The Greater Tzaneen Municipali-ty’s spokesperson, Mr Neville Nd-lala, says it is not the GTM’s respon-sibility.

“The Departmenrt of Co-oper-ative Governance, Human Set-tlements and Traditional Aff airs

(Goghsta) launched and fi nanced the project, not the municipality,” Ndlala told us.

Van die vyftien inskry-wings in die EAT-afdeling, het sewe leerlinge die Limpopo Toptwintig-lys van presteerders gehaal: Esmé Klop-pers, Belinda Luckhoff, Carmen Fer-reira, Jordin Young, Cameron Buys, Michelle Fivas en Thabiso Shai.

must be managed and the impact on fi nancial sustainability if not properly managed:

1. New tariff s for property rates, electricity, water and any other taxes and similar tariff s may only be implemented from the start of the municipal fi nancial year (1 July). This means that the municipal council must ap-prove the relevant tariff s before 1 July, and should this not happen the municipality will not be able to increase its taxes and tariff s. The risk for local government is that failure to obtain council approval could lead to the provincial executive intervening in the mu-nicipality.

Community responsibility:Members of the community, either as indi-

viduals or organizations should att end each

and every feedback and consultation meet-ing of the local municipality. Make sure that you’re clear about the proposed increase in the tariff s and taxes for the next fi nancial year. Section 3 of the circular: The South African economy and infl ation targets, deals with the macro-economic forecasts that municipalities must take into account when preparing their 2016/17 budgets. Community responsibility:At the very least, hold the Mayor and Munic-

ipal Manager responsible for the activities in the time schedule as set out in “Time Sched-ule of Key Deadlines”. Att end the meetings. Work through the draft IDP and Budget doc-umentation and prepare comments. Profes-sional bookkeepers can give valuable inputs in this regard. 3. The outgoing council may be tempted to prepare an ‘election friendly budget’ — with unrealistically low tariff increases and an over-ambitious capital expenditure program. This might threaten the fi nancial sustainabil-ity of the municipality and jeopardize service delivery.

Community responsibility: If this is the fi rst time that you are going to

participate, get the last two approved Mu-

nicipal IDP documents and Budgets. Com-pare these documents with the draft IDP and Budget for 2016/17. It might be easier when more than one person participate. Divide these documents into parts and each person takes responsibility for one part. Discuss the fi ndings and prepare one lett er as comments on the draft documents. 4. Given that the timing of the election campaigning coincides with the municipal budget consultations there is a risk that the consultation may be neglected or used to serve the narrow interests of political parties.

‘n Hele handvol Plasie-ruiters het by Dusty Hills aan die eerste kwalifi seerder vir Lim-popo-perdry, as deel van die Western Mount-ed Games, deelgeneem.

In die hoërskole se vlak 1-afdeling het Wan-dri Janse van Rensburg van Merensky en haar perd, Pagani, algeheel tweede geeïndig, met Dawid van Jaarsveld en sy perd, Robyn, derde. Mernique Potgieter en Blurrito was in die vierde plek met Genevieve van der Mer-we en Bughati vyfde.

In die hoërskole vlak 2-afdeling het Gene-vieve en haar ander perd, Zahra, op ‘n galop die eerste plek behaal. Theo van der Merwe het in die tweede plek ingetrippel. Genevieve het met die prestasie na ‘n vlak 3-ruiter op-geskuif.

Anri Janse van Rensburg was die enigste vlak 3-skoleruiter. Sy het al die pryse vir die dag ingepalm.

In die ope staan die Plasies ook nie terug nie. Op vlak 1 kry Dawid van Jaarsveld met Robyn ‘n algehele vierde plek, Mernique Potgieter met Blurrito ‘n sesde plek, Deonett e Erasmus ‘n sewende plek en Genevieve van der Mer-we ‘n negende plek. Op vlak 2 is Wandri Janse van Rensburg met Pagani die reserwe-kam-pioen en ook algeheel tweede. Theo van der Merwe het die derde plek behaal.

Anri Janse van Rensburg het aan die einde van die dag, onder toejuiging van ‘n groot groep Plasie-ondersteuners, as kampioen weg-gestap, met Genevieve van der Merwe die reserwe-kampioen.

