The Shanxian Biomass Power Plant – first power project using biomass in China

The Chinese new Renewable Energy Law encourages development of power plants

using biomass to compensate shortages in energy supply and to reduce the severe

environmental pollution.

The local farmers can benefit by supplying straw as fuel for the biomass power plants.

This will:

assist the domestic economic development,

contribute to reducing poverty

simultaneously decrease the air pollution

National Bio Energy Co.,Ltd (NBE), was established in 2005 as a shareholding

company with a registered capital of 500 million RMB

The biggest investor in the majority shareholder is the State Grid Corporation of

China.

Danish Ministry of Foreign Affairs (DANIDA).

DANIDA is one of the public entities in Denmark involved in the procurement of

Certified Emission Reductions (CER’s) through Clean Development Mechanism

(CDM) projects and Emission Reduction Units (ERU’s) through JI projects to help

Denmark to achieve its targets under the Kyoto Protocol.

COWI Consulting (Beijing) Co., Ltd is a daughter company of COWI A/S with

the headquarters located in Denmark.

COWI has been helping the Chinese clients to develop CDM projects.

COWI A/S has worked with carbon trading since 1995.

International climate projects, as the Clean Development Mechanism (CDM) and

Joint Implementation (JI), are a part of the flexible mechanisms of the Kyoto

Protocol. The objective of these mechanisms is to ensure cost-effective and

sustainable emission reductions.

The achieved reduction in greenhouse gas emissions generated by the projects is

transferred as carbon credits to Denmark and used as a supplement to meet

our international climate commitments.

For project host countries, the mechanisms provide measures for the transfer of

capital and modern technology promoting economic growth and a cleaner

environment.

As an example the Danish Energy Agency’s has assisted China in the

replacement of an old polluting coal factory by a biomass plant. This is an

example of a well executed CDM project that have transferred Danish technology

and promoted sustainable development. In addition to the project a reduction

in greenhouse gas emission has generated carbon-credits.

Shanxian 30 MWe Biomass Plant

Engineering Contract to BWE on March 7, 2005 by

The Hong Kong based China Biomass Energy

Contract comprised:

• Basic engineering for boiler island of a 30 MWe biomass fuelled plant in

Shanxian, Shandong Province of the Peoples Republic of China.

• The boiler is a drum boiler of

36.2 kg/s steam at 88 bar and 537°C

BWE water cooled vibrating grate combustion system

BWE air sprouts for the intake of fuel.

• The fuel is wood chips and cotton stalks.

• Installation started January 2006

• Plant was in commercial operation by the end of 2006.

BWE technology in CER agreement with China

January 17, 2007, the Danish Ministry of Foreign Affairs

signed an agreement for purchasing certified emission

reductions (CER) from National Bio Energy Ltd., Peoples

Republic of China.

Coal – an opportunity to reduce CO2

(480 gcoal/kWh electricity)

• State of the art BWE “Ultrasupercritical” power plant

efficiency can reach 45% (320 gcoal/kWh electricity).

• reduces the consumption of coal (from 480 to 320 g/kWhe )

A pragmatic approach

• Implementation of BWE high efficiency power plant technologies

throughout the world’s old coal fired power plants could bring down

the worldwide emissions of CO2 from:

• 5.5 billion tonnes/year to 3.6 billion tonnes/year

• a straight cut of 1.9 billion tonnes/year

• Future implementation of carbon capture systems (CCS) will bring

the emissions of CO2 to virtually zero

• Implementation of high efficiency technology is needed before

implementation of CCS, as CCS decrease plant efficiency with

approx. 10%
