Goals – 目标• 3,000 MW of new customer-owned distributed
solar • Self-sustaining solar industry free from
ratepayer funded incentivesBudget – 预算• $3.3 billion budget (2007-2016) • Split between CA investor-owned utilities
(IOUs) – 给与加州各公共事业公司Long-term policy framework – 长远政策架构• Uniform incentive eligibility guidelines
statewide – 全州统一奖励资格准则 • Provides incentives that encourage solar
performance – 给高性能的太阳能提供奖励• Incentives decline based on program demand
奖励金额会随需求提高而降低• Funds customer-side PV and other solarOther Program Components – 其他计划• Single-Family Affordable Solar Homes (SASH)• Multifamily Affordable Solar Homes (MASH)• Research & Development Program • Solar Hot Water Pilot program

Single-Family Affordable Homes (SASH) Program
• November 2007: the SASH Program was adopted by the CPUC
• SASH offers up-front incentives which highly or fully subsidize solar PV systems on low-income, single-family homes• Incentives that partially-subsidize the PV system range from
$4.75 to $7.00 per watt depending on tax-liability and eligibility for the California Alternative Rates for Energy (CARE) Program
• Households whose income is 50% of Area Median Income or below are eligible for fully-subsidized 1kW PV systems
• GRID Alternatives was selected as Program Manager to administer the program in all three IOU territories
19
Multifamily Affordable Solar Housing (MASH) Program
• October 2008: the MASH Program was adopted by the CPUC
• MASH Program Administrators• PG&E• SCE• The California Center for Sustainable Energy (CCSE) in
SDG&E territory• MASH offers two incentive tracks
• Track 1 provides incentives of up-front incentives • $3.30/watt for common areas• $4.00/watt for tenant areas
• Track 2 will provide higher incentives through a competitive RFP process
• Virtual Net Metering (VNM)• Will allow building owners to install a single-solar system
for common and tenant areas and apply utility bill credits to building owner and tenants
• VNM helps solve the issue of how tenants receive financial benefits from solar, but does not solve the question of how owners recoup the cost of the system