Ruiters palm pryse in

Die Hoërskool Ben Vorster het Vrydag (2 Februarie) aan ‘n vriendskaplike atletiekbyeen-koms wat deur die Hoërskool Ben Viljoen in Groblersdal aangebied is, deelgeneem. Die deelnemende hoërskole was Lydenburg, Mid-delburg, Generaal Hertzog, Curro Brackenfell en Ligbron.

Die Vossies het uitstekend ge-presteer en 44 medaljes verower (12 goud, 16 silwer en 16 brons). Drie byeenkomsrekords is ook deur Vossies verplett er: Jolandi van der Merwe, meisies o.14 in die spiesgooi (35,79 m) en Tristin du Preez, seuns o.17 in die spies-gooi (55,85 m).

Die afgelope Saterdag het die Hoërskool Merensky se bergfi ets- span aan die Makulu 5-wedren in Polokwane deelgeneem. Dié half-marathon dien as ‘n kwalifi seerder vir Limpopo-kleure.

Die ryers het goed gepresteer. In die o.14-kategorie het Bevan Mul-ler ‘n derde plek ingeneem. In die o.15/o.16-afdeling het Sheldon Muller ‘n eerste plek en Armand Cronjé ‘n derde plek verwerf. Die o.17/o.18-ryers het eweneens goed gepresteer, met Natasha Janse van Rensburg in die derde plek, Bernice Cronjé vierde en Chelsea Schlebusch in die vyfde plek.

Die Hoërskool Merensky het Saterdag die hoërskole Rob Fer-reira, Frans du Toit, Louis Trich-ardt, Barberton en Tom Naudé as gaste by die Laeveld Prestige Atletiekbyeenkoms ontvang.

Na ‘n snikhete dag van goeie atletiek, begeesterde sang en heelwat nuwe rekords het Mer-ensky met 850 punte gewys wie is baas. Rob Ferreira het kort op hul hakke met 824 punte in die

tweede plek geeïndig.Merensky-atlete wat weer-

eens uitstekend gepresteer het, is Christelle Coetzer (jun-ior victrix ludorum), Sancha van Niekerk (senior victrix lu-dorum) en Noko Malatji (senior victor ludorum).

Plasieland se vertoonkas het Saterdag ook 147 medaljes ry-ker geword: 58 goud, 49 silwer en 40 brons.

Jeanne-mari de Jonge, Elzette van Dyk, Anri Janse van Rensburg, Kudu (perd), Elzanne Engel- brecht, Verena van Heerden en Clariska Venter is van die Plasies se trotse ruiters.

Atlete presteer by prestige byeenkoms Onweer laat Plasies bloedneus

Spankapteine Michelle Stevens en Quiniso Madzhi-ga is hier saam met skoolhoof Magnus Steyn.

Verskeie atlete van die Laerskool Tzaneen het puik prestasies by die atletiekbyeenkomste by Drakensig- en Gravelotte-laerskole behaal. Hier is (voor) Nhluvuko Shiviri (junior victor ludorum by Gravelotte), Ndzalo Makhubele (junior victor ludorum by Drakensig) en Precious Makhube-le (junior victrix ludorum). Agter is Elandri J van Rensburg (beste veldatleet) en Jappie Makhubele (senior victor ludorum).

Die Hoërskool Merensky se 1ste krieketspan het Saterdag in Potchefstroom teen die Hoër Volkskool te staan gekom, in die Superli-ga-reeks.

Merensky het eerste gaan kolf en ‘n noemens- waardige 233 lopies vir slegs 3 paaltjies in 50 boulbeurte aangeteken. Kolwers wat hulle uitstekend van hul taak gekwyt het is Timothy Elphinstone met 77 lopies en Salman Ishani en Nyiko Shikwambana met onderskeidelik 71 en 45 lopies.

Volkskool het daarna gaan kolf en 120 lopies in 22 boulbeurte aangeteken, voor dit begin reën het (Merensky se o.15-span moes ook die vorige week die knie buig vir moeder natuur in Potchefstroom). Die wedstryd is gestaak en die Duckworth-Lewis- formule is gevolg en het bepaal dat Volkskool die wedstryd met 33 lopies wen.

Volkskool se o.15-span het op Merensky se tuisveld gespeel en 311 lopies vir 10 paaltjies na 47 boulbeurte behaal. Merensky kon egter net 82 lopies vir 10 paaltjies na 29 boulbeurte aanteken met Rinus Jacobs, MC Claasen en Doran Kleynhans wat moedig geveg het.

