volume 4 issue 2 2018
In this issue: A Note from President
D ear all CAPA members, I am a
little over four months into my new role as CAPA president. It has been a great honor for me to work with dedicated and capable EC members and other members around the goals that I listed at the beginning of my term in March this year. At the 1st EC meeting, we advocated a healthy culture of mutual respect and support as well as active communication among EC members to ensure running CAPA in a transparent and democratic way, which is essential to the growth and success of our society. Over the last four months, I am truly touched by the efforts that you have put to make CAPA better. Several educational events are going on smoothly. Online lectures are well-received as always. The preparations for the 4th CAPA Diagnostic Pathology Course in New York, the 4th Sino-US Cancer Diagnostic Pathology Summit in Beijing, and the CAP/CAPA Companion Meeting in Chicago are in their active phase. In addition, CAPA Bylaws amendment, website update, and eNewsletter publication are going well and in a timely fashion as expected. Of note, EC has spent a huge amount of time on finance issues including internal and
external finance review, and investigation for practical strategies to apply for 501c. After finance review by professionals and consultation with CPA and attorney, we are armed with a deeper understanding that, for the best interest of CAPA, we need to reform it in order to change its tax-exempt status by applying for 501c. The detailed information of the work is highlighted in the Progress Report of CAPA Issues. I greatly appreciate each of you who made contributions. We still have a lot to do in the year ahead. I will keep you informed as plans for all the events move forward. I’d like to have your inputs which will help me and the rest of leadership team in determining the best way to approach our goals. In addition, I am asking that you show your commitment to our society by actively participating in our educational events and involving in voting for the amended Bylaws, which will be ready soon. Making CAPA greater is our common goal and this can only be achieved by all of us working together. I am looking forward to seeing you in CAPA diagnostic course in New York in August. Sincerely yours,
Yun Gong, MD CAPA president 2018-1019 MD Anderson Cancer Center

Conference Overview
This 2-day course provides in-depth coverage on the hot topics including recent advance in molecular
pathology and practical topics including those commonly encountered in daily diagnostic pathology in
a format of didactic lectures and case-based presentations. The course will be presented by national
experts across all subspecialties of diagnostic pathology. The course will address the questions and
challenges and provide the updates and pearls in diagnostic pathology that practicing pathologists
encounter in day-to-day practice, help the practicing pathologists to avoid the commonly encountered
diagnostic errors and become proficient in different subspecialties, and help residents and fellows with
their subspecialty board exam preparations. The interesting case discussion will provide ample
opportunity for pathologists from academic and private practice to have face-to-face discussions.
Intended Audience and Conference Objectives This course is intended primarily for practicing pathologists, fellows, residents and other health care
professionals. At the conclusion of this course, participants should be able to:
Describe the recent advance in molecular pathology in each subspecialty
Recognize the diagnostic traps that are commonly encountered in daily pathology practice
Demonstrate improvement in diagnostic skills in handling problematic cases

