The work entailed the construction of roadways, foul and surface water drainage systems, provision of utility infrastructure and extensive landscaping. Relevance: The scheme involved working in deep excavations, tidal working, traffic management, extensive landscaping, street lighting and signage. The actual construction site was alongside Fabian Way which is an extremely busy thoroughfare that demanded robust traffic management arrangements. The site was fenced off to prevent access by unauthorised persons whilst maintaining access to The Port Authority. Other significant elements of the contract included: Construction of a reinforced earth ‘Geogrid’ retaining wall. Construction of a 900mm storm water outfall which discharged to sea via a dock headwall. This outfall was up to 4m deep in places needing box shuttering and dewatering facilities. Construction of a modular precast concrete box culvert sewerage system. Due to the granular nature of the ground and close proximity of the sea, continuous dewatering was required throughout the construction phase with waste water discharged to stilling lagoons. Provision was made for utility infrastructure and JBHL coordinated with the Utility Companies. Challenges Met / Solutions Provided: Risk was minimised during the project by: Full and thorough site investigation to determine location of buried utilities and other infrastructure. Detailed planning and programming for the contract including emergency mitigation measures. Maintaining a close working relationship with utility representatives to help mitigate potential delays on their

part.      The  following  challenges  were  encountered  during  the  contract:    • Working  safely  in  deep  excavations.  We  used  telescopic  box

type  shutters.  • Artificially   hard   material.   Although   demolition   had   taken

place   on   site,  we   came   across  many   examples   of   concrete  strip  foundations  and  slabs.

• Maintaining   traffic   flows  within   Fabian  Way.  We   restricted  work   on   the   confines   of   the   site   to   weekend   working   as  traffic   flows   were   such   that   any   restriction   during   the  working  day  would  cause  severe  congestion.

All  surplus  excavated  materials  on  site  were  recycled  and  used  either  as  fill  or  for  landscaping  purposes.  This  sustainable  approach  was  in  compliance   with   our   Site   Waste   Management   Plan   and   was   fully  endorsed  by  the  EA.      There   was   sufficient   room   on   the   site   to   create   shallow   stilling  lagoons   where   the   water   from   the   continuous   dewatering   activity  was   discharged.   This   was   far  more   robust   than   installing   de-‐silting  capability  within  the  pumping  regime.

Principal  Supply  Chain  Partners:   JBHL   delivered   substantive   elements   of   the   contract   using   our

directly   employed   workforce   and   extensive   selection   of   modern  construction  plant.  The  following  activities  were  subcontracted:

 • Traffic  management  • Street  lighting  • Traffic  signage  • Mechanical/Electrical  work  on  PS  • Surfacing  works  • Security  arrangements.

All   subcontractor   activities   were   managed   in   accordance   with   our  ISO  accredited  processes  and  procedures.

‘I  wish  to  commend  JBHL  for  the  way  you  delivered  the  infrastructure  work  at  the  SA1  Waterfront  development.  You  delivered  quality  work  and  applied  your  extensive  knowledge  and  experience  to  overcome  the  many  challenges  that  arose  during  the  contract’.