Verstommende aksie in twee van die skouspelagtigste sportsoorte ter wêreld word dié naweek regstreeks op televisie uitgesaai.

Die krieket, tennis en gholf sal opwindend wees, maar die dekking van die Olimpiese Jeug-winterspele in Noorweë en die Wêreldbeker-duikkampioenskappe in Rio de Janeiro sal baie kykers se asem wegslaan.

Dat die twee T20-wedstryde tussen Suid-Afrika en Engeland se krieketspanne boaan die naweek se kyklys is, is nie altemit nie, maar sportliefhebbers wat werklik iets besonders wil sien, kan gerus na die skiërs en duikers kyk.

Die binnemuurse atletiek in Glasgow, wat ook regstreeks uitgesaai word, behoort ʼn voorsmaak te verskaf van wat later vanjaar in die Olimpiese Spele verwag kan word.

En dan is daar ook ʼn kragmeting met ʼn sterk intervarsity-atmosfeer — ʼn Premierliga-sokkerwedstryd tussen Wits en die Universiteit van Pretoria.

Merensky High School’s archery club was named the best countrywide school club in 2015. To date a number of prom-ising archers joined the club and 2016 looks promising.

Recently captains Jan-co Theron and Beneche Jackson led a team of twenty well-prepared archers to a two-day challenge ABO/3Di Tri-ple Crown Leg 1 com-petition, held outside Pretoria.

The competition was set in a natural hunting environment and varied in distance from 1 to 4 km. Archers were re-quired to shoot from pegs in the ground as well as estimate a range of distances.

Merensky archers returned triumphant, with Beneche and Ryan Jackson att aining

Protea qualifying scores. Provincial qualifi -ers were achieved by Renart Botha, Carissa Ivy, Lin-Mari Theron, André van der Merwe, Ryan Jackson and Janco Theron.

A gold medal was won by Ryan Jackson

(13-14 years), and a silver by André van der Merwe. In the young adults female category, Beneche Jackson received a silver medal, and Carissa Ivy bronze.

Pfunanane Academy in Modjadjiskloof won numerous medals at the Nazarene Chris-tian Academy invita-tional athletics meet-ing this past Saturday. Lendra Mashale-Ter-wey (front far left) won junior girls’ victrix ludorum, dominating the girls u.12 division, and Tinashe Mazodze (front far right) won the senior boys’ victor ludorum, winning nine gold medals.

Tennis stoom vorentoe… Merensky se meisies-tennisspan het in Mbombela aan ‘n Groot Vyf-uitdaag-toernooi deelgeneem. Nege skole het teen mekaar te staan gekom, naamlik Nelspruit, Boland Landbouskool, Mon-ument, Afrikaans Hoër Meisieskool, HTS Middelburg, Wilgerivier, Garsfon-tein, Merensky en Ermelo. Merensky se meisies het algeheel agtste gekom, in ‘n toernooi wat in snikhete toestande bes-lis is. Hier is Angie Nel en Carissa Ivy (voor) en agter staan Ronell du Toit, Han-nerie du Toit, Nina Grové en Eljané Uys.

Negentien atlete van die Hoërskool Ben Vorster het aan die jaarlikse Top15- atletiekbyeenkoms deelgeneem, wat verlede week in die Universiteit van Johannesburg se stadion gehou is.

Die Hoërskool Ben Vorster het in die afdeling vir klein skole deelgeneem, waar nie minder nie as negentien skole betrokke was. Skole is volgens hulle ABSA-punte vir die Top15-atlete

geplaas. Die Vossies het uitstekend gevaar met ABSA-punte van 12 345 en ‘n ge- middeld van 823.

Die top5-skole was: Klerksdorp 931, Potchefstroom Gimnasium 925, Frikkie Meyer 875, Randburg 864 en Ben Vor-ster 823.

Die volgende Vossies het medaljes ontang: Meisies: Jolandi van der Mer-we o.14, spiesgooi (36,33 m) verwerf ‘n silwer medalje, Lara Schutt e o.17, 400 m (56,41sek) verwerf ‘n goue medalje, Nielia Blignaut o.16, 400 m hekkies (75,79 sek) verwerf brons, Carmen Botha o.19, 400 m hekkies (65,08 sek) verwerf ook brons.

