14 февраля учреждено и 31 мая 2011 года зарегистрировано в Едином госу-дарственном реестре юридических лиц Некоммерческое партнерство микро-финансовых организаций «Микрофинансирование и развитие» (НП «МиР»). НП «МиР» основано на добровольном членстве микрофинансовых организаций, а также иных заинтересованных в развитии микрофинансовой деятельности организаций. Основной целью нового объединения является содействие чле-нам партнерства в осуществлении деятельности в сфере микрофинансирова-ния, всестороннее содействие формированию и комплексному развитию мик-рофинансовых организаций. Для этого партнерство планирует содействовать развитию законодательства в сфере микрофинансирования и нормативно-правового регулирования деятельности МФО, разрабатывать и внедрять на практике стандарты этой деятельности, проводить мониторинги и опросы МФО, оказывать членам партнерства организационную, информационно-аналитическую, методическую, правовую и иную помощь, расширять контакты МФО и специалистов МФО, формировать благоприятное общественное мнение о микрофинансовой деятельности и прочее. В перспективе партнерство имеет все шансы стать саморегулируемой организацией. Учредителями НП «МиР» выступили четыре общества с ограниченной ответст-венностью: ООО «Управляющая компания «Центр микрофинансирования», ООО «МигКредит», ООО «Микрофинансовое агентство» (ООО «Микрофинанс»), ООО «Домашние деньги». Сформированы органы нового партнерства: Президентом избран Павел Сигал, Президент ООО «УК «Центр микрофинансирования» (г. Казань), в коллегиальный руководящий орган Партнерства – Совет Партнерства – вошли пять человек: Евгений Бернштам (от ООО «Домашние деньги»), Андрей Марулев (от ООО «Микрофинанс»), Татьяна Ким (от ООО «МигКредит»), Павел Сигал включен в состав Совета по должности согласно Уставу, Независимым членом Совета стал Президент Национального партнерства участников микрофинансового рынка (НАУМИР) и Российского Микрофинансового Центра (РМЦ) Михаил Мамута. Председателем Совета избран Михаил Мамута. В настоящее время идет обсуж-дение Хартии профессиональной этики членов НП «МиР», также начат прием заявок на вступление в члены Партнерства. Для вступления в НП «МиР» необхо-димо уплатить вступительный взнос в размере 10 000 рублей и членский взнос, который вычисляется в зависимости от величины портфеля займов МФО.

27 июня 2011 года в Торгово-промышленной палате РФ со-стоялись два круглых стола на тему «Законодательство о бан-кротстве: зарубежный опыт и российские перспективы». Пер-вый круглый стол был посвящен проблемам регулирования банкротства физических лиц в связи с рассмотрением соот-ветствующего законопроекта в Правительстве РФ. На втором круглом столе обсуждались особенности правового регулиро-вания банкротства кредитных потребительских кооперативов и микрофинансовых организаций. Круглые столы проводились в рамках расширенного заседа-ния Подкомитета по микрофинансированию Комитета ТПП РФ по развитию частного предпринимательства, малого и среднего бизнеса, проводимого совместно с Национальным партнерством участников микрофинансового рынка (НАУМИР) и Российским Микрофинансовым Центром (РМЦ) при поддержке Американо-Российского Фонда по экономиче-скому и правовому развитию (USRF). В процессе работы круглых столов был представлен зарубеж-ный опыт взыскания просроченной задолженности, регулиро-вания банкротства физических лиц, а также учета специфики банкротства небанковских финансовых организаций. Была дана информация о ходе разработки проектов федеральных законов в сфере банкротства физических лиц и небанковских финансовых организаций, а также представлены реальная картина банкротств микрофинансовых институтов и возмож-ности государственного регулирования, саморегулирования в выработке мер по профилактике банкротств. В круглых столах принимали участие кредитные потребитель-ские кооперативы, организации микрофинансирования, бан-ки, представители органов власти, эксперты и практики.