Progress Report of CAPA Issues (4.2018-6.2018) by Yun Gong (Approved by EC)
Weekly Online Lectures Going very well (by Linsheng Zhang and Zenggang Pan, all speakers and moderators). Annual payment for GoToWebinar ($2,200/yr) was supported by CAPA. Zenggand will be in charge of the online lectures since mid July, 2018. The 4th CAPA Diagnostic Pathology Course, Flushing, NY, Aug 25-26, 2018: • Program finalized (by Organizing Committee, Education
Committee, and all faculties) • Registration open (by Zenggang Pan, Xiangdong Xu and
other Membership/Website Committee members) • Collecting PPT, COI form, CV, and CME application (by
Lanjing Zhang) • Lectures of two classrooms will be overseen by Wei Xin
and Xiuli Liu, respectively. • Logistics ongoing (by Mark Liu, Peng Lee, Ruliang Xu,
Huihong Xu, Zenggang Pan, Zongming Chen, other EC members and CAPA members)
CAPA Co-organizes the 4th Sino-US Cancer Diagnostic Pathology Summit, Beijing, China, July 27-30, 2018 • Call-for-speakers and coordination (by Huan-You Wang).
Ten speakers with Associate professor and above were selected (this level was preferred by the organizers in China and based on the previous selecting criteria adopted by Education Committee).
• Wei Xin will attend the meeting and thus will be the team leader on behalf of CAPA.
CAP/CAPA Companion Meeting, Chicago, October 20-24, 2018 Five speakers were selected and topics were confirmed by Education Committees/Subcommittees. Wei Xin is responsible for coordination, CME application and logistics. CAPA Finance Issues • Smooth transition of finance documents from Zongming
Chen to Huihong Xu • EC reviewed and approved financial report for 2017,
prepared by Zongming • EC reviewed and approved financial balance sheets for the 1st
quarter in 2018 and those in Vancouver meeting, prepared by Huihong
• Huihong set up Money Market, on-line banking account and withdrawal account
• Internal review of CAPA finance document (bookkeeping and tax returns, etc. for the year 2015, 2016, and 2017) was started by Finance Committee, then by EC members and finally by CPA/MBA Sarah Chen with a total charge of $1000. Active communications between EC and Sarah happened in a manner of Q&A and in a 2-hr EC meeting (5.28.2018); Sarah answered EC’s questions and emphasized the necessity and urgency of change CAPA tax-exempt status to 501c. Sarah strongly suggested to dissolve current CAPA and form a new one since this strategy has much higher probability of success for 501c application than patching on the old CAPA.
• A compile report was subsequently issued by Sarah. The key messages were “The bank statements and transaction details are provided promptly by CAPA. They are clear and detailed. It appears that CAPA has been tracking business income and
expenses timely and clearly.” “In the future, we recommend use the accounting software called Quickbooks for tracking income and expenses as well as various reporting.” Sarah formatted the old CAPA Bookkeeping by using the Quickbook software during her review and Huihong will adopt this new format.
• In the future, Sarah will guide Huihong and other finance committee members to use the accounting Software and other finance-related issues.
• Due to numerous concerns about legal issues and liability of the current EC that may encountered during dissolving and reforming process, a lawyer/CAP Mr. Kent Vestal was identified and contacted. Based on EC majority vote, Yun signed a fee agreement with Mr. Vestal and he will be responsible for the entire process of dissolution of CAPA-FL and formation of CAPA-TX in order to obtain a 501c non-profit organization status.
• CAPA-TX application was filed on June 22, 2018 with 7 current EC members to be the initial BOD. A new EIN was obtained. All the 8 EC members voted “yes” for dissolving CAPA-FL. In terms of membership automatic transfer to CAPA-TX, 7 of 9 EC members voted “yes” and 2 voted “no”.
Update CAPA website (by Zenggang Pan and other Website Committee members) • All EC members agreed that there is an absolute need of
developing/improving CAPA membership administration website and we will be very cautious to ensure personal information safety.
• This website update will be handled by a US-based IT company, It will start an initial phase of test in a small group soon. The program will likely be up in one month. Any personal information of CAPA members will NOT be released to any IT or supporting companies.
• A new case forum was discussed and will not be on our priority agenda in this year due to technical issues.
CAPA eNewsletter The 1st issue was published. Call-for-submission for the 2nd issue has been sent out (Fan Chen, Xiangdong Xu, Feng Li and other eNewsletter Committee Members) Further Amendment of the Current Bylaws Bylaws Committee meetings were held 5 times to discuss amendment of the current Bylaws with good progression (Ruoqin Huang, Jay Ye, Feng Li and other committee members) Continue Fund-Raising Campaign • AccuPath $2,000 (15-30 min talk during lunch time):
initiated by Peng Lee • Novodiax $2,000 (booth): initiated by Fan Lin, Songqing
Zhao • Merrill Lynch (pending further information): initiated by
Zenggang Pan • ACAP (pending further information): initiated by Ruliang Xu Four EC meetings (refer to previously released 4 minutes that were recorded by Xiuli Liu and Zenggang Pan, reviewed by all EC members and approved by majority of EC members)

Diagnosis: Hobnail Hemangioma or Targetoid Hemosiderotic Hemangioma This is a benign vascular neoplasm most commonly
occurring on the trunk or extremities of young to
middle-aged adults. Clinically, this lesion often
presents as a solitary purple papule surrounded by a
pale halo and occasionally by a peripheral ring. What
we saw here in the images provided, is an
“infiltrating” vascular neoplasm occupying the whole
dermis. In the superficial dermis, an irregular,
dilated, thin-walled proliferation of vascular channels
is lined by prominent, often hobnail endothelial cells
with occasional papillary projections. Extravasated
red blood cells and inflammatory cells may be seen in
the surrounding stroma. In the deeper component, the
vascular channels become narrowed, they dissect the
collagen, and they are lined by flat endothelial cells.
The lesion appears to be self-limited, and an excision
is curative. The differential diagnosis includes
microvenular hemangioma, and Kaposi sarcoma.
Microvenular hemangioma normally shows elongated
vessels with narrow “compressed “ lumina that
display interconnections and branching configurations
that may extend into subcutaneous septa. These
vessels have venous characteristics. Despite this
somewhat unusual configuration, this kind of lesion
appears to be relatively confined on low-power
inspection, shows minimal if any inflammation, and
lacks nuclear atypia or mitotic activity.
Kaposi sarcoma is a malignant vascular neoplasm
which will show typical findings such as the
“promontory sign,” hyaline globules, plasma cells,
and solid aggregates of spindled cells, which are not
observed in the presented case. ( case courtesy: Dr