Die afgelope naweek het die Hoërskool Ben Vorster se eerste krieketspan teen die Hoërskool Rustenburg kragte gemeet en ‘n stewige oorwinning met 179 lopies behaal.

Die Vossies het die loot gewen en besluit om eerste te kolf. ‘n Goeie openingsven-nootskap tussen Kobus Janse van Rens-burg en Franco Oberholzer het ‘n sterk be-gin met 51 lopies verseker. Met die telling op 91 vir 3 was sake baie gelyk, maar met

‘n vennootskap van 72 deur Phillip Bester en Ruvan Kruger om die 4de paaltjie het die Vossies weer op die voorvoet gekom.

Die vennootskap tussen Ruvan Kruger en Caelan Retief van 88 lopies om die 5de paaltjie het die Vossies gehelp om ‘n stewige totaal van 292 vir 8 paaltjies in hul toegelate 50 boulbeurte te verseker.

Die volgende seuns is as beste kolwers aangewys: Ruvan Kruger, 64 van 64 balle; Caelan Retief, 50 van 34 balle; Phillip Bester, 44 van 41 balle.

Die Hoërskool Rustenburg het hul 1ste paaltjie in die 2de boulbeurt verloor, maar met ‘n hardnekkige vennootskap om die 2de paaltjie was hulle weer op koers. Ben Vorster het na die koeldrankpouse vin-nig drie paaltjies laat kantel. Goeie boul-werk deur Phillip Bester en doeltreff ende veldwerk het Rustenburg met 113 lopies terug in die pawiljoen gesit.

Die volgende seuns is aangewys as beste boulers: Phillip Bester 10-3-22-5 en Ruvan Kruger 10-2-34-2.

Is Oubal nou die afge-lope week vanuit alle oorde getorriseer oor hy verlede week Chris Mor-ris se waarde bevraag- teken het!

‘Tja, laat Oubal dan sommer vanuit die staanspoor, soos ‘n Stel-lenbosse meisie wat haar gesig pers geverf het, om verskoning vra vir die persepsie dat hy Morris geminag het.

Maar Oubal wil sy hordes kritici mooi vra om weer te gaan lees wat hy geskryf het, met die spesifi eke verwysing na wie hy in toetskrieket verkies om vir sy lewe te kolf en boul. Toets-krieket, daarby staan Ou-bal soos ‘n onverkwiklike universiteitsowerheid!

HeldedaadNietemin, Oubal dink

dat Morris selfs diegene wat so heft ig kritiseer, verbaas het. Dat sy 62 lopies om SA se kastai-ings uit die vuur te krap ‘n heldedaad van Lance Klusener proporsies was, is daar geen twyfel oor nie. Dat dit die Pro-teas in ‘n posisie geplaas het om die amperse on-moontlike reg te kry om die eendagreeks teen Engeland te wen, word net oortref deur die fantastiese swak veldw-erk deur die Engelse self!

Oubal sal selfs so groot wees om ook die Delhi Daredevils wat die $1m vir Morris uitgehaal het om verskoning te vra, oor hy hulle beskul-dig het van minder van geld weet as Dwaal-boom-beesboere. Maar laat ons nie vergeet nie dat dieselfde DD R5m vir JP Duminy betaal het. Daredevils inderdaad, want Oubal weet nie meer watt er kant toe met dominee JP nie.

‘Tja, Oubal weet nie of hy die keurders moet loof of kasty met hul keuses deur die reeks nie. Oubal is nie seker of hulle besig is om te eksperimenteer met spankeuses, of bloot soos ‘n blinde hoender soms ‘n mieliepit raak pik nie.

Geen hondeKokkie het sy waarde

as paaltjiewagterkolwer meer as bewys in die reeks en moes nooit weg-gelaat gewees het na ver-lede jaar se WB nie. Hy moet egter verbied word om met sy Jack Russels te gaan stap.

Morris lyk meer na ‘n kolwer wat re-delik kan boul en Wiese soos ‘n redelike bouler wat verantwoordelik kan kolf. ‘n Bietjie skaafwerk aan hul bouldissipline en die hele sak mielies sal oopgemaak wees!

Heinrich Ackerman, Gunter Heroldt, Lian Jacobs, Thuys Nortje en Phil Junior Ngobeni is van die seuns wat aan die Vossie-tenniskampi-oenskappe deelgeneem het.