14-16 июня 2011 года в Перми состоялся консалтинговый курс «Создание микрофи-нансовой организации в соответствии с ФЗ «О микрофинансовой деятельности и мик-рофинансовых организациях». Курс был организован Российским Микрофинансо-вым Центром совместно с Пермским цен-тром развития предпринимательства для 20 представителей муниципальных фондов поддержки предпринимательства Пермско-го края. Во время курса участники смогли структурировать свои знания, узнать тен-денции развития законодательства, тонко-

сти вступившего в силу закона и обменяться опытом. 15-19 июня 2011 года был проведен тренинг для тренеров по курсу для начинающих предпринимателей «Начни свое дело!». Тренинг организован при поддержке Ситигруп Фаундейшен проекта РМЦ по содействию повышению финансовой и предприниматель-ской грамотности начинающих предпринимателей, осуществляемого в рамках Согла-шения от 4 июня 2010 г. между Рострудом, ОПОРОЙ РОССИИ и НАУМИР и программы содействия самозанятости населения Минсоздравразвития. 8 тренеров - представителей микрофинансовых институтов из 6 регионов России ус-пешно прошли обучение и в дальнейшем проведут Курсы «Начни свое дело!» для безра-ботных граждан на базе региональных служб занятости населения.

Пятидневная программа тренинга была обширной и включала в себя множество различных аспектов рабо-ты тренера. Также будущие тренеры сами стали актив-ными слушателями курса для начинающих предприни-мателей, который в дальнейшем им предстоит читать. Курс включает в себя несколько тематических сессий, среди которых основы маркетинга, выбор системы налогообложения, планирование доходов и расходов , прогноз движения денежных средств, формы финансо-вой поддержки предпринимателей. По окончанию тренинга всем его участникам были вручены сертифи-каты Российского Микрофинансового Центра. 29-30 июня 2011 года 24 представителя микрофинан-совых институтов Самарской области приняли участие в консалтинговом экспресс-курсе «Обучение менедже-ров займов», направленном на углубленное, но дина-мичное изучение методик и технологий выдачи микро-финансовых займов, оценке платежеспособности кли-ентов, а также профилактике просрочек и методов работы с ними. Курс был организован совместно с Некоммерческим партнерством «Профессиональное объединение микрофинансовых институтов» г. Сама-ра.

Non-commercial partnership of microfinance organizations «Microfinance and de-velopment» (NP «M&D») was established on February 14 and registered on May 31, 2011 at the Unified State Register of Legal Entities. NP «M&D» is based on volun-tary membership of microfinance organizations, as well as others interested in the microfinance organizations activity development. The main aim of the new fusing is contribution to the members of the partnership in activity in the sphere of microfi-nance, inclusive assistance to formation and complex development of microfi-nance organizations. To achieve these aims the partnership is planning to promote the legislation devel-opment in the sphere of microfinance and normative-legal regulation of MFIs activ-ity, to create and implement on practice the standards of this activity, to deliver monitoring and surveys of MFIs, to provide organizational, informative-analytical, methodical, legal and other kinds of support to the partnership members, to widen the MFIs' and MFIs specialists' contacts, to form favourable public opinion about the microfinance performance, etc. In perspective the partnership has all chances to become a self-regulating organization. The founding members of the NP «M&D» became four Limited Liability Partner-ships: «Managing company «Center for Microfinance», LLC; «MigKredit», LLC; «Microfinance agency» LLC; («Microfinance», LLC;) «Domashniye Dengi», LLC. The new partnership authorities were formed: Pavel Sigal, President of the «Managing company «Center for Microfinance», LLC (Kazan) was elected the Presi-dent, five people were included in the collegial managing board of the Partnership – the Partnership Council: Yevgeniy Bernshtam (from «Domashniye Dengi», LLC), Andrey Marulev (from «Microfinance», LLC), Tatyana Kim (from «MigKredit», LLC), Pavel Sigal was included in the Council by virtue of his position according to the Charter, Mikhail Mamuta, the President of the Russian Microfinance Center and the National Partnership of Microfinance Market Stakeholders became the Independ-ent Member of the Council. Mikhail Mamuta was elected the Chairman of the Coun-cil. At the present time the Charter of the professional ethics of the members of NP «M&D» is being discussed, applications are accepted to joining the members of the Partnership. To join NP «M&D» it is necessary to pay the threshold payment in amount of 10 000 roubles and membership fee, which is calculated depending on the size of the MFI loan portfolio.

On June 27, 2011 the Chamber of Commerce and Industry of the Russian Federation hosted two round tables on the topics «Legislation about bankruptcy: foreign experience and Russian perspectives». The first round table was devoted to the problems of regulation of individuals' bankruptcy in connection with the consideration of the corresponding draft law at the Russian Fed-eration government. At the second round table the peculiarities of legal regulation of bankruptcy of credit consumer coopera-tives and microfinance organizations were discussed. The round tables were delivered within the framework of the extended meeting of the Subcommittee on microfinance of the Committee of the Chamber of Commerce and Industry of the Russian Federation on private entrepreneurship, small and me-dium business development, in cooperation with the National Partnership of Microfinance Market Stakeholders (NAMMS) and the Russian Microfinance Center (RMC) supported by the US Russia Foundation for Economic Advancement and the Rule of Law (USRF). During the work of round tables the foreign experience of collect-ing delinquency, regulation of bankruptcy of individuals, as well as consideration of specificity of bankruptcy of non-bank finan-cial organizations was presented. The information was given about the process of creating the projects of federal laws in the sphere of bankruptcy of individuals and non-bank financial or-ganizations. Real pictures of bankruptcy of financial institutions and possibilities of state regulation, and self-regulation in formu-lation of preventive measures to bankruptcies were presented. The credit consumer cooperatives, microfinance organizations, banks, government authorities, experts and practitioners partici-pated in the round tables.

On June 14-16, 2011 the consulting training «Microfinance Organizations Creation within the framework of the Federal Law «About Microfinance Performance and Microfinance Organizations» was delivered in Perm, Russia. The training was organ-ized by the Russian Microfinance Center in coopera-tion with the Perm Kray of the Entrepreneurship Development for 20 representatives of the munici-pal funds for entrepreneurship support in the Perm Kray. During the training the participants could struc-ture their knowledge, learn the tendencies of the legislation development, nuances of the law come

into force, and exchange experience. On June 15-19, 2011 the training for trainers in a training for beginning entrepreneurs «Start your own business» was held. The training was organized by RMC within the framework of the program of the RF Ministry of Health and Social Development on enhancing the population's self-employment and the RMC project on enhancing the raise of financial and entrepreneurial literacy of beginning entrepreneurs. The project is implemented within the framework of the Cooperation Agreement of July 4, 2011 between the Federal Service for Employment and La-bor Relations (Rostrud), OPORA Russia, and NAMMS. This RMC project is supported by the Citigroup Foundation. 8 trainers-representatives of the microfinance institutions from 6 regions of Russia have successfully completed the training and will in future deliver the trainings «Start your own business» for unemployed citizens in the basis of regional employment services.

The training's five-day program was vast and included a lot of various aspects of trainer's work. Future train-ers also became themselves the active listeners of the training for starting entrepreneurs which they will deliver in future. The training includes several the-matic sessions among which there are: the basis of the marketing, the choice of the taxation system, planning of income and expenses, the cash flow fore-cast, the forms of financial support for entrepreneurs. After the training was completed all participants re-ceived the certificates of the Russian Microfinance Center. On June 29-30, 2011 24 representatives of the Sam-ara Oblast microfinance institutions participated in the consulting express-training «Loan Officers Train-ing», aimed at the profound, still fast moving learning of the methods and technologies of microfinance loans, evaluation of the clients financial solvency, and also at preventative measures of delinquencies and methods of working with them. The training was or-ganized by the Russian Microfinance Center in coop-eration with the Samara Non-commercial partnership «Professional Unity of the Microfinance Institutions».