Stanford Lake College had anoth-er outstanding day on the athletics track last Thursday, winning the Small Schools’ Inter High comfort-ably. The meeting was hosted by Southern Cross at the Peter Mokaba Athletics Stadium. The athletes were exceptional in the middle distance races and managed top three re-sults in most of them. Relays were also very strong for Stanfordians on the day, winning three relays. Vossies swaai die raketteDie afgelope Saterdag het veertig van die Hoërskool Ben Vorster se leerlinge aan die skool se tenniskampi-oenskappe deelgeneem. ‘n Kenmerk van die dag was die klipharde tennis wat gespeel is, en die goeie gees wat op die bane aan albei kante van die nett e geheers het.

Alhoewel die spiere teen die middag seer en die kele droog was weens die erge hitt e, het die spelers die dag baie geniet. Die Vossies is op-gewonde oor die seisoen en volgens hulle gaan die tennis vanjaar behoorlik kook.

Uitspeel- en daag-wedstryde word nog tot volgende week gespeel.

Die Vossie-meisies wat aan die tenniskampi- oenskappe deelgeneem het, is voor: Chanélle Machimane, Pamela Ba-loyi, Mercia Vorster, Zani Vorster, Jozette Oost-huizen en Mariska de la Rey. Agter staan Marli Delport, Sunéll Strydom, Christene Kruger, Grizel Lepart, Suné Bezuiden-hout, Michaela Bekker, Nicole Fourie, Charlize Engelbrecht, Sumari du Plessis en Nadia Paulse.

Jean-Luke le Roux, Ruan Cronje, Gerrit du Toit, Leon Cronje, Pierre Roos en Tshepo Malebati is ook van die Vossies wat aan die skool se tenniskampioenskappe deel-geneem het. Duan Schoeman, Francois

Briërs, Abel Nortje, Hayden Butler en Reu-ben Maritz was besig om tennis op ander bane in die dorp te speel, toe die foto’s geneem is en derhalwe het hulle die groot oomblik misgeloop.

Doran Kleynhans, a Grade 9 swimmer from Merensky High School, will be par-ticipating in the level three swimming cham-pionships to be held from 18 to 22 March in Port Elizabeth. He qualifi ed with an ex-cellent time in the back stroke.

Die eerste ronde van Tzaneen Rolbalklub en die Bulletin se gewilde Sakeliga begin op 7 April, waartydens 28 spanne sake saans sal uitspook.

Inskryfgeld is vanjaar R1 000 per span van vier, maar dit bring groter beloning as in die verlede. Die wenspan kry aan die einde van die toernooi ‘n tjek vir R4 000. Die tweede prys is R2 000 en die derde R1 000. In die

verskillende kategorieë word ook pryse van waarde aan die onderskeie wenners toegeken.

Daarby word die laaste aand se ete gratis aan die meer as honderd spelers en hul onder-steunende personeel verskaf.

Spanne kan een klubspeler teen R250 vir die toernooi aan-skaf, of teen R100 per aand as dit eenmalig nodig sou wees.

Die klub versoek dat besighede

so gou moontlik hul plekke be-spreek en die inskryfgeld betaal om deelname te verseker, omdat die toernooi tot 28 spanne be-perk is.

Mnr Ben Pretorius herinner alle rolbalspelers aan die gesins-aande, wat elke Vrydagaand gehou en met ‘n gesellige braai afgesluit word.

This year’s Duiwelskloof Club Spec-Sav-ers bowls competition — played on Saturday — att racted eight teams. The theme was Valentine’s.

A total of 6 games of 10 ends each were played, 2 before tea, 2 aft er tea and 2 af-ter a scrumptious “Bring ‘n Braai”.

This year’s champions are Zane Fanie and David Wiid who scored a total of 360 points.

Runners up with 334 points were Louw Swanepoel and Martin Bensch, with 3rd place going to Fanie Cronje and Ampie Greyling with 327 points!

Zane and David will play in the Spec-Saver District competition to be held in Polokwane on 5 and 6 March.

Bowls and Valentine’s…

Daniel Smit of Tzaneen Primary School participat-ed in the Limpopo Schools Swim-ming Champion-ships in Pretoria. He reached the fi nals of the 100 m and 200 m back-stroke and the 200 m breaststroke. He achieved a 7th place in each event.
